OSCE Secretary General Zannier encourages all parties in Montenegro to engage constructively on full implementation of April political agreement

PODGORICA, 12 July  2016 - OSCE Secretary General Lamberto Zannier concluded today a two-day visit to Montenegro, marking the 10th anniversary of the OSCE Mission to Montenegro. “After independence, this country entrusted the OSCE with an important responsibility: to help advance security, democracy, the rule of law and human rights for Montenegrin citizens,” Zannier said.  

During his visit, the Secretary General met with President Filip Vujanovic, Parliament Speaker Darko Pajovic, Prime Minister Milo Djukanovic, Deputy Prime Minister Dusko Markovic and Minister of Interior Goran Danilovic, as well as representatives of civil society.

Zannier commended the Montenegrin authorities for their commitment to undertaking reforms and encouraged further progress, offering OSCE’s continued support in line with national priorities. “The OSCE remains one of the country’s key partners in helping to further develop independent, open and transparent institutions that enjoy wide public trust,” he stated.

Discussing preparations for the parliamentary elections on 16 October, the Secretary General commended the sense of responsibility already demonstrated by political parties in overcoming the recent political crisis through a broad political agreement adopted last April, which was important, above all, for the Montenegrin people.

“Political leaders managed to successfully bridge their differences by reaching a compromise, one that aims to serve the public interest,” said Zannier. “Now we need to see this agreement implemented in full, and in good faith.”

During his meetings, the Secretary General stated that the parliamentary elections will be an important test for the country, adding that the Mission to Montenegro is providing technical assistance to the State Election Commission until the end of 2016. “All actors involved in the preparation of elections should work together as closely as possible in line with their responsibilities as set out in the law. This is vital for having a credible election,” Zannier concluded.

Indian political parties woo women voters with cash handouts amid economic woes

NEW DELHI — Indian political parties are increasingly targeting women voters with fiscally draining handouts of cash around the time of elections to counter wider worries about inflation and the lack of jobs, analysts say. A greater turnout of women voters in the past decade has reversed a trend of men easily outnumbering women. Political parties have competed to attract them, even as inflation hit a 14-month peak in October and unemployment stays high, at 8.9 per cent. Regional governments run by both Prime Minister Narendra Modi's party and the opposition are offering or planning such efforts to lure about a fifth of India's estimated 670 million women, the economic research division of Axis Bank says. "This is a substantial burden on the exchequer," its chief economist, Neelkanth Mishra, said in a report. "Where is the funding coming from? Some from higher deficits." Budgeted deficits for the current fiscal year for nearly all Indian states unveiling handouts for women were higher than five years ago, with many cutting capital expenditure to fund the populist measures.

Once upon a time in the Land of Oz, brain cell deprived talking heads decided to propagandize the masses by claiming the recently elected Munchkin president was leading them to communism, no socialism, no fascism., no way!! Utter Glen, the more vocal of the fascist chargers, spend long and hard hours trying to convince everyone of the dangers he saw during the day, in his sleep and visions confronting him at night if his meds weren't taken.. Bile Bill could only claim Utter Glen was right and of course, saw the same problems, but in a different light since a recent civil suit resulted in a $15 million payout to a sexually harassed female munchkin. Surreptitious Sean was distraught since he could not think of other ways to twist facts, figures and his own mind to gain more ratings than Bile Bill, ooops, to convince Ozians the peril they were being confronted with.

Thus the Three Pedants were pitched an idea emanating from more powerful beings, the dread Rich Right Wingers, who desired to oust the Great Munchkin President from the Oz Wizard House It was decided to drink more and then challenge the masses to a giant party where the disaffected could feel better through the magic of chemistry and of course, the hallowed Pedants' words. The theme was argued and argued; finally the dread Rich Right Wingers decided it would be called The Magic Leafs Parties after a historical incident years ago where Munchins threw dandelions at the wizard in protest after Dorothy and the Three Amigos revealed the truth about the All Mighty. The Three Pedants were overjoyed and could see their ratings going sky high, but what if the Munchkins masses started thinking. It was agreed this would not occur since most Munchkins had a two week retention rate according to Bile Bill and all smile with glee.

Thus, the Rich Right Wing began spending millions to sponsor Magic Leaf Parties all over Oz for the masses to complain about balderdash and low taxes. Flux News Network quickly forsook any remaining semblance of objectivity and initiated hyping the events as a way for the Munchkins to express their anger. Commercials, talk shows, and even the Wicked Witch pitched in to support the events. The Three Pedants agreed it would be a solid message to the Munchkin President of their anger and despair.....hopefully causing him to fail. Of course, never once did they consider the failure of the president also meant the failure of Oz....but who cares when ratings are involved?

Alas and Alack, the magic day came and went. The Magic Leaf party went down in flames due to the violent ramblings of a few who Flux News chose to show on the air. As in the past presidential election, the Republwicans could not resist making inflammatory statements and the vocal weird inflamed minority spouted very extreme balderdash in return. The Republwican candidates, both supported by the Wicked Witch, did not disclaim the violent statements and were branded. Thus, the Magic Leaf parties suffered the same fate in addition to displaying a short memory span where balderdash and low taxes originated. In fact, one speaker was booed when he placed direct responsibility on the prior president, Boy In A Bubble Bush, for these problems. Of course, this was true, but no one wanted to hear the truth particularly Flux News.

Flux News attempted to create the best spin, but to no avail. The Magic Leaf parties were disasters leaving the Three Pedants holding the bags. Of course, they could blame the president before Bubble Boy, Wee Willie, for the problems, but that was a time reach. Therefore, the best solution was simply to shout of the great liberal Munchkin plot to destroy the people's message. Of course, an argument ensued over what that message was, who was going to pay some of money back, how the ratings would fall and did anyone have anything to drink.

Noticeably absent during all of these deliberations and event was noted extremist, Dilletante Wush Limburger, who was busy searching for his brain. He was very upset the Scarecrow had beaten him to the punch and daily berated him for his political tendencies. It was sad, but Wush was on a woll and could not be stopped, unless more Magic Pills were needed.

Thus it went in the Land of Oz where neocons and Republwicans blend into one and really can't be differentiated from; not even when the vocal violent minority open their mouths and spout insanity. The Three Pedants like this and blame the Munchkin President for their uttering. Most prefer the Three Pedants just go away referably back to their comfortable lifestyle so far removed from current problems most Ozians are experiencing. Wush, meanwhile, is still searching for his brain, but word has it only one can be dispensed by the Wizard. Poor Wush
, he just has to rough it.

"Personne ne s'attendait à cela", a déclaré Gerhard Scholtz de la prestigieuse université Humboldt à Berlin, et l'un des auteurs principaux de cette étude parue dans la revue Proceedings of the National Academy of Sciences. "Nous avons été les premiers à démontrer que c'était possible", a-t-il ajouté. Il est connu qu'une multitude d'espèces d'arthropodes tels que les mille-pattes, les araignées ou d'autres insectes peuvent faire repousser une patte après l'avoir perdue.

"Les crabes peuvent même se débarrasser automatiquement de leurs membres s'ils sont attaqués", a déclaré Gerhard Scholtz, précisant: "ils les remplacent par un nouveau membre". Repousse d'un corps à partir de seulement quelques cellules

Aucune régénération de parties du corps n'a été constatée dans les spécimens adultes, mais certains étaient toujours en vie après deux ans. Les spécimens juvéniles, en revanche, ont connu une régénération complète ou quasi-complète des parties du corps manquantes, y compris l'intestin postérieur, l'anus, la musculature, et certaines parties d'organes génitaux.

A long terme, 90% des pycnogonides ont survécu, et 16 spécimens juvéniles ont effectué leur mue par la suite au moins une fois. La régénération postérieure a ainsi été constatée chez 14 des spécimens juvéniles tandis qu'aucun des spécimens adultes n'a mué ou ne s'est régénéré. Les capacités de régénération varient à travers le règne animal.

Les vers plats, par exemple, peuvent faire repousser leur corps à partir de seulement quelques cellules. Les vertébrés, dont les hommes, n'ont quasiment aucune capacité de régénération à l'exception de quelques espèces comme les lézards, qui peuvent faire repousser leurs queues.

Selon Gerhard Scholz, les résultats de l'étude ouvrent de nouvelles voies de recherche dans le domaine. "Une multitude d'espèces différentes peuvent être testées de cette manière", dit-il, ce qui pourrait permettre de comparer les mécanismes de régénération. "Au bout du compte, peut-être que les mécanismes que nous découvrons chez les arthropodes nous aiderons dans les traitements médicaux après la perte d'un membre, d'un doigt, etc... chez les humains", espère le chercheur.

South Africa's top political parties begin final campaign push ahead of election

JOHANNESBURG — South Africa's four main political parties began the final weekend of campaigning Saturday before a possibly pivotal election that could bring the country's most important change in three decades. Supporters of the long-governing African National Congress, which has been in the government ever since the end of white minority rule in 1994, gathered at a soccer stadium in Johannesburg to hear party leader and South African President Cyril Ramaphosa speak. The ANC is under unprecedented pressure to keep hold of its parliamentary majority in Africa's most advanced country. Having seen its popularity steadily decline over the last two decades, Wednesday's vote could be a landmark moment when the party once led by Nelson Mandela drops below 50% of the vote for the first time. Several polls have the ANC's support at less than 50%, raising the possibility that it will have to form a national coalition. That would also be a first for South Africa's young democracy, which was only established 30 years ago with the first all-race vote that officially ended the apartheid system of racial segregation. As thousands of supporters in the ANC's black, green and gold colors attended its last major rally before the election, Ramaphosa recognized some of the grievances that have contributed to his party losing support, which include high levels of poverty and unemployment that mainly affect the country's Black majority. “We have a plan to get more South Africans to work," Ramaphosa said. “Throughout this campaign, in the homes of our people, in the workplaces, in the streets of our townships and villages, so many of our people told us of their struggles to find work and provide for their families.” The main opposition Democratic Alliance party had a rally in Cape Town, South Africa's second-biggest city and its stronghold. Party leader John Steenhuisen made a speech while supporters in the DA's blue colors held up blue umbrellas. “Democrats, friends, are you ready for change?” Steenhuisen said. The crowd shouted back “Yes!” "Are you ready to rescue South Africa?" Steenhuisen added. While the ANC's support has shrunk in three successive national elections and appears set to continue dropping, no party has emerged to overtake it — or even challenge it — and it is still widely expected to be the largest party by some way in this election. But losing its majority would be the clearest rejection yet of the famous party that led the anti-apartheid movement and is credited with leading South Africans to freedom. Some ANC supporters at the rally in Johannesburg also expressed their frustration with progress, as South Africa battles poverty, desperately high unemployment, some of the worst levels of inequality in the world, and other problems with corruption, violent crime and the failure of basic government services in some places. “We want to see job opportunities coming and basically general change in every aspect,” ANC supporter Ntombizonke Biyela said. “Since 1994 we have been waiting for ANC, it has been long. We have been voting and voting but we see very little progress as the people, only a special few seem to benefit.” While conceding to some failures, the ANC has maintained that South Africa is a better place than it was during apartheid, when a set of race-based laws oppressed the country's Black majority in favor of a small white minority. The ANC was also widely credited with success in expanding social support and housing and other services for millions of poor South Africans in the decade after apartheid, even if critics say it has lost its way recently. "There are many problems in South Africa, but nobody can deny the changes that have happened since 1994, and that was because of the ANC,” said 42-year-old Eric Phoolo, another supporter of the ruling party. “These other parties don’t have a track record of bringing change to the country." As some voters have turned away from the ANC, it has led to a slow fracturing of South African politics. They have changed allegiances to an array of different opposition parties, some of them new. South Africa has dozens of parties registered to contest next week's election. South Africans vote for parties and not directly for their president in national elections. Parties then get seats in Parliament according to their share of the vote and the lawmakers elect the president — which is why the ANC losing its majority would be so critical to the 71-year-old Ramaphosa's hope of being reelected for a second and final five-year term. If the ANC goes below 50, it would likely need a coalition or agreement with other parties to have the votes in Parliament to keep Ramaphosa, once a protege of Mandela, as president. The far-left Economic Freedom Fighters had their last big pre-election gathering in the northern city of Polokwane, the hometown of fiery leader Julius Malema. The new MK Party of former South African President and former ANC leader Jacob Zuma was also campaigning in a township just outside the east coast city of Durban, although Zuma didn't attend the event. The 82-year-old Zuma rocked South African politics when he announced late last year he was turning his back on the ANC and joining MK, while fiercely criticizing the ANC under Ramaphosa. Zuma has been disqualified from standing as a candidate for Parliament in the election because of a previous criminal conviction.
