UK’s 800,000 school leavers and graduates need jobs and education offers amid turmoil, says thinktank

Youth unemployment in Britain will reach the 1 million mark over the coming year unless the government provides job guarantees or incentives for school leavers and graduates to stay on in education, a thinktank warns.

Methodological Individualism

[Revised entry by Joseph Heath on April 27, 2020. Changes to: Main text, Bibliography] This doctrine was introduced as a methodological precept for the social sciences by Max Weber, most importantly in the first chapter of Economy and Society (1922). It amounts to the claim that social phenomena must be explained by showing how they result from individual actions, which in turn must be explained through reference to the intentional states that motivate the individual actors. It involves, in other words, a commitment to the primacy of...

Rudolf Carnap

[Revised entry by Hannes Leitgeb and André Carus on May 5, 2020. Changes to: Bibliography, semantics.html] Rudolf Carnap (1891 - 1970) was one of the best-known philosophers of the twentieth century. Notorious as one of the founders, and perhaps the leading philosophical representative, of the movement known as logical positivism or logical empiricism, he was one of the originators of the new field of philosophy of science and later a leading contributor to semantics and inductive logic. Though his views underwent significant changes at various points, he continued to reaffirm the basic tenets of logical empiricism, and is still...

AB de Villiers has been my idol growing up: Jos Buttler

Jos Buttler has revealed that his wife had mistaken AB de Villiers to be a New Zealander when they first had a conversation during the Indian Premier League (IPL), the England wicketkeeper batsman has said.

"De Villiers has been my idol growing up. The guy I love watching, he is just awesome," Buttler, who plays for Rajasthan Royals in the IPL, said during The Royals Podcast Episode 3, the full show of which will be aired on their official social media handles on Tuesday.

"Got to know him little bit during the IPL actually when I was at Mumbai (Indians). Just at the start of the game, he said I will catch up with you for a beer at the hotel after the game," said Buttler, a World Cup winner in 2019 with England and also regarded as one of the most destructive batters of the game today.

"I was like so excited. I was like so cool getting to drink a beer with AB de Villiers. I got back to the hotel told Louise (my fiance at that time, now wife) we are going to go straight to the bar. "AB de Villiers will be there for a drink, this is going to be awesome.

"We then we probably chatted for 20 minutes, having a great time I am loving it and he has got pretty strong Afrikaans accent. About 20 minutes into the conversation, Louise asks 'which part of New Zealand are you from'? and that just absolutely killed me," said the 29-year old, laughing. Buttler was born in Taunton, Somerset and has so far played 41 Tests, 142 ODIs and 69 T20Is for England.

Prior to this, Royals spin bowling consultant and New Zealand leg-spinner Ish Sodhi, who is generally the host of the show, spoke to Australian batting ace Steve Smith and Shreyas Gopal.

The reason why suicide attempts are more in adolescents decoded

According to a recent study, the number of suicide attempts in youth has doubled since 2008.

The research looked at trends in emergency room and inpatient encounters for suicide ideation and attempts in children ages 5-17 years at U.S. children's hospitals from 2008 to 2015.

During the study period, researchers at the Vanderbilt University Medical Center identified 115,856 encounters for suicide ideation and attempts in emergency departments at 31 children's hospitals. Nearly two-thirds of those encounters were girls. While increases were seen across all age groups, they were highest among teens ages 15-17, followed by ages 12-14.

Just over half of the encounters were children ages 15-17; another 37 percent were children ages 12-14; and 12.8 percent were children ages 5-11. Seasonal variation was also seen consistently across the period, with October accounting for nearly twice as many encounters as reported in July.

Using data from the Pediatric Health Information System (PHIS), the researchers used billing codes to identify emergency department encounters, observation stays and inpatient hospitalizations tied to suicide ideation and attempts. In addition to looking at overall suicide ideation and attempt rates in school-age children and adolescents, the researchers analyzed the data month-by-month and found seasonal trends in the encounters. Peaks for encounters among the groups were highest in the fall and spring, and lowest in the summer.

"To our knowledge, this is one of only a few studies to report higher rates of hospitalization for suicide during the academic school year," said study lead author Greg Plemmons.

Rates were lowest in summer, a season which has historically seen the highest numbers in adults, suggesting that youth may face increased stress and mental health challenges when school is in session.

"The growing impact of mental health issues in pediatrics on hospitals and clinics can longer be ignored," said Plemmons.

The study has been published in the journal Pediatrics

Dolphin pod spotted at Ragodi beach in Nalasopara West

A pod of dolphins was spotted in the Ragodi beach in Nalsopara West in north Mumbai. Janardan Alonghe, a lifeguard deployed by the VVMC at Rajodi beach said, "I was on duty and suddenly noticed some movement in the sea. I thought someone was drowning in the water so I immediately took the help of a guard and rushed to the spot on a rider boat. There we saw a bunch of dolphins swimming and enjoying in the water."

He further said that this is not the first time when a dolphin appeared on the beach. Alonghe said, "Dolphins are seen here but mostly far away from the seashore. This is the first time when dolphins were this seen close to the seashore. Dolphins are usually seen at the seashore when the days are cold and then they go to the deep sea around 11:30 am when it is hot and sunny. Since it was cold for the last few days, the dolphins must have come closer to the seashore."

Nikhil Tandel, 'Blue life Adventure' guard deployed at Rajodi beach said that he has seen several dolphins in the past but he had seen them this close for the first time. He said, "There were ten to twelve dolphins jumping and swimming in the water. As soon as the people heard about them, they started visiting the seashore to witness the pod," he added.

'Tokyo Olympics delay will cost IOC millions of dollars,' says president

The International Olympic Committee will face "several hundred million dollars" of added costs because of the postponement of the Tokyo Games, the body's president said. Thomas Bach spoke in an interview with German newspaper Die Welt on Sunday. Estimates in Japan put the overall cost of the postponement at USD 2 billion-USD 6 billion. Except for the IOC portion, all added costs will be borne by the Japanese side according to an agreement signed in 2013 when Tokyo was awarded the Olympics. Bach said it was "impossible to say for now" the extent of the added costs for the IOC caused by the coronavirus pandemic. "We agreed with the prime minister that Japan will continue to cover the costs it would have done under the terms of the existing agreement for 2020, and the IOC will continue to be responsible for its share of the costs," Bach said.

"For us, the IOC, it is already clear that we shall be faced with several hundred million dollars of additional costs." Before the postponement, Japanese organizers put the official cost of the games at USD 12.6 billion. However, a government audit report in 2019 said the costs were at least twice that. All but USD 5.6 billion of it is in taxpayer money. Tokyo said the 2020 Games would cost about USD 7.3 billion when it won the bid seven years ago. On Friday, the CEO of the Tokyo organizing committee said the pandemic left some doubts about the games going ahead next year. "I don't think anyone would be able to say if it is going to be possible to get it under control by next July or not," Toshiro Muto said, speaking through an interpreter.

"We certainly are not in a position to give you a clear answer." Bach was asked about the possibility of another postponement. He did not answer directly, but said later in the interview that Japanese organizers and Prime Minister Shinzo Abe "made it very clear to me that Japan could not manage a postponement beyond next summer at the latest." Bach was also asked if the pandemic provided an opportunity for some athletes to violate the doping rules with no threat of testing. Bach countered that the delay could allow new testing methods to be developed. He also said tests made before the Olympics would be saved for 10 years for retesting.

"No one should feel confident that they don't get caught," he said. Bach was asked about Russia's status for the Olympics in 2021. Last year, Russia was hit with a four-year ban from international sports ¿ including the Olympics ¿ because of a doping scandal. However, many Russian athletes were expected to be allowed to compete if they could show they were clean. "The Russia question is currently under consideration by the CAS, the independent international Court of Arbitration for Sport, so it wouldn't be right for me to comment on it," Bach said. Bach said he had not decided if he will run for re-election next year. He also pointed out that the IOC had insurance that covered a cancellation, but not a postponement. The election will take place in 2021, and Bach is required to notify of his intentions six months before the vote. He was first elected in 2013 and is widely expected to seek another term. "There's still plenty of time," he said.

Thomas Bach: Postponing Tokyo Games will cost IOC several hundred million dollars

The postponement to 2021 of the Olympic Games in Tokyo because of the coronavirus pandemic will cost the International Olympic Committee (IOC) "several hundred million dollars", its president Thomas Bach said on Wednesday. "We already know that we have to shoulder several hundred million US dollars of postponement costs," the German wrote in a letter to the Olympic movement, warning that, while the IOC would honour its financial obligations to Tokyo, it would probably have to make cuts. "We also need to look into and review all the services that we provide for these postponed Games," he said.

"The IOC will continue to be responsible for its share of the operational burden and its share of the costs for these postponed Games." The IOC, which has approximately $1 billion (926 million euros) in reserves, took the historic decision to postpone the Games, scheduled to open on July 24, until July 23 to August 8, 2021. If the coronavirus pandemic is not brought under control within a year, the Games cannot be postponed again and will be cancelled, the head of the organising committee (COJO) Yoshiro Mori warned on Tuesday.

A task force, which brings together the IOC and various partners, including COJO, "has established the priorities and management strategies to make these postponed Olympic Games feasible and successful", Bach said. These include creating "a safe environment with regard to health for all participants". "At this moment, nobody knows what the realities of the post-coronavirus world will look like," he said. "What is clear, however, is that probably none of us will be able to sustain every single initiative or event that we were planning before this crisis hit." He added that the IOC should also view the crisis as an opportunity.

"We can fairly assume that, in the post-coronavirus society, public health will play a much more important role. Sport and physical activity make a great contribution to health," he wrote. Bach also said the Olympic movement should consider its relationship with esports in light of social distancing.

"Whilst maintaining our principles by respecting the red line, with regard to the Olympic values, we encourage all our stakeholders even more urgently to 'consider how to govern electronic and virtual forms of their sport and explore opportunities with game publishers'," he said.

I remember the intensity of his commitment, and equally his smile. I send my condolences and my sympathy to his family, his friends, and all admirers of his work, in India and around the world," Jolie said in her message.

"A Mighty Heart", is a 2007 drama directed by Michael Winterbottom based on the 2003 memoir of the same name by Mariane Pearl. The film accounts the aftermath of the kidnapping of Marianne's journalist husband Daniel Pearl in Pakistan, and his subsequent beheading by the kidnappers.

The critically-acclaimed film was screened out of competition at the 2007 Cannes Film Festival, and is widely considered one of the earliest films to train the global spotlight on Irrfan Khan.

China gives WHO 30 million dollars more

Cash-rich China on Thursday announced an additional USD 30 million grant to the World Health Organization to support its global fight against the deadly coronavirus, days after Beijing expressed "serious concern" over President Donald Trump's decision to freeze US' funding for the UN health agency over its handling of the COVID-19 crisis. Chinese Foreign Ministry Spokesman Geng Shuang made the announcement at a media briefing here. The grant will be in addition to the USD 20 million provided by China, the world's second largest economy, earlier to the WHO.

"China has decided to donate another USD 30 million in cash to the WHO in addition to the USD 20 million cash donation to support the global fight against COVID-19 to help strengthen developing countries health systems," Geng said. He clarified that the additional USD 30 million funding was "aimed to COVID-19 response and supporting the health systems of developing countries".

"This is a different thing from the membership dues paid by China," he said. China hinted at stepping up its monetary contribution to the UN health agency on April 15. Beijing's response came a day after Trump announced to put a "very powerful" hold on US' funding to the WHO, accusing the UN agency of being "very China-centric" and criticising it for having "missed the call" in its response to the coronavirus pandemic. The US is the largest donor to the Geneva-based WHO.

Trump also criticised the organisation's relationship with China. "American taxpayers provide between USD 400m and USD 500 million per year to the WHO; in contrast China contributes roughly USD 40 million a year, even less. As the organisation's leading sponsor, the United States has a duty to insist on full accountability," he said. While announcing the new funding, Geng without referring to Trump's criticism, expressed China's full backing for the WHO and its Director General Dr General Tedros Adhanom Ghebreyesus, whom Trump has termed as pro-China.

"Since the outbreak of COVID-19, the WHO and its Chief Dr Tedros have been actively fulfilling their duties in upholding scientific, objective and an impartial stance. It played an important role in helping the relevant countries strengthen their pandemic response and promote international cooperation," Geng said.
"As the global fight against COVID-19 is at a crucial stage supporting the WHO is defending the ideals and principles of multilateralism and upholding the status and authority of the UN," he said.

Terming the virus the "common enemy of all", Geng said solidarity was the only weapon to defeat it. "Our donation is made out of support and trust of Chinese government and people for the WHO," Geng said, adding that "this is also our way of contributing to global public health and global efforts against the pandemic" Earlier while responding to Trump's announcement to freeze US' funding for the WHO, another Chinese Foreign Ministry Spokesman Zhao Lijian had said: "China expresses serious concern over the US announcement to halt its funding to WHO".

He said China will always support the Geneva-based WHO in playing an important role in international public health and global anti-epidemic response. Asked if China will step-up funding to the WHO to replace the US contributions, Zhao had said, "China has provided USD 20 million to the WHO (to fight COVID-19) and we will study the relevant matter", indicating that Beijing was considering to increase its contribution to the global health body.

Both China and the WHO faced serious criticism over lack of transparency especially about the discovery of the coronavirus in December last year and its silent spread in Wuhan until Beijing imposed a lockdown in the city on January 23. By that time, over five million people from Wuhan were reported to have left for holiday destinations at home and abroad to celebrate the Chinese New Year, which many allege resulted in the spreading of the deadly virus worldwide.

China has denied the allegations of any cover-up, saying it was the first country to report the COVID-19 to the WHO.
