How to Make More $$ without Really Trying


Have you noticed how different businesses are constantly inventing new ways to nickel and dime their customers? Airlines have first stopped offering free in-flight meals; then introduced a fee for checked-in luggage; they reduced the leg space of their seats and are now charging for "special" (exit row and bulkhead) seats that leave you less cramped at the end of a two-hour flight. At the same time, they tacked a host of fees to their ticket prices, so that now the amount of these fees (and government taxes) exceeds the nominal price of the ticket itself.

Other businesses are not bashful either in inventing sneaky ways to separate you from your money. A carton of orange juice, which used to contain half a gallon (64 oz) of juice now contains only 59 oz. A can of coffee, which at one time contained a pound (16 oz) now contains 12, 11, or 10.5 oz. And don't expect the price to go down for these shrinking quantities of products.
Gas stations are now adding a separate fee, in addition to their already sky-high prices, for credit card payments.

Some physicians are charging thousands of dollars in yearly fees just to keep you as a patient (no specific service included). The list may go on and on. Many of these and other businesses count on their customers being stupid or at least not paying attention to what they are being charged for and how much they are getting. Of course, they're also trying to compensate for their own rising costs (in part due to similar tactics by other businesses) and shrinking revenues due to the recession.
So, why don't we, translators, get imaginative and enhance our incomes by adding a few items to our rates? I envision my future bill to my clients to look something like this:

Integrating Personal Web Data through Semantically Enhanced Web Portal

Currently, the World Wide Web is mostly composed of isolated and loosely connected "data islands". Connecting them together and retrieving only the information that is of interest to the user is the common Web usage process. Creating infrastructure that would support automation of that process by aggregating and integrating Web data in accordance to user's personal preferences would greatly improve today's Web usage. A significant part of Web data is available only through the login and password protected applications. As that data is very important for the usefulness of described process, proposed infrastructure needs to support authorized access to user's personal data. In this paper we propose a semantically enhanced Web portal that presents unique personalized user's entry to the domain-specific Web information. We also propose an identity management system that supports authorized access to the protected Web data. To verify the proposed solution, we have built Sweb - a semantically enhanced Web portal that uses proposed identity management system.

Automatically Checking Feature Model Refactorings

A feature model (FM) defines the valid combinations of features, whose combinations correspond to a program in a Software Product Line (SPL). FMs may evolve, for instance, during refactoring activities. Developers may use a catalog of refactorings as support. However, the catalog is incomplete in principle. Additionally, it is non-trivial to propose correct refactorings. To our knowledge, no previous analysis technique for FMs is used for checking properties of general FM refactorings (a transformation that can be applied to a number of FMs) containing a representative number of features. We propose an efficient encoding of FMs in the Alloy formal specification language. Based on this encoding, we show how the Alloy Analyzer tool, which performs analysis on Alloy models, can be used to automatically check whether encoded general and specific FM refactorings are correct. Our approach can analyze general transformations automatically to a significant scale in a few seconds. In order to evaluate the analysis performance of our encoding, we evaluated in automatically generated FMs ranging from 500 to 2,000 features. Furthermore, we analyze the soundness of general transformations.

Teaching Quality Evaluation: Online vs. Manually, Facts and Myths

Aim/Purpose: This study aimed to examine whether there is a difference between manual feedback and online feedback with regard to feedback quality, respondents’ percentage, reliability and the amount of verbal comments written by students. Background: The quality of teaching is an important component of academic work. There are various methods for testing the quality of teaching; one of these methods is through students’ feedback. Methodology: This study used a quantitative approach, including the quantification of qualitative verbal data collected through an open question in the questionnaire. A sample of 180 courses was randomly chosen, 90 courses were evaluated manually and 90 were evaluated online. The number of students ranges from 7 to 60 students per course. In total 4678 students participated in the study. Contribution: The findings show that there is almost an identical pattern of feedback of manual and online course teaching evaluation. These findings encourage a continued use of this evaluation method. Findings: No significant differences were found between manual feedback and online feedback in the students’ evaluation of the lecturer/course. The percentage of respondents was significantly higher in the manual feedback than in the online feedback. The number of qualitative comments was significantly greater in the online feedback than in the manual feedback. Impact on Society: The findings of this study refute the claims with regard to the unreliability of an online teaching evaluation. These findings reflect the advantages of using online feedback, such as cost savings, granting more time to students in order to provide feedback, and reducing disturbance during lectures. Future Research: The gender aspect was not taken into account in the study. Therefore, we recommend conducting a follow-up study that will examine gender differences in directions of- difference between male and female lecturers, and differences between male and female students in teaching evaluation.

A Fully Online Research Portal for Research Students and Researchers

Aim/Purpose: This paper describes the context, development, implementation, and the potential transferability of an integrated online research environment that allows its users to conduct all aspects of research online. Background: While the content of most traditional courses can be delivered online and learning outcomes can be achieved by adopting equivalents to face-to-face pedagogic approaches, certain courses, such as those that require a substantial research component, present significant constraints for delivery online. To overcome these limitations, Australia’s largest university developed and implemented a Research Portal. Methodology: The development team conducted a functional requirements analysis, identified the components that would be necessary to meet user needs, and reviewed existing solutions. The Monash University Psychology Research Portal was designed, tested, developed, tested for user experience, implemented, and reviewed. The Research Portal is structured according to the usual research sequence and provides users with access to supporting information and integrated capacities including research supervision, participant acquisition, and data collection, analysis, and storage. Contribution: This integrated online research environment is equivalent to and, in some ways, superior to an on campus/non-online research capacity. Findings: The usage of the Research Portal has grown rapidly and has satisfied the requirements and met the research needs of students of an online course that includes a research project, providing a common, ubiquitously accessible, and integrated online research environment. Recommendations for Practitioners: Further refinement, personalization, and expanded implementation and dissemination of the Research Portal components are required. The formation of networks and working partnerships to operate, maintain, and promote Research Portal initiatives is recommended to reduce operational costs, increase access, and create an impact. Impact on Society: The Research Portal is an efficient resource that provides easy access to a standard interface at any time and from anywhere and can potentially be used by other online research courses, as well as by online and non-online researchers.

This paper will shed light on the lack of the development of appropriate monitoring systems in the field of education. Test banks can be easily purchased. Smart phones can take and share pictures of exams. A video of an exam given through Blackboard can easily be made. A survey to determine the extent of cheating using technology was given to several university students. Evidence is provided that shows security is lacking as evidenced by the number of students who have made use of technological advances to cheat on exams. The findings and conclusion may serve as evidence for administrators and policy makers to re-assess efforts being made to increase security in online testing.

Virtually There: The Potential, Process and Problems of Using 360° Video in the Classroom

Aim/Purpose: This paper presents an exploratory case study into using 360° videos to present small segments of lecture content for IT students in an Australian University. The aim of this study was to understand; what is the impact of incorporating 360° videos into class content for students and teaching staff? In this study the 360° videos are described as “learning atoms”. Learning atoms are short duration videos (1 to 5 minutes) captured in 360°. Background: Within this paper we conducted experiments in the classroom using 360° videos to determine if they have an impact on student's feeling of presence with class content. Additionally, to follow up, how does the inclusion of 360° impact on the teaching experience. Methodology: The methodology used in this study focused on both quantitative and qualita-tive aspects. Data was captured at the same time during the teaching period to address the research questions. In order to gauge the feeling of presence within the classroom a short survey was administered to students in the undergraduate IT class at the start (pre) and end (post) of the semester using the same questions to measure any change. Contribution: The main contributions from this study were that we demonstrated there is a potential for providing an alternative ‘immersive’ content presentation for students. This alternative content took the form of 360° learning atoms, whereas further showed our nuance process for creating and publishing of these atoms. Findings: The results show that for students, learning atoms can help improve the sense of presence, particularly for remote students, however the interactive experience can take student’s attention away from the lecturer. The results present potential for providing an alternative ‘immersive’ content presentation for students, however problems for uptake are present for both students and teachers, such as image capture quality and file size Impact on Society: We foresee this approach as being a new approach to teaching students in higher education within online spaces to increase engagement and move towards having a richer virtual experience no matter the location. Future Research: Future research will be conducted to resolve whether presence and engagement is supported by the inclusion of 360° videos in the classroom.

Is Knowledge Management (Finally) Extractive? – Fuller’s Argument Revisited in the Age of AI

Aim/Purpose: The rise of modern artificial intelligence (AI), in particular, machine learning (ML), has provided new opportunities and directions for knowledge management (KM). A central question for the future of KM is whether it will be dominated by an automation strategy that replaces knowledge work or whether it will support a knowledge-enablement strategy that enhances knowledge work and uplifts knowledge workers. This paper addresses this question by re-examining and updating a critical argument against KM by the sociologist of science Steve Fuller (2002), who held that KM was extractive and exploitative from its origins. Background: This paper re-examines Fuller’s argument in light of current developments in artificial intelligence and knowledge management technologies. It reviews Fuller’s arguments in its original context wherein expert systems and knowledge engineering were influential paradigms in KM, and it then considers how the arguments put forward are given new life in light of current developments in AI and efforts to incorporate AI in the KM technical stack. The paper shows that conceptions of tacit knowledge play a key role in answering the question of whether an automating or enabling strategy will dominate. It shows that a better understanding of tacit knowledge, as reflected in more recent literature, supports an enabling vision. Methodology: The paper uses a conceptual analysis methodology grounded in epistemology and knowledge studies. It reviews a set of historically important works in the field of knowledge management and identifies and analyzes their core concepts and conceptual structure. Contribution: The paper shows that KM has had a faulty conception of tacit knowledge from its origins and that this conception lends credibility to an extractive vision supportive of replacement automation strategies. The paper then shows that recent scholarship on tacit knowledge and related forms of reasoning, in particular, abduction, provide a more theoretically robust conception of tacit knowledge that supports the centrality of human knowledge and knowledge workers against replacement automation strategies. The paper provides new insights into tacit knowledge and human reasoning vis-à-vis knowledge work. It lays the foundation for KM as a field with an independent, ethically defensible approach to technology-based business strategies that can leverage AI without becoming a merely supporting field for AI. Findings: Fuller’s argument is forceful when updated with examples from current AI technologies such as deep learning (DL) (e.g., image recognition algorithms) and large language models (LLMs) such as ChatGPT. Fuller’s view that KM presupposed a specific epistemology in which knowledge can be extracted into embodied (computerized) but disembedded (decontextualized) information applies to current forms of AI, such as machine learning, as much as it does to expert systems. Fuller’s concept of expertise is narrower than necessary for the context of KM but can be expanded to other forms of knowledge work. His account of the social dynamics of expertise as professionalism can be expanded as well and fits more plausibly in corporate contexts. The concept of tacit knowledge that has dominated the KM literature from its origins is overly simplistic and outdated. As such, it supports an extractive view of KM. More recent scholarship on tacit knowledge shows it is a complex and variegated concept. In particular, current work on tacit knowledge is developing a more theoretically robust and detailed conception of human knowledge that shows its centrality in organizations as a driver of innovation and higher-order thinking. These new understandings of tacit knowledge support a non-extractive, human enabling view of KM in relation to AI. Recommendations for Practitioners: Practitioners can use the findings of the paper to consider ways to implement KM technologies in ways that do not neglect the importance of tacit knowledge in automation projects (which neglect often leads to failure). They should also consider how to enhance and fully leverage tacit knowledge through AI technologies and augment human knowledge. Recommendation for Researchers: Researchers can use these findings as a conceptual framework in research concerning the impact of AI on knowledge work. In particular, the distinction between replacement and enabling technologies, and the analysis of tacit knowledge as a structural concept, can be used to categorize and analyze AI technologies relative to KM research objectives. Impact on Society: The potential of AI on employment in the knowledge economy is a major issue in the ethics of AI literature and is widely recognized in the popular press as one of the pressing societal risks created by AI and specific types such as generative AI. This paper shows that KM, as a field of research and practice, does not need to and should not add to the risks created by automation-replacement strategies. Rather, KM has the conceptual resources to pursue a (human) knowledge enablement approach that can stand as a viable alternative to the automation-replacement vision. Future Research: The findings of the paper suggest a number of research trajectories. They include: Further study of tacit knowledge and its underlying cognitive mechanisms and structures in relation to knowledge work and KM objectives. Research into different types of knowledge work and knowledge processes and the role that tacit and explicit knowledge play. Research into the relation between KM and automation in terms of KM’s history and current technical developments. Research into how AI arguments knowledge works and how KM can provide an enabling framework.

Will a Black Hole Eventually Swallow Earth?” Fifth Graders' Interest in Questions from a Textbook, an Open Educational Resource and Other Students' Questions

Can questions sent to Open-Educational-Resource (OER) websites such as Ask-An-Expert serve as indicators for students’ interest in science? This issue was examined using an online questionnaire which included an equal number of questions about the topics “space” and “nutrition” randomly selected from three different sources: a 5th-grade science textbook, the “Ask-An-Expert” website, and questions collected from other students in the same age group. A sample of 113 5th-graders from two elementary schools were asked to rate their interest level in finding out the answer to these questions without knowledge of their source. Significant differences in students’ interest level were found between questions: textbook questions were ranked lowest for both subjects, and questions from the open-resource were ranked high. This finding suggests that questions sent to an open-resource could be used as an indicator of students’ interest in science. In addition, the high correlation of interests expressed by students from the two schools may point to a potential generalization of the findings. This study contributes by highlighting OER as a new and promising indicator of student interest, which may help bring “student voices” into mainstream science teaching to increase student interest in science.

Yours Virtually: Advanced Mathematics and Physics in the Israeli Virtual High School

Aim/Purpose: The increasingly growing number of virtual high schools around the world has engendered new modes for teaching and learning and a promising area of re-search. While research in this emerging field has mostly taken a comparative lens that highlights differences between traditional modes of teaching and online teaching, research on high school students’ and teachers’ perspectives has remained dearth. Background: This study identifies students’ and teachers’ perceptions of their learning and teaching advanced level mathematics and/or physics in the first Israeli virtual high school (VHS), which was launched five years ago. Methodology: A survey of 41 questions was disseminated to the first graduating cohort of 86 Grade-12 students as well as to 22 VHS teachers. Additional data sources include students’ essays on what it means to be a student in a VHS and field notes from a pedagogical development day. Contribution: The purpose of this study is to highlight the workings of the Israeli VHS and in particular its important building blocks that include a teacher-tutor model, an ongoing gauging of students’ work through a Learning Management System (LMS), and a continual teacher-developer interaction for the purpose of developing cutting-edge, technology-based course content. Findings: Given the unique features of the Israeli VHS, both teachers and students report on feelings of unit pride, motivation, and investment in teaching and learning in the VHS. Recommendations for Practitioners: The Israeli VHS uses a combination of a teacher-tutor format, together with tools for gauging students’ work and ongoing interaction between the teachers and the course content designers. Such a context creates new, fertile ground for technology-based, fully online teaching and learning of school mathematics and physics that may contribute to alleviating the problem of decreasing numbers of learners who are interested in taking advanced-level courses. Recommendation for Researchers: Further exploration of aspects for improvement in the teaching model of the VHS, its design, and its support system and for finding out factors that impact attrition lay down important research trajectories that have not yet been trodden. Impact on Society: Issues of equity and the democratization of learning of advanced STEM subjects are now possible to be seriously considered in a principled manner within the context of the VHS. Future Research: Future research may focus on the affordances, possibilities, and limitations of learning within a VHS to ensure a more robust process that will allow more students to learn advanced mathematics and physics.

Trust in Google - A Textual Analysis of News Articles About Cyberbullying

Aim/Purpose: Cyberbullying (CB) is an ongoing phenomenon that affects youth in negative ways. Using online news articles to provide information to schools can help with the development of comprehensive cyberbullying prevention campaigns, and in restoring faith in news reporting. The inclusion of online news also allows for increased awareness of cybersafety issues for youth. Background: CB is an inherent problem of information delivery and security. Textual analysis provides input into prevention and training efforts to combat the issue. Methodology: Text extraction and text analysis methods of term and concept extraction; text link analysis and sentiment analysis are performed on a body of news articles. Contribution: News articles are determined to be a major source of information for comprehensive cyberbullying prevention campaigns. Findings: Online news articles are relatively neutral in their sentiment; terms and topic extraction provide fertile ground for information presentation and context. Recommendation for Researchers: Researchers should seek support for research projects that extract timely information from online news articles. Future Research: Refinement of the terms and topics analytic model, as well as a system development approach for information extraction of online CB news.

Recent innovations in additive manufacturing (AM) have proven its efficacy for not only the manufacturing industry but also the healthcare industry. Researchers from Cal Poly, San Luis Obispo, and California State University Long Beach are developing a model that will determine the optimal locations for additive manufacturing hubs that can effectively serve both the manufacturing and healthcare industries. This paper will focus on providing an overview of the healthcare industry's unique needs for an AM hub and summarise the specific inputs for the model. The methods used to gather information include extensive literature research on current practices of AM models in healthcare and an inclusive survey of healthcare practitioners. This includes findings on AM's use for surgical planning and training models, the workflow to generate them, sourcing methods, and the AM techniques and materials used. This paper seeks to utilise the information gathered through literature research and surveys to provide guidance for the initial development of an AM hub location model that locates optimal service locations.

Beginning's end: How founders psychologically disengage from their organizations

Exit is a critical part of the entrepreneurial process. At the same time, research indicates that founders are likely to form strong identity connections to the organizations they start. In turn, when founders exit their organizations, the process of psychological disengagement might destabilize their identities. Yet, limited research addresses how founders experience exit or how they manage their identities during this process. Through a qualitative, inductive study of founders of technology-based companies, I developed a theoretical model of founder psychological disengagement that delineates how founder work orientations relate to the disengagement paths that founders follow when leaving one organization and starting another. In elaborating theory on psychological disengagement, this study has implications for understanding the psychology of founders, how founders exit and begin again, and psychological disengagement, more broadly.

Ban colonial-era ragging, bullying

IT is sickening to read about students and cadets in educational institutions or military academies being subjected to ragging and bullying, often resulting in grievous injuries and even deaths.

The archaic and pernicious practice of ragging, often referred to as fagging in elite boarding schools, or simply as ritualistic hazing in military academies, persists today as a toxic relic of colonial-era power structures.

This practice can be traced to the cloistered halls of upper-class English boarding schools. It is a ritual of bullying and humiliation that has long been wielded as a tool for enforcing hierarchical dominance and conformist obedience.

The prevalence of such practices, even in post-colonial, democratic societies like Malaysia, is not merely an anachronism but a stark contradiction to the principles of egalitarianism and care that should underpin modern educational systems.

I remember how it was so prevalent in the sixties when we were in sixth form as well as in the universities.

Origins of ragging/bullying: An elite tradition of oppression

Ragging finds its roots in the so-called prestigious institutions of Victorian England – Eton, Harrow and Winchester – where the upper classes refined a system of abuse disguised as character-building.

The concept of fagging emerged in these schools to establish a rigid social hierarchy among boys, where younger students were essentially forced into servitude by older ones.

The practice was framed as a means of instilling discipline and preparing young men for leadership roles.

In reality, it was a mechanism to perpetuate elitism, dominance and subservience – indoctrinating children into a culture of abuse under the guise of tradition.

When these elite practices were exported to colonial territories, they were often adopted by local institutions eager to emulate the supposed prestige of their British overlords.

In this way, ragging became an insidious form of cultural imperialism, embedding colonial power structures within the social fabric of post-colonial nations.

The toxic legacy in post-colonial societies

In countries like Malaysia and other former British colonies, ragging has been adopted and adapted, often becoming even more extreme and violent than its original form.

In military academies and universities, what began as a series of petty humiliations has escalated into physical, sexual and psychological abuse.

There is a perverse justification offered for this brutality: that it fosters camaraderie, resilience and esprit de corps. Yet the reality is far more disturbing.

The sheer brutality of these practices has led to multiple instances of severe injury, trauma and even death.

In Malaysia, there have been numerous cases of young cadets and students suffering injuries that have left them physically and emotionally scarred for life.

The veneer of tradition masks the fact that ragging is simply systematic bullying, an exercise in power and control that normalises the abuse of the vulnerable.

We have just seen yet another bullying case at the National Defence University where a 19-year-old cadet was allegedly stomped on by a senior, fracturing his spine and ribs.

Last month, a hot iron was pressed on the chest of a student at a military university, just months after courts handed the death penalty to six former students over the killing of a fellow cadet at the institution.

There have been other cases such as J. Soosaimanicckam, a 27-year-old navy cadet officer, who died of homicide at the KD Sultan Idris Lumut naval base on May 19, 2018.

Beyond universities, bullying is also on the rise in public schools.

Nearly 5,000 cases of bullying were reported over the first 10 months of 2023, according to the latest data from the Education Ministry, a sharp rise from 3,887 cases for the whole of 2022.

Failure of institutional accountability

The persistence of ragging is compounded by the complicity of educational institutions, which often turn a blind eye to the abuse, framing it as a rite of passage.

Administrators and faculty, many of whom are former students of the same institutions, perpetuate a culture of silence.

This lack of accountability only emboldens the perpetrators, creating an environment where victims feel powerless to speak out.

Military academies are notorious for their strict hierarchical structure, which leaves little room for dissent.

The emphasis on blind obedience and unquestioning discipline suppresses the voices of those who are most affected.

The rhetoric of “toughening up” young recruits masks the reality that many leave these academies with lifelong trauma, not strengthened resolve.

In this way, the very institutions tasked with building national character are guilty of undermining the values of respect, empathy and human dignity.

Call for cultural, institutional reform

It is both ironic and tragic that post-colonial nations like Malaysia, which fought for independence and the promise of a fair and just society, continue to perpetuate a colonial legacy that embodies the worst aspects of imperial rule.

Ragging and its equivalents are antithetical to the values that should define modern, democratic societies.

Instead of reinforcing outdated and oppressive traditions, Malaysia should be leading the way in promoting caring, compassionate and egalitarian values in its educational and military institutions.

A modern educational system should focus on mentorship, mutual respect and leadership through empathy rather than through intimidation and violence.

The true strength of a society lies not in its ability to produce individuals hardened by abuse but in its capacity to cultivate individuals who are resilient, confident and empathetic because they have been nurtured, not beaten down.

By fostering a culture of inclusivity and care, Malaysia can become a beacon of progress in a world where too many institutions are still mired in the shadows of a brutal, colonial past.

Conclusion

It is time to consign ragging to the dustbin of history where it belongs.

This practice, born of elitist arrogance and colonial condescension, has no place in the educational institutions of a modern, independent nation.

Instead of clinging to the trappings of colonial tradition, Malaysia should embrace its role as a leader in creating an educational environment that promotes equality, dignity and mutual respect.

By doing so, it can offer its youth something far more valuable than the scars of ritualistic abuse: the chance to learn and grow in an environment free from fear and filled with the promise of genuine support and solidarity.

It is time we banned this hideous practice in our institutions once and for all.

Ringgit opens marginally higher against US dollar

KUALA LUMPUR: The ringgit opened marginally higher against the US dollar today despite the US Dollar Index’s (DXY) strengthening, which should accelerate demand for the greenback.

At 8 am, the local note traded slightly better at 4.4330/4465 against the greenback compared with Tuesday’s close of 4.4365/4400.

Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid said higher demand for the US dollar is expected as comments from US Federal Reserve (Fed) officials indicated that the prospect of an interest rate cut highly depends on upcoming economic data.

“Minneapolis Fed president Neel Kashkari suggested that he will look at the upcoming inflation data before making any decision on the interest rate.

“As such, ringgit and other emerging market currencies will likely stay weak in the near term,” Mohd Afzanizam told Bernama.

He added investors will monitor the US Consumer Price Index (CPI) print tonight, with consensus pencilling in a 2.6 per cent rise in October from 2.4 per cent previously, while Core CPI may be sustained at 3.3 per cent.

At the opening, the ringgit traded higher against a basket of major currencies.

It was higher against the British pound at 5.6463/6635 from 5.6889/6934 at Tuesday’s close, better against the euro to 4.7061/7204 from 4.7111/7148 and firmer against the Japanese yen to 2.8661/8752 from 2.8788/8812.

The ringgit also traded higher against ASEAN currencies.

Against the Thai baht, it rose to 12.7162/7637 from 12.7456/7608 at Tuesday’s close and strengthened against the Singapore dollar at 3.3107/3210 from 3.3143/3174.

The local unit marginally increased vis-a-vis the Philippine peso to 7.53/7.56 from 7.54/7.55 and was slightly higher against the Indonesian rupiah to 280.8/281.9 from 281.0/281.5 previously.

Can't really say, Justin, without knowing how the Independent manages its content and social media presence. I have had two very interesting private conversations with a web content manager and a PR/social media consultant neither of whom, I hasten to add, work for The Independent. Both said that pressure is put on them to get as many "shares" and click throughs as possible. One confirmed that some of their clients clearly state in the commissioning briefs that titles are changed for social media to increase the click rate and that their performance is assessed and payments adjusted accordingly.

I don't think we can blame Facebook for the misuse of the tags. They provide the technology and alternative social media titles usually do describe at least part of the original content, and the target audience maybe different compared with that for a website audience. In this case it has to be the Independent that is ultimately responsible, even if the title was written by a freelancer or contractor who, I presume, are paid by the Independent. It is clearly in the source code of the page on the Independent website, therefore they are responsible for it.
