Beyond The Low Hanging Fruit: Data Services and Archiving at the University of New Mexico

Open data is becoming increasingly important in research. While individual researchers are slowlybecoming aware of the value, funding agencies are taking the lead by requiring data be made available, and also by requiring data management plans to ensure the data is available in a useable form. Some journals also require that data be made available. However, in most cases, “available upon request” is considered sufficient. We describe a number of historical examples of data use and discovery, then describe two current test cases at the University of New Mexico. The lessons learned suggest that an instituional data services program needs to not only facilitate fulfilling the mandates of granting agencies but to realize the true value of open data. Librarians and institutional archives should actively collaborate with their researchers. We should also work to find ways to make open data enhance a researchers career. In the long run, better quality data and metadata will result if researchers are engaged and willing participants in the dissemination of their data.

The Relationship Between Critical Success Factors, Perceived Benefits, and Usage Intention of Mobile Knowledge Management Systems in the Malaysian Semiconductor Industry

Aim/Purpose: This study examined the relationship between critical success factors (CSFs), perceived benefits, and usage intention of Mobile Knowledge Management Systems (MKMS) via an integrated Technology Acceptance Model (TAM) and Information Systems Success Model (ISSM). Background: This study investigates the CSFs (i.e., Strategic Leadership, Employee Training, System Quality, and Information Quality) that impact the usage intention of KMS in mobile contexts which have been neglected. Since users normally consider the usefulness belief in a system before usage, this study examines the role of perceived benefits as a mediator between the CSFs and usage intention. Methodology: A survey-based research approach in the Malaysian semiconductor industry was employed via an integrated model of TAM and ISSM. At a response rate of 59.52%, the findings of this study were based on 375 usable responses. The data collected was analyzed using the Partial Least Squares with SmartPLS 3.0. Contribution: This study contributes to the body of knowledge in the areas of mobile technology acceptance and knowledge management. Specifically, it helps to validate the integrated model of TAM and ISSM with the CSFs from knowledge management and information system. In addition, it provides the would-be adopters of MKMS with valuable guidelines and insights to consider before embarking on the adoption stage. Findings: The findings suggest that Employee Training and Information Quality have a positive significant relationship with Perceived MKMS Benefits. On the contrary, Strategic Leadership, System Quality, and Perceived User-friendliness showed an insignificant relationship with Perceived MKMS Benefits. Additionally, Employee Training and Information Quality have an indirect relationship with MKMS Usage Intention which is mediated by Perceived MKMS Benefits. Recommendations for Practitioners: The findings are valuable for managers, engineers, KM practitioners, KM consultants, MKMS developers, and mobile device producers to enhance MKMS usage intention. Recommendation for Researchers: Researchers would be able to conduct more inter-disciplinary studies to better understand the relevant issues concerning both fields – knowledge management and mobile computing disciplines. Additionally, the mediation effect of TAM via Perceived Usefulness (i.e., perceived MKMS benefits) on usage intention of MKMS should be further investigated with other CSFs. Future Research: Future studies could perhaps include other critical factors from both KM and IS as part of the external variables. Furthermore, Perceived Ease of Use (i.e., Perceived User-friendly) should be tested as a mediator in the future, together with Perceived Usefulness (i.e., perceived MKMS Benefits) to compare which would be a more powerful predictor of usage intention. Moreover, it may prove interesting to find out how the research framework would fit into other industries to verify the findings of this study for better accuracy and generalizability.

Investigating the Impact of Dual Network Embedding and Dual Entrepreneurial Bricolage on Knowledge-Creation Performance: An Empirical Study in Fujian, China

Aim/Purpose: This study investigates the relationship between dual network embedding, dual entrepreneurial bricolage, and knowledge-creation performance. Background: The importance of new ventures for innovation and economic growth has been fully endorsed. Establishing incubation organizations to help new startups overcome constraints and dilemmas has become the consensus of various countries. In particular, the number of Chinese makerspaces has rapidly increased. Startups in the makerspaces form a loosely coupled dual network to cooperate and share resources, especially knowledge. Methodology: By convenience sampling, 400 startups in the makerspaces in Fujian Province, China were selected for the questionnaire survey study. In total, 307 valid responses were collected, yielding a response rate of 76.8%. The survey data were analyzed for hypothesis testing, using the PL-SEM technique with the AMOS20.0 software. Contribution: At the theoretical level, this research supplements the exploration of the influencing factors of the entrepreneurial bricolage of startups at the network level. It deepens the research on the internal mechanism of the dual network embeddedness affecting the knowledge-creation performance. In practice, it provides a theoretical basis and management inspiration for startups in makerspaces to overcome the inherent disadvantage of being too small and weak to explore innovative paths. Findings: First, relational embedding of startups in makerspaces directly affects knowledge-creation performance. Second, dual entrepreneurial bricolage plays a mediating role in diversity. Selective entrepreneurial bricolage plays a partial mediating role between relationship embedding and knowledge-creation performance. Parallel entrepreneurial bricolage plays a complete intermediary role between structural embedding and knowledge-creation performance. Dual entrepreneurial bricolage plays a complete intermediary role between knowledge embedding and knowledge-creation performance. Recommendations for Practitioners: Enterprises in the makerspaces should make dynamic adjustments to the network embedded state and dual entrepreneurial bricolage to improve knowledge-creation performance. When startups conduct selective entrepreneurship bricolage, they should strengthen relational and knowledge embeddedness to improve their relationship strength and tacit knowledge acquisition. When startups conduct parallel entrepreneurship bricolage, structural and knowledge embedding should be strengthened to improve the position of enterprises in the network to acquire diversified knowledge to explore and discover new business opportunities and project resources. Recommendation for Researchers: The heterogeneity of industries and regions may impact the dual network embedding mechanism of startups. Researchers can choose a wider range of regions and industries for sampling. Impact on Society: This study provides a theoretical basis and management inspiration for startups to overcome the inherent disadvantage of being too small and weak to explore innovative paths. It provides a basis to support startups in unleashing innovation vitality and achieving healthy growth. Future Research: Previous studies have shown that network relationships and bricolage behavior have a certain relationship with the enterprise life cycle. Future research can adopt a longitudinal research design across time points, which will increase the explanatory power of research conclusions.

BiConvNet: Integrating Spatial Details and Deep Semantic Features in a Bilateral-Branch Image Segmentation Network

This article focuses on improving the BiSeNet v2 bilateral branch image segmentation network structure, enhancing its learning ability for spatial details and overall image segmentation accuracy. A modified network called “BiconvNet” is proposed. Firstly, to extract shallow spatial details more effectively, a parallel concatenated strip and dilated (PCSD) convolution module is proposed and used to extract local features and surrounding contextual features in the detail branch. Continuing on, the semantic branch is reconstructed using the lightweight capability of depth separable convolution and high performance of ConvNet, in order to enable more efficient learning of deep advanced semantic features. Finally, fine-tuning is performed on the bilateral guidance aggregation layer of BiSeNet v2, enabling better fusion of the feature maps output by the detail branch and semantic branch. The experimental part discusses the contribution of stripe convolution and different sizes of empty convolution to image segmentation accuracy, and compares them with common convolutions such as Conv2d convolution, CG convolution and CCA convolution. The experiment proves that the PCSD convolution module proposed in this paper has the highest segmentation accuracy in all categories of the Cityscapes dataset compared with common convolutions. BiConvNet achieved a 9.39% accuracy improvement over the BiSeNet v2 network, with only a slight increase of 1.18M in model parameters. A mIoU accuracy of 68.75% was achieved on the validation set. Furthermore, through comparative experiments with commonly used autonomous driving image segmentation algorithms in recent years, BiConvNet demonstrates strong competitive advantages in segmentation accuracy on the Cityscapes and BDD100K datasets.

Mariano Rajoy non mollerà nemmeno questa volta. A meno che non lo costringano a farlo i partiti di opposizione, questo testardo galiziano di provincia, alla guida del Partido Popular da 17 anni, al governo di Madrid da sette, tenterà ancora una volta di presentarsi come il bastione della nazione spagnola. Poco importa che il referendum del primo ottobre abbia mostrato il suo fallimento politico a livello internazionale con la stampa a testimoniare le violenze della Guardia Civil – «tristi, ma proporzionate» le ha definite, «siamo un esempio per il mondo» - su cittadini desiderosi solo di votare. Poco importa che la sua politica abbia creato indipendentisti dove non ce n’erano e abbia semplicemente impedito di capire cosa vogliono realmente i cittadini catalani: una mossa controproducente per tutti coloro che desiderano la Spagna unita.

IMPERMEABILE AGLI SCANDALI. Dopo aver guidato il Paese attraverso la crisi, da leader di un partito al centro della maggiore inchiesta di corruzione della storia nazionale e dopo aver accettato di governare di nuovo senza una maggioranza politica, si farà scivolare addosso anche la pessima gestione dell’autoproclamato referendum catalano, quello che, come ha spiegato alle 20 del primo ottobre, «non è mai esistito». Impermeabile a ogni scandalo, a ogni questione di opportunità, proverà, dopo essere sopravvissuto a incidenti stradali e aerei - il primo gli lasciò cicatrici sul volto, nel secondo si ruppe un dito -, a superare anche la crisi catalana. Una crisi che in questi anni però non ha fatto che alimentare con metodi legali e non, in una guerra sporca che è la cosa più lontana dal dialogo politico invocato in questi giorni.
 
Le tensioni odierne, ormai è noto, sono figlie in prima battuta del ricorso alla Corte costituzionale presentato del Partido popular contro il nuovo Statuto negoziato dal governo di Barcellona con l'esecutivo Zapatero, ratificato da un voto parlamentare e approvato attraverso un referendum della popolazione della Catalogna, seppure ancora una volta con un'affluenza minore della metà degli aventi diritto. Da lì in poi la questione catalana si è avvitata su se stessa in un crescendo di radicalizzazione. Ma intanto Rajoy è arrivato al governo e, mentre i giovani spagnoli passavano giorni e notti a Puerta del Sol a protestare contro una classe politica corrotta e contro un'austerity che colpiva gli ultimi, il Partido popular proseguiva la sua guerra con altri mezzi.

MEZZI NON CONVENZIONALI. Jorge Fernández Díaz, fedelissimo di Rajoy, cattolico numerario dell'Opus Dei ma anche catalano tendenzialmente moderato, da ministro degli Interni a partire dal 2012 e almeno fino al 2017 ha messo in piedi una sorta di di polizia parallela formata da alcuni ufficiali di polizia anche giudiziaria. Il gruppo ha condotto indagini per anni al di fuori dei meccanismi dello stato di diritto, coinvolgendo anche personale di agenzie investigative private. L'obiettivo era ottenere informazioni in merito alle indagini sul caso Gurtel: l'inchiesta che ha portato a scoprire i fondi neri del Partido popular coinvolgendone le prime file, Rajoy compreso, e da cui Calle Genova è riuscita ad uscire più o meno in piedi perchè il computer dove avrebbero dovuto esserci le prove dei finanziamenti rivelati dall'ex tesoriere Luis Barcenas era stato formattato. Ma, e forse è anche più grave, la polizia politica di Diaz si occupava soprattutto del dossieraggio dei nemici del centrodestra di governo e in particolare degli indipendentisti.
 
«NIXON S'È DIMESSO PER MOLTO MENO». «Per qualcosa di molto inferiore», ha scritto El Diario, «Nixon si è dimesso». La vicenda è stata prima raccontata sulla stampa e pochissimo al di fuori dei confini nazionali. Poi è diventata un documentario per mano di due giornalisti di Mediapro, la casa editrice del quotidiano online progressista Publico. Ma nel chiuso circuito mediatico spagnolo solo l'emittente catalana e quella basca hanno deciso di trasmetterlo. Ed è facile capirne il motivo.
 
Tra i politici finiti nel mirino della polizia di Diaz figurano il leader di Podemos Pablo Iglesias, Jordi Pujol, presidente del governo di Catalogna dal 1980 al 2003, e anche l'attuale vicepresidente della Generalitat, Oriol Junqueras, leader della formazione della sinistra indipendentista Esquerra Repubblicana: l'uomo che con l'ex presidente Artus Mas ha progettato il referendum del primo ottobre. Per trovare gli scheletri nascosti dei suoi nemici, il ministro degli Interni si appoggiava al capo dell'ufficio antifrode catalano, Daniel de Alfonso. Ma, secondo alcune conversazioni registrate tra i due, Diaz teneva informato anche Rajoy.

LA FABBRICAZIONE DI FALSI DOCUMENTI. Come succede spesso in questi casi, i dossier mescolavano verità - peraltro facili visto che la classe dirigente catalana è stata coinvolta in numerosi casi di corruzione - e bugie. In mancanza di documenti che provassero la corruzione degli oppositori, infatti, i poliziotti agli ordini del capo dell'Interno si sono spinti anche a fabbricarne di falsi. Da qui vengono le fatture fasulle venezuelane che per un po' hanno inquinato il dibattito sul leader di Podemos. E un altro falso documento è stato utilizzato contro l'ex leader catalano Pujol. L'uomo che ha guidato la regione per 30 anni, peraltro invocandone sempre l'autonomia, è tuttavia finito al centro di un'inchiesta per evasione fiscale e ha confessato di avere all'estero, nel principato di Andorra, milioni di euro sconosciuti al Fisco iberico. I bocconi avvelenati o semplicemente a orologeria sono stati preparati soprattutto in vista della consultazione catalana del 2014.

FONDI PUBBLICI PER INDAGINI FRAUDOLENTE. La presenza della polizia parallela è emersa solo nel 2016 e appena il 21 settembre 2017 la commissione di inchiesta parlamentare che se ne è occupata ha approvato con 172 voti a favore - quelli dei socialisti, di Podemos e degli indipendentisti - la sua relazione finale. Come riporta Publico, i deputati hanno certificato che il ministro degli Interni ha utilizzato fondi pubblici e funzionari statali per indagini fraudolente contro gli oppositori politici. Anche i membri di Ciudadanos, che pure si sono astenuti, ne hanno riconosciuto l'esistenza. Ben inteso, questo non toglie niente all'egoismo fiscale, all'integralismo e alla assenza di razionalità delle rivendicazioni indipendentiste. Ma spiega in parte come siamo arrivati fino a qui, e perché è difficile che Rajoy ne tiri la Spagna fuori. E non è una buona notizia.

Europe for GEOSS: EU BON attracts high level attention at the GEO XII Plenary in Mexico City

The GEO-XII Plenary and Ministerial Summit, as well as many associated meetings and events were hosted by the Mexican Government and took place in Mexico City from 9 to 13 November 2015.

The five-day event brought together GEO member countries and organizations, as well as scientists and stakeholders from across the world to debate the next decade for GEO, and to discuss the latest developments in Earth Observation technologies and applications. The GEO-XII Plenary approved the GEO Strategic Plan 2016-2025, and the Summit endorsed a Mexico City Declaration (see: http://www.earthobservations.org/geo12.php).

EU BON participated at GEO-XII and was represented at the European Commission Stand "Europe for GEOSS" with a poster and a short video clip. A real highlight was the visit by the European Commissioner for Research, Science and Innovation, Carlos Moedas. During his short visit, the Commissioner took specific interest in the project and spent some time discussing EU BON's relevance with the coordinator and his staff.

GEO XII and Ministerial Summit Mexico City November 2015

 

The GEO-XII Plenary and the Ministerial Summit, as well as all the associated meetings and events will be hosted by the Mexican Government and will take place at the Hotel Hilton Reforma and at the Ministry of Foreign Affairs in Mexico City from 9 to 13 November 2015.

The Twelfth Plenary Session of the Group on Earth Observations (GEO-XII), hosted by Mexico, will take place in Mexico City, from 11 to 12 November 2015. The GEO 2015 Mexico City Ministerial Summit will take place on 13 November 2015.

The GEO-XII Plenary will take place at the Hilton Reforma, Mexico City, on its first meeting day, Nov 11th 2015.

On November 12th 2015, the second day of GEO-XII Plenary, the meeting will be held at the Ministry of Foreign Affairs (Secretaría de Relaciones Exteriores - SRE), Plaza Juárez #20, located a few steps away from the Hilton Reforma.

Caucus Meetings and the Executive Committee Meeting, will take place from 9th-12th November, 2015, at the Ministry of Foreign Affairs.

GEO Side Events will take place at the Ministry of Foreign Affairs and Hotel Hilton.

The GEO exhibit will be held at the Hilton Reforma Mexico City, from November, 10th–12th, in conjunction with the LAGF 2015 exhibits, and will be open exclusively for Ministers on Thursday afternoon  12th November, 2015.

Call for side events is also open now, all submissions should be sent by 12 June 2015.
