L.A. Philharmonic To Take Over Operations At Ford Theatre

The L.A. Philharmonic will be the new operator of the John Anson Ford Theatre, the smaller outdoor venue near  the 101 Freeway across from the Hollywood Bowl, under a plan approved by the Los Angeles County Board of Supervisors.  

L.A.  funding sustains the Ford, and the county recently spent $80 million renovating the 1,200  seat amphitheater.  But attendance has been lackluster — and Supervisor Sheila Kuehl hopes the L.A. Philharmonic can change that. 

“The Ford will be able to take advantage of the natural synergies in marketing, capacity-building and program resources that simply haven’t been available to the Ford as an independent institution," she  said.

The move by the L.A. County  blindsided many local artists.  They say the Ford is an important incubator for diverse talent.  They also worry ticket prices will increase.  Prompted by their criticism, the Supervisors will require the Phil to meet with artists and annually review the diversity of the Ford’s shows with county officials.

Apple: iOS 8 prevents cooperation with police unlocking requests

Apple's latest mobile operating system — iOS 8 — is now available, and with it, a new technical hurdle for law enforcement. The company says it will be technologically impossible to access data on phones and iPads running iOS 8, because it won't allow user passcodes to be bypassed.

Our phones, of course, contain troves of information — contacts, messages, recordings — which can be helpful for investigative or prosecutorial purposes. The Supreme Court earlier this year ruled law enforcement cannot access that kind of data without a warrant. Prosecutors had already feared the warrant hurdle would be too much — Rockland County, N.Y., District Attorney Thomas Zugibe told the Wall Street Journal in June that technology "is making it easier and easier for criminals to do their trade," while the court "is making it harder for law enforcement to do theirs."

Now, even with a warrant, data from Apple devices running iOS 8 will be tough — and, Apple says, impossible — for law enforcement to get its hands on.

As The Washington Post reports, the move "amounts to an engineering solution to a legal quandary: Rather than comply with binding court orders, Apple has reworked its latest encryption in a way that prevents the company — or anyone but the device's owner — from gaining access to the vast troves of user data typically stored on smartphones or tablet computers."

 

Not so fast, writes an iOS forensics expert, Jonathan Zdziarski. Just because Apple will no longer help police doesn't mean police can't find ways to use existing commercial forensics tools to extract the data themselves. Wired Magazine describes how Zdziarski proved his own point:

Zdziarski confirmed with his own forensics software that he was still able to pull from a device running iOS 8 practically all of its third-party application data — that means sensitive content from Twitter, Facebook, Instagram, web browsers, and more — as well as photos and video. The attack he used impersonates a trusted computer to which a user has previously connected the phone; it takes advantage of the same mechanisms that allow users to siphon data off a device with programs like iTunes and iPhoto without entering the gadget's passcode.

"I can do it. I'm sure the guys in suits in the governments can do it," says Zdziarski.

And, Apple will still be able to turn over user data stored outside its phones, for example, on its iCloud service, The Washington Post notes. Users often back up photos, videos, emails and more to iCloud, as the recent nude photo theft reminded us.

Apple, in creating plausible deniability for itself, is also using its strongly worded new privacy stance as a marketing opportunity. It's reinforcing what it says is a commitment to privacy and transparency when it comes to government data requests. Apple says so far this year, it has received fewer than 250 government requests for data, including requests to unlock encrypted iPhones.

OSCE Mission to Montenegro supports seminar on strengthening co-operation between prosecutors and police on forensic evidence

Application of modern forensic standards in the judiciary with a particular focus on treatment of evidence, forensic analytics and quality control, as well as DNA analysis and crime scene investigation were the focus of an OSCE-supported seminar on 3 June 2016 in Danilovgrad, Montenegro.

The OSCE Mission to Montenegro organized the event together with the Judicial Training Centre (JTC) and the Forensic Centre (FC) of the Interior Ministry’s Police Directorate. 

Three eminent national forensic experts held lectures for 20 representatives of prosecutor’s offices and the judiciary on how to increase the efficiency of prosecutor-led investigations through the well-prepared execution of warrants for evidence. Particular emphasis was placed on the enhancement of direct communication between the forensic services of the police and prosecutors at the very beginning of an investigation.

The Director of the FC, Zoran Tomčić, underlined the necessity of improving the system of search warrants prepared by prosecutors: “The number of warrants for forensic evidence has to be reduced and prepared more effectively. In May of this year alone, the FC received 200 warrants for DNA analysis, requesting results within a disproportionate time. In some cases, warrants are not sufficiently detailed, so that the results provided by forensic expertise do not stand up as evidence at the court.”

Maša Adžić, Head of the Training Unit in the JTC, said: “Good co-operation in a criminal investigation, communication between police, prosecutors and judges and their timely and professional performance are of crucial importance for a positive outcome.”

Participants emphasized the need for continued training in the field of forensic evidence as well as an expansion of the content of lectures on DNA expertise to cover such topics as sampling, types of biological evidence, writing orders for expert DNA analysis and interpretation of results. They also requested the organization of a seminar on forensic expertise regarding explosions and fire.

Today we celebrate a significant milestone for Montenegro and its people. A decade ago, the country restored its independence. At the same time, Montenegro also joined the Organization for Security and Co-operation in Europe (OSCE), which with 57 participating States is the largest regional security organization worldwide.

By becoming a full-fledged OSCE participating State, and by inviting an OSCE field mission into the country, Montenegro entrusted the OSCE with important responsibilities to assist the country’s development. Hand in hand with Montenegro’s young state institutions and civil society, we embarked on responding to the country’s evolving needs with great enthusiasm.

Evolving democracy

I am proud that we have been able to make a substantial contribution towards further advancing the country’s democratic reform process. Through the hard work and energies of our Montenegrin partners, we can now see that these efforts have borne results and delivered tangible benefits for Montenegrin citizens.

The responsibility displayed in overcoming the recent political crisis is important above all for the people of this country but it is also a positive signal that resonates in the wider region. Political leaders managed to bridge their differences by reaching a compromise that will serve the public interest. It showed us that a crisis can turn into an opportunity.

With strong leadership to success

Leadership, a long-term vision and willingness to compromise will all be greatly needed in the coming months to ensure full implementation of all adopted laws and agreements, thereby creating a level playing field for the parliamentary elections scheduled for this autumn. The elections will be an important test for the country. At present, the Mission to Montenegro is providing technical assistance to the State Election Commission, who will play a key role in the administration of the coming elections.

Public trust requires commitment

Full implementation of necessary laws is vital, particularly in countering transnational threats, strengthening the rule of law and protecting media freedoms. That is where the OSCE can help. We will continue providing assistance in the implementation of many aspects of the reform process in accordance with our mandate. The OSCE, as a strategic partner, can continue to assist Montenegro in developing strong and independent institutions that enjoy wide public trust. Key changes need time, dedication and commitment by all stakeholders.

Diversity and pluralism a key objective

Looking at the broader international context, we see mounting challenges and a complex security environment. Armed conflict is once again a reality on European soil. Unprecedented waves of refugees and migrants continue to test the unity of the international community, and extremist movements continue to promote radical ideologies that threaten dialogue and peaceful coexistence. In these challenging circumstances, building and empowering diverse and pluralistic communities is fundamental, as is the promotion of dialogue and tolerance.  

These challenges show how volatile stability can be and how crises can escalate into violent conflict. Particularly in times of growing tensions, they also underscore the importance of the OSCE’s unique role as a platform for dialogue and as a driver for joint action.

Regional security – Montenegrin security

Only last year, the OSCE marked the 40th anniversary of the Helsinki Final Act, which is the foundation of our security order and the OSCE’s comprehensive approach to security. It is thanks to this heritage that the OSCE Mission to Montenegro has become engaged in many diverse activities, from destroying heavy weapons and unsafe and obsolete military ammunition to supporting the rule of law, democratic policing and good governance, or enhancing environmental awareness and security.

We are pleased with what the OSCE has accomplished not only in Montenegro, but across the Western Balkans. The Organization has played an important role in post-conflict rehabilitation, promoting human rights and building democratic institutions. We have not acted alone but in co-operation with our national and international partners. We believe that strong partnerships offer the best guarantee for broad participation, effectiveness and our joint success.

Legitimate aspirations of today – concrete realities of tomorrow

We commend Montenegro’s achievements, its commitment to further democratic progress, and its role as a recognized factor for stability in the region. Working closely with the Montenegrin authorities and citizens, the OSCE will further develop its role as a partner that is responsive to the country’s evolving strategic priorities. We stand ready to support Montenegro as it continues to progress along the path of reform, where the legitimate aspirations of today can become the concrete realities of tomorrow.

VIENNA, 17 April 2015 – In a new interactive campaign launched today, the OSCE is inviting members of the public to send in photos, videos and social media messages on how we can work together to make security a reality and promote peace through co-operation.

The campaign “Co-operation matters” aims to show that everyone, as part of a global community, has a stake in efforts to make the world a safer and more peaceful place. It is part of a series of events commemorating the 40th anniversary of the signing of the Helsinki Final Act, the key founding document that brought the OSCE into being and guides its comprehensive approach to security to this day.

The public can get involved by using the hashtags #WeCooperate and #OSCE and submitting their entries via Twitter, Instagram, or directly to the campaign webpage and/or the OSCE Facebook page. The best entries will be published on the website with prizes of a gadget reflecting different areas of security and cooperation every two weeks and a visit to an OSCE event for the best overall entry. OSCE Project Co-ordinator in Baku discontinues its operations in Azerbaijan

VIENNA, 4 July 2015 – The OSCE Project Co-ordinator in Baku’s operations in Azerbaijan were discontinued today. The OSCE remains open to other forms of co-operation with Azerbaijan.

The discontinuation follows the termination by Azerbaijan of the Memorandum of Understanding on the Project Co-ordinator in Baku between the government of Azerbaijan and the OSCE at the beginning of last month, resulting in a month-long process which ended today.

OSCE Centre signs long-term agreement on co-operation with Kyrgyz State Committee on National Security

BISHKEK, 19 July 2016 – The OSCE Centre in Bishkek and the State Committee on National Security (SCNS) signed a long-term agreement with the aim of increasing co-operation to support the country's security sector.

The signing of this agreement will expand and boost co-operation between the OSCE and the Kyrgyz government in the fight against terrorism and violent extremism. It will also contribute to promoting joint efforts in combating internal and external threats with the aim of protecting peace and stability in the country and the region.

“In recent years, due to the increasing threat of terrorism in the world and particularly in Central Asia, close co-operation between the OSCE and the SCNS in countering violent extremism and radicalization that lead to terrorism is becoming an urgent task,” said Sergey Kapinos, Head of the OSCE Centre in Bishkek. “Signing of a long-term cooperation agreement is an important step towards addressing this issue. The OSCE Centre highly values co-operation with the SCNS, and expresses its great appreciation for collaboration and willingness to continue active co-operation in countering terrorist threats."

Deputy Chairperson of the SCNS and Director of Anti-terrorism Centre (ATC) of the SCNS Rustam Mamasadykov highlighted the OSCE Centre’s significant contribution to the development and strengthening of democratic institutions, the rule of law, and its efforts to enhance the capacity of state authorities in effectively preventing and responding to terrorism and extremism.

“Co-operation between SCNS and the OSCE Centre in Bishkek has resulted in significant counter-terrorism capacity building and the strengthening of the national security agencies and other relevant state agencies in responding to terrorist attacks,” said Mamasadykov.

The OSCE Centre in Bishkek is also supporting the SCNS and the Kyrgyz government to carry out comprehensive security sector reform and in ensuring the implementation of the provisions of international treaties, UN Security Council resolutions, and OSCE decisions in the areas of defence, security and counter-terrorism.

OSCE field operations in Tajikistan and Albania work together to support women’s participation in political life

A group of eight women politicians from all registered political parties in Tajikistan, including a member of parliament, paid a visit to Albania from 2 to 8 April 2016 to strengthen inter-regional co-operation and share experiences on empowering women in political life. The visit was jointly organized by the OSCE Office in Tajikistan and the OSCE Presence in Albania.

"One of the main goals of the OSCE Office in Tajikistan is to promote gender equality and to further support Tajik women leaders, as well as to create new opportunities for learning, exchange of experience and networking for women at all levels of political and public life,” said  Markus Mueller, Head of the OSCE Office in Tajikistan “This jointly organized high-level working visit will help women politicians and parliamentarians from both countries to learn from each other’s experiences, to grow stronger and reach their full potential."

The delegation met with the Speaker of Albania’s Assembly, representatives of the Alliance of Women Members of Parliament, three women members of the Albanian government, the Chair of the Central Election Commission, women mayors of Roskovec and Patos, and members of the National Platform of Women – an informal voluntary network of around 500 women from political parties and civil society established by the OSCE Presence.

On 6 April, they participated in the launch of the second edition of the “Empowering women in politics” brochure – a collection of interviews with successful women politicians in Albania published by the Presence.

Head of the OSCE Presence in Albania,  Florian Raunig, said: "In the OSCE we believe passionately in the importance of women's participation in political and public life, and we will continue to work at all levels - from national legislation to grass root activism - to promote it. I would encourage women politicians to co-operate and compromise across party lines."

This is the second time the OSCE field operations in Tajikistan and Albania co-operate on supporting women’s advancement in the political life in Tajikistan. In December 2015, the Office in co-ordination with the Presence organized a roundtable in Dushanbe aimed at empowering Tajik women politicians.

‘BLA ringleader’ among 16 killed in operations across KP, Balochistan

PESHAWAR / QUETTA: An important ‘commander’ of a banned organisation was among 16 terrorists killed and six others injured in gun battles, retaliatory attacks and operations carried out in Balochistan and Khyber Pakhtunkhwa, it was officially announced on Wednesday.

Security forces conducted an intelligence-based operation (IBO) on the reported presence of khwarij (the military’s terminology for the proscribed Tehreek-i-Taliban Pakistan) in the Miramshah area of North Waziristan district between Nov 12 and 13, said a statement issued by the Inter-Services Public Relations (ISPR).

The security forces effectively engaged the terrorist locations during the operation. Eight terrorists were killed and six others injured during the exchange of fire.

In a statement, the military’s media wing said that on the night between Nov 12 and 13, security forces conducted IBOs in the general area Balgatar of Kech district on the reported presence of terrorists.

After an intense exchange of fire between the troops and the terrorists, a high-value target, terrorists’ ringleader Sana alias Baru was killed along with three other terrorists.

The ISPR said that Sana was the focal recruitment agent, especially for suicide bombers, for the so-called Majeed Brigade wing of the banned Balochistan Liberation Army in Kech district and was highly wanted by the law enforcement agencies.

Weapons and ammunition were recovered from the killed terrorists.

Sanitisation operations were being conducted in Miramshah and Kech to eliminate any other terrorists found in the areas, the ISPR said, adding that security forces were determined to wipe out the menace of terrorism from the country and thwart attempts to sabotage peace, stability and progress of Balochistan.

Earlier in the day, four terrorists were killed in two encounters conducted by the Counter-Terrorism Department (CTD) personnel in Malakand, officials said.

Arms and ammunitions were seized after the gun battles, they added.

In the first encounter, three terrorists were killed when the CTD personnel retaliated against attackers in the Sher Khana Palai area. The dead militants were identified as Rizwan alias Bodagay, Salman, and Abdur Rehman alias Shadmani.

Rizwan was wanted by the police and security forces for his involvement in various terrorism-related cases, and was also involved in the firing incident at the historic Churchill Packet, they said.

Deputy Inspector General CTD Hassan Raza told a press conference in Batkhela that his department had received information on Oct 23 that some terrorists had sneaked into the country from Afghanistan and they were planning to carry out subversive activities in different districts of Malakand Division, including Bajaur, Malakand and Swat.

He said that terrorists attacked a CTD team, which had placed barricades on a road at the Sher Khana Palai area to check their movement. In a retaliatory action, the CTD personnel killed three terrorists.

The CTD personnel recovered three Kalashnikovs, hand grenades, pistols and live rounds from the dead militants.

During the other encounter, security forces killed a terrorist, identified as Abdullah.

DIG Raza, flanked by SP Malakand Amjad Ali Khan, stated that the killed terrorists, who belonged to the Sher Khana Palai area, were wanted by the police and security forces for their involvement in several terrorism-related cases. He said a search operation continued in the area.
