The NFL said Wednesday that its new performance-enhancing drug policy will allow the Broncos' Wes Welker and two other suspended players to return to the field this week.

The deal with the players association also adds human growth hormone testing, ending several years of wrangling between the league and the union.

Welker, Dallas Cowboys defensive back Orlando Scandrick and St. Louis Rams wide receiver Stedman Bailey had been suspended for four games.

Under the new rules, players who test positive for banned stimulants in the offseason will no longer be suspended. Instead, they will be referred to the substance abuse program.

The league and union are also nearing an agreement on changes to the substance abuse policy. That could reduce Cleveland Browns receiver Josh Gordon's season-long ban.

Testing for HGH was originally agreed upon in 2011, but the players had balked at the science in the testing and the appeals process for positive tests. Under the new deal, appeals of positive tests in the PED program will be heard by third-party arbitrators jointly selected by the NFL and union. Appeals will be processed more expeditiously under altered procedures

Testing should begin by the end of the month.

The new rules also change the length of suspensions. Previously, all first-time violations of the performance-enhancing drug policy resulted in at least a four-game suspension.

Now, use of a diuretic or masking agent will result in a two-game suspension. The punishment for steroids, in-season use of stimulants, HGH or other banned substances is four games. Evidence of an attempt to manipulate a test is a six-game suspension.

A second violation will result in a 10-game ban, up from a minimum of eight games. A third violation is at least a two-year suspension. Before, the ban was at least a year.

Taking stock of national agricultural R&D capacity in Africa South of the Sahara

This report is a timely input into the ongoing development agenda for Africa South of the Sahara (SSA). The 2013 report on agriculture and food systems by the United Nations’ Sustainable Development Solutions Network released a set of post–2015 development goals, including recommendations that low- and middle-income countries increase their spending on agricultural research and development (R&D) by a minimum of 5 percent per year during 2015–2025, and that they allocate at least 1 percent of their agricultural gross domestic product (GDP) to public agricultural R&D. More recently, the Science Agenda for Agriculture in Africa was adopted at the African Heads of State Summit, necessitating the development of a continent-wide implementation plan. This report, which summarizes SSA’s recent progress in developing its national agricultural R&D systems, is intended to serve as an important input into, and potential benchmark for, the implementation of the science agenda in SSA and the broader development agenda for the region. The analysis is based on comprehensive primary datasets by Agricultural Science and Technology Indicators (ASTI), the most recent of which was compiled during 2012–2013.

Overall, the number of researchers holding PhD degrees doubled in Botswana during 2000–2011, and the number of researchers qualified to the BSc-degree level tripled.

Agricultural R&D in Botswana is almost entirely funded by the government. Spending on operating and program costs increased significantly during 2005–2007, but contracted again from 2008, when government funding to many public-sector agencies was cut due to spiraling inflation.

Botswana invests a relatively high share of its agricultural GDP in agricultural research. Nevertheless, such a high intensity ratio is not uncommon in countries with small populations and relatively high per capita incomes. Small countries are not able to benefit from economies of scale to the degree that larger countries can, so basic research infrastructure and staffing constitute greater shares of investment.

Despite rapid growth in recent years, DR Congo’s agricultural R&D spending remains well below the levels required to sustain its needs; in fact, spending levels as a share of AgGDP are among the lowest in Africa.

Agricultural researcher numbers also grew rapidly in recent years, particularly at INERA and CRAA, although most of this growth occurred among researchers trained to the BSc or MSc levels.

Accounting for just 9 percent of total researchers, women are severely underrepresented in agricultural R&D in DR Congo, especially given that the country’s agricultural labor force is predominantly female.

Malgré la forte croissance au cours des dernières années, les dépenses de R&D agricole de la RDC sont encore en deçà des niveaux requises pour subvenir aux besoins du pays. Le ratio dépenses/PIB agricole est parmi les plus bas en Afrique.

Les effectifs de chercheurs agricoles connaissent également une croissance rapide depuis quelques années, notamment à l’INERA et au CRAA. Cette croissance est due à l’augmentation des chercheurs de niveau licence/ BSc ou master/MSc.

En RDC, les femmes ne représentent que 9 % de l’effectif total des chercheurs travaillant dans la R&D agricole : elles sont donc gravement sous-représentées, d’autant plus que la main-d’oeuvre agricole du pays est caractérisée par une prédominance féminine.

CTA Signs New Two-Year Agreement for Expanded Social Service Outreach Following Successful Pilot

Following a successful pilot, a new two-year agreement was approved today between the Chicago Transit Authority (CTA) and the City of Chicago's Department of Family and Support Services (DFSS), which manages the city's overall homelessness outreach, to continue providing expanded outreach and support for riders who are unsheltered, as well as those grappling with mental health and substance abuse.

OSCE Secretary General Zannier encourages all parties in Montenegro to engage constructively on full implementation of April political agreement

PODGORICA, 12 July  2016 - OSCE Secretary General Lamberto Zannier concluded today a two-day visit to Montenegro, marking the 10th anniversary of the OSCE Mission to Montenegro. “After independence, this country entrusted the OSCE with an important responsibility: to help advance security, democracy, the rule of law and human rights for Montenegrin citizens,” Zannier said.  

During his visit, the Secretary General met with President Filip Vujanovic, Parliament Speaker Darko Pajovic, Prime Minister Milo Djukanovic, Deputy Prime Minister Dusko Markovic and Minister of Interior Goran Danilovic, as well as representatives of civil society.

Zannier commended the Montenegrin authorities for their commitment to undertaking reforms and encouraged further progress, offering OSCE’s continued support in line with national priorities. “The OSCE remains one of the country’s key partners in helping to further develop independent, open and transparent institutions that enjoy wide public trust,” he stated.

Discussing preparations for the parliamentary elections on 16 October, the Secretary General commended the sense of responsibility already demonstrated by political parties in overcoming the recent political crisis through a broad political agreement adopted last April, which was important, above all, for the Montenegrin people.

“Political leaders managed to successfully bridge their differences by reaching a compromise, one that aims to serve the public interest,” said Zannier. “Now we need to see this agreement implemented in full, and in good faith.”

During his meetings, the Secretary General stated that the parliamentary elections will be an important test for the country, adding that the Mission to Montenegro is providing technical assistance to the State Election Commission until the end of 2016. “All actors involved in the preparation of elections should work together as closely as possible in line with their responsibilities as set out in the law. This is vital for having a credible election,” Zannier concluded.

OSCE Centre signs long-term agreement on co-operation with Kyrgyz State Committee on National Security

BISHKEK, 19 July 2016 – The OSCE Centre in Bishkek and the State Committee on National Security (SCNS) signed a long-term agreement with the aim of increasing co-operation to support the country's security sector.

The signing of this agreement will expand and boost co-operation between the OSCE and the Kyrgyz government in the fight against terrorism and violent extremism. It will also contribute to promoting joint efforts in combating internal and external threats with the aim of protecting peace and stability in the country and the region.

“In recent years, due to the increasing threat of terrorism in the world and particularly in Central Asia, close co-operation between the OSCE and the SCNS in countering violent extremism and radicalization that lead to terrorism is becoming an urgent task,” said Sergey Kapinos, Head of the OSCE Centre in Bishkek. “Signing of a long-term cooperation agreement is an important step towards addressing this issue. The OSCE Centre highly values co-operation with the SCNS, and expresses its great appreciation for collaboration and willingness to continue active co-operation in countering terrorist threats."

Deputy Chairperson of the SCNS and Director of Anti-terrorism Centre (ATC) of the SCNS Rustam Mamasadykov highlighted the OSCE Centre’s significant contribution to the development and strengthening of democratic institutions, the rule of law, and its efforts to enhance the capacity of state authorities in effectively preventing and responding to terrorism and extremism.

“Co-operation between SCNS and the OSCE Centre in Bishkek has resulted in significant counter-terrorism capacity building and the strengthening of the national security agencies and other relevant state agencies in responding to terrorist attacks,” said Mamasadykov.

The OSCE Centre in Bishkek is also supporting the SCNS and the Kyrgyz government to carry out comprehensive security sector reform and in ensuring the implementation of the provisions of international treaties, UN Security Council resolutions, and OSCE decisions in the areas of defence, security and counter-terrorism.

Secret Service Says You Agreed To Be Tracked With Location Data

An anonymous reader shares a report: Officials inside the Secret Service clashed over whether they needed a warrant to use location data harvested from ordinary apps installed on smartphones, with some arguing that citizens have agreed to be tracked with such data by accepting app terms of service, despite those apps often not saying their data may end up with the authorities, according to hundreds of pages of internal Secret Service emails obtained by 404 Media. The emails provide deeper insight into the agency's use of Locate X, a powerful surveillance capability that allows law enforcement officials to follow a phone, and person's, precise movements over time at the click of a mouse. In 2023, a government oversight body found that the Secret Service, Customs and Border Protection, and Immigration and Customs Enforcement all used their access to such location data illegally. The Secret Service told 404 Media in an email last week it is no longer using the tool. "If USSS [U.S. Secret Service] is using Locate X, that is most concerning to us," one of the internal emails said. 404 Media obtained them and other documents through a Freedom of Information Act (FOIA) request with the Secret Service.
