In a shocking incident, the parents of a four-year-old girl have lodged a police complaint against a woman teacher from a Kandivli school on Monday for molesting their child during the school hours. The Kandivli police have booked the teacher under the stringent POSCO (Protection of Children from Sexual Offences) act. The police are probing the case and till now no arrests have been made. 

The minor child, who is in junior KG, complained to her parents after returning from school on Monday that the teacher had touched her inappropriately. When the parents of the minor girl approached the school, the management informed the parents that the school premises are entirely covered by cameras, except inside the washrooms. The police were summoned and the CCTV footage was shown to the parents as well as cops. "Nothing concrete has been found in the CCTV footage." the police officer said. 

"It is not clear as of now as to where the molestation occurred. We are quizzing school staffers and recording statements," said a police official as reported in Times of Internet. School authorities said that they were cooperating in the probe. "For the safety of children, we have hired only female staff for the pre-primary section," said a school representative.

In a similar incident, the Charkop Police arrested a transgender for allegedly molesting a minor girl. According to the police sources, the incident took place in Charkop, Kandivli (W). The accused transgender came to the victim’s house to offer blessings in exchange for cash and allegedly touched the girl inappropriately. 

The girl informed her mother about the incident who was in the kitchen at the time. The mother immediately approached the Charkop Police to register a formal complaint against the transgender. The Charkop police registered a complaint on the request of the mother and made the arrest within an hour by tracing the accused in the same locality.

A leopard entered a society in Marol, Andheri. He was caught after almost two hours.

There was a big crowd at Vijay Nagar near Marol Marushi. People were waiting with sticks in their hands.

In the CCTV footage, the wild animal was seen running around the premises of Woodland Apartment near Police camp.

The SGNP leopard rescue team and Thane team reached the spot immediately while Dr Shailesh Pethe, Deputy Conservator of Forest Dr Jitendra Ramgaonkar, Range Forest Officer Santosh Kank were preparing the strategy.

The forest officers were able to nab the leopard after two hours. He was taken away in a van. The Powai team, MIDC police and fire brigade were also involved in the rescue operation.

In February this year, a leopard was spotted in the basement of Korum Mall in Thane.

To increase efficiency, effectiveness of patrolling and to give the city's foot soldiers some much-needed rest, the Mumbai police department has decided to adopt a new duty pattern.

Under the new pattern, the constabulary and officers will have to work 12 hours post which they will get a 24-hour break. Apart from doctors and health workers, cops too have been busy fighting the COVID-19 pandemic on the frontline. However, after constables (three already) started losing their lives to COVID-19, the top brass decided to set up a new duty pattern.

Accordingly, a new 12-hour shift has been introduced in the force. In this, personnel at police stations will be divided into three units, each working a 12-hour shift. "Duty will start at 8 am and end at 8 pm, when the next batch will come for night duty," a senior police officer said. "Whichever cop finishes his/her 12-hour duty at night, they will go home and come back to work the next day at 8 pm," added the officer.

This duty pattern will give each officer rest of a good 24 hours. "Even if this duty looks like 12 hours, a lot of multitasking is expected on this job as it includes patrolling, nakabandi and other activities. This makes cops new duty timings doable in such tough situations. As there are hardly any crimes happening in the area, the duty load has reduced," another a senior police officer said.

"Also, when an officer or constable gets more than 12 hours off, they can look after the families and their own health which will improve their immunity," the officer added.

Out of 94 police stations, 74 have adopted the new duty pattern and the rest will follow. "This duty pattern does leave me with a smaller force, but it reduces their exposure to the virus. As a frontline worker, we can't think about avoiding crowded places, but we can be well prepared for it," a senior Inspector from Eastern Region said.

"We have given instructions to all Zonal DCPs to chalk out a plan which will give a 12-hour duty and 24-hour rest to cops. We have to take care of our men, too. Currently, feedback from cops is good," Mumbai Police Commissioner, Param Bir Singh said.

Third cop succumbs to COVID-19

A third cop has died from COVID-19, taking the casualty toll among city cops to three. Head Constable Shivaji Sonawane, 56, attached to Kurla Traffic division, died on Monday. He was turned down by four hospitals on April 21, when his 25-year-old son tried tp get him admitted. Sonawane, a resident of Kurla's Kamani area, had a fever since April 20. The GP gave him medication and advised him to visit a hospital if he did not get relief. His fever did not subside and he started to feel breathless.

Sharad, Sonawane's son, took him to Rajawadi Hospital, Ghatkopar, on April 21, to get him admitted, but was told to take him to Kasturba. He was turned out at Kasturba, over no beds and at Nair and KEM too. Finally, it was after Kurla traffic division in-charge spoke to the Bhoiwada senior inspector that Sonawane was admitted at KEM Hospital.

The COVID-19 lockdown is turning out to be a blessing in disguise for all of Mumbai's pending rail work. Re-girding of a bridge on the Churchgate-bound fast line in the Bandra-Mahim section, which would have otherwise required cancellation of at least 250 local train services, was completed within 14 hours on April 30.

The steel bridge, which spans 9.15 metres and has seven cross-girders of length 5.8 metres is located on the Mithi River. The steel girders needed to be immediately replaced as they had got corroded.

Speaking to mid-day, Western Railway chief spokesperson, Ravinder Bhakar, said, "Mumbai suburban is one of the busiest rail networks of the world and to carry out work of such magnitude is a daunting task. This work required complete shutdown of traffic for eight hours on three consecutive days, which would have resulted in cancellation of at least 250 suburban services and cancellation/delay of at least 60 passenger trains in the section."

Sources said that the Railways decided to utilise the lockdown period and carry out the re-girding work by following all the social-distancing norms. Two cranes of 200 MT capacity, eight Farana cranes, 20 Hydra cranes and 18 excavators were deployed at the site.

Apart from this, the work was carried out by 30-40 track maintainers and contractual labourers, and a dedicated team of supervisors and officials.

All pre-block activity was completed on April 29 and the cranes were set up at the location. On April 30, work started from 9 am and the track part was completed by 8 pm. After that the overhead wires were fitted by 11.30 pm and the track was declared fit for train movement.

Mulund's T ward saw the biggest spike in COVID-19 positive cases since March 2020 on Monday. There were 52 cases reported in 24 hours taking the number to 123. The number of containment zones has reached 33.

But, a major cause for concern is that the cases reported are from the slum pockets of Mulund West.

Mulund had comparatively kept the infection down till date.

There were 71 patients reported in Mulund till date, of which 52 are under treatment. There were 28 containment zones declared till now, of which 18 are active.

Authorities are on alert as Indira Nagar (19 cases), Ramgadh (15 cases) have slums. Rigorous testing and screening camps have been held in these areas.

"We had conducted camps to trace more patients, we have now received positive reports of 52 people in one day," said Assistant Municipal Commissioner (T ward) Kishor Gandhi.

According to T ward data, Amar Nagar found three new cases, Indira Nagar, 31 more cases and Ramgadh, 8 new cases in the last 24 hours. "The rising number in slum pockets is definitely worrisome, as they have narrow lanes and common toilets," said a health official on condition anonymity.

With more than 9,000 COVID-19 positive cases registered in the city, starting May 5 the Mumbai police imposed Section 144 from 8 pm to 7 am. By this order, people won't be allowed to venture out of their homes between the decided timeframe except for medical emergencies and other essential services. However, the lockdown guidelines will remain the same for the rest of the day, as residents will be able to come out for purchasing essentials.

Even though the lockdown has been extended till May 17, the number of containment zones in the city continues to be on the rise. Cops have been noticing violations in terms of people coming out for non-essential work and crowding at various places. In a bid to curb this, the city police have imposed the prohibitory order and those violating it will be punished under the Indian Penal Code.

The order states, "All movement of one or more persons for non-essential activities, except for medical reasons, is prohibited from 8 pm to 7 am. Speaking to mid-day, Pranaya Ashok, DCP (PRO and Operation), said, "The implementation of this new order is crucial in terms of Mumbai's well being. The motto is to reduce crowding on road for as much as 11 hours. Hope Mumbaikars follow this for their own benefit."

Six new cases of Corona were found in the Panvel Municipal Corporation jurisdiction on Wednesday taking the count to 113 under the PMC. Among the new cases are two APMC staffers, a police officer, a kidney patient, a homemaker and a BEST employee.

The PMC, which falls under the Raigad district, was initially declared an orange zone, as was the entire Raigad district but within 24 hours, the collector put PMC areas in the red zone.

Ramesh Lengarekar, Deputy Municipal Commissioner, PMC, informed mid-day that PMC was a part of Mumbai Metropolitan Region (MMR), like Thane, Navi Mumbai, Kalyan and Dombivli, etc, and considering the entire MMR is in the red zone, PMC, too, falls under the said category. "While the government has the power to decide the zones (red, orange, green), the collector has been empowered to list a zone from orange to red or green to orange."

12L population in PMC
So far, two deaths have been reported from the PMC region, which has a population of 12 lakh. The number of positive cases in Raigad district, excluding PMC, is lesser and is, therefore, in the orange zone.

Areas under the PMC — Panvel, Kamothe, Kalamboli, Kharghar, Ulve and Taloja — will follow the national lockdown period till May 17 with prohibitory orders under Section 144 (no assembly of more than five people) in force.

"As per the central government directives, we are making an attempt to keep some additional shops (five) other than medical and general stores open. A decision on this will be taken soon," a senior PMC official said.

Infection from Mumbai
The BEST staffer who tested positive is attached to the Govandi bus depot, and the police sub-inspector is attached to a police station in the Central Mumbai region.

The kidney patient was undergoing his dialysis treatment in a private hospital in Sanpada while the two APMC staffers are residents of Kamothe and Kharghar.

Mangal Kamble, founder president of Swachh Kharghar Foundation, said, "People working in Mumbai have been travelling daily between Mumbai and the PMC area, and have caught the infection in the city."

"Also, our concern is that most of the vegetables, fruits, and grains are being transported all over the MMR region from the APMC market, which is already seeing an increase in the number of positive cases. A thorough screening of every vehicle entering and exiting APMC should be done and at every entry point within the PMC area. This needs to be done to curtail any community outbreak of the virus," Kamble added.

Over 100 COVID-19 cases in APMC
Dr Satish Choudhari, nodal officer for COVID at Gram Vikas Bhavan, Kharghar said, "At present, we have around 24 positive cases in the quarantine centre here. All those people who have a cold, cough, fever for more than three to five days are sent to the Gram Vikas Bhavan for quarantine and are referred to sub-district hospital Panvel or to MGM hospital in Kamothe if they need further treatment."

Twelve new cases have been detected in the Agriculture Produce Market Committee (APMC) market taking the tally there to over 100.

The market, however, continues to function as per the guidelines of the committee appointed for monitoring the situation.
