Northwest Forest Plan—the first 15 years (1994–2008): watershed condition status and trend.

We used two data sets to evaluate stream and watershed condition for sixth-field watersheds in each aquatic province within the Northwest Forest Plan (NWFP) area: stream data and upslope data. The stream evaluation was based on inchannel data (e.g., substrate, pieces of large wood, water temperature, pool frequency, and macroinvertebrates) we sampled from 2002 to 2009 (193 watersheds) as part of a repeating sample design. We just completed our first round of sampling, so only current condition was calculated for this data set. When condition scores for the inchannel data were grouped into categories, relatively few fell into the low (10 percent) and very low (1 percent) categories. The majority of inchannel attribute scores fell into the moderate (35 percent) and high (41 percent) condition ranges, with relatively few (12 percent) in the very high category. For low-scoring watersheds, water temperature was often the most influential factor. Aquatic invertebrate scores also appeared influential in producing the low scores.

Northwest Forest Plan-The First 10 Years (1994-2003): Socioeconomic Monitoring Results

The socioeconomic monitoring report addresses two evaluation questions posed in the Northwest Forest Plan (the Plan) Record of Decision and assesses progress in meeting five Plan socioeconomic goals. Volume I of the report contains key findings. Volume II addresses the question, Are predictable levels of timber and nontimber resources available and being produced? It also evaluates progress in meeting the goal of producing a predictable level of timber sales, special forest products, livestock grazing, minerals, and recreation opportunities. The focus of volume III is the evaluation question, Are local communities and economies experiencing positive or negative changes that may be associated with federal forest management? Two Plan goals are also assessed in volume III: (1) to maintain the stability of local and regional economies on a predictable, long-term basis and, (2) to assist with long-term economic development and diversification to minimize adverse impacts associated with the loss of timber jobs. Progress in meeting another Plan goal-to promote agency-citizen collaboration in forest management-is evaluated in volume IV. Volume V reports on trends in public values regarding forest management in the Pacific Northwest over the past decade, community views of how well the forest values and environmental qualities associated with late-successional, old-growth, and aquatic ecosystems have been protected under the Plan (a fifth Plan goal), and issues and concerns relating to forest management under the Plan expressed by community members. Volume VI provides a history of the Northwest Forest Plan socioeconomic monitoring program and a discussion of potential directions for the program.

Necessary work: discovering old forests, new outlooks, and community on the H.J. Andrews Experimental Forest, 1948-2000.

The H.J. Andrews Experimental Forest (Andrews Forest) is both an idea and a particular place. It is an experimental landscape, a natural resource, and an ecosystem that has long inspired many people. On the landscape of the Andrews Forest, some of those people built the foundation for a collaborative community that fosters closer communication among the scientists and managers who struggle to understand how that ecosystem functions and to identify optimal management strategies for this and other national forest lands in the Pacific Northwest. People who worked there generated new ideas about forest ecology and related ecosystems. Working together in this place, they generated ideas, developed research proposals, and considered the implications of their work. They functioned as individuals in a science-based community that emerged and evolved over time. Individuals acted in a confluence of personalities, personal choices, and power relations. In the context of this unique landscape and serendipitous opportunities, those people created an exceptionally potent learning environment for science and management. Science, in this context, was largely a story of personalities, not simply a matter of test tubes, experimental watersheds, or top-down management sponsored by a large federal agency or university. Ideas flowed in a constructed environment that eventually linked people, place, and community with an emerging vision of ecosystem management. Drawing largely on oral history, this book explores the inner workings and structure of that science-based community. Science themes, management issues, specific research programs, the landscape itself, and the people who work there are all indispensable components of a complex web of community, the Andrews group. The first four chapters explore the origins of the Forest Service decision to establish an experimental forest in the west-central Oregon Cascades in 1948 and the people and priorities that transformed that field site into a prominent facility for interdisciplinary research in the coniferous biome of the International Biological Programme in the 1970s. Later chapters explore emerging links between long-term research and interdisciplinary science at the Andrews Forest. Those links shaped the group's response to concerns about logging in old-growth forests during the 1980s and 1990s. Concluding chapters explore how scientists in the group tried to adapt to new roles as public policy consultants in the 1990s without losing sight of the community values that they considered crucial to their earlier accomplishments.

Northwest Forest Plan-the first 10 years (1994-2003): first-decade results of the Northwest Forest Plan

The Northwest Forest Plan (the Plan) was developed in 1994 to resolve debates over old-growth forests and endangered species on federal forests in the range of the northern spotted owl. In 2005, federal agencies reviewed the first 10 years under the Plan to learn what worked and what did not, what changed, and what new information or surprises might influence these forests in the future. I highlight the monitoring results and new science from that review. Following are some of the key findings. Nearly all existing older forest habitat on federal land was protected from timber harvest. Older forest on federal land had a net increase of over 1 million acres in the first 10 years of the Plan. Despite protection of northern spotted owl habitat on federal land, spotted owl populations declined at a greater rate than expected in the northern half of their range, likely because of barred owl competition, climate, and the changing condition of historical habitat. Watershed condition improved slightly, because of reduced harvest in riparian areas, tree growth, and increased emphasis on restoration. Federal timber harvest in the Plan area averaged only 54 percent of Plan goals. In spite of mitigation measures, some local communities near federal lands had job losses and other adverse effects. State, federal, and tribal governments worked together on forest issues better than they ever had before. Increased collaboration with communities changed how the agencies get work done.

Northwest Forest Plan-the first 10 years (1994-2003): Socioeconomic monitoring of the Okanogan-Wenatchee National Forest and five local communities

This report examines socioeconomic changes that occurred between 1990 and 2003 associated with implementation of the Northwest Forest Plan (the Plan) in and around lands managed by the Okanogan-Wenatchee National Forest in Washington state. Our findings are based on quantitative data from the U.S. census, the USDA Forest Service and other federal databases, historical documents, and interviews with Forest Service employees and members of five case study communities: Naches Valley, Cashmere, Entiat, Twisp, and the Upper Okanogan Valley. We explore how the Plan affected the flow of socioeconomic benefits associated with the Okanogan-Wenatchee National Forest, such as the production of forest commodities and forest-based recreation, agency jobs, procurement contract work for ecosystem management activities, grants for community economic assistance, payments to county governments, and opportunities for collaborative forest management. The greatest socioeconomic change stemming from the national forest during the study period was the sharp decline in timber harvest activities, a change that had been underway prior to the Plan. This decline not only affected timber industry jobs in local communities, but also resulted in declining agency budgets and staff reductions. Communities' responses differed. Communities with greater economic diversity were able to absorb the changes in forest management, whereas communities more heavily dependent on timber experienced an additional destabilizing effect.

Late-successional and old-growth (LSOG) monitoring characterizes the status and trends of older forests to answer such questions as: How much older forest is there? Where is it? How much has changed and from what causes? Is the Northwest Forest Plan (the Plan) maintaining or restoring older forest ecosystems to desired conditions on federal lands in the Plan area? This assessment is the second in a continuous monitoring cycle. We initially reported on LSOG status and trends from 1994 to 2003 in the "10-year report." This document, the mid-cycle "15-year report," updates the assessment to 2006 in Washington and Oregon and to 2007 in California. The next major assessment will be the 20-year report.

This is the second in a series of periodic monitoring reports on northern spotted owl (Strix occidentalis caurina) population and habitat trends on federally administered lands since implementation of the Northwest Forest Plan in 1994. Here we summarize results from a population analysis that included data from longterm demographic studies during 1985–2008. This data was analyzed separately by study area, and also in a meta-analysis across all study areas to assess temporal and spatial patterns in fecundity, apparent survival, recruitment, and annual rates of population change.

Northwest Forest Plan—the first 15 years (1994–2008): status and trend of nesting habitat for the marbled murrelet

The primary objectives of the effectiveness monitoring plan for the marbled murrelet (Brachyramphus marmoratus) include mapping baseline nesting habitat (at the start of the Northwest Forest Plan [the Plan]) and estimating changes in that habitat over time. Using vegetation data derived from satellite imagery, we modeled habitat suitability by using a maximum entropy model. We used Maxent software to compute habitat suitability scores from vegetation and physiographic attributes based on comparisons of conditions at 342 sites that were occupied by marbled murrelets (equal numbers of confirmed nest sites and likely nest sites) and average conditions over all forested lands in which the murrelets occurred. We estimated 3.8 million acres of higher suitability nesting habitat over all lands in the murrelet's range in Washington, Oregon, and California at the start of the Plan (1994/96). Most (89 percent) baseline habitat on federally administered lands occurred within reserved-land allocations. A substantial amount (36 percent) of baseline habitat occurred on nonfederal lands. Over all lands, we observed a net loss of about 7 percent of higher suitability potential nesting habitat from the baseline period to 2006/07. If we focus on losses and ignore gains, we estimate a loss of about 13 percent of the higher suitability habitat present at baseline, over this same period. Fire has been the major cause of loss of nesting habitat on federal lands since the Plan was implemented; timber harvest is the primary cause of loss on nonfederal lands. We also found that murrelet population size is strongly and positively correlated with amount of nesting habitat, suggesting that conservation of remaining nesting habitat and restoration of currently unsuitable habitat is key to murrelet recovery.

We use Ricci flow to obtain a local bi-Holder correspondence between Ricci limit spaces in three dimensions and smooth manifolds. This is more than a complete resolution of the three-dimensional case of the conjecture of Anderson-Cheeger-Colding-Tian, describing how Ricci limit spaces in three dimensions must be homeomorphic to manifolds, and we obtain this in the most general, locally non-collapsed case. The proofs build on results and ideas from recent papers of Hochard and the current authors.

Categorification via blocks of modular representations for sl(n). (arXiv:1612.06941v3 [math.RT] UPDATED)

Bernstein, Frenkel, and Khovanov have constructed a categorification of tensor products of the standard representation of $mathfrak{sl}_2$, where they use singular blocks of category $mathcal{O}$ for $mathfrak{sl}_n$ and translation functors. Here we construct a positive characteristic analogue using blocks of representations of $mathfrak{sl}_n$ over a field $ extbf{k}$ of characteristic $p$ with zero Frobenius character, and singular Harish-Chandra character. We show that the aforementioned categorification admits a Koszul graded lift, which is equivalent to a geometric categorification constructed by Cautis, Kamnitzer, and Licata using coherent sheaves on cotangent bundles to Grassmanians. In particular, the latter admits an abelian refinement. With respect to this abelian refinement, the stratified Mukai flop induces a perverse equivalence on the derived categories for complementary Grassmanians. This is part of a larger project to give a combinatorial approach to Lusztig's conjectures for representations of Lie algebras in positive characteristic.

Continuity in a parameter of solutions to boundary-value problems in Sobolev spaces. (arXiv:2005.03494v1 [math.CA])

We consider the most general class of linear inhomogeneous boundary-value problems for systems of ordinary differential equations of an arbitrary order whose solutions and right-hand sides belong to appropriate Sobolev spaces. For parameter-dependent problems from this class, we prove a constructive criterion for their solutions to be continuous in the Sobolev space with respect to the parameter. We also prove a two-sided estimate for the degree of convergence of these solutions to the solution of the nonperturbed problem.

Games Where You Can Play Optimally with Arena-Independent Finite Memory. (arXiv:2001.03894v2 [cs.GT] UPDATED)

For decades, two-player (antagonistic) games on graphs have been a framework of choice for many important problems in theoretical computer science. A notorious one is controller synthesis, which can be rephrased through the game-theoretic metaphor as the quest for a winning strategy of the system in a game against its antagonistic environment. Depending on the specification, optimal strategies might be simple or quite complex, for example having to use (possibly infinite) memory. Hence, research strives to understand which settings allow for simple strategies.

In 2005, Gimbert and Zielonka provided a complete characterization of preference relations (a formal framework to model specifications and game objectives) that admit memoryless optimal strategies for both players. In the last fifteen years however, practical applications have driven the community toward games with complex or multiple objectives, where memory -- finite or infinite -- is almost always required. Despite much effort, the exact frontiers of the class of preference relations that admit finite-memory optimal strategies still elude us.

In this work, we establish a complete characterization of preference relations that admit optimal strategies using arena-independent finite memory, generalizing the work of Gimbert and Zielonka to the finite-memory case. We also prove an equivalent to their celebrated corollary of great practical interest: if both players have optimal (arena-independent-)finite-memory strategies in all one-player games, then it is also the case in all two-player games. Finally, we pinpoint the boundaries of our results with regard to the literature: our work completely covers the case of arena-independent memory (e.g., multiple parity objectives, lower- and upper-bounded energy objectives), and paves the way to the arena-dependent case (e.g., multiple lower-bounded energy objectives).

For safety-critical black-box optimization tasks, observations of the constraints and the objective are often noisy and available only for the feasible points. We propose an approach based on log barriers to find a local solution of a non-convex non-smooth black-box optimization problem $min f^0(x)$ subject to $f^i(x)leq 0,~ i = 1,ldots, m$, at the same time, guaranteeing constraint satisfaction while learning an optimal solution with high probability. Our proposed algorithm exploits noisy observations to iteratively improve on an initial safe point until convergence. We derive the convergence rate and prove safety of our algorithm. We demonstrate its performance in an application to an iterative control design problem.

Revisiting Semantics of Interactions for Trace Validity Analysis. (arXiv:1911.03094v2 [cs.SE] UPDATED)

Interaction languages such as MSC are often associated with formal semantics by means of translations into distinct behavioral formalisms such as automatas or Petri nets. In contrast to translational approaches we propose an operational approach. Its principle is to identify which elementary communication actions can be immediately executed, and then to compute, for every such action, a new interaction representing the possible continuations to its execution. We also define an algorithm for checking the validity of execution traces (i.e. whether or not they belong to an interaction's semantics). Algorithms for semantic computation and trace validity are analyzed by means of experiments.

Scheduling with a processing time oracle. (arXiv:2005.03394v1 [cs.DS])

In this paper we study a single machine scheduling problem on a set of independent jobs whose execution time is not known, but guaranteed to be either short or long, for two given processing times. At every time step, the scheduler has the possibility either to test a job, by querying a processing time oracle, which reveals its processing time, and occupies one time unit on the schedule. Or the scheduler can execute a job, might it be previously tested or not. The objective value is the total completion time over all jobs, and is compared with the objective value of an optimal schedule, which does not need to test. The resulting competitive ratio measures the price of hidden processing time.

Two models are studied in this paper. In the non-adaptive model, the algorithm needs to decide before hand which jobs to test, and which jobs to execute untested. However in the adaptive model, the algorithm can make these decisions adaptively to the outcomes of the job tests. In both models we provide optimal polynomial time two-phase algorithms, which consist of a first phase where jobs are tested, and a second phase where jobs are executed untested. Experiments give strong evidence that optimal algorithms have this structure. Proving this property is left as an open problem.

Expressing Accountability Patterns using Structural Causal Models. (arXiv:2005.03294v1 [cs.SE])

While the exact definition and implementation of accountability depend on the specific context, at its core accountability describes a mechanism that will make decisions transparent and often provides means to sanction "bad" decisions. As such, accountability is specifically relevant for Cyber-Physical Systems, such as robots or drones, that embed themselves into a human society, take decisions and might cause lasting harm. Without a notion of accountability, such systems could behave with impunity and would not fit into society. Despite its relevance, there is currently no agreement on its meaning and, more importantly, no way to express accountability properties for these systems. As a solution we propose to express the accountability properties of systems using Structural Causal Models. They can be represented as human-readable graphical models while also offering mathematical tools to analyze and reason over them. Our central contribution is to show how Structural Causal Models can be used to express and analyze the accountability properties of systems and that this approach allows us to identify accountability patterns. These accountability patterns can be catalogued and used to improve systems and their architectures.

In this paper we share our experience applying the AIOps approach to a production cloud object storage service to get actionable insights into system's behavior and health. We describe a real-life production cloud scale service and its operational data, present the AIOps platform we have created, and show how it has helped us resolving operational pain points.

But Boldy took that initial burst of interest and ran with it, releasing a slew of mixtapes and guest appearances leading up to his 2013 debut album My 1st Chemistry Set, produced entirely by The Alchemist.

Just over a year later, Boldy was signed to Nas’ then-new label Mass Appeal Records. Boldy’s latest project, out this past February, is House of Blues.
