Now that the holiday season is winding down, thrift shops run by Goodwill, the Salvation Army, and other organizations are tallying up the annual flood of December donations. 

"It's always been a tradition that our donors donate between Christmas and New Year's ... and the last couple days of the year, they donate even more," Goodwill Southern California director of logistics Tinna Bauer explained. "Some do it for tax purposes, and some ... when they if they receive new items for Christmas, they clean out the old."

Human rights in legislative processes in focus at OSCE and OHCHR-supported training course for advisors and experts of Kyrgyz parliament

BISHKEK, 15 July 2016 – The OSCE Centre in Bishkek and the Regional Office for Central Asia of the Office of the High Commissioner for Human Rights (OHCHR ROCA) completed a training course in Bishkek today for 35 advisors and experts of the Kyrgyz parliament on promoting human rights in the legislative process.

The two-day training course aimed at enhancing the knowledge of parliamentarians on human rights principles.

National and international experts shared their know-how with participants on the international human rights standards, and the United Nations Human Rights Treaty System and its mechanisms. They also discussed the role of parliamentarians in promoting and protecting human rights, the principles of equality and non-discrimination as well as the relations between the state and other actors.

“Today’s training course is an important step towards ensuring that new laws will be drafted in compliance with these principles for the continuous democratic development of Kyrgyzstan,” said Daniele Rumolo, Senior Human Dimension Officer at the OSCE Centre in Bishkek. “Following the successful organization of parliamentary elections in October 2015, it is necessary that Kyrgyz authorities continue to meet their obligations and implement the relevant OSCE commitments on human rights.”

Ryszard Komenda, OHCHR ROCA Regional Representative, said: “It is critical that advisors and experts working closely with members of the parliament are fully versed in and committed to international and national human rights standards in order to propose and adopt legislation that is in full compliance with them. This training course represents one way in which OHCHR supports Kyrgyzstan to protect and promote human rights.”

The training course is part of the OSCE Centre’s project on strengthening democratic governance in Kyrgyzstan.

OSCE/ODIHR final report on the former Yugoslav Republic of Macedonia’s postponed early parliamentary elections recommends continuing electoral reform process

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) issued a final report on 8 July 2016 on the postponed early parliamentary elections in the former Yugoslav Republic of Macedonia, which were scheduled for 5 June 2016. The final report assesses whether the electoral process and activities conducted before the postponement of elections were in line with OSCE commitments, other international obligations and standards for democratic elections, and with national legislation.  

While recognizing that 2015 amendments to the Electoral Code attempted to address most of the prior OSCE/ODIHR recommendations, the report notes that late changes negatively affected electoral stakeholders’ understanding of new provisions and impacted their ability to fulfil their functions. In addition, a number of previous recommendations remain to be addressed and legal inconsistencies eliminated. The report recommends conducting a complete review of the Code after consultations between all political stakeholders and relevant civil society organizations.  

As one of the priority recommendations, the report recommends the State Election Commission and the Ministry of Internal Affairs continue the process of updating the voter register through a co-ordinated effort ahead of the next elections. In order to increase the citizens’ confidence in the accuracy of voter registration, it also recommends that the process is transparent and ensures political parties and civil society access for verification.  

Noting that some measures to prevent intimidation and pressure on citizens were taken by authorities, it however mentions that a climate of intimidation persisted, attributed to a fear of retribution existing in state companies and institutions. The report recommends that authorities actively encourage citizens to report any cases of pressure and intimidation and thoroughly investigate such instances. 

While a number of aspects for the media coverage of election campaigns have been detailed in the Electoral Code, a need for continued substantial reform was highlighted. The report suggests amending the legal framework to further clarify the requirements for balanced reporting during the pre-campaign period.

Additional recommendations in the report include deciding on election-related cases within timely deadlines and harmonizing the Electoral Code with the Constitution, which provides for public hearings. It also recommends periodic review of district boundaries by an independent body to ensure the equality of the vote.

Historical context: According to Eastern Orthodox and Roman Catholic tradition, [Emperor] Constantine I adopted Christianity as his system of belief after the Battle of Milvian Bridge in 312 A.D. His legions, who were victorious, fought under the "labarum", a standard (flag) with the first two Greek letters of Christ's name [XP - the first two (capital) letters chi (X) and rho (P) of the Greek word Christ] {Note: Constantine replaced the cross of Christianity with the letters X and P - the letters probably had a dual occult meaning}. -- In 313 A.D., the Edict of Milan legalized Christianity {Note: without mentioning Christianity by name} **alongside other religions {specifically heretical sects of Christianity} allowed in the Roman Empire. In 325 A.D., the First Council of Nicaea signaled consolidation of Christianity under an orthodoxy endorsed by Constantine, and though this did not make other Christian groups outside the adopted definition illegal, the dissenting Arian bishops [who were in all probability occult agents working for Constantine] were initially exiled. **But Constantine reinstated Arius {the heretic} before his death ***and exiled Orthodox {Christian} Athanasius of Alexandria. In 380 A.D. Emperor Theodosius I made Christianity the Roman Empire's official religion (see State church of the Roman Empire, Byzantine Empire and the Goths) and did enforce the edict. In 392 he [Emperor Theodosius I] passed legislation prohibiting all pagan cultic worship. During the 4th century, however, there was no real unity between church and state: In the course of the Arian controversy, leading Trinitarian bishops, such as Athanasius, Hilary of Poitiers, and Gregory of Nyssa, were exiled by Arian emperors, as were leading Arian and Anomoean theologians such as Aëtius. Towards the end of the century [during the ongoing Church and State power struggle], **Bishop Ambrose of Milan made the powerful Emperor Theodosius do penance for several months after the massacre of Thessalonica before admitting him again to the Eucharist [Communion Supper]. On the other hand, only a few years later, Chrysostom, who as bishop of Constantinople criticized the excesses of the royal court [the Government], and was eventually banished and died while traveling to his place of exile. -- Theological Implications: Theologians critical of the Constantinian shift [Government presiding over Christianity] also see it as the point at which membership in the Christian church became associated with citizenship (in the country) rather than a personal decision (with Jesus). American theologian Stanley Hauerwas names the shift as the foundation for the expression of Christianity in the United States today that is closely associated with patriotism and civil religion.

Changer un kit de fixation, c'est presque une routine pour les différents acteurs du refroidissement. Mais depuis quelques temps, on assiste à une nouvelle tendance : les kits de fixation avec un offset, soit un décalage qui va permettre un meilleur refroidissement pour telle ou telle génération de processeur. Certaines marques proposent ainsi des kits de fixation en option, d'autres en bundle, libre à l'utilisateur de rester sur le système par défaut ou bien de changer. Podcasting is a relatively small market, closing in on a $1 billion run rate. But the category is on fire right now. The New York Times scooped up Serial Productions for a reported $50 million this week in a creative and strategic alliance with sister company This American Life. Terms of the deal were not disclosed and depend on performance goals. The Times bought podcast studio Audm for $8 million in March and is hiring prominent journalists to host new programs. With Serial, the Times owns the 14th largest podcast production company with roughly 4 million listeners and the iconic Serial franchise that was the first breakout hit. Union Square Ventures also announced on Thursday that it is investing in the podcast studio and ad network Headgum.

The Swine Health Information Center is inviting pork sector stakeholders to provide their input into its annual plan or work planning process.
Each year, as part of its mission to protect and enhance the health of the U.S. swine herd by minimising the impact of emerging disease threats, the Swine Health Information Center reevaluates its activities and research priorities.
SHIC Executive Director Dr. Megan Niederwerder says stakeholders are invited to provide their input to help identify the greatest needs, the greatest emerging disease risks and where activities should be focussed in 2025.

Our five strategic priorities are to improve swine health information, to monitor and mitigate risk to swine health, to respond to emerging diseases, to conduct surveillance and discovery of emerging diseases and then to prioritise swine disease risk through our disease matrices.
We look at those five strategic priorities, we start to look at allocation of budget and resources then we have a series of stakeholder meetings that occur throughout the fall.
This includes pork producers, veterinary diagnosticians, swine health researchers, pork producer state organizations, swine veterinarians and other industry stakeholders that can help us to identify those emerging disease risks and priorities that should be included on the 2025 plan.
After the conclusion of the stakeholder listening sessions, we take those research priorities and ideas that have been generated to the two Swine Health Information Center working groups.
This working groups assist us in helping to prioritise each of the research topics with regards to how they help us to build a SHIC mission.
We then take those prioritised ideas and research objectives to the SHIC Board of Directors who help review and revise and ultimately approve the plan of work for the upcoming year.

Dr. Niederwerder says the goal is publish the plan by the end of the year to inform stakeholders of upcoming activities and outline research priorities to enable researchers to submit proposals to address those priorities.

They were jailers in the Roman prison that held Sts Peter and Paul, and came to faith in Christ through the witness of the two holy Apostles. After receiving baptism, Processus and Martinian released the saints from prison. As the Apostles were leaving Rome, the Lord appeared to Peter on the Appian way. When Peter asked him where he was going, he replied, 'To Rome, to be crucified once again.' Abashed, the Apostles returned to Rome to face their martyrdom. Processus and Martinian were beheaded along with St Paul.
