The High Commissioner continues to urge for the adoption of the Strategy for the Protection and Promotion of Language Rights, contending that it will make the implementation of legislation more efficient and improve the quality and the consistency of different language versions of legal acts. “When in place, the strategy will lead to positive results quickly,” said Thors. The visit included Prishtinë/Priština, Mitrovicë/Mitrovica, Prizren, Janjevë/Janjevo and Gračanica/Gracanicë where Thors met with ministers, local authorities, media representatives, judges, university professors and students, as well as representatives of the international community. The High Commissioner was joined in several meetings by the Head of the OSCE Mission in Kosovo Jean-Claude Schlumberger. Thors commended the recent adoption of an administrative instruction of the Ministry of Education Science and Technology, which will make it easier for members of non-majority communities to pursue studies at universities in Kosovo as it, among others issues, improves the functioning of the existing quota system. Whilst visiting the University of Prizren, the High Commissioner expressed concern that courses taught in Turkish and Bosnian have not yet received official accreditation for the next academic year. Such courses cater to the fundamental needs of non-majority communities in Kosovo. “I encourage relevant authorities to take urgent measures so that these options remain available also the next academic year,” said Thors. High Commissioner Thors discussed extensively with a number of stakeholders the prospective establishment of the Association/Community of Serb majority municipalities as well as ways to overcome the current stalemate in the process. She heard views on the need to respect the relevant legal framework but also to meet the expectations of concerned communities, in north Kosovo as elsewhere. Thors also noted the concerns expressed by Serbs living outside Serb majority municipalities, as well as non-Serb non-majority communities, who fear they will not benefit from the process. In several meetings Thors pointed to the need to improve access to justice for all non-majority communities, to thoroughly follow up on crimes targeting them, as well as to fully enforce their property rights. “When such crimes are investigated and prosecuted, it sends a powerful and reassuring message to non-majority communities that their rights will be effectively protected by the authorities.” On the last day of her visit, Thors attended a class of Serbian language instruction for Kosovo Albanian officials from the municipality of Prishtinë/Priština, part of a flagship partnership project on language acquisition by municipal officials sponsored by the Office of the Language Commissioner and the HCNM, with German funding, and implemented by the ECMI Kosovo. The Welfare Reform Bill put the UK Government in breach of the UN Convention on the Human Rights of Persons with Disabilities, and this cannot be ignored. How they respond to our petition will show how much they really care about and respect the UN Convention on Human Rights as whole, and judging by their actions so far as coalition, they care very little. Thousands of disabled people have died, we will probably not know the true number of deaths for a long time, but one day this country will hang it's head in shame that they let this happen. We need more than ever to to start discussing the situation with friends and family, and while at other anti-cuts demonstrations. We need to raise awareness of the petition among other groups to bring it to a new audience and get them on side campaigning for us too. We can't just keep talking amongst ourselves on twitter and facebook, new people have to hear of our campaign and start sharing it with their friends too. Each protest or meeting is a golden opportunity to raise awareness of what has been happening and to let people know they can help by the signing the petition. It also doesn't hurt to remind people gently that most disabled people aren't born disabled they become disabled after an illness or accident; and in the future there will be no welfare safety net for anyone if we don't act now to protect it. Also never forget a lot of the people effected by these brutal welfare changes cannot physically get to demonstrations because of illness or disability, we have to do this for them too. Print out a poster and put it up somewhere people will see it, I asked our local law center and citizens advice if they could put on up, they both agreed. Request fliers and cards to give out at anti-cuts demos. It would also be great if we could get stickers and badges made up to help promote the campaign too. Dr. Temple Grandin, an animal science professor with Colorado State University, says, while animal handling has improved dramatically over the past 40 years, one factor that plays a role is genetics. Quote-Dr. Temple Grandin-Colorado State University: I'm getting more and more concerned about both pigs and cattle that have things like foot and leg confirmation issues which makes them lame and that's going to make them difficult to handle. There are some pigs and some cattle that have really bad foot and leg confirmation and it makes the animal lame. Where we're having a problem is with some of the babies. Right now, in cattle there's problems in certain parts of North America with congestive heart failure and lameness that's conformational, that's genetic and that's just pushing for meat traits. It's gotten worse in the last 10 years in cattle. Hopefully that's not happening to the pigs but I think foot and leg conformation is something that needs to be considered in any of these animals because we tend to indiscriminately breed for meat traits, you often end up breeding for bad feet and legs. Some lines of lean pigs are very nasty about fighting and that’s not going to work in group housing. You have to get the right pig. I just read some research which I'm a bit concerned about where you get a pig that's really gentle, her piglets aren't as robust and strong. That's not good, so you've got to find the right balance of genetics where we get a sow that doesn't fight a whole lot but she still breeds strong robust piglets. We build on relational models theory to examine how individual stakeholders' contributions to joint value creation are shaped by stakeholders' mental representations of their relationships with the other participants in value creation, and how these mental representations are affected by the perceived behavior of the firm. Stakeholder theory typically contrasts a broadly-defined 'relational' approach to stakeholder management with a 'transactional' approach based on the price mechanism - and has argued that the former is more likely to contribute to social welfare than the latter. Our theory supports this prediction for joint value creation, but also implies that the dichotomy on which it is based is too coarse-grained: there are three distinct ways to trigger higher contributions to joint value creation than through a 'transactional' approach. Our theory also helps explain the tendency for firms and their stakeholders to converge on 'transactional' relationships, despite their relative inefficiency in the context of joint value creation. In this paper, we review the concept of social welfare, suggesting that regardless of discipline, social welfare is defined as a multi-dimensional phenomenon. We then review the literature on the corporate objective within a market economy, where the dominant view is that of a single-objective function. Analyzing this view, we argue for a multi-dimensional objective for organizations in order to meet social welfare objectives: where decision making within a market economy better utilizes the benefits of markets. We suggest that improvements in social welfare are possible where markets are better-enabled to operate among stakeholders unconstrained by some single-valued objective. In doing so, we respond to the critics of stakeholder theory who argue that it is an untenable theory due to its inability to specify how stakeholder objectives are to be prioritized. Full Article

Information sharing practices need to be improved, with a movement away from paper documents that can easily get lost to an approach that is digital, secure, and accessible by the child, their guardian, their lawyer, and their doctor. Further, the enforcement processing facilities need to undergo an immediate infrastructural transformation with the addition of new design features that are necessary and sensitive to the majority demographic that are held within facilities—children and families. These actions are doable and require no legislative action.
