make Coronavirus outbreak: MHA allows movement of stranded people, asks states to make arrangements By www.mid-day.com Published On :: 29 Apr 2020 14:25:06 GMT Giving a huge relief to people stuck in various states, the Ministry of Home Affairs (MHA) on Wednesday allowed movement of such people - including migrant labours, workers, students, tourists and others - and also provided the procedure for the same. MHA has included a sub-clause regarding the movement of people who are stranded due to lockdown announced last month due to coronavirus outbreak. "Due to lockdown, migrant workers, pilgrims, tourists, students and other persons are stranded at different places. They would be allowed to move as under," MHA said while asking States to designate nodal authorities to facilitate the process. "All States/UTs should designate nodal authorities and develop standard protocols for receiving and sending such stranded persons. The nodal authorities shall also register the stranded persons within their States/UTs. In case a group of stranded persons wish to move between one State/UT and another State/UT, the sending and receiving States may consult each other and mutually agree to the movement by road," read the order. "The moving person (s) would be screened and those found asymptomatic would be allowed to proceed. Buses shall be used for transport of groups of persons. The buses will be sanitized and shall follow safe social distancing norms in seating. The States/UTs falling on the transit route will allow the passage of such persons to the receiving State/UT," MHA said in its order of inclusion of movement of stranded people in different places. Laying out the procedure on the arrival at the destination, MHA has asked to keep the people under home quarantine. "On arrival at their destination, such person(s) would be assessed by the local health authorities, and kept in home quarantine, unless the assessment requires keeping the person(s) in institutional quarantine. They would be kept under watch with periodic health check-ups. For this purpose, such persons may be encouraged to use Aarogya Setu app through which their health status can be monitored and tracked," MHA said. Shutdown for more than 40 days due to coronavirus-fuelled nation-wide lockdown, the zoo brought some cheers to animal lovers with the increase in the big cat population. The Nehru Zoological Park (NZP), most popular and one of the largest zoos in the country, saw the birth of three Royal Bengal tiger cubs and two African lion cubs in the first week of April. Six jackal puppies and two Blue Gold Macaw chicks were also born. Meanwhile, NZP officials said they were taking all precautions for the safety of the animals in the wake of the outbreak of Covid-19. It sounded an alert last month after a tiger at a New York Zoo tested positive for the dreaded virus. The animal keepers and veterinary staff were alerted to monitor the animals, particularly tiger and primates for checking any symptoms of cold, nasal discharge or any symptoms of flu. The officials said the precautionary measures were taken up as per the instructions of Principal Chief Conservator of Forests and Central Zoo Authority (CZA). The veterinary wing is continuously monitoring the health of animals and checking for any symptoms. Thermal scanning is being done of about 150 Zoo employees engaged in taking care of the animals. The Zoo authorities took several preventive prophylactic measures since the first week of March. The NZP, which is shut since March 22, is using the services of staff animal keepers, gardeners, security and workshop staff to attend duties for providing feed to the animals, cleaning the enclosures, maintaining hygiene and sanitation, maintaining health of animals and attending emergency maintenance works and services. Set up in 1963, the NZP is the most popular and one of the largest Zoos with an average of 27-30 lakh visitors annually. It has over 155 species and 1550 specimens in spacious enclosures. Media photographers, reporters, railway staff and medical workers tell their stories of grit, determination and every-day challenges in times of the pandemic. Mail Express Guard Vishal Kalage has been working with Central Railway's Miraj division in Sangli, Maharashtra for 11 years. After the Railways decided to stall passengers train services, Kalage, who studied micro-biology, decided to use the lockdown period by making masks and face shields at home with the help of his wife and mother and contribute in the fight against the coronavirus pandemic. Vishal Kalage distributes face masks to doctors, police staff and common people free of cost We spoke to Vishal Kalage about his noble work and what it feels like to contribute to the society in the fight against coronavirus. Here's an excerpt from the interview. What inspired you to take up the task of making face masks? When the lockdown was imposed, I went to buy medicines for my mother, who is an heart patient and I inquired about the cost of a disposable face mask. I was surprised when the shopkeeper told me that the face mask would cost Rs 30 and had to be thrown away after six hours of use. That is when I decided that I should make face masks. When I pitched the idea to my wife (Rohini) and mother (Menakshi), they immediately agreed to the plan. My wife has done a course in fashion designing, she made few sample masks before we zeroed in on the final product. Speaking about the shortage of face mask in the market due to the sudden demand, which emerged after the outbreak of the coronavirus cases in Maharashtra, Vishal said, "Honestly, there were no sanitisers at that time; hand wash was also not available and many medical shops were selling available stock at a higher price. At the same time, due to panic buying many front line workers including doctors and police staff did not have masks. Seeing the crisis that had emerged due to the shotage in supply of masks, I decided to make face masks at home and help the country fight the coronavirus pandemic." What challenges did you face while making face masks at home? Due to the nationwide lockdown, the fabric required to make masks were not available in the market. After searching four to five orthopedic medical shops, I finally got the required fabric from which I could make face masks at home. I purchased 10 (2x6) bedsheets at Rs 360 per bedsheet for making the masks. Five bed-sheets were used to make the lace while the other five bed sheets were used to stitch the main bracket of the face mask (three tier/plating of the face mask). On Day 2 of the initial 21-day nationwide lockdown, we started making face masks at home. In the beginning, we were able to stitch 160 face masks on a daily basis. Now we stitch 200 mask everyday. To date, we have stitched over 4,500 face masks. The face masks have been distributed free of cost to the railway staff, police staff and even hospitals among others. How did you manage the production, did you hire people or the family managed it? Initially, we hired two women from the garment industry, who had lost their livelihood due to the lockdown. The lace work was done by them, one would do the cutting while the other woman would work on the laces. The rest of the work required for making the masks was looked after by my wife, mother and myself. Although the women worked for a few days, Vishal said he paid them adequate sum to sustain during the crisis. Can you take us through the process of making face mask at home? The cloth pieces are cut from the bed sheets as per the required size, dipped into dettol for nearly two hours and left out under the sun to dry. Once the pieces are completely dry, we start the process of stitching the mask. After the stitching, the face masks are ironed at 350 degree celsius for three minutes on both sides. Explaining why ironing the face masks was important, Kalage said, "Being a microbiology student, I realised that the face masks will have to be bacteria free and clean, which is why we decided to press it under 350 degree celsius. This way we created a sterilisation process at home only." To date, Vishal Kalage and his family have made 4500 masks and 150 face shield which has been distributed free of cost After the masks are ready, Vishal's daughter Nakshaytra and son Nakshayraj help him in packaging by making a bundle of 50 face masks each. The kids then arrange these bundles in a bag which Vishal Kalage distributes to the doctors, police staff and the public at free of cost. Besides face masks, Vishal also makes face shields at home. Using lamination sheets which his school going children use, Vishal with his wife's help made face shields at home. "We use lamination sheets and teflon sheets to make simple yet protective face shieds at home," he said. How did the idea of making face shields come up? While buying bedsheets for the face masks, I was shocked to learn that face shields made up of a plastic layer with a fibre like headband were sold for Rs 550 in medical shops. I came back home with the pictures of the shield and referring the pictures I made my own face shield. The final product I made at home cost me Rs 80. Moreover, the shields are reusable, scratch proof and water proof and it can protect the doctors or the police staff directly from the saliva or the droplets of the COVID-19 patients. Vishal Kalage has been working as a mail express guard at Miraj with Central Railway's Pune division since the last 11 years How did you manage the expenses? My wife and my mother helped me a lot and supported me. In the beginning, we used our little savings to make masks and face shields at home. But as the good word spread, our friends and family came together and contributed and soon I had Rs 14,500. This amount was used to make more face masks and face shields at home. The Railways also helped us by providing 10 linen blankets free of cost. What precautions do you undertake to stay protected against COVID-19? Whenever I come back home after distributing masks or have been out for personal work, I ensure to take bath. Before entering the house, I sanitise my bike and my shoes as I have small children and elderly mother, who is a heart patient. I take all these measure to make sure that no one should get contaminated and my family is safe and protected against COVID-19. I would request people to follow the hygiene instructions given by the government, stay home and be safe." Vishal made the face shield at home at a nominal cost of Rs 80 How do you feel now that you are able to contribute for a noble cause during such a crisis? The feeling of helping people and the country during the coronavirus crisis cannot be expressed in words. All I know is that at night, I sleep with deep satisfaction and happiness. On maturity, the Gold Bonds shall be redeemed in Indian Rupees and the redemption price shall be based on a simple average of the closing price of gold of 999 purity of previous 3 business days from the date of repayment, published by the India Bullion and Jewellers Association Limited. In order to encourage passive but direct gold investment, as an alternative to purchasing physical gold, Modi led Government sanctioned a Sovereign Gold Bond Scheme in November 2015. Under this scheme, investors have to pay the issue price in cash and the bonds will be redeemed in cash on maturity. The Bond is issued by the Reserve Bank on behalf of Government of India. With the Sovereign Gold Bond Scheme, the risks and costs of physical storage are eliminated. Plus, it is free from issues like the costs of making charges and purity, as in the case of gold in jewellery form. But these bonds are held in the books of the RBI, or in demat form to eliminate even the risk of loss of scrip, etc. Sovereign Gold Bonds will generate market returns linked to the price of gold, so there may be a risk of capital loss if the market price of gold declines. Moreover, these bonds will provide interest income at the rate of 2.50 per cent (fixed rate) per annum on the amount of initial investment to investors and will be redeemable. The minimum investment allowed is 1 gram, while the maximum buying limit is a subscription of 4 kg for individuals, 4 kg for Hindu Undivided Family (HUF), and 20 kg for trusts and similar entities notified by the government from time to time per fiscal year (April - March). These bonds are sold through offices or branches of Nationalised Banks, Scheduled Private Banks, Scheduled Foreign Banks, designated Post Offices, Stock Holding Corporation of India Ltd. (SHCIL), and the authorised stock exchanges, either directly or through their agents. Do note, that the interest on the bonds is taxed as per the provisions of the Income-tax Act, 1961. If you hold the SGB till maturity the capital gains tax on redemption of SGB is exempted. But if you sold the bond in the secondary market after three years, long term capital gains (LTCGs) tax is applicable and it will be taxed at 20 per cent with indexation. And if sold before three years, a short-term capital gains (STCGs) tax will be applicable according to the income tax slab. What should the investors do? The stress in the Indian mutual fund industry due to the pandemic impact deepened after Franklin Templeton MF decided to wind down six of its debt schemes. The lack of liquidity and redemption pressure compelled FTMF to take the extreme step. In this economic environment, Mutual Fund houses are concerned about companies that are likely to delay and default in payments. Many companies have sought deferment/rescheduling of payment due to COVID-19 related disruptions. In order to minimize the resultant damage, market regulator SEBI recently provided temporary relaxation in valuation norms for instruments mutual funds hold. SEBI has asked valuation agencies to avoid treating delays in payment of interest/principal or extension of maturity of a security as default for the purpose of valuation of money market or debt securities held by Mutual Funds, if it has been caused solely due to COVID-19 pandemic lockdown and/or in light of the moratorium permitted by RBI. SEBI has stated that in the above mentioned scenario, if there is any difference in the valuation of securities provided by two valuation agencies, the conservative valuation shall be accepted. This revised norm will be in effect until the RBI's period of moratorium. However, AMCs shall continue to be responsible for true and fairness of valuation of securities. Mutual fund houses have to mark the value of their assets based on valuations provided by valuation agencies appointed by AMFI. At present, a debt or money market security is classified as 'Default' if the interest and/or principal amount has not been received on the day such amount was due; or when such security has been downgraded to 'Default' grade by a credit rating agency. Default denoted that the security is below investment grade. This leads to mark down of the respective security and thereby impacts NAV of the scheme. SEBI's move provides some relief in this regard. SEBI has not yet provided any moratorium on commercial paper and corporate bond repayment. According to a report published in Livemint, Rs 1.5 trillion worth of commercial paper and corporate bonds will be maturing in the first quarter. As mentioned earlier, AMCs shall continue to be responsible for true and fairness of valuation of securities. But in the absence of rating downgrade from valuation agencies, fund houses cannot side-pocket their exposure to a defaulting company. Therefore, we may still see some write-offs if the AMC finds recovery to be difficult even after the relaxation period. COVID-19 has impacted businesses across sectors. Some sectors such as NBFCs were under stress even before the pandemic. The default risk has thus amplified. The relaxation of valuation would delay the issue, but downgrades would arise subsequently. Spike in number of side pockets (by fund houses) may thus become imminent. My colleague, Rounaq, rightly mentioned yesterday, losses the investors suffer will be directly proportionate to the stress, pressure mutual fund houses and their investors will face. Eventually retail and High Net-worth Individuals, particularly, will lose confidence and may not be keen to invest in debt funds. What should investors do? In these uncertain times, it would be wise sticking to liquid funds and overnight funds for the fixed-income part of your portfolio and avoid funds that take higher credit risk. Alternatively, if you prefer safety of capital, invest in Bank fixed deposits. Choose a fund house that follows prudent investment process and stringent risk-management system. Pic Courtesy/Oren Rosenfeld It's nearing 4.30 pm, and there's much activity at the Magen David Synagogue in Byculla. Carpets are being laid out and guests who will probably have to wait long are being offered tea and coffee. There's a lawn outside where - with the sun not at its shiniest best thanks to Mumbai's faux winter - a few tables and chairs have been laid out with white satin sheets that the brain registers as celebratory. In the midst of the activity, avoiding the scaffolds that still line the freshly painted blue walls of the 154-year-old synagogue, stands Devina Sankar, a Los Angeles resident who is in Mumbai on a three-week vacation. Looking into a Sony PXW-X70 handycam, she reminisces her school days spent next-door, where as a naughty student she'd often have her ears twisted. It elicits a sound of surprise from the man behind the camera, Oren Rosenfeld. An Israeli filmmaker, in India to document Mumbai's Jewish community, Rosenfeld is collecting several such accounts of the Jewish community's India experience. In between interviews with his subjects, primarily Eddna Samuel (a Parel resident who Rosenfeld poetically calls the needle through which he will thread the narrative of his feature-length documentary), he points out that the synagogue, which is currently being prepped for the launch of a monthly magazine celebrating India-Israel ties and the Jewish community here titled, Namaste Shalom, is a Baghdadi-Jew synagogue. It's a community that most recall for its best-known Mumbai member, David Sassoon. "What's interesting here is that the Baghdadi Jews and Bene-Israelis [Jewish settlers in India who trace their history to the Lost Tribes] have come together. There are certain prayers in Judaism that cannot be conducted if there are less than 10 men. So, to fulfill that requirement, the Bene-Israelis come over to Baghdadi synagogues to up numbers," he adds. Rosenfeld meets Baby Moshe's uncle Moshe Holtzberg at the Nariman Point home of common friend Suril Desai, also executive producer of the Mumbai Jews documentary. Moshe Senior, a Rabbi, lives in New York, and has flown in for the three-day visit of the family to Chabad House which he worked to ensure was not shut down. Rosenfeld says that while members of the Chabad House usually don’t mingle with other Jewish communities, the 26/11 attacks changed that in Mumbai, achieving the opposite. Pics/Atul Kamble The timing of the magazine's launch, admits Rosenfeld, couldn't have been better. While the media seems to have almost given this a miss, just a few kilometres away Prime Ministers Narendra Modi and Benjamin Netanyahu are setting the stage for better economic and strategic ties between the two countries at Colaba's Hotel Taj Mahal Palace. "But, I don't think they planned it that way." Almost as if answering a question unasked, Rosenfeld, who runs the Jerusalem-based Holy Land Productions and has worked on projects for the BBC and National Geographic, says "I don't need to be there [i.e. Colaba]. I already have great shots from yesterday." What Rosenfeld refers to is the almost exclusive access he enjoyed as a journalist to Baby Moshe, 11, whose parents Rabbi Gavriel Holtzberg and Rivka Holtzberg were killed during the terror attacks at Chabad House on November 26, 2008. Baby Moshe (referred to as such because he shares his first name with his uncle) made his first visit to Mumbai post 26/11 on Tuesday amidst much media frenzy. Rosenfeld was invited by the Holtzberg family (Gavriel and Rivka's parents) to travel with them on the flight from Tel Aviv to Mumbai last week, and later Baby Moshe's first steps into Nariman House after the time his parents were killed along with four others. Pic/Sayyed Sameer Abedi On putting the boy through this, Rosenfeld says, "Baby Moshe always has his four grandparents around him. Plus, there's a psychologist who travels with him. He is showing signs of awareness of his past." Rosenfeld, who has a young son the same age as Moshe, says, "In Judaisim, a boy is said to become an adult at the age of 13, which is when the Bar Mitzvah is held. Moshe is almost that age now." Initially, shy, Baby Moshe soon became comfortable with Rosenfeld's presence. A photograph the filmmaker picks from his iOS gallery is of the child standing before a luggage conveyor belt at Mumbai T2 alone. "He stepped away from his grandparents and waited at the carousel to pick up his heavy bag," he says, about a symbolic scene. Chabad House, says the 41-year-old filmmaker, across the world has represented a community that has stood away from local communities. "They are more traditional and have stricter kosher rules." What the Mumbai attacks did, however, was to bring all of the city's Jews together. "On Tuesday, at a local Jewish community event, Moshe's grandparents were invited to speak. This [members of a Chabad House mingling] doesn't happen anywhere. If the idea of the terror attack was to shake the community, it did the opposite. It only made them stronger." Yet, this might only inform a small part of the documentary. Had it not been for the connection between the communities forged after the attacks, the two would have been separate entities. What he is looking for is a Mumbai Jew's life in the city. "In Israel you have a lot of Jews who have come from different countries. However, the ones from India still share a deep connect with the country. They are in touch with their families and return here for vacations." The travel back and forth is important. Samuel, when the camera is turned away from her, expresses how a multi-entry visa would help everyone. But that's for the PMs' ears. For Rosenfeld's camera, she talks about the excitement of seeing an article, on her life and her community, appearing in Namaste Shalom. And, when that's done, Rosenfeld disappears into the sidelines and records the rest of the evening. At an AI event in London on Tuesday, Microsoft CEO Satya Nadella revealed that the company's Xiaoice social chatbot has 500 million "friends" and more than 16 channels for Chinese users to interact with it through WeChat and other popular messaging services. "Microsoft has turned Xiaoice, which is Chinese for 'little Bing', into a friendly bot that has convinced some of its users that the bot is a friend or a human being. Xiaoice has her own TV show, it writes poetry and it does many interesting things," The Verge quoted Nadella as saying. Xiaoice interacts in text conversations but now the company has started allowing the chat bot to call people on their phones. The bot does not work exactly like Google Duplex, which uses the Assistant to make calls on a user's behalf but it holds a phone conversation with the user. "One of the things we started doing earlier this year is having full duplex conversations. So now Xiaoice can be conversing with you in WeChat and stop and call you. Then you can just talk to it using voice," Nadella was quoted as saying. Humans will be humans and the latest victim of humankind was Microsoft. Two years ago, Microsoft launched an artificial intelligence (AI)-powered bot on Twitter, named Tay, for a playful chat with people, only to silence it within 24 hours as users started sharing racist and offensive comments with the bot. Launched as an experiment in "conversational understanding" and to engage people through "casual and playful conversation", Tay was soon bombarded with racial comments and the innocent bot repeated those comments back with her commentary to users. Some of the tweets had Tay referring to Hitler, denying the Holocaust, and supporting Donald Trump's immigration plans, among others. Later, a Microsoft spokesperson confirmed to TechCrunch that the company is taking Tay off Twitter as people were posting abusive comments to her. Former Mumbai club cricketer and coach Kishore Harkisandas Kuvavala, 73, who is also a laughter therapist, is trying to make a difference albeit in the virtual space. For the last 18 days, every evening at 6.30, Babulnath-resident Kuvavala goes live goes live from his Facebook account in an attempt to make people laugh and relieve some stress. 'Stress, a bigger threat' He claims around 350 to 400 people join him live everyday for his fitness and laughter sessions. "Most people are worried about Coronavirus even if they are confined 24x7 to their homes. They are only watching and hearing about the pandemic during the day through various mediums. Corona will not be the biggest killer, but stress will surely have a huge impact on everybody. There is nothing else left for people to talk about except Corona, it seems these days. So, I am trying to ease a bit of tension that's surrounding us today. Laughter is the best medicine. I have been championing this cause for over two decades now. I feel it can make a lot of difference to people especially in these times," a fit Kuvavala tells mid-day. Kuvavala has always believed in leading an active life. He played competitive cricket on Mumbai's local circuit till he was 50. Kuvavala owes a lot to cricket. He got the Bank of Baroda job for his cricketing credentials. "I led the bank team too," he says with pride. He played the famous Dr HD Kanga Cricket League in the 'A' Division for Young Maharashtra Cricket Club. He was also a Managing Committee member of the Mumbai Cricket Association in 1988-89 before taking up coaching. Fitness first Kuvavala decided to work towards spreading awareness on the importance of fitness after giving up the sport. In 1995, he began his journey as a laughter therapist, starting with lessons at Priyadarshini Park. Before the lockdown, Kuvavala and his group of 30 to 35 people would gather each morning at Chowpatty on Marine Drive for their dose of laughter. "Do we ever laugh at ourselves? When we do that, we laugh from the heart. There is an expression and feel involved in it. It is the best form of exercise. It fills you up with positivity," explains Kuvavala, who is often invited by top hospitals for laughter sessions. He also conducts laughter therapy activities for corporates. "I do that for a fee, though," he clarifies. "People nowadays have forgotten to laugh," he remarks. I was also offered to skip matches against India," Akmal was quoted as saying by GeoTv. Umar's brother Kamran reacted to the three-year ban, saying that he was shocked to hear the decision. "We will reach out to every platform for justice and will definitely exercise our right to appeal," Kamran was quoted as saying by GeoTv, adding that there are instances when punishments of lower degrees were allotted for similar charges. "It is incomprehensible that why Umar Akmal is penalised so severely," he objected, adding that a detailed decision is awaited in this regard. Umar had not requested for a hearing before the Anti-Corruption Tribunal after he was charged for two breaches of Article 2.4.4 of the PCB Anti-Corruption Code in two unrelated incidents.
