TL;DR: Despite its ubiquity in deep learning, Tensor is broken. It forces bad habits such as exposing private dimensions, broadcasting based on absolute position, and keeping type information in documentation. This post presents a proof-of-concept of an alternative approach, named tensors, with named dimensions. This change eliminates the need for indexing, dim arguments, einsum- style unpacking, and documentation-based coding. The prototype PyTorch library accompanying this blog post is available as namedtensor.

YMMV obviously--I ordered two of these a month ago and they have been running fine for me.  All I had to do was reinstall the newest system update and they have both been fine with no issues.  One system's issue noted was "freezes" and the other was "no video". 

It says he has only 2 in stock, but I bought two a while back and the listing has remained active for the entire time with stock available, so he probably leaves the number low to keep demand going. This is probably a bulk buyer who doesn't extensively troubleshoot the systems.  I am not affiliated with the seller.  Cosmetically, the systems are nice enough to trade in without taking a refurb fee when stores re-open for business.

On Wednesday, the Supreme Court will consider yet another case regarding whether employers can decline to cover contraceptives in their health care plans. Reproductive rights groups warn that depending on the outcome of the case, tens of thousands of American women could lose vital contraceptive coverage. The case, Little Sisters of the Poor and Paul Home v. Pennsylvania, involves a 2017 Trump administration rule change that significantly broadened who can claim an exemption to the Affordable Care Act (ACA) contraceptive coverage mandate. The 2017 rule change, issued without a notice of proposed rulemaking or public comment opportunity, expanded the scope of religious exemptions and added an additional moral exemption claim. States had successfully challenged the rule, calling it a violation of the constitution, federal anti-discrimination law, and the Administrative Procedures Act (APA). A federal appeals court issued an injunction, preventing the Trump administration from enforcing the rule until the case was decided. Both the district court and the Third Circuit U.S. Court of Appeals affirmed that states were likely to succeed on their APA claim. This paper takes an early look at the Paycheck Protection Program (PPP), a large and novel small business support program that was part of the initial policy response to the COVID-19 pandemic. We use new data on the distribution of PPP loans and high-frequency micro-level employment data to consider two dimensions of program targeting. First, we do not find evidence that funds flowed to areas more adversely affected by the economic effects of the pandemic, as measured by declines in hours worked or business shutdowns. If anything, funds flowed to areas less hard hit. Second, we find significant heterogeneity across banks in terms of disbursing PPP funds, which does not only reflect differences in underlying loan demand. The top-4 banks alone account for 36% of total pre-policy small business loans, but disbursed less than 3% of all PPP loans. Areas that were significantly more exposed to low-PPP banks received much lower loan allocations. As data become available, we will study employment and establishment responses to the program and the impact of PPP support on the economic recovery. Measuring these responses is critical for evaluating the social insurance value of the PPP and similar policies.

In response to the ongoing COVID-19 pandemic, the US government brought about a collection of fiscal stimulus measures: the 2020 CARES Act. Among other provisions, this Act directed cash payments to households. We analyze households’ spending responses using high-frequency transaction data. We also explore heterogeneity by income levels, recent income declines, and liquidity. We find that households respond rapidly to receipt of stimulus payments, with spending increasing by $0.25-$0.35 per dollar of stimulus during the first 10 days. Households with lower incomes, greater income drops, and lower levels of liquidity display stronger responses. Liquidity plays the most important role, with no observed spending response for households with high levels of bank account balances. Relative to the effects of previous economic stimulus programs in 2001 and 2008, we see much smaller increases in durables spending and larger increases in spending on food, likely reflecting the impact of shelter-in-place orders and supply disruptions. We hope that our results inform the current debate about appropriate policy measures.
