Russian hostage kidnapped in Israel on October 7 attack appears alive on video

The Saraya al-Quds* group, a military wing of the radical Islamic Jihad* movement (a terrorist organization banned in Russia), released a new video of Alexander Trukhanov, a Russian citizen, who was kidnapped on October 7, 2023. The video of the hostage posted on the Telegram channel of the terrorist group shows the man speaking Hebrew. The man complains about the difficult situation the hostages found themselves in. They do not have enough water and have run out of hygiene products, the man said. Fearing Israeli bombings and missile attacks, Trukhanov called on the Israelis not to forget about the hostages. He also urged the people of Israel to go to rallies and advocate for a ceasefire so that hostages could return home.

Russia launches combined missile, drone attack on Kyiv

Russia launched a combined missile and drone attack on the Ukrainian capital, Kyiv, overnight, with residents sheltering in metro stations and air raid sirens blaring for hours. Serhii Popko, head of the Kyiv City military administration, said Ukrainian forces destroyed several cruise and ballistic missiles and up to a dozen drones. Some 96 different “means of air assault were detected” by the air force, including anti-aircraft missiles, winged missiles from strategic bombers, Iskander-M strategic missiles and Shahed drones, the Ukrainian military said in a Facebook post Wednesday. Officials said a 48-year-old man was wounded by the falling debris of a downed drone in the Kyiv suburb of Brovary, and emergency services distributed images of firefighters battling flames at one site. A separate drone attack in the Kherson region killed a 52-year-old woman, officials said. Blasts were heard in Kyiv after the air force put the nation under an air raid alert. "Putin is launching a missile attack on Kyiv right now," the president’s chief of staff, Andriy Yermak, said on the social media platform Telegram, referring to Russian President Vladimir Putin. The attack came after a U.S. State Department spokesperson said North Korea troops have begun fighting alongside Russians. "Over 10,000 DPRK (North Korean) soldiers have been sent to eastern Russia, and most of them have moved to the far western Kursk Oblast, where they have begun engaging in combat operations with Russian forces," spokesperson Vedant Patel told reporters during a Tuesday briefing in Washington. U.S. Defense Secretary Lloyd Austin spoke Tuesday with his Ukrainian counterpart Rustem Umerov “to discuss battlefield dynamics and provide an update on U.S. security assistance” for the Eastern European country, according to Pentagon press secretary Major General Pat Ryder. Ryder said, "the secretary reaffirmed President [Joe] Biden's commitment to surge security assistance to Ukraine." The Pentagon also clarified the amount of money that remains available for Ukraine's military assistance. There is about $7.1 billion left in the Presidential Drawdown Authority, which includes $4.3 billion approved by Congress in April, plus $2.8 billion that became available after recalculations. Additionally, there is about $2.2 billion available under the Ukraine Security Assistance Initiative program. Ryder again underscored that the United States would rush aid to Ukraine and use all available funds. Ryder said the two defense leaders also talked about the implications of the thousands of North Korean troops now assessed to be mostly in western Kursk Oblast. Information from The Associated Press, Reuters and Agence France-Presse was used in this report.

Ukraine drone attacks spark fires in Russia's Bryansk, Kaluga regions

Ukrainian overnight drone attacks have set several non-residential buildings on fire in Russia's Kaluga and Bryansk regions, regional governors said on Sunday. "Emergency services and firefighters are on the site," Alexander Bogomaz, governor of the Russian border region of Bryansk, wrote on the Telegram messaging app, without providing further detail. The defense ministry said its air defense units had destroyed 23 Ukrainian drones overnight, including 17 over Bryansk. Vladislav Shapsha, governor of the Kaluga region, which borders the Moscow region to its northeast, said a non-residential building in the region was on fire as result of Ukraine's drone attack. Reuters could not independently verify the reports. There was no immediate comment from Ukraine. Kyiv has often said its drone attacks on Russian territory are aimed at infrastructure key to Moscow's war efforts and are in response to Russia's continued attack on Ukraine's territory.

Doctors Without Borders ambulance in Haiti attacked, two patients killed

PORT-AU-PRINCE — Doctors Without Borders (MSF) said on Wednesday that at least two patients were killed when its ambulance was stopped and attacked earlier this week in Haiti's capital Port-au-Prince.  The MSF staff said they were violently attacked on Monday after "members of a vigilante group and law enforcement officers" stopped the ambulance.  The ambulance, transporting three young people with gunshot wounds, was halted about 100 meters from the MSF hospital in the Drouillard area of the capital and forced to transfer the patients to a public hospital, MSF said.  The group said police attempted to arrest the patients before escorting the ambulance to the hospital, where "law enforcement officers and members of a self-defense group surrounded the ambulance, slashed the tires, and tear-gassed MSF staff inside the vehicle to force them out."  The wounded patients were taken a short distance away and at least two were executed, the group said.  "The act is a shocking display of violence and it seriously calls into question MSF's ability to continue delivering essential care to the Haitian people," said Christophe Garnier, MSF's head of mission.

Armed men attack Duki construction camp, kidnap three labourers

QUETTA: Unknown armed men attacked the camp of a road construction company in Duki district on Wednesday, setting fire to machinery and kidnapping three labourers working at the site.

Police officials said the armed men stormed the camp, which was set up for the construction of a road linking Duki to the Chamalang coal mines field. The attackers cordoned off the camp, ransacked it and set fire to the construction machinery and other equipment.

“Machinery was completely gutted in the fire,” said a senior police officer, adding that the armed men, while fleeing the scene, also abducted three labourers at gunpoint. The kidnapped workers belong to Kuchlak.

The Duki region has been experiencing such incidents for several months. Last month, 21 coal miners were killed and six others injured when unknown armed men attacked the coal mine area in Duki. In addition, several trucks transporting coal to Punjab and other parts of the country were set on fire along the Duki-Loralai road and other areas.

Just last week, four coal-laden trucks were attacked and set on fire, and a truck driver was killed in the assault. Due to the ongoing violence, many mine owners in the area have been forced to close their mines for security reasons.

Eight PTI men ‘exonerated’ in Lahore corps commander house attack case

• Govt objects to repeal of prison rules for PTI founder
• Imran booked in 54 cases across Punjab, LHC told

LAHORE/ISLAMABAD: An anti-terrorism court (ATC) on Tuesday disposed of pre-arrest bail petitions of eight PTI activists in the case regarding an attack on the Lahore corps commander’s residence after police declared them innocent in the investigation.

ATC-I Judge Manzer Ali Gill was hearing the bail petitions of 32 activists when a prosecutor stated that a joint investigation team (JIT), formed to probe the May 9 incidents, had exonerated eight of the petitioners for lack of evidence.

At this, the lawyer for the activists sought the court permission to withdraw their bail petitions.

The judge adjourned the bail petitions of other activists till Dec 11 and 13, asking them to join the JIT investigation.

The judge allowed the request and disposed of the petitions of Tanzila Imran, Rizwana Ghazanfar, Makiya Saeed, Shahbaz Amir Ali, Farooq Ahmad, Usman Naveed, Zirk Khan and Mian Ahmad Rehman.

Sarwar Road police of Lahore had registered a case against PTI leaders and workers for attacking the Lahore corps commander house, also known as Jinnah House, on May 9 last year.

Separately, ATC-III Judge Arshad Javed adjourned the hearing of post-arrest bail petitions by the PTI leaders, including Shah Mahmood Qureshi, Dr Yasmin Rashid and Mian Mehmoodur Rasheed, in May 9 cases.

The judge directed the petitioners’ lawyers to conclude their arguments on the next hearing; otherwise, the petitions would be decided on the basis of police record.

The judge postponed the pleas of Rasheed till Nov 12, Dr Yasmin till Nov 13 & 16, and Qureshi till Nov 19.

The bench, comprising Chief Justice Aamer Farooq and Justice Saman Rafat Imtiaz, issued a notice to Advocate Sher Afzal Marwat on whose petition the section was set aside, seeking his response.

Prison rules

Meanwhile, a two-member division bench of the Islamabad High Court (IHC) took up the petition of the chief commissioner Islamabad against setting aside of Section 265 of the Punjab Prison Rules that prohibits political discussion during prisoner meetings with visitors.

The plea contested Justice Sardar Ejaz Ishaq Khan’s verdict, which had struck down Section 265.

Advocate General Islamabad Ayaz Shaukat argued that the IHC lacked jurisdiction to intervene in Punjab’s laws and maintained that the single bench did not have the authority to nullify provisions in the Punjab Prison Rules.

Chief Justice Farooq asked, “So, you are saying that the Islamabad High Court cannot interfere in any provincial law?”

Justice Imtiaz noted that the Punjab Prison Rules are also applicable to prisoners in Islamabad, suggesting an overlap in jurisdiction.

The CJ inquired whether a formal notice under Section 27A was issued to the attorney general or the advocate general by the single bench, a requirement before declaring any law invalid.

While the advocate general said he had been summoned, he acknowledged that a formal notice was not issued.

Advocate General Shaukat requested the immediate suspension of the single bench’s decision, but Chief Justice Farooq scheduled a formal hearing for the next week.

Justice Farooq Haider was hearing a petition filed by Imran’s sister, Noreen Niazi, challenging the non-disclosure of the cases’ details against her brother.

Cases against Imran

Also on Tuesday, Punjab Police told the Lahore High Court that 54 criminal cases, including those related to May 9, had been registered against PTI founding chairman Imran Khan in different cities of the province.

An additional advocate general presented a report on behalf of the inspector general of police, revealing that 21 cases were registered in Lahore, 19 in Rawalpindi, seven in Sheikhupura, five in Faisalabad and one each in Gujranwala and Mianwali.

The cases include attacks on the Jinnah House, Askari Tower at Liberty Roundabout, General Headquarters in Rawalpindi and office of an intelligence agency in Faisalabad. A law officer for the Federal Investigation Agency (FIA) sought additional time to provide details of the cases, if any, against Imran Khan.

The judge allowed the request and adjourned further hearing till Nov 20.
