That's more than double the level of the highest minimum wage being proposed by Mayor Eric Garcetti, which he argued would make it easier for workers to afford to live here. “If we pass this, this will allow more people to live their American Dream here in L.A.," Garcetti proclaimed when he announced his plan to raise the minimum wage to $13.25 by 2017. The $33 an hour figure is based on the average L.A. County apartment rental price of $1,716 a month, from USC's 2014 Casden Multifamily Forecast. An apartment is considered affordable when you spend no more than 30 percent of your paycheck on rent. To earn $33 an hour or more, you'd need to have a Los Angeles job like one of the following occupations: Marketing manager: $66,538 (average in L.A., according to Payscale.com) LAUSD teacher: $70,000 (average salary, according to LAUSD) Software engineer: $82,669 (average according to Payscale.com) Lawyer: $104,249 (average according to Payscale.com) But many occupations typically earn far below that $33 an hour threshold in L.A. County, according to the California Housing Partnership: Secretaries: $36,000 ($17 an hour) EMT Paramedics: $25,00 ($12 an hour) Preschool teachers: $29,000 ($14 an hour) That's why L.A. residents wind up spending an average of 47 percent of their income on rent, which is the highest percentage in the nation, according to UCLA's Ziman Center for Real Estate. Naturally, people who earn the current California minimum wage of $9 an hour ($18,720 a year) would fare even worse in trying to afford an average apartment. Raising the minimum wage to $13.25 would equal a $27,560 salary; raising it to $15.25 an hour totals $31,720 a year. What about buying a home? In order to afford to purchase the median-priced home in Los Angeles, you'd need to earn $96,513 a year, according to HSH.com, a mortgage information website. The median home price in Los Angeles is $570,500, according to the real estate website, Trulia.com. But consider that the median income in Los Angeles is about half that: $49,497, according to census numbers from 2009-2013. So it's no surprise that Los Angeles has been rated as the most unaffordable city to rent in America by Harvard and UCLA. The cost of housing has gone up so much that even raising the minimum wage to $15.25 an hour – as some on the city council have proposed doing by 2019– would not go very far in solving the problem. “Every little bit helps, but even if you doubled the minimum wage, it wouldn’t help most low-income families find affordable rental housing in Los Angeles,” said Schwartz. The company says a trip from West Hollywood to downtown will now be around nine dollars, instead of $11. When Uber lowered prices in the past to muscle out competitors like Lyft and taxi services, passengers loved it but drivers have complained it puts an unfair squeeze on them, complaining their already low take went even lower. Uber stresses the fact cutting fares actually helps drivers because they get more business. In a blog post, the company points to data from Chicago where fares dropped 23 percent last month compared to December 2013 while drivers' income increased by 12 percent. But drivers have been skeptical whether volume can make up for the price drop. The company's claim that New York city drivers earn a median of $90,766 a year has been refuted. Slate talked to New York UberX driver Jesus Garay in October: “They say it doesn’t hurt the pocket of the drivers,” Garay says of the 20 percent fare cuts. “It does. Because it’s impossible with those numbers to be in business.” The way drivers see it, ride volume can only increase so much in response to lower prices. Garay says that on average, a ride takes him 20 minutes from start to finish: five minutes to reach the pickup location, five to wait for the customer, and 10 to drive to the destination. For a trip of that length, Garay says he’ll make $10 or $11. “So if you’re busy, you’re going to make three rides in an hour,” he explains. In an interview with CBNC, Hale said that Apple is likely "unconvinced about the value of having a ring and watch together," and he said that while the company is likely keeping a close eye on both Oura and Samsung, an Apple smart ring probably won't happen because "it's hard to do this product category right." Oura recently came out with the Oura Ring 4, a product able to track movement, fitness, health, stress, and sleep. Oura is one of the most well-known companies in the smart ring space, and it first came out with a ring back in 2015. Rumors suggest that Apple has explored the idea of a smart ring, but the company reportedly has no plans to launch one at this time. Back in October, Bloomberg's Mark Gurman said that no ring is in active development. Apple is said to be worried about cannibalizing sales of the Apple Watch because a smart ring would have many of the same features as the watch. Apple's industrial team proposed a smart ring that would be a lower-cost alternative to an Apple Watch, but Apple executives weren't interested. Should smart rings pick up in popularity, Apple could decide to design one after all. Back in July, Samsung launched the Galaxy Ring, a device that works with Galaxy devices and tracks movement, sleep, heart rate, and respiratory rate, providing users with a daily sleep score and an energy score. The reelection of Rosario Piedra Ibarra in a party-line Senate vote appeared to be another example of the ruling Morena party's attempts to weaken independent oversight bodies. Morena has proposed eliminating a host of other oversight, transparency and freedom-of-information agencies, claiming they cost too much to run. Mexico's civic and nonprofit rights groups have been almost unanimous in their criticism of Piedra's reelection. "This is an undeserved prize for a career marked by inaction, the loss of independence and the weakening of the institution," the Miguel Agustin Pro Juarez human rights center wrote on social media. Piedra is a committed supporter of former President Andres Manuel Lopez Obrador, who left office on September 30. She once affirmed that none of the deaths caused by the armed forces under his administration were illegal or unjustified, and she shared the former president's delight in attacking and criticizing other independent human rights groups. Commission issues few recommendations Since her first election in 2019, Piedra has done little to investigate allegations of massacres or extrajudicial killings by soldiers and members of the militarized National Guard, to whom Lopez Obrador gave sweeping powers. Despite receiving over 1,800 citizen complaints against the armed forces between 2020 and 2023, her commission issued only 39 recommendations, and most of the few military cases her commission did follow up on involved abuses committed under previous administrations. The rights commission has the power to make non-binding recommendations to government agencies. If they do not agree to follow the recommendations, they are at least required by law to explain why. Piedra has almost exclusively focused the commission's work on issuing recommendations in cases where people have not received proper health care at government-run hospitals. Those recommendations accomplish little, because they don't address the underlying problem of underfunded, poorly equipped hospitals forced to handle too many patients. At times Piedra acted as if human rights violations no longer existed under Lopez Obrador. In 2019, she expressed disbelief when asked about the killing of journalists, despite the fact that almost a dozen were killed in Lopez Obrador's first year in office. "Are they killing journalists?" she said with an expression of disbelief. 'Her actions appear to support impunity ' Piedra comes from a well-known activist family: Her mother founded one of Mexico's first groups to demand answers for families whose relatives had been abducted and disappeared by the government in the 1960s and '70s. But even her mother's group, the Eureka Committee, did not support Piedra's reelection. "Her actions appear to support impunity for the perpetrators of governmental terrorism, and the government's line of obedience and forgetting" rights abuses, the committee wrote in a statement. Piedra broke with two important traditions: she was a member of the ruling party up until she was elected to her first term in 2019. The job has usually gone to nonpartisan human rights experts. And she has openly endorsed and supported government policies and actions. Previous heads of the commission had a more critical relationship with the government. Piedra also failed to make the final cut for candidates for the post this year in a congressional examination of their qualifications, but was put on the ballot anyway. That's important because similar evaluation committees will decide who gets on the ballot in judicial reforms that make federal judges stand for election next year. Activists worry that the same kind of favoritism will come into play in the election of judges. "This decision comes after a selection process in which she (Piedra) wasn't found to be the most qualified," a coalition of rights groups said in a statement. "That reveals the political, partisan considerations that put her onto the ballot." She also apparently falsified a letter of recommendation; a bishop and human rights activist said a letter she presented to support her reelection had not been signed by him. Piedra will serve under new President Claudia Sheinbaum, another devoted follower of Lopez Obrador, who took office October 1. On Sheinbaum's first day in office, the army killed six migrants near the Guatemalan border; 10 days later, soldiers and National Guard killed three bystanders in the northern border city of Nuevo Laredo while chasing suspects. Sheinbaum's third week in office was capped by the killing of a crusading Catholic priest who had been threatened by gangs, and a lopsided encounter in northern Sinaloa state in which soldiers killed 19 drug cartel suspects, but suffered not a scratch themselves. That awakened memories of past human rights abuses, like a 2014 incident in which soldiers killed about a dozen cartel suspects after they had surrendered. The purportedly leftist government has been quick to criticize human rights groups and activists who expose abuses. In June, an outspoken volunteer advocate for missing people found an apparent body dumping ground with human remains in Mexico City, embarrassing ruling party officials who had done little to look for such clandestine grave sites.
