implementation OSCE promotes implementation of effective traffic safety measures in Uzbekistan By feeds.osce.org Published On :: Thu, 07 Apr 2016 10:58:33 +0000 TASHKENT, 7 April 2016 – The implementation of traffic management and effective road safety measures were the focus of an OSCE-supported roundtable discussion for some 40 representatives of the Interior Ministry, Parliament, state agencies, media and civil society, and a two-day seminar for 25 traffic police officers, held in Tashkent from 5 to 7 April. The roundtable saw discussions focus on the measures Uzbekistan has been taking in implementing the state programme on traffic safety and ways to strengthen road traffic security. Three experts from Turkey and Serbia shared best practices on traffic management, public awareness campaigns and road safety measures implemented in their countries. Special emphasis was put on the importance of effective communication between different stakeholders with the overall aim of preventing traffic accidents and promoting good practices. “It is important to maintain a constructive dialogue between different stakeholders involved in implementing newly-adopted regulations aimed at enhancing the efficiency of traffic-safety measures and raising awareness among the population about road-related risks,” said Nataša Rašić, Acting OSCE Project Co-ordinator in Uzbekistan. Following the roundtable discussion, officers from the Interior Ministry’s Traffic Safety Police Department enhanced their knowledge during a seminar about best practices in enforcing traffic regulations. The experts from Turkey and Serbia provided a comprehensive overview of the road safety situation in their countries while highlighting the advantages of integrated road systems and new technologies in road safety, including the video control of roads. The seminar’s participants also exchanged views on new methods of traffic police training and stressed the importance of improving driver education as well as the procedures for granting driver’s licences. During his visit, the Secretary General met with President Filip Vujanovic, Parliament Speaker Darko Pajovic, Prime Minister Milo Djukanovic, Deputy Prime Minister Dusko Markovic and Minister of Interior Goran Danilovic, as well as representatives of civil society. Zannier commended the Montenegrin authorities for their commitment to undertaking reforms and encouraged further progress, offering OSCE’s continued support in line with national priorities. “The OSCE remains one of the country’s key partners in helping to further develop independent, open and transparent institutions that enjoy wide public trust,” he stated. Studies show, however, that making calls is a minimal part of our engagement with today’s smart phones and that even texting has fallen off, leaving web browsing, gaming, and social media as top uses. A cross-disciplinary group of faculty at our university came together in the mLearning Scholars group to study the potential for using mobile devices for student learning. The group met bi-weekly throughout a semester and shared thoughts, ideas, resources, and examples, while experimenting with mobile learning activities in individual classes. This paper summarizes student perceptions and adoption intent for using mobile devices for learning, and discusses implementation issues for faculty in adding mobile learning to a college course. implementation Design and Implementation of an HCI course for MIS students – Some lessons By Published On :: 2015-06-03 Courses on Human Computer Interaction (HCI) largely differ in the conception of the role of the course in the program, in the topics to be included, in emphases, in the instructional strategies that are employed, and more. This paper describes the design and implementation of a HCI course for students of the Management Information Systems department in our college. Students’ intermediate and final homework assignments were analyzed to provide feedback for the course design. Quantitative analysis showed high correlation between the quality of the requirement analysis performed by the students and the quality of the final interface prototype, and also that the quality of design alternatives that were considered by the students can be a good predictor for the quality of the overall interface design. Qualitative analysis of students’ submissions showed the need for practicing skills required in users’ studies, especially conducting interviews and observations. In this work we examine several proposed methodologies and synthesize them into a new methodology that we demonstrate through a case study of an electric power distribution company. This is a practical research study. First, the research approach for creating the knowledge map is process-oriented and the processes are considered as the main elements of the model. This research was done in four stages: literature review, model editing, model validation and case study. The Delphi method was used for the research model validation. Some of the important outputs of this research were mapping knowledge flows, determining the level of knowledge assets, expert-area knowledge map, preparing knowledge meta-model, and updating the knowledge map according to the company’s processes. Besides identifying, auditing and visualizing tacit and explicit knowledge, this knowledge mapping enables us to analyze the knowledge areas’ situation and subsequently help us to improve the processes and overall performance. implementation The Effects of the Critical Success Factors for ERP Implementation on the Comprehensive Achievement of the Crucial Roles of Information Systems in the Higher Education Sector By Published On :: 2018-02-10 Aim/Purpose: The aim of this study is to examine empirically the effects of certain key Critical Success Factors (CSFs) for the implementation of Enterprise Resource Planning (ERP) Systems on the comprehensive achievement of the crucial roles of Computer-Based Information Systems (CBISs) Background: The effects of the CSFSs were examined in the higher education sector in the Kingdom of Saudi Arabia (KSA) using a case study of the ERP adoption in Prince Sattam Bin Abdulaziz University. Methodology: A theoretical model was proposed based on the literature written on the CSFs and the roles of CBISs in business. The model encompasses six key CSFs and their associations with the realization of the crucial roles of CBISs. To test the proposed model, a questionnaire was developed by considering the most frequently used measurements items in the ERP’s literature. The data were collect-ed from 219 key stakeholders. Contribution: This study acts as one of the few empirical studies in assessing the effects of the important CSFs for ERP implementation upon its successful implementation. Its outcomes provide more insights and clarifications about the effects of six key CSFs on the comprehensive achievement of the crucial CBIS’s roles. Particularly, the uniqueness of this study lies in addressing the effects of these CSFs on the achievement of the vital CBIS’s roles collectively rather than the achievement of each role individually. Moreover, the study examined these effects in the higher education environment, which is characterized by its own special business processes and services. Findings: The results reveal that the six key CSFs have a positive relationship with the comprehensive achievement of the crucial roles of CBISs. These findings are consistent with many previous studies on the effects of the CSFs on the realization of the expected benefits of the enterprise systems. Recommendations for Practitioners: The managers and other key stakeholders should carefully manage the vital aspects of the CSFs in order to realize the promised ERP’s benefits, including the CBIS’s roles. Future Research: Additional empirical examinations are needed to investigate the effects of the rest of the CSFs on realizing the roles of information systems. Full Article

Background: The implementation of BI project has become one of the most important technological and organizational innovations in modern organizations. The BI project implementation methodology provides a framework for demonstrating knowledge, ideas and structural techniques. It is defined as a set of instructions and rules for implementing BI projects. Identifying CSFs of BI implementation project can help the project team to concentrate on solving prior issues and needed resources. Methodology: Firstly, the literature review was conducted to find the existing BI project implementation methodologies. Secondly, the content of the 13 BI project implementation methodologies was analyzed by using thematic analysis method. Thirdly, for examining the validation of the 20 identified CSFs, two questionnaires were distributed among BI experts. The gathered data of the first questionnaire was analyzed by content validity ratio (CVR) and 11 of 20 CSFs were accepted as a result. The gathered data of the second questionnaire was analyzed by fuzzy Delphi method and the results were the same as CVR. Finally, 13 raised BI project implementation methodologies were compared based on the 11 validated CSFs. Contribution: This paper contributes to the current theory and practice by identifying a complete list of CSFs for BI projects implementation; comparison of existing BI project implementation methodologies; determining the completeness degree of existing BI project implementation methodologies and introducing more complete ones; and finding the new CSF “Expert assessment of business readiness for successful implementation of BI project” that was not expressed in previous studies. Findings: The CSFs that should be considered in a BI project implementation include: “Obvious BI strategy and vision”, “Business requirements definition”, “Business readiness assessment”, “BI performance assessment”, “Establishing BI alignment with business goals”, “Management support”, “IT support for BI”, “Creating data resources and source data quality”, “Installation and integration BI programs”, “BI system testing”, and “BI system support and maintenance”. Also, all the 13 BI project implementation methodologies can be divided into four groups based on their completeness degree. Recommendations for Practitioners: The results can be used to plan BI project implementation and help improve the way of BI project implementation in the organizations. It can be used to reduce the failure rate of BI implementation projects. Furthermore, the 11 identified CSFs can give a better understanding of the BI project implementation methodologies. Recommendation for Researchers: The results of this research helped researchers and practitioners in the field of business intelligence to better understand the methodology and approaches available for the implementation and deployment of BI systems and thus use them. Some methodologies are more complete than other studied methodologies. Therefore, organizations that intend to implement BI in their organization can select these methodologies according to their goals. Thus, Findings of the study can lead to reduce the failure rate of implementation projects. Future Research: Future researchers may add other BI project implementation methodologies and repeat this research. Also, they can divide CSFs into three categories including required before BI project implementation, required during BI project implementation and required after BI project implementation. Moreover, researchers can rank the BI project implementation CSFs. As well, Critical Failure Factors (CFFs) need to be explored by studying the failed implementations of BI projects. The identified CSFs probably affect each other. So, studying the relationship between them can be a topic for future research. Full Article

Background: Not all ERP implementations provide the expected benefits, as post-implementation challenges can include inflexible ERP systems and ongoing costs. Therefore, it is necessary to evaluate the success after ERP implementation, and this research integrates the Task Technology Fit (TTF) model into the Information System Success Model (ISSM). Methodology: For data analysis and the proposed model, the authors used SmartPLS 3 by applying the PLS-SEM test and one-tailed bootstrapping. The researchers distributed questionnaires online to 115 ERP users at a construction company in Indonesia and successfully got responses from 95 ERP users. Contribution: The results obtained will be helpful and essential for future researchers and Information System practitioners – considering the high failure rate in the use of ERP in a company, as well as the inability of organizations and companies to exploit the benefits and potential that ERP can provide fully. Findings: The results show that Perceived Usefulness, User Satisfaction, and Task-Technology Fit positively affect the Organizational Impact of ERP implementation. Recommendations for Practitioners: The findings can help policymakers and CEOs of businesses in Indonesia’s construction sector create better business strategies and use limited resources more effectively and efficiently to provide a considerably higher probability of ERP deployment. The findings of this study were also beneficial for ERP vendors and consultants. The construction of the industry has specific characteristics that ERP vendors should consider. Construction is a highly fragmented sector, with specialized segments demanding specialist technologies. Several projects also influence it. They can use them to identify and establish several alternative strategies to deal with challenges and obstacles that can arise during the installation of ERP in a firm. Vendors and consultants can supply solutions, architecture, or customization support by the standard operating criteria, implement the ERP system and train critical users. The ERP system vendors and consultants can also collaborate with experts from the construction sector to develop customized alternatives for construction companies. That would be the most outstanding solution for implementing ERP in this industry. Recommendation for Researchers: Future researchers can use this combined model to study ERP post-implementation success on organizational impact with ERP systems in other company information systems fields, especially the construction sector. Future integration of different models can be used to improve the proposed model. Integration with models that assess the level of Information System acceptance, such as Technology Acceptance Model 3 (TAM3) or Unified Theory of Acceptance and Use of Technology 2 (UTAUT2), can be used in future research to deepen the exploration of factors that influence ERP post-implementation success in an organization. Impact on Society: This study can guide companies, particularly in the construction sector, to maintain ERP performance, conduct training for new users, and regularly survey user satisfaction to ensure the ERP system’s reliability, security, and performance are maintained and measurable. Future Research: It is increasing the sample size with a larger population at other loci (private and state-owned) that use ERP to see the factors influencing ERP post-implementation success and using mixed methods to produce a better understanding. This study was carried out to examine factors facilitating and hindering ICT implementation in teacher education institutes in Israel. Findings from our study, administered at two points in time, revealed that providing technological-pedagogical support to teacher educators and their perceptions and beliefs regarding ICT usage were consistent with being either facilitating or hindering factors in the integration process in colleges of education. Professional development of teacher educators in ICT skills and guidance in applying advanced technologies are additional facilitating factors. Resources, mainly time and infrastructure, were mostly a hindering factor with adverse influence on ICT integration. Three levels of successful ICT integration indicated successful implementation: teacher educators’ level, students in their practice, and the organization level in terms of policy. Full Article

However traditional methods are not efficient for changing business needs. The long time between project start and go-live causes a gap between initial solution blueprint and actual user requirements in the end of the project. This article presents the latest market trends in BI systems implementation by comparing Agile with traditional methods. It presents a case study provided in a large telecommunications company (20K employees) and the results of a pilot research provided in the three large companies: telecommunications, digital, and insurance. This data infrastructure thus has to be useful to data holders who want their data to be used (e.g. citizen scientists, nature associations, scientists) and to those that seek knowledge (e.g. reporting bodies). EU BON reaches out to these stakeholders and to bodies that would be interested to host or have such a data infrastructure themselves. Our first stakeholder round table focused on European knowledge seekers and existing data portals. Our second stakeholder round table planned for this summer will focus on citizen scientists and the organisations that currently handle the citizen science data, to receive input on what these two stakeholder groups would like to see in such a data infrastructure blue print. At the same time we reach out to ongoing platforms that consist of networks of knowledge and that have needs regarding their data flow. A very important partner in the data infrastructure development is GEO BON. The coordination of GEO BON has just changed and EU BON will reinforce the ties with GEO BON during the General Assembly in Crete coming in April. 2) Science-policy dialogue proves to be a crucial part for the success of large scale projects like EU BON, how are you tackle this challenge? The objective of EU BON is a moving target in the sense that the blue print for data infrastructure will need to suit the needs for current and future monitoring. Additionally, the actual implementation, funding and hosting of such an infrastructure could be within a structure that may not yet exist in that form today. Changes in mission, coordination and targets occur constantly. To profit from lessons learned, we are in close contact with the Biodiversity Knowledge Project; a project that has already gained experience in the last four years in identifying the most important elements for handling data requests from knowledge seekers and in developing a suitable management plan. For EU BON to achieve and reach its moving target, we keep in touch with the changes within the biodiversity knowledge landscape (e.g. progress in IPBES, CBD reporting, European targets ad evaluations); we explore multiple scenarios for the data infrastructure, the business plan and the implementation options; and we collaborate with a large range of stakeholders to include not only their ideas and needs, but also the transitions that they go through. Global Biodiversity Outlook (GBO) is the flagship publication of the Convention on Biological Diversity. It is a periodic report that summarizes the latest data on the status and trends of biodiversity and draws conclusions relevant to the further implementation of the Convention. GBO 4 is a comprehensive report that serves as a mid-term analysis towards the 20 "Aichi Biodiversity Targets". The report states significant progress towards meeting some components of the majority of the Aichi Biodiversity Targets. Some target components, such as conserving at least 17 per cent of terrestrial and inland water areas, are on track to be met. However, in most cases this progress is seen as not sufficient to achieve the targets set for 2020, and additional action is required to keep the Strategic Plan for Biodiversity 2011–2020 on course.
