Rwanda’s Human Resources for Health (HRH) Program – funded in part by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) from 2012 to 2017 – more than tripled the country’s physician specialist workforce and produced major increases in the numbers and qualifications of nurses and midwives, says a new report from the National Academies of Sciences, Engineering, and Medicine.

Today the National Academies of Sciences, Engineering, and Medicine released its review of the National Toxicology Program’s (NTP) draft monograph Systematic Review of Fluoride Exposure and Neurodevelopmental and Cognitive Health Effects.

This week, U.S. Education Secretary Betsy DeVos announced that more than $300 million from the first coronavirus rescue package will go to two education grant competitions for K-12 and higher ed.

States will be able to apply for a piece of the $180 million allotted to the "Rethink K-12 Education Models Grant" and $127.5 million allotted to the "Reimagining Workforce Preparation Grant."

The money is 1% of the more than $30 billion set aside for education in the CARES Act. Those billions are intended to help states with the highest coronavirus burden.

States can access the money by creating proposals to fund virtual or work-based learning programs. The grant categories include two of DeVos' pre-existing pet policy ideas: "microgrants" that go directly to home-schooling families, and microcredentials that offer a shorter path to workforce preparation.

On the higher ed side, the secretary has long pushed for workforce-oriented education and shorter paths to a degree. She's been praised for this stance by online and for-profit colleges, while traditional institutions have been less sanguine.

Similarly, the secretary is a longtime advocate of alternatives to public schools, including home schooling. She has praised programs like Florida's Gardiner Scholarship, which provides up to $10,000 to the families of children with special needs to support home schooling. Last fall, DeVos proposed a $5 billion "Education Freedom Scholarship" program, which would have used federal tax credits to support, essentially, a voucher program that families could use both for private schools and home schooling.

While this week's announcement is significant for the policy directions it signals, it's a comparatively small amount of money. Education groups have asked the federal government for $200 billion (with a B) more in funds to maintain basic services.

Update 1:04 p.m. Goodell: 'Same mistakes can never be repeated'

Commissioner Roger Goodell says the NFL wants to implement new personal conduct policies by the Super Bowl. At a news conference Friday, Goodell made his first public statements in more than a week about the rash of NFL players involved in domestic violence. He did not announce any specific changes, but said he has not considered resigning.

"Unfortunately, over the past several weeks, we have seen all too much of the NFL doing wrong," he said. "That starts with me."

The league has faced increasing criticism that it has not acted quickly or emphatically enough concerning the domestic abuse cases.

The commissioner reiterated that he botched the handling of the Ray Rice case.

"The same mistakes can never be repeated," he said.

Goodell now oversees all personal conduct cases, deciding guilt and penalties.

He said he believes he has the support of the NFL's owners, his bosses.

"That has been clear to me," he said.

McDonald, a defensive end for San Francisco, continues to practice and play while being investigated on suspicion of domestic violence.

As these cases have come to light, such groups as the National Organization of Women and league partners and sponsors have come down hard on the NFL to be more responsive in dealing with them. Congress also is watching to see how the NFL reacts.

In response to the criticism, the NFL announced it is partnering with a domestic violence hotline and a sexual violence resource center.

Goodell also said in a memo to the clubs late Thursday that within the next 30 days, all NFL and team personnel will participate in education sessions on domestic violence and sexual assault. The memo said the league will work with the union in providing the "information and tools to understand and recognize domestic violence and sexual assault."

The league will provide financial, operational and promotional support to the National Domestic Violence Hotline and the National Sexual Violence Resource Center.

The National Domestic Violence Hotline provides domestic violence victims and survivors access to a national network of resources and shelters. It is available 24 hours a day, seven days a week in 170 languages. Goodell noted that the hotline received 84 percent more calls from Sept. 8-15, and the organization said more than 50 percent of those calls went unanswered because of lack of staff.

"The hotline will add 25 full-time advocates over the next few weeks that will result in an additional 750 calls a day being answered," he said.

NSVRC supports sexual violence coalitions across the United States. The NFL's initial support will be directed toward state coalitions to provide additional resources to sexual assault hotlines.

Access to water is often described as a basic human right, so rights violations may be committed where corporate activities interfere with individuals' access to water. Water supply is generally the responsibility of government, but recent Dutch research has suggested that corporate social responsibility (CSR) can have a significant impact on the sustainability of freshwater supply in countries with weak governance regimes.

Sustainable consumption and production (SCP) programmes are frameworks to systemically develop sustainability. New research has analysed three national SCP programmes in the UK, Sweden and Finland and concluded that, rather than provide a strong roadmap for sustainability, they tend to be a toolbox of good but scattered initiatives.

The last two decades have seen a series of new construction waste policies management in Hong Kong. One of the most significant is an offsite construction waste sorting (CWS) programme which, since its implementation in 2006, has separated 5.11 million tonnes of construction waste into different materials. The researchers suggest that the study provides an important reference for other countries working to minimise construction waste.

Individuals can assess how their behaviour is affecting nitrogen pollution with a newly developed nitrogen footprint calculator, which was developed by a team from the University of Virginia (U.S.) and the Energy Research Centre (ECN, the Netherlands). For many people in wealthy countries, reducing protein consumption to the recommended levels and reducing the amount of red meat and energy they consume would significantly lower their nitrogen footprint.

Climate change poses a large threat to African agriculture, but there is little research on how to respond. A recent study indicates that traditional adaptation methods are not enough and international collaboration is needed in ‘planned adaptation’ by collecting and conserving certain crops for the future.

A review of the European Climate Change Programme has concluded that the initiative has successfully identified cost-efficient policy measures to reduce greenhouse gas (GHG) emissions, allowed consensus-building among key stakeholders, and positioned the European Union as a leader in climate change actions.

Littering on coasts could be reduced by providing environmental information to temporary residents, research suggests. The study found that temporary residents were just as likely to litter as permanent resident populations and other visitors, but tended to be the group least aware of local environmental programmes.

Emissions of sulphur dioxide (SO2) and nitrogen oxides (NOx) have fallen significantly across Europe since 1960. According to recent research, this is caused by a combination of factors including improved energy efficiency, a changing fuel mix and specific emission control measures. At the same time CO₂ emissions have only increased moderately, mainly due to improvements in energy efficiency.

A new report indicates that some progress has been made towards meeting key sustainable transport targets, but challenges remain. Improvements in passenger vehicle efficiency has led to reductions in emissions, however, reductions in oil consumption are not sufficient to meet targets, with more policy initiatives and continued monitoring needed to ensure that sustainability goals are achieved.

Bike share programmes appear to have successfully reduced private car use in Brisbane, Melbourne, Washington DC, Minnesota and London, suggests recent research. In London, however, high demand for vans to transport bicycles between docking stations may have increased overall motor vehicle use in the city.

The researchers say significant progress has been made in light of new guidelines imposed by the European Union, which is often linked to financial investment, as well as the capacity of city planners to implement changes.

National Forest Programmes (NFPs) aim to incorporate the views of a wide range of stakeholders into the management of national forests. However, an analysis of NFPs in Bulgaria and Germany found they had little impact on forest policy. Despite this, stakeholders who took part in the NFP negotiations welcomed the opportunity to contribute to the policy-making process, even though they realised they may have little impact.

A recent study confirms that some European ash trees are more genetically-resistant to the devastating ash dieback disease. These individuals could therefore be selected for gene conservation and/or start a breeding programme to save the European ash.

Fire frequency is changing globally, yet it is unclear how such changes affect soil carbon and nitrogen storage, and, in turn, impact on ecosystem productivity. A study was conducted to evaluate how increased fire frequency drives changes in soil carbon and nitrogen over multiple decades. Data from 48 sites that have experienced altered fire frequency were analysed, spanning up to 65 years. The meta-analysis found that frequently burned sites experienced a significant decline in surface soil carbon and nitrogen over time — on average having 36% less carbon and 38% less nitrogen, after 64 years, than sites that were protected from fire. The researchers also observed comparable changes in an independent field dataset and in dynamic model simulations of global vegetation. The results indicate that future changes in fire frequency may lead to long-term changes in the amount of carbon and nitrogen stored in soils, especially in savanna grasslands and broadleaf forests. This has implications for the global carbon cycle and for ecosystem productivity and should, therefore, be considered in the design and implementation of relevant policy instruments.

A new report commissioned by UNESCO has reviewed several case studies of national progress in learning and education for sustainable development (ESD). There are a wide range of approaches but, at the heart of all initiatives, are multi-stakeholder and collaborative partnerships which aim to instigate social change towards a more sustainable future.

Effective regulation of genetically modified organisms (GMOs) calls for monitoring of the potential environmental risks. This study explored whether the German permanent soil monitoring programme could be a useful tool for this purpose. The researchers say the programme has potential to monitor the effects of GMOs on local soil communities, but that adaptations would be necessary.

New research has shown that policy measures in Denmark have successfully reduced total nitrogen loading to 10 estuaries by 39% in recent decades. However, to fully meet the targets of the EU Nitrates Directive and comply with the EU Water Framework Directive in a cost-effective manner, further mitigation measures must be tailored and focused to particular areas.

Ireland's national agri-environment scheme can reduce nitrate leaching from beef farming, shows a recent study. Nitrate leached at an average rate of 17.3 kilograms per hectare (kg/ha) on studied plots which complied with the scheme. This compares with 63.1 kg/ha on intensively farmed plots. The programme can therefore help Ireland meet requirements of the EU’s Water Framework Directive (WFD) and Nitrates Directive, the researchers suggest.

Increased plant biodiversity improves grassland soil quality by boosting its nitrogen levels, even in the absence of nitrogen-fixing plants, recent research has found. Previous research has shown that grasslands with higher biodiversity had higher levels of carbon and nitrogen. However, in the case of nitrogen it has been suggested that this was purely a result of increased numbers of nitrogen-fixing legumes, such as clover. This study was the first to show that, even without legumes, increased numbers of grassland species increased both carbon and nitrogen soil stocks.

Increased soil biodiversity can reduce nitrogen pollution, improve nutrient uptake by plants and even increase crop yields, new research suggests. The two-year study found that levels of nitrogen leaching from soil with an abundant soil life were nearly 25% lower than for soil with a reduced level of soil life. Practices which enhance soil biodiversity such as reduced tilling, crop rotation and organic farming may therefore help reduce the environmental impacts of fertilisers and improve agricultural sustainability, the researchers say.
