What you do with your money is nobody’s business, but what the government does with your money is everyone’s business. 

At a time of year when parents across the nation get suckered into splurging on pricey, short-lived toys (sorry, but your kid is never gonna learn to play that keyboard and there’s a good chance that Easy-Bake Oven will burn your house down), we set out to see which public agencies and city bureaus received the biggest, coolest, and most expensive toys—thanks to you and your tax dollars. 

While these agencies may have been blessed with many of the toys on their wish lists, we know austerity measures are coming. The Portland mayor’s office recently offered a budget preview that reveals city bureaus will likely need to cut another 5 percent from their budgets in the upcoming fiscal year. If that sounds like a bone dry way of explaining the city’s money sitch, imagine if you already had to cancel all your streaming services and lower your grocery bill last year, and now you have to cut even more expenses, to the point where you’re considering canceling your internet service and just stealing the shoddy WiFi signal from that coffee shop down the street.

And though the government shopping sprees may be coming to an end for now, let’s take stock of some big-ticket toys, tools, and trucks that taxpayers recently bought for our public agencies. Show this to your kids to explain why “Santa” had to scale back this year.

Body cameras

What they are: small video cameras roughly the size of a credit card that clip onto officers’ uniforms. In December 2023, Portland City Council authorized police to spend up to $10 million on body-worn cameras over the next five years. The end-of-year purchase was a bit of an impulse buy. The council approved the expense in an effort to save the bureau $1.5 million by approving a contract with camera manufacturer Axon before the new year. This feels like the equivalent of springing for a new washer and dryer during a Presidents Day sale because the deal is too good to pass up. 

Estimated cost: $10 million

Drones

What they are: small, aerial cameras also known as unmanned aircraft systems, which record video and images from the vantage point of a bird or an insect buzzing above your head. PPB started using drones in 2023 as part of a pilot program. This year, the City Council coughed up nearly $100,000 for the bureau to buy more devices. Police mainly use them to help get images at major crime and crash scenes. 

The bureau says the high-flying cameras allow officers to “monitor critical incidents from a distance, assist with search and rescue, and provide evidence of crimes.” Recently, PPB has deployed drones at crisis scenes involving uncooperative, potentially dangerous subjects, to try to peer into windows or gain a view of other hard-to-reach spaces. Police swear they’re not using drones for any type of facial recognition efforts. 

Estimated cost: $166,000

Crowd control weapons; armor

What it is: tear gas, riot shields, and impact munitions. Earlier this year, the Portland Police Bureau revived its crowd control specialists, formerly called the Rapid Response Team. Crowd control officers responded to large-scale protests over the spring at Portland State University and now, the bureau is preparing for demonstrations and potentially violent protests following the November election. The city didn’t skimp on PPB’s shopping budget, authorizing $1.1 million for the purchase of 100 shields; 350 tear gas canisters; 350 kinetic impact projectiles; 300 impact munitions with chemical irritants; 100 flash-bang incendiary devices, and munitions training. 

Note: Since they’re spending your tax money, all of these weapons will be used on you, dear readers… which gives new meaning to the phrase, “You get what you ask for.”

Estimated cost: $1.1 million

Articulated transit bus,
AKA “bendy bus”

What it is: a long, 60-person public transit bus with an accordion-like middle section, allowing the long bus to maneuver around tight roads while carrying more passengers. The buses are diesel-powered and allow TriMet to expand capacity on select, highly-used routes. Frequent service and more seats = more fentanyl traces, baby!

Estimated cost: $935,000

Tractor-drawn aerial truck

What it is: a big-ass fire engine with superpowers. Tractor-drawn aerial trucks give firefighters extra maneuverability and include an aerial ladder for reaching tall and tight spaces. They also have independent rear steering, so the trailer attached to the truck can be angled even when the cab isn’t. These behemoths typically range in length from 55 to 65 feet. 

Estimated cost: $1.7 million

Street sweeper

What it is: A heavy-duty truck that sweeps and vacuums. The latest street sweeper purchase by PBOT was a 2023 Elgin Eagle. The model boasts a conveyor that won’t jam, a variable height lift system and a high-capacity dump feature (paging Sir Mix-a-Lot!) As the manufacturer notes, the Eagle sweeper can maintain highway speeds and ensures “dumping is a breeze.”

Estimated cost: $424,500 

Snow plow 

What it is: A SnowDogg plow attachment for heavy-duty trucks that can scoop snow and debris off roads. You probably thought PBOT was the only bureau to come to our rescue during a snowstorm. Not so! The Water Bureau is also responsible for keeping roads clear during crummy weather, while responding to water main breaks and other crises. The Water Bureau recently bought two plow attachments and even opted for discontinued 2019 models to save some dough. The latest purchases weren’t meant for general use around the city. Instead they’re mostly meant to secure watersheds, clear access paths to the Water Bureau’s own facilities, and other bureau-specific responses—but still, it never hurts to have more of these puppies available during the next snowpocalypse.

Estimated cost: $5,600

To keep demand high during the slower winter months, the ridesharing service, Uber, has cut fares by 20 percent in 48 markets – including Los Angeles and Orange County.

The company says a trip from West Hollywood to downtown will now be around nine dollars, instead of $11.

When Uber lowered prices in the past to muscle out competitors like Lyft and taxi services, passengers loved it but drivers have complained it puts an unfair squeeze on them, complaining their already low take went even lower.

Uber stresses the fact cutting fares actually helps drivers because they get more business. In a blog post, the company points to data from Chicago where fares dropped 23 percent last month compared to December 2013 while drivers' income increased by 12 percent.

But drivers have been skeptical whether volume can make up for the price drop. The company's claim that New York city drivers earn a median of $90,766 a year has been refuted. Slate talked to New York UberX driver Jesus Garay in October:

“They say it doesn’t hurt the pocket of the drivers,” Garay says of the 20 percent fare cuts. “It does. Because it’s impossible with those numbers to be in business.”

The way drivers see it, ride volume can only increase so much in response to lower prices. Garay says that on average, a ride takes him 20 minutes from start to finish: five minutes to reach the pickup location, five to wait for the customer, and 10 to drive to the destination. For a trip of that length, Garay says he’ll make $10 or $11. “So if you’re busy, you’re going to make three rides in an hour,” he explains. 

Newly flush with a $40 billion valuation, Uber is now willing to put its money where its mouth is; For the first time, Uber will guarantee its partners – as it calls them -  an hourly wage of $20 an hour in Los Angeles, or $26 during peak times. (The guarantee comes with a few conditions: Drivers have to accept 90% of trips, average at least one trip per hour, and be online for 50 minutes of every hour worked)

Do you want to track the Dodgers as the new season gets underway, but either don't have cable or are at work during the game? Maybe you want to keep an eye on the boys in blue but have an office job that gives you checks in black and white, and you want to keep your bleeding red for your favorite team from sending your bank account into the red as well. Or maybe you just aren’t going to have access to a TV at the time. Here are four ways to check the Dodgers out this season.

1. Track what’s happening with MLB.com’s free Gameday service

Want to see what’s going on as if the Dodgers game was a video game? You have to pay if you want to watch video (with alternate angles!) or listen to audio with Major League Baseball's MLB.tv service — but you can watch virtual avatars simulating the game with MLB Gameday for free. Just visit MLB.com/scores, then click on the Gameday button beneath the game you want to follow. Or, you can keep it more old school by tracking scores on the scores page — alongside video highlights.

2. Follow what’s going on on Twitter

Want to keep an eye on things but don’t want to stare at a streaming video feed? You can follow what’s happening with Twitter. The Dodgers themselves tweet highlights and results at @Dodgers, plus you can do a search for “Dodgers” or track what’s happening on various popular hashtags, including #Dodgers, #ThinkBlue and #ITFDB (It’s Time For Dodgers Baseball).

3. Listen to the radio, over the air or online

The official Dodgers radio broadcaster in L.A. is AM 570 L.A. Sports. As noted above, you can also pay to listen to audio from MLB.tv — but the service isn't available for local, "in-market" games, which are blacked out as part of their contracts with local broadcasters. The Dodgers broadcasts are also available in Spanish on 1020 AM KTNQ.

4. Stream ESPN on your computer, phone or tablet

ESPN lets you watch the opening day game and others throughout the season online... well, some of you, at least. Due to various cable company deals and other red tape, you have to already be a cable subscriber — sorry, cord cutters — but most major cable company subscribers can log in and stream the Dodgers online, or using ESPN's mobile apps available on iOS and Android. That also means you can find a friend who has cable, and team up with them to watch online — or just hang out at their place for the foreseeable future.

Many other Dodgers games throughout the season will be on SportsNet L.A., but you have to subscribe to Charter Spectrum, Time Warner, or Bright House in the L.A. area to get this channel. However, five of the games this season will be shown on KTLA, expanding your options for potentially checking the Dodgers out. You can find out more in the SportsNet L.A. FAQ.

There are so many things  I like about this dress – the sleeve length, the boat neck, the fact that it’s navy and not black, and the fact that it wasn’t made in Bangladesh – but mostly it’s the gaily asymmetrical floral design that caught my eye.

The pattern is front and back, and I’m a stickler about those things. It looks like I have been loaded down with festive leis, but also loaded with one too many Mai Tais, so the flower garlands are askew as if I were listing a little bit.

There’s more of my current yellow shoe madness with these very Michelle Obama kitten-heel slingbacks in two different tones of yellow, one a more acid shade and the other more canary, or perhaps chrome yellow. That’s not to be confused with “Crome Yellow,” a very sardonic Aldous Huxley novel parodying the artsy intelligentsia set of 1920s England.

I hope you can see this bracelet. It’s a piece of Victorian mourning jewelry. The Victorians went way, way over the top on this stuff; some of it borders on the ghoulish, with lockets containing elaborately braided locks or even portraits or scenes made entirely from the hair of the deceased. I can admire the artistry but the sentiment can seem excessive. This piece, though, has a black and white enamel border around a tiny fly. Why a fly, I wondered. Then I read the inscription inside:

“From JR to AHR [clearly a husband to a wife] in loving memory of our darling little May Queen, died 7th August 1880, age 14 Mos.”

That inscription made the fly make sense. It’s a mayfly, a creature that lives a few days, or even just a few minutes, and here was this little girl, born in May – hence the May Queen reference to the mythical springtime queen of antiquity -- and died barely a year thereafter. So sweet, so sad, so human, all from an inscription on a bracelet. The girl’s parents are long dead, and so too are any siblings she may have had, but it can touch us more than 130 years later.

What shall we call this color scheme? How about ‘Manhattan Mermaid’?

The petrel blues, the turquoises, the aquas – and then that uptown/downtown black, in this case a black linen duster over a Peter Max-style splashy-print silk dress. The way the hem pools at the sides a bit reminds me of the cut of Pre-Raphaelite ladies’ tunics; I’d love to dress “period” for a week to see whether I’d like it.

Imagine, a week of hoop skirts … a week of 1950s tailleurs … a week of bustles … a week of hobble skirts … a week of liberated Pre-Raphaelite velvet gowns!

The hat is so unmistakably summer in fabric and color that it doesn’t get out of the hatbox as much as it should, poor thing. And the shoes – I did not get them together, honest, but even though the prints don’t match, it’s the dissonance that makes them work better together than if they had.

The fabric is a very textured canvas and printed like batik. [They are not the soul of comfort – oh what a dreadful pun, but is there any other kind of pun? – but they look smart hooked over the railing of a chair in a chic bistro, which is where I intend to take them!]

And the bracelets, one from a great-aunt who had a fine eye for jewelry – the turquoise is almost Persian, it’s so green, but it’s more likely to be American. The cuff is definitely Southwest, with the rope-pattern trim and the irregularly shaped bezels, although the turquoises themselves are symmetrical.

Because I’m left-handed, my right arm bears the singular honor of being “ornamental,” and bearing the burden of the bling.

Update 1:04 p.m. Goodell: 'Same mistakes can never be repeated'

Commissioner Roger Goodell says the NFL wants to implement new personal conduct policies by the Super Bowl. At a news conference Friday, Goodell made his first public statements in more than a week about the rash of NFL players involved in domestic violence. He did not announce any specific changes, but said he has not considered resigning.

"Unfortunately, over the past several weeks, we have seen all too much of the NFL doing wrong," he said. "That starts with me."

The league has faced increasing criticism that it has not acted quickly or emphatically enough concerning the domestic abuse cases.

The commissioner reiterated that he botched the handling of the Ray Rice case.

"The same mistakes can never be repeated," he said.

Goodell now oversees all personal conduct cases, deciding guilt and penalties.

He said he believes he has the support of the NFL's owners, his bosses.

"That has been clear to me," he said.

Less than three weeks into the season, five such cases have made headlines, the others involving Greg Hardy, Ray McDonald and Jonathan Dwyer.

Vikings star running back Peterson, Carolina defensive end Hardy and Arizona running back Dwyer are on a special commissioner's exemption list and are being paid while they go through the legal process. McDonald, a defensive end for San Francisco, continues to practice and play while being investigated on suspicion of domestic violence.

As these cases have come to light, such groups as the National Organization of Women and league partners and sponsors have come down hard on the NFL to be more responsive in dealing with them. Congress also is watching to see how the NFL reacts.

In response to the criticism, the NFL announced it is partnering with a domestic violence hotline and a sexual violence resource center.

Goodell also said in a memo to the clubs late Thursday that within the next 30 days, all NFL and team personnel will participate in education sessions on domestic violence and sexual assault. The memo said the league will work with the union in providing the "information and tools to understand and recognize domestic violence and sexual assault."

The league will provide financial, operational and promotional support to the National Domestic Violence Hotline and the National Sexual Violence Resource Center.

"The hotline will add 25 full-time advocates over the next few weeks that will result in an additional 750 calls a day being answered," he said.

NSVRC supports sexual violence coalitions across the United States. The NFL's initial support will be directed toward state coalitions to provide additional resources to sexual assault hotlines.

The rising USD continues to ... rise still.

EUR/USD is circa 1.0555 and at its lowest since November last year.

The Federal Reserve appears to be on track for a December rate cut but its not bothering dollar bulls, taking their cues from the world of politics dollar-bostering Trump policies. Trump, of course, won't in the big chair until after January 20 but markets discount the future. Or what they expect in the future anyway. And that's a stronger dollar for now.

And that is thanks to Beijing disappointing markets once again with a failure to live up to stimulus announcements. It was the case right after the Golden Week holiday and it was the case again on Friday last week. With the drop today, the CSI 300 index closes down by 1.7% to post its lowest close this week.

It's been a rather back and forth last few days but the feeling is that there are hints of exhaustion when it comes to Chinese equities at the moment. That especially since Beijing has not followed up on the rallying momentum prior to the Golden Week holiday.

In the bigger picture, China is a very, very attractive opportunity as valuations are cheap and price levels are low at the moment. And that provides an alluring proposition for any investor, that is if you can ride this wave out. I'm definitely keeping an eye out but I'm not entirely convinced that this is where the turning point is, especially since local authorities have not delivered in recent weeks.

The technical breakout at the end of September is a good starting point but I fear that with a lack of convincing, China stocks might slip back into old habits and slide down again in the weeks ahead. The warning signs are definitely building to say the least: It's not a pretty picture in China

VIENNA, 20 July 2016 – Possible roles for the OSCE in the context of the migration and refugee flows across the OSCE area were discussed today at a special meeting of the Permanent Council in Vienna.

The meeting was a milestone in the process launched in March 2016 by Germany’s 2016 OSCE Chairmanship. In a series of seven meetings and following an inclusive approach, an Informal Working Group took stock of the migration-related activities of the OSCE and developed proposals for future engagement. The Working Groups was chaired by Swiss Ambassador to the OSCE Claude Wild and open to all participating States, Partners for-Cooperation and OSCE executive structures as well as a number of international organizations and NGOs.

Presenting results of this ambitious preparatory process Wild said in today’s Permanent Council: “While the current situation is generally referred to as ‘the refugee and migration crisis’, it is in fact a crisis of international migration governance. Comprehensive governance is needed to deal responsibly with the phenomenon of migration and refugee flows. This includes addressing issues of protection, combating crime, border management, successful integration as well as solidarity and partnerships.”

Wild highlighted that the OSCE is uniquely positioned and equipped to use its political convening power and technical expertise to create formal and informal networks. “In such networks national experts and decision makers can exchange best practices in all specific issues that have to be addressed to design and implement responsible national policies on migration and refugee flows,” he said.

Chairperson of the Permanent Council and German Ambassador to the OSCE, Eberhard Pohl, thanked the Swiss OSCE Ambassador and his team for their committed work. “There was a clear common understanding among all OSCE States today that migration and refugee flows figure high on the OSCE agenda in line with its comprehensive approach to security,” Pohl said.

“Given the scale and transnational character of this issue, it is clear that no single country can cope with the challenge of current migration and refugee flows alone. It has to be addressed in a co-operative manner, in a spirit of shared responsibility. We will continue to support OSCE activities in this field and work to further develop the contribution of the OSCE.”

The OSCE Permanent Council is one of the main regular decision-making bodies of the Organization bringing together representatives of all 57 OSCE participating States and the 11 Partners for Co-operation.

Presenting results of this ambitious preparatory process Wild said in today’s Permanent Council: “While the current situation is generally referred to as ‘the refugee and migration crisis’, it is in fact a crisis of international migration governance. Comprehensive governance is needed to deal responsibly with the phenomenon of migration and refugee flows. This includes addressing issues of protection, combating crime, border management, successful integration as well as solidarity and partnerships.”

Wild highlighted that the OSCE is uniquely positioned and equipped to use its political convening power and technical expertise to create formal and informal networks. “In such networks national experts and decision makers can exchange best practices in all specific issues that have to be addressed to design and implement responsible national policies on migration and refugee flows,” he said.

Chairperson of the Permanent Council and German Ambassador to the OSCE, Eberhard Pohl, thanked the Swiss OSCE Ambassador and his team for their committed work. “There was a clear common understanding among all OSCE States today that migration and refugee flows figure high on the OSCE agenda in line with its comprehensive approach to security,” Pohl said.

“Given the scale and transnational character of this issue, it is clear that no single country can cope with the challenge of current migration and refugee flows alone. It has to be addressed in a co-operative manner, in a spirit of shared responsibility. We will continue to support OSCE activities in this field and work to further develop the contribution of the OSCE.”

The OSCE Permanent Council is one of the main regular decision-making bodies of the Organization bringing together representatives of all 57 OSCE participating States and the 11 Partners for Co-operation.

VIENNA, 20 July 2016 – Possible roles for the OSCE in the context of the migration and refugee flows across the OSCE area were discussed today at a special meeting of the Permanent Council in Vienna.

The meeting was a milestone in the process launched in March 2016 by Germany’s 2016 OSCE Chairmanship. In a series of seven meetings and following an inclusive approach, an Informal Working Group took stock of the migration-related activities of the OSCE and developed proposals for future engagement. The OSCE Office for Democratic Institutions and Human Rights (ODIHR) on 6 June 2016 released a publication to assist OSCE participating States in better following up on recommendations from final reports by election observation missions.

The Handbook on the Follow-up of Electoral Recommendations – the first tool of its kind for the OSCE region – outlines the key issues when developing and implementing electoral legislation and practice, based on ODIHR’s election observation missions, in line with OSCE commitments and international standards.

"With this handbook, we hope to establish a more systematic approach to follow-up to election observation activities, that is clearer and more consistent and, at the same time, puts emphasis on the implementation of recommendations," said Michael Georg Link, Director of ODIHR. "This handbook can serve as a practical guide for ODIHR in supporting interested participating States in their efforts to follow up on electoral recommendations."

The handbook combines explanations of technical aspects related to follow-up activities with examples of ways ODIHR can help participating States in improving their electoral legislation and processes.

ODIHR developed the handbook as part of its continued efforts to improve its methodology and to increase professionalism in its election observation activities.  All OSCE participating States have committed themselves to promptly follow up on ODIHR election assessments and recommendations.

COPENHAGEN, 25 July 2016 – In response to the measures taken by the Turkish authorities following the attempted coup, Ignacio Sanchez Amor (MP, Spain), Chairperson of the OSCE PA Committee on Democracy, Human Rights and Humanitarian Questions, issued the following statement today:

“I remain concerned by the developments which have been taking place in Turkey since the attempted coup, as expressed in an earlier statement. As I joined the rest of the international community in offering strong support to the restoration of constitutional order, I also warned against reprisals and hasty purges and underscored the need to safeguard democratic institutions.

“Unfortunately, the sudden dismissal of thousands of judges, prosecutors, academics, and journalists across the country has challenged human rights standards, due process, the right to a fair trial, and freedom of expression. As underlined by the OSCE Office for Democratic Institutions and Human Rights (ODIHR), and the OSCE Representative on Freedom of the Media, Turkey’s response to these unconstitutional events should seek to reinforce, not undermine, the rule of law, the independence of the judiciary, and media freedom.

“I once again call on the Turkish authorities to follow a responsible approach to ensure that the constitutional order is reinforced through the respect of human rights and the independence of democratic institutions in line with OSCE commitments.”
