North Carolina Governor: More COVID-19 Test Supplies Needed

North Carolina Gov. Roy Cooper responded to President Donald Trump’s plan to reopen the economy by stressing that the state needs the federal government’s help supplying medical professionals to ramp up COVID-19 testing. The state government also said Friday that it was tripling the staff handling unemployment claims as the state faces a crush of hundreds of thousands requests. Trump told governors Thursday that restrictions could be eased to allow businesses to reopen in the coming weeks in areas that have extensive testing and a decline in cases. Hours later, Cooper, a Democrat, said states need more supplies from the federal government to expand testing enough to reopen their economies.

Hundreds Demand North Carolina Governor End Stay-Home Order

Hundreds of people angry and frustrated with North Carolina Gov. Roy Cooper’s stay-at-home order marched around his home while demanding that he cancel it to help restore the state's economy. The crowd gathered on Tuesday before being escorted by Raleigh police motorcycles to walk through downtown Raleigh streets, including those surrounding the Executive Mansion. Cooper’s current order expires April 29, but the governor has said goals still must be met to ease movement and commerce restrictions. He says he'll release more specifics this week about quantifying those goals. Governors of some surrounding states already have announced plans to reopen some businesses.

North Carolina Governor Signs $1.6 Billion COVID-19 Bills

North Carolina Gov Roy Cooper has signed legislation pumping $1.6 billion into schools, hospitals, local governments and researchers dealing with the coronavirus pandemic. Cooper signed the two bills during a conference call on Monday. They represent a compromise between measures approved separately in the Senate and House last week, with input from the governor and legislative Democrats seeking items in Cooper's own $1.4 billion request. The $1.6 billion is less than half of North Carolina's share received from the $2 trillion coronavirus relief law that Congress approved last month.

Governor Pritzker Announces $8 Million Plan To Improve Rockford's West Side

Governor J.B. Pritzker was in Rockford on Friday with Mayor Tom McNamara, State Sen. Steve Stadelman, and State Rep. Maurice West. The Democrats came together to celebrate the progress of the $45 billion capital plan known as Rebuild Illinois. Money from the plan is being used to improve statewide infrastructure like roads, bridges, education and broadband internet services. There's a call Laura Jean Truman is dreading, and she's convinced it's just a matter of time before it comes. Truman, who's a server at Manuel's Tavern in Atlanta, says the source of her angst is the fear that sometime in the next few weeks her boss is going to call and say it's time to go back to work, putting her in the position of having to make a choice between her safety and being able to pay the bills that continue to arrive despite the coronavirus. "Right now, everyone who is not working at restaurants is able to be on unemployment," she told NPR. "But once restaurants decide to open, and if we decide that we don't feel safe going back into those restaurants, we then are no longer eligible for unemployment because then we have a job opportunity that we're turning down," Truman explained. California Warns Reopening Counties To Follow Governor’s COVID-19 Orders Or Risk Loss Of Disaster Funding

California’s Office of Emergency Services has given notice to three counties that the state will withhold disaster funding if they continue to defy Gov. Gavin Newsom’s orders to stem the spread of the coronavirus.

Newsom said Thursday that Yuba, Sutter and Modoc counties have “gotten ahead of themselves” by allowing some businesses to reopen in violation of his orders in response to the COVID-19 pandemic. The comments came as the state announced criteria for counties to move into Stage 2 of its plan to allow some businesses to reopen.

On the same day he made the comments, Newsom’s Office of Emergency Services threatened the counties by promising to withhold disaster funds if they continue to stray from the state’s plan. 

If a county believes “...there is no emergency, such that it can ignore the Governor’s Executive Orders or the State Public Health Officer’s directives, the county would not be able to demonstrate that it was extraordinarily and disproportionately impacted by COVID-19,” wrote Cal OES Director Mark Ghilarducci.

He went on to say the counties may not be eligible for reimbursement if they have a surge in COVID-19 cases.

Yuba and Sutter counties had been at 50 cases for several days, but now report 52 positive results. Modoc County has no confirmed cases of COVID-19 following 104 tests.

Yuba County spokesman Russ Brown confirmed it has received a letter. 

“As always we will do what is in the best interests of the health of the community and will continue to work with the governor’s representatives to achieve a balance with his orders as we move to the next phase of reopening California’s economy,” Brown said.
