OSCE Chairperson-in-Office Steinmeier meets participants of High Commissioner on National Minorities’ Multiparty Dialogue Project in Georgia

THE HAGUE / TBILISI, 1 July 2016 – OSCE Chairperson-in-Office and German Foreign Minister Frank-Walter Steinmeier today awarded a certificate of participation to eight interns from Georgia’s national minority communities in Tbilisi. The certificate recognizes the immersive and proactive involvement of the young professionals in their mid-twenties in the day-to-day life of Georgia’s political parties during an intensive one-month internship programme in May-June 2016.

This programme is part of a two-year project, jointly implemented by the OSCE High Commissioner on National Minorities (HCNM) and the Netherlands Institute for Multiparty Democracy, which aims to encourage the participation of minority communities in mainstream politics and to promote multiparty dialogue.

“All diverse societies face the immense challenge of involving ethnic communities fully in the political arena. Engaging young people from national minority communities in the day-to-day work of political parties gives them a deeper insight into political life. The inclusion of minority communities in political life and their fair and equal representation in the public sector is a key ingredient for the successful integration of diverse societies,” said Steinmeier.

Now in its final phase, the Multiparty Dialogue – Strengthening the Participation of National Minorities in Political Life project has been in operation since its launch in September 2014 to encourage and support the involvement of national minorities in politics as a conflict prevention measure to make Georgia a more cohesive, integrated and resilient State. At the same time it has also helped to strengthen the Georgian political system in its efforts to reach out to, and engage with, national minorities.  

This pioneering project − the first of its kind in Georgia – provided young people from regions of Georgia with significant ethnic Armenian and ethnic Azeri populations with a unique opportunity to have first-hand experience of the work involved in running a political party. Furthermore, in addition to giving parliamentary and non-parliamentary parties the chance to work closely with young people from national minority communities, it also provided them with the necessary tools and insights to develop their own Action Plans on Minority Participation. These plans are now being finalized in time for preparations for the parliamentary elections in October 2016. Television also played an innovative role in this project, culminating in the production of five topical talk shows related to essential issues that affect national minorities such as integration and political participation. In addition, four policy papers will be published in August 2016.

Following on from her visit earlier this year to Tbilisi, High Commissioner on National Minorities Astrid Thors said: “The project activities in Georgia are an inspiring example of the effective promotion of the HCNM Lund Recommendations on the Effective Participation of National Minorities in Public Life. In this regard, I hope our project has helped to encourage these interns to actively participate in political life and also encourage others of their generation to do so.”

Political party legislation in Ukraine, focus of OSCE/ODIHR expert workshop

Reforming political party legislation in Ukraine was the focus of an expert workshop in Kyiv on 6 and 7 July 2016, jointly organized by the OSCE Office for Democratic Institutions and Human Rights (ODIHR), International Foundation for Electoral Systems (IFES), the Ukrainian civil society organizations Agency for Legislative Initiatives (ALI) and the Civil Network "OPORA". The event was hosted by the National University of Kyiv-Mohyla Academy.

More than 80 experts, including representatives of the Ukrainian parliament, government, academia and civil society organizations, discussed trends and challenges in political party regulation, highlighting good practices and lessons learned over the past two decades, and contextualizing the reforms and challenges of the Ukrainian legislative framework in broader regional and international experience.

"Political parties are facing significant challenges in their ability to represent citizens and promote political participation across OSCE participating States," said Marcin Walecki, Head of ODIHR Democratization Department. "Transparency in party procedures and financing sources, their level of inclusiveness towards under-represented groups, and their ability to use new media to promote communication and accountability are all indispensable elements to ensure political pluralism and a vigorous democracy."

Sergii Leshchenko, Member of the Verkhovna Rada of Ukraine, said: "Political parties in Ukraine suffer from low levels of trust, affecting the legitimacy of the entire institutional framework. Following last year’s workshop, this meeting represents an opportunity to continue the discussion with international and local experts on the political party legislation implemented in Ukraine and opportunities for reform."

The Workshop also addressed the issue of inclusiveness in political parties, looking into the promotion of women and persons with disabilities in policies and party structures.

In a video message from Judith E. Heumann, Special Advisor for International Disability Rights in the United States’ State Department, said: "Participating States should support political participation of persons with disabilities in political parties across the OSCE region."

Following the workshop, 20 Ukrainian journalists, media and civil society representatives will participate in a one-day training event on Money in Politics, offering a general overview of the issue of political party and campaign financing, and focusing on the findings of the workshop and detailed aspects of the political party legislation adopted in Ukraine.

The workshop and the subsequent training workshop were organized within the framework of ODIHR’s project on "Strengthening dialogue among civil society and with key government stakeholders in Ukraine".

CapChat: Previewing The California Democratic Party Convention

This is a big week in the California State Legislature. We’ve reached that point in the calendar where bills must pass the house where they originated. Big items on that list are police use of force and several others.

Also, the California Democratic Party Convention is this weekend in San Francisco. Fourteen presidential candidates are slated to attend. (Former Vice President, Joe Biden is not attending. He’ll be in Ohio) This alone suggests the importance of California to the 2020 election.

WASHINGTON — Republicans have won enough seats to control the U.S. House, completing the party’s sweep into power and securing their hold on U.S. government alongside President-elect Donald Trump. A House Republican victory in Arizona, alongside a win in slow-counting California earlier Wednesday, gave the GOP the 218 House victories that make up the majority. Republicans earlier gained control of the Senate from Democrats. With hard-fought yet thin majorities, Republican leaders are envisioning a mandate to upend the federal government and swiftly implement Trump’s vision for the country. The incoming president has promised to carry out the country’s largest-ever deportation operation, extend tax breaks, punish his political enemies, seize control of the federal government’s most powerful tools and reshape the U.S. economy. The GOP election victories ensure that Congress will be onboard for that agenda, and Democrats will be almost powerless to check it. When Trump was elected president in 2016, Republicans also swept Congress, but he still encountered Republican leaders resistant to his policy ideas, as well as a Supreme Court with a liberal majority. Not this time. When he returns to the White House, Trump will be working with a Republican Party that has been completely transformed by his “Make America Great Again" movement and a Supreme Court dominated by conservative justices, including three that he appointed. Trump rallied House Republicans at a Capitol Hill hotel Wednesday morning, marking his first return to Washington since the election. "I suspect I won’t be running again unless you say, 'He’s good, we got to figure something else,'" Trump said to the room full of lawmakers who laughed in response. House Speaker Mike Johnson, who with Trump's endorsement won the Republican Conference's nomination to stay on as speaker next year, has talked of taking a “blowtorch” to the federal government and its programs, eyeing ways to overhaul even popular programs championed by Democrats in recent years. The Louisiana Republican, an ardent conservative, has pulled the House Republican Conference closer to Trump during the campaign season as they prepare an “ambitious” 100-day agenda. "Republicans in the House and Senate have a mandate," Johnson said earlier this week. "The American people want us to implement and deliver that ‘America First’ agenda." Trump's allies in the House are already signaling they will seek retribution for the legal troubles Trump faced while out of office. The incoming president on Wednesday said he would nominate Rep. Matt Gaetz, a fierce loyalist, for attorney general. Meanwhile, Rep. Jim Jordan, the chair of the powerful House Judiciary Committee, has said Republican lawmakers are "not taking anything off the table" in their plans to investigate special counsel Jack Smith, even as Smith is winding down two federal investigations into Trump for plotting to overturn the results of the 2020 presidential election and hoarding classified documents at his Mar-a-Lago estate. Still, with a few races still uncalled the Republicans may hold the majority by just a few seats as the new Congress begins. Trump's decision to pull from the House for posts in his administration — Reps. Gaetz, Mike Waltz and Elise Stefanik so far — could complicate Johnson's ability to maintain a majority in the early days of the new Congress. Gaetz submitted his resignation Wednesday, effective immediately. Johnson said he hoped the seat could be filled by the time the new Congress convenes January 3. Replacements for members of the House require special elections, and the congressional districts held by the three departing members have been held by Republicans for years. With the thin majority, a highly functioning House is also far from guaranteed. The past two years of Republican House control were defined by infighting as hardline conservative factions sought to gain influence and power by openly defying their party leadership. While Johnson — at times with Trump's help — largely tamed open rebellions against his leadership, the right wing of the party is ascendant and ambitious on the heels of Trump's election victory. The Republican majority also depends on a small group of lawmakers who won tough elections by running as moderates. It remains to be seen whether they will stay onboard for some of the most extreme proposals championed by Trump and his allies. House Democratic Leader Hakeem Jeffries, meanwhile, is trying to keep Democrats relevant to any legislation that passes Congress, an effort that will depend on Democratic leaders unifying over 200 members, even as the party undergoes a postmortem of its election losses. In the Senate, GOP leaders, fresh off winning a convincing majority, are already working with Trump to confirm his Cabinet picks. Sen. John Thune of South Dakota won an internal election Wednesday to replace Sen. Mitch McConnell, the longest serving party leader in Senate history. Thune in the past has been critical of Trump but praised the incoming president during his leadership election bid. "This Republican team is united. We are on one team," Thune said. "We are excited to reclaim the majority and to get to work with our colleagues in the House to enact President Trump’s agenda." The GOP’s Senate majority of 53 seats also ensures that Republicans will have breathing room when it comes to confirming Cabinet posts, or Supreme Court justices if there is a vacancy. Not all those confirmations are guaranteed. Republicans were incredulous Wednesday when the news hit Capitol Hill that Trump would nominate Gaetz as his attorney general. Even close Trump allies in the Senate distanced themselves from supporting Gaetz, who had been facing a House Ethics Committee investigation into allegations of sexual misconduct and illicit drug use. Still, Trump on Sunday demanded that any Republican leader must allow him to make administration appointments without a vote while the Senate is in recess. Such a move would be a notable shift in power away from the Senate, yet all the leadership contenders quickly agreed to the idea. Democrats could potentially fight such a maneuver. Meanwhile, Trump's social media supporters, including Elon Musk, the world's richest man, clamored against picking a traditional Republican to lead the Senate chamber. Thune worked as a top lieutenant to McConnell, who once called the former president a "despicable human being" in his private notes. However, McConnell made it clear that on Capitol Hill the days of Republican resistance to Trump are over.

Google AdSense First-Party Cookie Controls Are Changing

Google will be changing how it handles the first-party cookie controls on AdSense sites. Google said, "We're making some changes to how first-party cookies are managed in your AdSense account to simplify controls and improve your access to third-party demand."

Google has combined the controls for enabling "first-party cookies" and "first-party cookies for personalization" into a single control.

Turning on the new control will enable first-party cookies for the publisher, share it with demand sources, and enable all usages including personalization, Google explained.

The new control will be set to your existing personalization setting to aid the transition, Google added.

Google added:

Currently, first-party cookies are shared with Google demand sources (Google Ads, Display & Video 360). Starting no earlier than December 4th, 2024, your first-party cookies will also be shared with Authorized Buyers. However, for the time being, this sharing will not include users in the EEA, Switzerland, UK, California, and some US states.

If you're already using first-party cookies for personalization, sharing with Authorized Buyers will be turned on by default. If you're only using first-party cookies without personalization, sharing will remain off.

Choose whether or not you want to allow first-party cookies from Google on your site, and allow sharing of first-party cookies for personalization with eligible advertising platforms (Google Ads, Display & Video 360, and Authorized Buyers). Allowing first-party cookies from Google may increase your revenue because it enables features like frequency capping on ads and allows ads with a frequency cap to serve on your site. First party cookies for personalization help to show personalized ads to your users when third-party cookies aren't available, which may also increase your revenue.

Cookies are small text files downloaded to a user's browser that can be used to store user information and preferences.
