Hearing Held to Reauthorize the National Apprenticeship Act On Wednesday, March 4, 2020, the Higher Education and Workforce investment Subcommittee held a hearing to discuss reauthorizing the National Apprenticeship Act. The National Apprenticeship Act, originally passed in 1937, will be amended to expand the apprenticeship system to include broader forms of apprenticeship programs. This discussion is centered around how to modernize the Act and bring apprenticeships into the 21st century. NECA’s Look Ahead: Preserving these valued apprenticeship programs is a priority. NECA continues to work closely with legislators while this bill is being shaped. 2. NLRB Chairman and General Counsel to Testify Regarding Funding Next week, the Chairman and General Counsel of the National Labor Relations Board are scheduled to testify before the House Appropriations committee. This hearing is anticipated to be contentious with lawmakers inquiring as to the reasons behind the Trump Administration’s request to lower the board’s funding by 10%. At the same time, the NLRB’s regional offices are plagued with under-employment and the board itself is dogged with hearings and legal challenges over ethical conflicts of interest. NECA’s Look Ahead: While historically the National Labor Relations Board has been a contentious and often politicized place, this hearing is expected to highlight the new level of dysfunction that now riddles the Board. NECA believes that lawmakers should continue to fully fund the NLRB and encourage their leadership to expedite the hiring of their regional offices. 3. Congress Passes Coronavirus Funding Bill On Wednesday, March 4, 2020, Congress passed a NECA-supported bill, H.R. 6074, the Coronavirus Preparedness and Response Supplemental Appropriations Act. NECA’s Look Ahead: This bill addresses the critical funding issues surrounding the U.S. response to the Coronavirus outbreak. NECA Helps Secure Construction Industry Exemption in Final IRAP Rule On March 10, 2020, the Department of Labor released the final rule of the Industry-Recognized Apprenticeship Programs (IRAP) regulation. The final rule contains a permanent construction industry exemption, thereby protecting our industry from participation in IRAPs. NECA released a statement thanking the Administration for recognizing that the construction industry has longstanding expertise in the creation and execution of apprenticeships. NECA’s Look Ahead: NECA strongly advocated for the construction industry’s exemption, with thousands of NECA contractors sending comments to the Department of Labor. By securing this exemption, the long-established, gold standard apprenticeship model that NECA Contractors utilize will remain intact and not be subjected to these parallel programs which will operate with less scrutiny and limited educational requirements. 2. The House Introduces Legislation to Address COVID-19 Outbreak Washington D.C., like the rest of the nation and world, is responding to the outbreak of the COVID-19 (Coronavirus). On Capitol Hill, negotiators continue to work to find a compromise between competing coronavirus response bills. The House will gavel out today and will return to Washington D.C. on March 23, 2020 to finish the negotiations on a final response package. Constructing a practitioner-derived framework By www.fs.fed.us Published On :: Tue, 31 Jul 2012 06:00:00 PST Agencies and organizations deploy various strategies in response to environmental challenges, including the formulation of policy, programs, and regulations. Citizen-based environmental stewardship is increasingly seen as an innovative and important approach to improving and conserving landscape health. A new research focus on the stewardship of urban natural resources is being launched by the U.S. Forest Service in the Pacific Northwest region. Early scoping efforts are addressing various scales of human systems ranging from individuals to organizations to the entire positive "footprint" of stewardship on the land. This report addresses a fundamental need—to understand and describe civic environmental stewardship in urban settings. Stewardship has been described and defined in diverse ways within a variety of contexts, including the philosophical literature of environmentalism, agency program descriptions, and outreach by sponsoring organizations. Constructing a framework to convey the layered meanings of stewardship will help to focus and guide future research. A cognitive mapping technique was used to elicit responses to the question "What is environmental stewardship?" Semistructured interviews were conducted with representatives of nine Seattle environmental organizations, a group of practitioners who collectively represent over 100 years of experience in the field. Program planners and managers have particularly direct experiences of stewardship. Cognitive mapping enables participants to explore, then display, their particular knowledge and perceptions about an idea or activity. Analysis generated thematic, structural representations of shared concepts. Results show that the practitioners have multilayered perceptions of stewardship, from environmental improvement to community building, and from actions to outcomes. The resulting conceptual framework demonstrates the full extent of stewardship activity and meaning, which can aid stewardship sponsors to improve stewardship programs, leading to better experiences for participants and higher quality outcomes for projects and environments. These data are generally not available in a consistent fashion and have to be estimated from state-level data, forest resource inventory statistics, and production of forest products. This publication describes the estimation process and documents the various assumptions. These estimates have been used for the past three decades in the periodic USDA Forest Service timber assessments. Full Article
ship Trends in global shipping and the impact on Alaska's forest products By www.fs.fed.us Published On :: Mon 29 Aug 2011 1350:00 PST Traditionally, there has been a strong forest products trade between Alaska and Asia. This trade relationship has developed owing to Alaska's proximity to Asia and, in the past, an abundance of high-quality timber. Although forest products markets in North America remain soft, markets in Asia are growing. However, to benefit from Asia's growing forest products market, it is important to understand the concepts of global shipping including containerization, intermodal transport, non vessel operating common carriers, and freight forwarders. One key development that could have a major impact on Alaska's forest products trade is the opening of the Port of Prince Rupert (British Columbia) in 2007. The Port of Prince Rupert ships lumber, logs, and wood pellets to Asia and is much closer to southeast Alaska than are the ports of Seattle and Tacoma. The Prince Rupert port is also 1 day closer to Asia. Despite Prince Rupert's proximity to Alaska, however, there is still no regularly scheduled barge service between the Port of Prince Rupert and southeast Alaska. Potential connections that may develop are examined in this paper. This paper also examines the changing concepts of global shipping and how they affect Alaska's forest products industry. ship Ecosystem services as a framework for forest stewardship: Deschutes National Forest overview. These include commonly recognized goods like timber and fresh water, as well as processes like climate regulation and water purification, and aesthetic, spiritual, and cultural benefits. The USDA Forest Service has been exploring use of the framework of ecosystem services as a way to describe goods and services provided by federal lands and attract and build partnerships with stakeholders and nongovernmental organizations. More recently, the agency has sought place-based example applications of the ecosystem service framework to explore its possible use as a tool to guide forest management, and better illustrate the concept for policymakers, managers, and potential national forest partners. ship Building a citizen-agency partnership among diverse interests: the Colville National Forest and Northeast Washington Forestry Coalition Experience By www.fs.fed.us Published On :: Thu, 31 May 2012 14:55:00 PST Concerns about forest health and the threat of wildfire across the Western United States increasingly provide the impetus for communities to find land management solutions that serve multiple interests. Funding and procedural changes over the past decade have positioned federal agencies to put greater emphasis on multistakeholder partnerships and public outreach efforts. Partnerships build slowly over time, but can result in a healthier resource, reduced fire risk, greater stability for agency planning processes, and more resilient communities. Drawing on interviews with stakeholders representing broad interests in a partnership between the Northeast Washington Forestry Coalition and the Colville National Forest, we examine some of the critical factors leading to the partnership's success and identify challenges along the way. We illustrate how the citizens of Colville, Washington, overcame conflicts by learning to communicate their interests and use existing resources to advance a variety of goals, ranging from fuels reduction and active forest management to roadless area and wilderness management. We highlight a set of important organizational themes that have emerged from Colville to provide managers and other stakeholders with ideas for similar efforts. Full Article
