Early Results of Experiments with Responsive Open Learning Environments

Responsive open learning environments (ROLEs) are the next generation of personal learning environments (PLEs). While PLEs rely on the simple aggregation of existing content and services mainly using Web 2.0 technologies, ROLEs are transforming lifelong learning by introducing a new infrastructure on a global scale while dealing with existing learning management systems, institutions, and technologies. The requirements engineering process in highly populated test-beds is as important as the technology development. In this paper, we will describe first experiences deploying ROLEs at two higher learning institutions in very different cultural settings. The Shanghai Jiao Tong University in China and at the “Center for Learning and Knowledge Management and Department of Information Management in Mechanical Engineering” (ZLW/IMA) at RWTH Aachen University have exposed ROLEs to theirs students in already established courses. The results demonstrated to readiness of the technology for large-scale trials and the benefits for the students leading to new insights in the design of ROLEs also for more informal learning situations.

Advancing mobile open learning through DigiBot technology: a case study of using WhatsApp as a scalable learning tool

This article presents a case study that outlines the potential of DigiBot technology, an interactive automated response program, in mobile open learning (MOL) for business subjects. The study, which draws on a project implemented in Sub-Saharan Africa, demonstrates the applications of DigiBots delivered via WhatsApp to over 650,000 learners. Employing a mixed-methods approach, the article reports on live event tracking, qualitative observations from facilitators and learning technologists, and a learner survey (<i>N</i> = 304,000). The research offers practical recommendations and proposes a model for scalable DigiBot learning. Findings reveal that in this case, DigiBot MOL had the potential to effectively address two key obstacles in open learning: accessibility and scalability. Leveraging mobile platforms such as WhatsApp mitigates accessibility restrictions, particularly in resource-constrained contexts, while tailored micro-learning enhances scalability.

REDDNET and Digital Preservation in the Open Cloud: Research at Texas Tech University Libraries on Long-Term Archival Storage

In the realm of digital data, vendor-supplied cloud systems will still leave the user with responsibility for curation of digital data. Some of the very tasks users thought they were delegating to the cloud vendor may be a requirement for users after all. For example, cloud vendors most often require that users maintain archival copies. Beyond the better known vendor cloud model, we examine curation in two other models: inhouse clouds, and what we call "open" clouds—which are neither inhouse nor vendor. In open clouds, users come aboard as participants or partners—for example, by invitation. In open cloud systems users can develop their own software and data management, control access, and purchase their own hardware while running securely in the cloud environment. To do so will still require working within the rules of the cloud system, but in some open cloud systems those restrictions and limitations can be walked around easily with surprisingly little loss of freedom. It is in this context that REDDnet (Research and Education Data Depot network) is presented as the place where the Texas Tech University (TTU)) Libraries have been conducting research on long-term digital archival storage. The REDDnet network by year's end will be at 1.2 petabytes (PB) with an additional 1.4 PB for a related project (Compact Muon Soleniod Heavy Ion [CMS-HI]); additionally there are over 200 TB of tape storage. These numbers exclude any disk space which TTU will be purchasing during the year. National Science Foundation (NSF) funding covering REDDnet and CMS-HI was in excess of $850,000 with $850,000 earmarked toward REDDnet. In the terminology we used above, REDDnet is an open cloud system that invited TTU Libraries to participate. This means that we run software which fits the REDDnet structure. We are beginning to complete the final design of our system, and starting to move into the first stages of construction. And we have made a decision to move forward and purchase one-half petabyte of disk storage in the initial phase. The concerns, deliberations and testing are presented here along with our initial approach.

OER and MOOC: The Need for Openness

The Open Software movement serves as a landmark and a starting point for many “open-something” initiatives, such as Open Educational Resources (OER) and Massive Online Open Courses (MOOC). However, under a pragmatic point-of-view, many of its basic principles are not considered specially when dealing with the above mentioned initiatives: common, industry-standard OER and MOOC lack a considerable set of really open features in a way that deviate the sense of the “O” letter – for Open – in its acronyms. Considering this, the present paper presents a systematization of these concepts around the general principle of openness. There will be discussed some strengths, challenges, and drawbacks in adopting openness as the key for OER and MOOC for Education in 21st Century.

Determinants of Online Behavior Among Jordanian Consumers: An Empirical Study of OpenSooq

Aim/Purpose: This study identifies the elements that influence intentions to purchase from the most popular Arabic online classifieds platform, OpenSooq.com. Background: Online purchasing has become popular among consumers in the past two decades, with perceived risk and trust playing key roles in consumers’ intention to purchase online. Methodology: A questionnaire survey was conducted of Internet users from three Jordanian districts to investigate how they used the OpenSooq platform in their e-commerce activities. In total, 202 usable responses were collected, and the data were analyzed with PLS-SEM for hypothesis testing and model validation. Contribution: Though online trading is increasingly popular, the factors that impact the behavior of consumers when purchasing high-value products have not been adequately investigated. Therefore, this study examined the factors affecting perceived risk, and the potential impact of privacy concerns on the perceived risk of online smartphone buyers. The study framework can help explore online behavior in various situations to ascertain similarities and differences and probe other aspects of online buying. Findings: Perceived risk negatively correlates with online purchasing behavior and trust. However, privacy concern and perceived risk, transaction security and trust, and trust and online purchasing behavior exhibited positive correlations. Recommendations for Practitioners: Customers can complete and retain online purchases in a range of settings illuminated in this study’s methods and procedures. Moreover, businesses can manage their IT arrangements to make Internet shopping more convenient and build processes for online shopping that allow for engagement, training, and ease of use, thus improving their customers’ online purchasing behavior. Recommendation for Researchers: Given the insight into the understanding and integration of variables including perceived risk, privacy issues, trust, transaction security, and online purchasing behavior, academics can build on the groundwork of this research paradigm to investigate underdeveloped countries, particularly Jordan, further. Impact on Society: Understanding the characteristics that influence online purchasing behavior can help countries realize the full potential of online shopping, particularly the benefits of safe, fast, and low-cost financial transactions without the need for an intermediary. Future Research: Future research can examine the link between online purchase intent, perceived risk, privacy concerns, trust, and transaction security to see if the findings of this study in Jordan can be applied to a broader context in other countries.

The Implications of Knowledge-Based HRM Practices on Open Innovations for SMEs in the Manufacturing Sector

Aim/Purpose: The main aim of this study was to investigate the impact of knowledge-based Human Resources Management (HRM) practices on inbound and outbound open innovation in Jordanian small and medium enterprises (SMEs). Background: SMEs in Jordan lack tangible resources. This insufficiency can be remedied by using knowledge as a resource. According to the Knowledge-Based View (KBV) theory, which posits knowledge as the most valuable resource, SMEs can achieve open innovation by implementing knowledge-based HRM practices that enhance the utilization of knowledge and yield competitiveness. Methodology: This study adopted the quantitative method employing descriptive and exploratory approaches. A total of 500 Jordanian manufacturing SMEs were selected from 2,310 manufacturing SMEs registered lists, according to the Jordan Social Security, by using random sampling. The study’s instrument was a questionnaire that was applied to these SMEs. There were 335 responses that were deemed useful for analysis after filtering out the replies with missing values; this corresponded to a response rate of 67%. The paper utilized structural equation modeling and cross-sectional design to test hypotheses in the proposed research model. Contribution: This study advocates the assumption of the role of KBV in improving innovation practices. This study contributes to the existing strategic HRM research by extending the understanding of knowledge-based HRM practices in the context of SMEs. Thus, this study contributes to the understanding of innovation management by demonstrating the role of knowledge-based HRM practices in boosting inbound and outbound OI practices, thereby enhancing innovation as an essential component of firm competitiveness. Findings: The findings revealed the positive impact of four knowledge-based HRM practices on inbound and outbound open innovation in Jordanian manufacturing SMEs. These practices were knowledge-based recruitment and selection, knowledge-based training and development, knowledge-based compensation and reward, as well as knowledge-based performance assessment. Recommendations for Practitioners: This study is expected to help the stakeholders of SMEs to re-shape the traditional HRM practices into knowledge-based practices which improve managerial skills, innovation practices, and the level of the firm’s competitiveness. Recommendation for Researchers: This study serves as a significant contribution to the research field of innovation practices by building a new association between knowledge-based HRM practices and inbound and outbound open innovation. Impact on Society: The study emphasizes the vital role of knowledge-based HRM practices in enhancing the knowledge and social skills of the human capital in SMEs in Jordan, thus improving the country’s social and economic development. Future Research: Future research could build on this study to include service SMEs. It could also employ a longitudinal study over the long run which would allow for a deeper analysis of the relationships of causality, offering a more comprehensive view of the effect of knowledge-based HRM on open innovation. Furthermore, future research could examine the sample of investigation before and after implementing the knowledge-based HRM practices to provide stronger evidence of their influence on inbound and outbound innovation.

Will a Black Hole Eventually Swallow Earth?” Fifth Graders' Interest in Questions from a Textbook, an Open Educational Resource and Other Students' Questions

Can questions sent to Open-Educational-Resource (OER) websites such as Ask-An-Expert serve as indicators for students’ interest in science? This issue was examined using an online questionnaire which included an equal number of questions about the topics “space” and “nutrition” randomly selected from three different sources: a 5th-grade science textbook, the “Ask-An-Expert” website, and questions collected from other students in the same age group. A sample of 113 5th-graders from two elementary schools were asked to rate their interest level in finding out the answer to these questions without knowledge of their source. Significant differences in students’ interest level were found between questions: textbook questions were ranked lowest for both subjects, and questions from the open-resource were ranked high. This finding suggests that questions sent to an open-resource could be used as an indicator of students’ interest in science. In addition, the high correlation of interests expressed by students from the two schools may point to a potential generalization of the findings. This study contributes by highlighting OER as a new and promising indicator of student interest, which may help bring “student voices” into mainstream science teaching to increase student interest in science.

Shifting Paradigms in Information Flow: An Open Science Framework (OSF) for Knowledge Sharing Teams

Aim/Purpose: This paper explores the implications of machine-mediated communication on human interaction in cross-disciplinary teams. The authors explore the relationships between Open Science Theory, its contributions to team science, and the opportunities and challenges associated with adopting open science principles. Background: Open Science Theory impacts many aspects of human interaction throughout the scholarly life cycle and can be seen in action through various technologies, which each typically touch only one such aspect. By serving multiple aspects of Open Science Theory at once, the Open Science Framework (OSF) serves as an exemplar technology. As such it illustrates how Open Science Theory can inform and expand cognitive and behavioral dynamics in teams at multiple levels in a single tool. Methodology: This concept paper provides a theoretical rationale for recommendations for exploring the connections between an open science paradigm and the dynamics of team communication. As such theory and evidence have been culled to initiate a synthesis of the nascent literature, current practice and theory. Contribution: This paper aims to illuminate the shared goals between open science and the study of teams by focusing on science team activities (data management, methods, algorithms, and outputs) as focal objects for further combined study. Findings: Team dynamics and characteristics that will affect successful human/machine assisted interactions through mediators of workflow culture, attitudes about ownership of knowledge, readiness to share openly, shifts from group-driven to user-driven functionality, group-organizing to self-organizing structures, and the development of trust as teams regulate between traditional and open science dissemination. Recommendations for Practitioners: Participation in open science practices through machine-assisted technologies in team projects/scholarship should be encouraged. Recommendation for Researchers: The information provided highlights areas in need of further study in team science as well as new primary sources of material in the study of teams utilizing machine-assisted methods in their work. Impact on Society: As researchers take on more complex social problems, new technology and open science practices can complement the work of diverse stakeholders while also providing opportunities to broaden impact and intensify scholarly contributions. Future Research: Future investigation into the cognitive and behavioral research conducted with teams that employ machine-assisted technologies in their workflows would offer researchers the opportunity to understand better the relationships between intelligent machines and science teams’ impacts on their communities as well as the necessary paradigmatic shifts inherent when utilizing these technologies.

US medical device maker Dexcom opens Penang factory with RM2.83b investment

BATU KAWAN: US-based medical devices company Dexcom Inc has officially opened its manufacturing facility, also its first offshore manufacturing site outside the United States, in Batu Kawan, Penang.

Penang Chief Minister Chow Kon Yeow said the RM2.83 billion strategic investment will bring more than 3,000 jobs to the state, contributing to a workforce set to positively impact the lives of over three million people worldwide.

Dexcom, founded in 1999, is a global leader in continuous glucose Monitoring (CGM) technology for individuals living with diabetes.

“The establishment of this new facility highlights Dexcom’s continued commitment to take control of health through innovative CGM systems. It also reaffirms Penang’s reputation as a global hub for advanced technological industries, reinforcing its position as a preferred destination for high-quality manufacturing and innovation,” the chief minister said in his speech at the opening ceremony here today.

Chow said Penang is on the right path towards becoming the medical technology (medtech) hub of Southeast Asia by leveraging on the state’s over 50 years of industry excellence.

“Housing the largest number of medtech companies nationally and regionally, Penang remains a highly attractive location for its infrastructure availability and ecosystem that meet the needs of the medtech industry.

“For the past five years (2019-2023), Penang garnered a total of RM5.8 billion worth of investments in the scientific and measuring equipment sector, representing 45% of the nation’s total investments in this sector, involving 33 projects and generating an estimated 4,630 employment opportunities,” he said.

Dubbed the Silicon Valley of the East, Penang has the highest concentration of medical technology companies in Malaysia and Southeast Asia to date. – Bernama

Ringgit opens marginally higher against US dollar

KUALA LUMPUR: The ringgit opened marginally higher against the US dollar today despite the US Dollar Index’s (DXY) strengthening, which should accelerate demand for the greenback.

At 8 am, the local note traded slightly better at 4.4330/4465 against the greenback compared with Tuesday’s close of 4.4365/4400.

Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid said higher demand for the US dollar is expected as comments from US Federal Reserve (Fed) officials indicated that the prospect of an interest rate cut highly depends on upcoming economic data.

“Minneapolis Fed president Neel Kashkari suggested that he will look at the upcoming inflation data before making any decision on the interest rate.

“As such, ringgit and other emerging market currencies will likely stay weak in the near term,” Mohd Afzanizam told Bernama.

He added investors will monitor the US Consumer Price Index (CPI) print tonight, with consensus pencilling in a 2.6 per cent rise in October from 2.4 per cent previously, while Core CPI may be sustained at 3.3 per cent.

At the opening, the ringgit traded higher against a basket of major currencies.

It was higher against the British pound at 5.6463/6635 from 5.6889/6934 at Tuesday’s close, better against the euro to 4.7061/7204 from 4.7111/7148 and firmer against the Japanese yen to 2.8661/8752 from 2.8788/8812.

The ringgit also traded higher against ASEAN currencies.

Against the Thai baht, it rose to 12.7162/7637 from 12.7456/7608 at Tuesday’s close and strengthened against the Singapore dollar at 3.3107/3210 from 3.3143/3174.

The local unit marginally increased vis-a-vis the Philippine peso to 7.53/7.56 from 7.54/7.55 and was slightly higher against the Indonesian rupiah to 280.8/281.9 from 281.0/281.5 previously.
