In July 2006, more than 170 researchers and managers from the United States, Canada, and Mexico convened in Boulder, Colorado, to discuss the state of the science in environmental threat assessment. This two-volume general technical report compiles peer-reviewed papers that were among those presented during the 3-day conference. Papers are organized by four broad topical sections—Land, Air and Water, Fire, and Pests/Biota—and are divided into syntheses and case studies.

Assessment of The Risk of Invasion of National Forest Streams In The Pacific Northwest By Farmed Atlantic Salmon

This report describes the evidence for invasion of Pacific Northwest streams by Atlantic salmon (Salmo salar) that have escaped from marine salmon farms, and assesses the potential impact of farmed salmon invasion on native fishes inhabiting streams on National Forest System lands. The current risk to streams on National Forest lands in the Pacific Northwest from Atlantic salmon invasions appears to be low and is limited to a few areas in northwest Washington and southeast Alaska. However, long-term risks may be substantial if fish continue to escape from marine rearing pens or freshwater hatcheries. The two greatest threats appear to be that (1) Atlantic salmon could transmit a serious disease or parasite to native fishes, and (2) escaped salmon could eventually adapt to local conditions, leading to self-sustaining populations. If Atlantic salmon populations are eventually established, this species' preference for swiftly flowing stream habitats could facilitate competition with currently at-risk species such as steelhead (Oncorhynchus mykiss). This could result in a pattern of expansion similar to that observed in other nonnative aquatic plants and animals, in which a prolonged early colonization period is followed by a rapid phase of exponential growth as breeding populations adapt to local conditions.

Impressed with Franken’s experience, openness

We invited Admiral Mike Franken to a gathering of voters to explain why he was qualified to run for the U.S. Senate. We were impressed with his friendliness, his openness, and especially his range of experience as a leader. One of those in attendance at our home was a woman who had served under his command on the U.S.S. Barry; it was a happy reunion for the sailor and the admiral. She had no hesitation in endorsing him and supporting him in his campaign. Admiral Franken also visited our son’s home in another city. Again, those gathered were impressed with Admiral Franken’s experiences and priorities But the person most impressed was our eight-year-old grandson. Men and elderly lag in taking Test Iowa coronavirus assessment

Nearly 327,000 Iowans have taken an assessment to see if they are eligible to be checked for COVID-19 under the Test Iowa Initiative.

Another free drive-though site for those who have taken the assessment and been scheduled for an appointment opened Thursday in Cedar Rapids — the fourth site in the state so far.

About 1 on 46 Iowans have been tested so far, health officials said.

State data release Thursday for the first time reveals big gaps in who has — and who has not — taken the assessment at TestIowa.om:

• Less than 35 percent of those who have been assessed for tests are men. Yet men are more apt to die from the disease than women. Of the 231 Iowa deaths so far, 51 percent are of men.

• Only 2 percent of those who have been assessed for testing are age 80 or over. But 46 percent of the Iowa deaths from the virus reported so far are in that age group.

• There are gaps in the rates at which urban and rural residents are completing the assessment. Nearly 9 percent of Linn County residents have been assessed, but only about 7.6 percent of Allamakee County residents have. Yet when looking at the rate of known infection per capita, Allamakee is far worse.

Output feedback stochastic MPC with packet losses. (arXiv:2004.02591v2 [math.OC] UPDATED)

The paper considers constrained linear systems with stochastic additive disturbances and noisy measurements transmitted over a lossy communication channel. We propose a model predictive control (MPC) law that minimizes a discounted cost subject to a discounted expectation constraint. Sensor data is assumed to be lost with known probability, and data losses are accounted for by expressing the predicted control policy as an affine function of future observations, which results in a convex optimal control problem. An online constraint-tightening technique ensures recursive feasibility of the online optimization and satisfaction of the expectation constraint without bounds on the distributions of the noise and disturbance inputs. The cost evaluated along trajectories of the closed loop system is shown to be bounded by the optimal predicted cost. A numerical example is given to illustrate these results.

The goal of this article is to investigate infinite dimensional affine diffusion processes on the canonical state space. This includes a derivation of the corresponding system of Riccati differential equations and an existence proof for such processes, which has been missing in the literature so far. For the existence proof, we will regard affine processes as solutions to infinite dimensional stochastic differential equations with values in Hilbert spaces. This requires a suitable version of the Yamada-Watanabe theorem, which we will provide in this paper. Several examples of infinite dimensional affine processes accompany our results.

We introduce a notion of c-group, which is a group up to congruence relation and consider the corresponding category. Extensions, actions and crossed modules (c-crossed modules) are defined in this category and the semi-direct product is constructed. We prove that each categorical group gives rise to c-groups and to a c-crossed module, which is a connected, special and strict c-crossed module in the sense defined by us. The results obtained here will be applied in the proof of an equivalence of the categories of categorical groups and connected, special and strict c-crossed modules.

In the spirit of very recent articles by J. Bonet, W. Lusky and J. Taskinen we are studying the so-called solid hulls and cores of spaces of weighted entire functions when the weights are given in terms of associated weight functions coming from weight sequences. These sequences are required to satisfy certain (standard) growth and regularity properties which are frequently arising and used in the theory of ultradifferentiable and ultraholomorphic function classes (where also the associated weight function plays a prominent role). Thanks to this additional information we are able to see which growth behavior the so-called "Lusky-numbers", arising in the representations of the solid hulls and cores, have to satisfy resp. if such numbers can exist.

Keeping out the Masses: Understanding the Popularity and Implications of Internet Paywalls. (arXiv:1903.01406v4 [cs.CY] UPDATED)

Funding the production of quality online content is a pressing problem for content producers. The most common funding method, online advertising, is rife with well-known performance and privacy harms, and an intractable subject-agent conflict: many users do not want to see advertisements, depriving the site of needed funding.

Because of these negative aspects of advertisement-based funding, paywalls are an increasingly popular alternative for websites. This shift to a "pay-for-access" web is one that has potentially huge implications for the web and society. Instead of a system where information (nominally) flows freely, paywalls create a web where high quality information is available to fewer and fewer people, leaving the rest of the web users with less information, that might be also less accurate and of lower quality. Despite the potential significance of a move from an "advertising-but-open" web to a "paywalled" web, we find this issue understudied.

This work addresses this gap in our understanding by measuring how widely paywalls have been adopted, what kinds of sites use paywalls, and the distribution of policies enforced by paywalls. A partial list of our findings include that (i) paywall use is accelerating (2x more paywalls every 6 months), (ii) paywall adoption differs by country (e.g. 18.75% in US, 12.69% in Australia), (iii) paywalls change how users interact with sites (e.g. higher bounce rates, less incoming links), (iv) the median cost of an annual paywall access is $108 per site, and (v) paywalls are in general trivial to circumvent.

Finally, we present the design of a novel, automated system for detecting whether a site uses a paywall, through the combination of runtime browser instrumentation and repeated programmatic interactions with the site. We intend this classifier to augment future, longitudinal measurements of paywall use and behavior.

The Zhou Ordinal of Labelled Markov Processes over Separable Spaces. (arXiv:2005.03630v1 [cs.LO])

There exist two notions of equivalence of behavior between states of a Labelled Markov Process (LMP): state bisimilarity and event bisimilarity. The first one can be considered as an appropriate generalization to continuous spaces of Larsen and Skou's probabilistic bisimilarity, while the second one is characterized by a natural logic. C. Zhou expressed state bisimilarity as the greatest fixed point of an operator $mathcal{O}$, and thus introduced an ordinal measure of the discrepancy between it and event bisimilarity. We call this ordinal the "Zhou ordinal" of $mathbb{S}$, $mathfrak{Z}(mathbb{S})$. When $mathfrak{Z}(mathbb{S})=0$, $mathbb{S}$ satisfies the Hennessy-Milner property. The second author proved the existence of an LMP $mathbb{S}$ with $mathfrak{Z}(mathbb{S}) geq 1$ and Zhou showed that there are LMPs having an infinite Zhou ordinal. In this paper we show that there are LMPs $mathbb{S}$ over separable metrizable spaces having arbitrary large countable $mathfrak{Z}(mathbb{S})$ and that it is consistent with the axioms of $mathit{ZFC}$ that there is such a process with an uncountable Zhou ordinal.

Delayed approximate matrix assembly in multigrid with dynamic precisions. (arXiv:2005.03606v1 [cs.MS])

The accurate assembly of the system matrix is an important step in any code that solves partial differential equations on a mesh. We either explicitly set up a matrix, or we work in a matrix-free environment where we have to be able to quickly return matrix entries upon demand. Either way, the construction can become costly due to non-trivial material parameters entering the equations, multigrid codes requiring cascades of matrices that depend upon each other, or dynamic adaptive mesh refinement that necessitates the recomputation of matrix entries or the whole equation system throughout the solve. We propose that these constructions can be performed concurrently with the multigrid cycles. Initial geometric matrices and low accuracy integrations kickstart the multigrid, while improved assembly data is fed to the solver as and when it becomes available. The time to solution is improved as we eliminate an expensive preparation phase traditionally delaying the actual computation. We eliminate algorithmic latency. Furthermore, we desynchronise the assembly from the solution process. This anarchic increase of the concurrency level improves the scalability. Assembly routines are notoriously memory- and bandwidth-demanding. As we work with iteratively improving operator accuracies, we finally propose the use of a hierarchical, lossy compression scheme such that the memory footprint is brought down aggressively where the system matrix entries carry little information or are not yet available with high accuracy.

Simultaneous topology and fastener layout optimization of assemblies considering joint failure. (arXiv:2005.03398v1 [cs.CE])

This paper provides a method for the simultaneous topology optimization of parts and their corresponding joint locations in an assembly. Therein, the joint locations are not discrete and predefined, but continuously movable. The underlying coupling equations allow for connecting dissimilar meshes and avoid the need for remeshing when joint locations change. The presented method models the force transfer at a joint location not only by using single spring elements but accounts for the size and type of the joints. When considering riveted or bolted joints, the local part geometry at the joint location consists of holes that are surrounded by material. For spot welds, the joint locations are filled with material and may be smaller than for bolts. The presented method incorporates these material and clearance zones into the simultaneously running topology optimization of the parts. Furthermore, failure of joints may be taken into account at the optimization stage, yielding assemblies connected in a fail-safe manner.

Probabilistic Hyperproperties of Markov Decision Processes. (arXiv:2005.03362v1 [cs.LO])

We study the specification and verification of hyperproperties for probabilistic systems represented as Markov decision processes (MDPs). Hyperproperties are system properties that describe the correctness of a system as a relation between multiple executions. Hyperproperties generalize trace properties and include information-flow security requirements, like noninterference, as well as requirements like symmetry, partial observation, robustness, and fault tolerance. We introduce the temporal logic PHL, which extends classic probabilistic logics with quantification over schedulers and traces. PHL can express a wide range of hyperproperties for probabilistic systems, including both classical applications, such as differential privacy, and novel applications in areas such as robotics and planning. While the model checking problem for PHL is in general undecidable, we provide methods both for proving and for refuting a class of probabilistic hyperproperties for MDPs.

Determinantal Point Processes in Randomized Numerical Linear Algebra. (arXiv:2005.03185v1 [cs.DS])

Randomized Numerical Linear Algebra (RandNLA) uses randomness to develop improved algorithms for matrix problems that arise in scientific computing, data science, machine learning, etc. Determinantal Point Processes (DPPs), a seemingly unrelated topic in pure and applied mathematics, is a class of stochastic point processes with probability distribution characterized by sub-determinants of a kernel matrix. Recent work has uncovered deep and fruitful connections between DPPs and RandNLA which lead to new guarantees and improved algorithms that are of interest to both areas. We provide an overview of this exciting new line of research, including brief introductions to RandNLA and DPPs, as well as applications of DPPs to classical linear algebra tasks such as least squares regression, low-rank approximation and the Nystr"om method. For example, random sampling with a DPP leads to new kinds of unbiased estimators for least squares, enabling more refined statistical and inferential understanding of these algorithms; a DPP is, in some sense, an optimal randomized algorithm for the Nystr"om method; and a RandNLA technique called leverage score sampling can be derived as the marginal distribution of a DPP. On Optimal Control of Discounted Cost Infinite-Horizon Markov Decision Processes Under Local State Information Structures. (arXiv:2005.03169v1 [eess.SY])

This paper investigates a class of optimal control problems associated with Markov processes with local state information. The decision-maker has only local access to a subset of a state vector information as often encountered in decentralized control problems in multi-agent systems. Under this information structure, part of the state vector cannot be observed. We leverage ab initio principles and find a new form of Bellman equations to characterize the optimal policies of the control problem under local information structures. The dynamic programming solutions feature a mixture of dynamics associated unobservable state components and the local state-feedback policy based on the observable local information. We further characterize the optimal local-state feedback policy using linear programming methods. To reduce the computational complexity of the optimal policy, we propose an approximate algorithm based on virtual beliefs to find a sub-optimal policy. We show the performance bounds on the sub-optimal solution and corroborate the results with numerical case studies.
