OSCE promotes unified application of law and predictability of justice in Armenia

Human rights and fair trial standards, as reflected in recent decisions of the Armenian Cassation Court, the country’s highest judicial instance for all except constitutional matters, were the focus of an OSCE-supported training workshop held on June 11 and 12 in Dilijan, Armenia. The workshop aimed at promoting transparency and predictability of justice and a unified application of the law.

Some forty judges of courts of general jurisdiction and the Court of Appeals and their assistants discussed the major precedent decisions of the Cassation Court related to human rights and the judicial supervision of pre-trial proceedings, presumption of innocence, right to liberty and security of person and other fair trial guarantees.

Davit Avetisyan, Chairman of the Criminal Chamber of the Cassation Court, who moderated the workshop, emphasised that precedent decisions of the Cassation Court not only shape judicial practice but also impact overall developments and on-going reforms in the criminal justice system.

“This initiative is a part of continuous efforts by the OSCE Office in Yerevan to promote the application of international best practices and human rights standards in the daily work of judges,” said Maria Silvanyan, National Legal Officer at the OSCE Office.

The event was the fourth in a series of workshops since November 2015 organized with the support of the OSCE Office in Yerevan, in partnership with Armenia’s Cassation Court and the Judicial Department. The workshops have provided training to up to 100 criminal law judges and their assistants from the capital and the regions of Armenia.

The OSCE Office has a long-standing relationship of co-operation with the Cassation Court, contributing to the independence, impartiality and professionalism of the judicial system and adoption of decisions based on international standards.

Unfettered and professional media are cornerstones of democracy, says Head of OSCE Mission in Kosovo on World Press Freedom Day

PRISHTINË/PRIŠTINA, 3 May 2016 – Respectable standards of freedom of press have been achieved in Kosovo over the years, creating a vibrant and diverse media scene - but these efforts need to continue in order to address remaining challenges, said Head of the OSCE Mission in Kosovo Jean-Claude Schlumberger today on World Press Freedom Day.

“Freedom of the media in Kosovo is periodically violated, when journalists face intimidation, threats and sometimes even physical attacks. There were 27 cases of violence against journalists in 2015 and at least five cases during the first quarter of 2016,” he said.

Ambassador Schlumberger called on the law enforcement structures and the institutions of justice to enhance the level of priority given to countering intimidation against journalists and reach tangible results in processing cases of violence against journalists without delay.

“Unfettered and professional media are the cornerstone of democracy,” he said. “On this day, the OSCE Mission in Kosovo acknowledges the importance of the media for building a democratic society. We also take the opportunity to commend the hard work and dedication of many journalists in Kosovo who reflect the spirit and values of media freedoms and professionalism. At the same time, we call on all institutions to do their utmost to further the respect for press freedoms and the right of the public to be informed.”

Schlumberger urged media regulators to ensure a conducive media environment and follow up closely on any breaches of ethical codes of conduct by audio-visual, print, and online media.

“To mark World Press Freedom Day, the Mission will support three televised debates promoting freedom of expression and freedom of media, in Albanian and Serbian languages,” said Schlumberger.

The OSCE Mission in Kosovo is mandated with human rights protection and promotion, democratization and public safety sector development. It is helping to safeguard the freedom of the media and freedom of expression and supports media development.

John le Carré Teases New Smiley TV Series, Potentially Starring Jared Harris

In a great profile in Saturday's New York Times promoting his new novel Agent Running in the Field, author John le Carré  reveals that his sons' production company, The Ink Factory, are plotting an epic new TV series about his most famous character, spymaster George Smiley. "According to le Carré," asserts the article's author, Tobias Grey, "The Ink Factory now plans to do new television adaptations of all the novels featuring Cold War spy George Smiley - this time in chronological order. 'That means that if you actually go back to the first big conspiracies in The Spy Who Came In From the Cold, you've got to consider how Smiley ages and how young he was at that time,' le Carré says. That would mean finding an actor who can play younger than the Smiley incarnated by Gary Oldman in the film version of Tinker, Tailor, Soldier, Spy. Le Carré says that his sons are interested in casting the British actor Jared Harris, whose performance they all admired in the recent TV mini-series Chernobyl." Harris (The Man From U.N.C.L.E., Allied), interestingly, was originally cast in Tomas Alfredson's 2011 le Carré  adaptation Tinker Tailor Soldier Spy as Circus (MI6) chief Percy Alleline, but had to drop out due to scheduling conflicts with Sherlock Holmes: A Game of Shadows, in which he played Professor Moriarty. Toby Jones took on the Alleline role, and embodied the character perfectly. Besides Oldman, Smiley has been played in the past by Denholm Elliott, James Mason, Rupert Davies, and, most memorably, Alec Guinness in two famous BBC miniseries.

A new miniseries version of The Spy Who Came In From the Cold was first announced back in 2016 as a follow-up to the hugely successful le Carré miniseries The Night Manager. Le Carré worked with the producers and writer to crack their take on the material, and that work led him to write a whole new sequel to the book, A Legacy of Spies, but did not yield a series. Instead, The Little Drummer Girl (2018) proved to be the next le Carré miniseries, but work continued on The Spy Who Came In From the Cold. Now, apparently, that project has grown in scope and morphed into this one. I've long craved a long-form TV series about le Carré's Circus, devoting a season to each book and dropping in the short stories from The Secret Pilgrim at the appropriate historical moments and, most crucially, finally giving us a television version of the (to date unfilmed) middle book in the Karla trilogy, The Honourable Schoolboy. This sounds like it could turn out to be exactly that! (Though hopefully they'll begin at the real beginning with Call For the Dead, and not The Spy Who Came In From the Cold.) It's a most tantalizing prospect!
