From Sriracha sauce to jet engine parts, LAEDC tries to keep jobs in LA

The LAEDC helped Huy Fong Foods reach a compromise to keep operating its Sriracha factory in Irwindale ; Credit: Maya Sugarman/KPCC

Brian Watt

Even as California loses manufacturing jobs, a program run by the Los Angeles County Economic Development Corporation has fought to save some.

When a company is considering relocating to take advantage of lower costs or an easier business climate, the LAEDC’s business assistance program steps in.

It did so in the well-publicized case of Huy Fung Foods last year.

When the city of Irwindale filed a lawsuit against the Sriracha sauce-maker because of bad smells, politicians from other states - most notably Texas - began to circle, offering the company a new home.

Fighting against those suitors is a  familiar dance for the nonprofit Los Angeles County Economic Development Corporation. Many states and municipalities have similar agencies, whose job it is to try to attract and keep employers.

In the Sriracha case, the LAEDC prepared an economic impact analysis, met with the company and the South Coast Air Quality Management District and negotiated a compromise that kept the hot sauce manufacturer here, according to Carrie Rogers, Vice President of Business Assistance and Development with LAEDC.

"We all love Sriracha," she said, adding that she was happy to keep the "180 jobs and really to thwart the efforts of Governor Perry from Texas to try to lure our company away to their state."

The LAEDC estimates its business assistance program has played a role in keeping or luring 200,000 jobs since 1996, when it was formed. It's being recognized by the County Board of Supervisors for those efforts today.

But plenty of jobs still leave.

In a study published in July, the LAEDC said between 1990 and 2012, California lost about 40 percent of its manufacturing jobs – 842,180.

"We compete internationally so a lot of our competitors have gone to Mexico," said Jeff Hynes, CEO of Covina-based Composites Horizons Incorporated, which makes ceramic structures for jet engines. "A week doesn’t go by that I don’t get a call from an economic development corp out of Texas or the South."

He scored a big contract recently and needed to expand fast to begin fulfilling orders.

"Los Angeles  - in our particular industry - has a very good supplier base with materials and equipment," he said "but certainly facility costs are lower in other areas of the state and country."

He said the LAEDC helped him get the permits quickly to buy and modify another building on its street and they decided to stay put.

Composites Horizons currently employs 200 people but plans to add 50 employees this year and another 50 next year, he said.

Rogers, of the LAEDC, said that may not seem like much, but it's important to support businesses like this one.

"When you take a step back and think about it, here’s a company that’s growing when many businesses aren’t," she said. "We know there are suppliers that feed into Composites Horizons. So when they get millions of dollars worth of contracts, we know that many more companies and employees around the county will be employed doing work directly for this company."

AT#202 - Travel to Sri Lanka

The Amateur Traveler talks to Karl Anders who has traveled to Sri Lanka 8 times after striking up a friendship with the late author Arthur C. Clarke who settled there. Karl takes us on a vital tour of Sri Lanka from the capital of Colombo to the beautiful beaches to some of the archeological ruins at Dambulla, Sigiriya, Anuradhapura and Polonnaruwa. Dambulla is notable for some of the cave murals. Sigiriya is particularly notable for the rock fortress, ruins of a palace high on this rock outcropping and again some of the cave murals. Anuradhapura and Polonnaruwa both also have numerous stupas (a mound-like structure containing Buddhist relics). The inland high mountains are home to the tea country, plentiful tea fields and numerous tea factories. Karl recommends the Galle Face Hotel and some of the other inexpensive hotels left over from the British era. He also recommends hiring a car and driver/interpreter and avoiding the traffic and public transportation. We also talk about the recent civil war.

Chinese Investment and the BRI in Sri Lanka

24 March 2020

China’s Belt and Road Initiative (BRI) is having profound impacts on recipient countries. This paper examines the benefits and costs of the BRI and its projects to Sri Lanka and the lessons that may improve future BRI projects in Sri Lanka and elsewhere.

Summary

  • China’s expansive Belt and Road Initiative (BRI) has led to greater Chinese outbound investment in Asia, including in Sri Lanka. This investment has recently come under scrutiny, due to intensifying geopolitical rivalries in the Indian Ocean as well as Sri Lanka’s prime location and ports in the region.
  • There are claims that by accepting Chinese outbound investment, Sri Lanka risks being stuck in a ‘debt trap’ and the displacement of its local workers by both legal and illegal Chinese labour. There are also concerns that Chinese investment has led to environmental damage and increased security risks for Sri Lanka and the neighbourhood. Furthermore, there is criticism that institutional weaknesses in Sri Lanka, including a lack of policy planning and transparency, are resulting in nonperforming infrastructure projects funded by Chinese investment.
  • The pattern of Chinese investment in Sri Lanka reveals a nuanced picture of benefits and costs. Similarly, it shows that a matrix of Sri Lankan, Chinese and multilateral policies are required to maximize the benefits and minimize any risks of Chinese investment. Sri Lanka is not in a Chinese debt trap. Its debt to China amounts to about 6 per cent of its GDP. However, Sri Lanka’s generally high debt levels show the country needs to improve its debt management systems. This step would also reduce any risk of a Chinese debt trap in the future.
  • Specific projects have contributed positively to Sri Lanka’s economy. Some have brought greater benefits than others, such as the Colombo International Container Terminal (CICT), which has allowed the Colombo port to grow at a rapid pace. However, imports from China for projects in Sri Lanka have widened the trade deficit between the two countries. In addition, there have been only limited economic spillovers for Sri Lanka, including knowledge transfer in the local labour force.
  • The number of Chinese workers in Sri Lanka is rising but remains a very small percentage of the total labour force. While illegal migration is a concern, there are significantly fewer illegal residents from China than from neighbouring countries. Sri Lanka has relatively strong rules on outward migration but can better regulate inward migration based on labour market demands and economic priorities.
  • The environmental implications of Chinese investment projects in Sri Lanka are mixed. While earlier projects were more harmful, recent projects such as the CICT and Port City in Colombo have adapted to stricter environmental standards. To ensure consistently high environmental standards, Sri Lanka should strengthen its domestic regulations and seek more investments from green-friendly partners.
  • Concerns that China will use ports and other projects for military purposes are, in part, driven by geopolitical anxieties. In response, Sri Lanka has strengthened its naval presence at the Hambantota port. Continual oversight by technical experts is required to guard against security-related concerns and ensure public trust in the projects. Such trust will also grow by improving transparency and by pursuing a long-term, national infrastructure development plan.

Sri Lankan priest: Government has failed to investigate 2019 Easter bombings

CNA Staff, Apr 22, 2020 / 05:02 pm (CNA).- A Sri Lankan priest criticized the government’s response to last year’s Easter bombings, saying the failure to thoroughly investigate has amounted to a betrayal of the people.

Father Nishantha Cooray spoke to Aid to the Church in Need (ACN) on the first anniversary of the bombings that targeted numerous sites across the country, including three churches, on April 21, 2019. The Easter attacks claimed over 259 lives and injured at least 500 more.

Police made 135 arrests following the attacks. Former president of Sri Lanka Maithripala Sirisena created a presidential commission to look into the perpetrators behind the bombings. Current President Gotabaya Rajapaksa appointed a similar committee.

But Cooray, who ministered at victims’ funerals, argued that the actions undertaken so far are inadequate. He warned that if the government does not take the investigation more seriously, it could lead to more attacks in the future.

“Although we have completed one year [since the bombings], no acceptable step has been taken in arresting the persons involved in the crime,” he said.

The priest argued that politicians made promises of a thorough investigation, and gained votes by doing so, but have not followed through on these promises.

“The newly elected government started the second chapter of the same book with the same writing style… They did not want to hurt the Muslim politicians,” he said.

“Now, we feel as if we are betrayed. Just to arouse the emotions of the people, the representatives of the government say something about the investigations [into the bombings]. It is only a good slogan for the next election.”

The Catholic Bishops' Conference of Sri Lanka has appealed to the government to appoint an independent commission to conduct an impartial inquiry.

Commemorating the attacks on their one-year anniversary, parishes in Sri Lanka rang church bells, encouraged people to observe a two-minute period of silence, and lit lamps in memory of the dead victims.

While public Masses have been canceled in Sri Lanka because of the COVID-19 pandemic, Cardinal Malcolm Ranjith of Colombo live-streamed Easter Mass on April 12. During the live stream, Ranjith voiced forgiveness for the attackers.

“[W]e meditated on Christ's teachings and loved them, forgave them and had pity on them,” he said, according to Vatican News.

“We did not hate them and return them the violence. Resurrection is the complete rejection of selfishness,” the cardinal said.

Prenatal SSRI Use and Offspring With Autism Spectrum Disorder or Developmental Delay

Serotonin is critical in early brain development, creating concerns regarding prenatal exposure to factors influencing serotonin levels, like selective serotonin reuptake inhibitors (SSRIs). Prenatal SSRI use was recently associated with autism; however, its association with other developmental delays is unclear.

This population-based case-control study in young children provides evidence that prenatal SSRI use may be a risk factor for autism and other developmental delays. However, underlying depression and its genetic underpinnings may be a confounder. (Read the full article)
