The decline in oil prices and the value of investment assets since the start of the coronavirus outbreak will have an adverse impact on the "financial solvency" of the state, Emir Sheikh Sabah al-Ahmad al-Sabah said on Saturday. "Kuwait is facing the big and unprecedented challenge of shielding our economy from the external shocks caused by this virus, specifically the decline in oil prices and the value of investments and assets, which will have a negative impact on the financial solvency of the state," the emir was cited by the state news agency KUNA as saying. It wasn't clear if the comment meant that Kuwait could delay the payment of government dues, or whether it was a general statement about the deterioration of the state's finance as a result of the economic impact of the health crisis.

(United States Fifth Circuit) - Deny petition for review. Plaintiff appealed dismissal of application for asylum and withholding of removal. Petition for stay of removal was granted, but denied the award of attorney fees. Plaintiff appealed the denial of attorney fees. Appeals court ruled that Plaintiff was not entitled to attorney fees under the Equal Access to Justice Act because the government’s actions were substantially justified.

(United States Second Circuit) - The district court's order reciprocally suspending defendant-attorney from the practice of law before that court based on an order of the Connecticut Superior Court, is affirmed, where: 1) defendant received adequate notice of the charges; 2) defendant's other due process challenges to the state court proceedings are either meritless or, at most, concern harmless error; and 3) defendant also has not shown, by clear and convincing evidence, that there was a "substantial infirmity in the proof" supporting the state court disciplinary order.

(United States Supreme Court) - Disciplinary sanctions imposed by the state bar, pursuant to Cannon 7(C)(1), on a candidate for judicial office, who mailed and posted online a letter soliciting financial contributions for her campaign, are affirmed over a First Amendment challenge, where Cannon 7(C)(1) is narrowly tailored to serve the State's compelling interest.

(California Court of Appeal) - Affirmed. Plaintiff sued for negligence and premises liability for an assault that injured him in the Defendant's parking lot. The trial court found that Plaintiff had not met his burden of showing foreseeability of violent criminal assaults. Therefore, Defendant did not have a legal duty to implement additional security measures to prevent possible third-party conduct.

(United States Second Circuit) - Held that an insurance company may not proceed with a negligence lawsuit against an adjuster for allegedly botching a claim for hurricane damage. The lawsuit was not filed within the statute of limitations.

(California Court of Appeal) - In defendants' petition for a writ of mandate directing the trial court to vacate both its order finding real-party-in-interest did not waive the attorney-client privilege as it applied to an e-mail inadvertently turned over during discovery, and the court's order disqualifying a law firm from representing defendants in the underlying lawsuits, the petition is denied where, regardless of how the attorney obtained the documents, whenever a reasonably competent attorney would conclude the documents obviously or clearly appear to be privileged and it is reasonably apparent they were inadvertently disclosed, the State Fund rule requires the attorney to review the documents no more than necessary to determine whether they are privileged, notify the privilege holder the attorney has documents that appear to be privileged, and refrain from using the documents until the parties or the court resolves any dispute about their privileged nature.

(Court of Appeals of New York) - Conviction for criminal sale of a controlled substance is affirmed where defendant was given a reasonable opportunity to object to the legality of his guilty plea and didn't do so, thus failing to preserve his claim challenging the validity of his plea.

(California Court of Appeal) - Affirmed that a ski area was not liable for injuries that a snowboarder suffered when she collided with a snowcat and snow-grooming tiller. The snowboarder, who was seriously hurt, argued that the ski resort was grossly negligent and thus liable for her injuries despite the liability waiver she had signed as part of her season-pass agreement. However, the Third Appellate District concluded that the operation of snow-grooming equipment on a snow run is an inherent risk of snowboarding and that there was no gross negligence, affirming summary judgment against her claims.

(United States Ninth Circuit) - Largely affirming the decision against Pharrell Williams and Robin Thicke in a suit brought by the estate of Marvin Gaye over copyright infringement in the song Blurred Lines, but reversing the district court's decision to overturn the jury's general verdict in favor of certain parties because the defendants had waived any challenge to the consistency of the jury's general verdicts.

(United States Ninth Circuit) - Affirmed a judgment of copyright infringement. In an amended opinion, the Ninth Circuit largely affirmed the decision after a jury trial that musician Pharrell Williams, Robin Thicke, and Clifford Harris Jr.'s song Blurred Lines, the world's best-selling single in 2013, infringed the copyright in a 1977 Marvin Gaye song, Got To Give It Up. The panel also held that the award of actual damages and infringers' profits and its running royalty were proper.

(United States Seventh Circuit) - Affirmed. The district court's grant of summary judgment to defendant correctional employees in a suit brought by a prisoner was proper because the plaintiff failed to exhaust his administrative remedies and the defendant's didn't provide objectively unreasonable medical care.

For the first time, every eligible voter in California will get a mail-in ballot, Gov. Gavin Newsom announced Friday during his daily coronavirus briefing. 

Newsom signed the executive order Friday, saying it was a matter of voter safety.

"Not to feel like they have to go into a concentrated, dense environment where their health may be at risk, we'll provide an additional asset, an additional resource, by way of voting by mail," Newsom said.

Newsom said there will be physical voting sites as well with safety measures put in place to protect against the spread of COVID-19. Newsom's executive order is solely for the November general election.

Voting by mail has been steadily increasing. During California's March statewide primary, a record 72 percent of the ballots cast were mail-in.

Newsom held his daily briefing at a Sacramento florist shop that reopened Friday under the state's next phase of economic recovery. It allows non-essential retailers to offer curbside service.

In his remarks, Newsom said the 14.7% national unemployment rate doesn't represent the true number of those out of work. The jobless figure released Friday is the highest since the Great Depression. He said that 4.3 million people have applied for unemployment in California alone since mid-March, and that's on top of those who were already out of work.

"When you add 4.3 million people to a workforce that's north of 18 million … do the math," he said. "We're not at 14.7%. The state of California is north of 20% right now."

While President Trump has continually praised Newsom's handling of the pandemic he criticized the governor Friday. Trump said he thinks the state can move a little quicker on reopening and that people may force the issue.
