1.2 Notice to the respondent was dispensed with, as the respondent had not yet been summoned by the Trial Court.

2 A perusal of the impugned order reveals that the Ld. Trial Court declined to take cognizance of the complaint primarily for the reason that the complainant despite availing several opportunities had not filed the ECS mandate. Further the account statement filed did not bear any stamp and was not even signed. Therefore, noticing that several opportunities have already been afforded to the complainant, the complaint was dismissed. 3 Sh.Anish Bhola, counsel for the petitioner has assailed the CR No.-88/2020 Page No.-1 of 3 impugned Order on the ground that the Ld. MM committed a grave error in observing that the ECS mandate was not on record. It is pointed out that the petitioner/ complainant along with the complaint had placed on record a ' Debit Authorization Form issued by the customer" i.e. the respondent to the petitioner bank. It is argued that the Debit Authorization Form is akin to ECS mandate. The petitioner/complainant had also placed on record along with the complaint a memorandum issued by the bank, noticing return of the mandate on account of insufficiency of funds. Sh.Bhola has, further, argued that the offence as envisaged u/sec.-25 of the Payments & Settlement Systems Act (hereinafter referred to as 'the PSS Act') was completed, when the respondent, who had taken a loan and had issued authorization to debit the amount each month from his account failed to maintain sufficient balance in his account, thereby, resulting in failure of debit of amount. It is, therefore, argued that the Ld. MM committed a grave error in dismissing the complaint as both the documents constituting the offence were on record.

लॉकडाउन के 45 दिन में एक भी अपराध नहीं, शराब दुकान खुलते ही 5 दिन में 88

देश में कोरोना संक्रमण को लेकर 17 मई तक लॉकडाउन जारी है। प्रदेश में लंबे अंतराल के बाद सोमवार से जिले की समस्त शराब दुकानें खोल दी गई हैं। नशे के आदी दुकान खुलते ही शराब खरीदने व पीने टूट पड़े। यहीनहीं जिले में शराब दुकानखुलने के बाद इसके विपरीत परिणाम भी सामने आने लगे हैं। जहां पिछले 45 दिनों में अपराधों की संख्या नहीं के बराबर थी वहीं 4 मई से शराब दुकानें खुलने के बाद 8 मई तक यानी 5 दिन में 88 अपराध दर्ज हुए हैं।

राब दुकान खुलने के महज दूसरे दिन से ही जिले के विभिन्न स्थानों से शराब का साइड इफेक्ट दिखना शुरू हो गया है, कहीं पारिवारिक झगड़े तो कहीं शराब पीने के लिए पत्नी से जबर्दस्ती पैसे छीनने एवं मारपीट तथा प्रताड़ना जैसे दृश्य अब घरों में दिखाई देने लगे हैं। निचली बस्तियों में यह नजारा कुछ ज्यादा ही नजर आ रहा है। जिले के कुछ इलाकों से मामला अब पुलिस में भी पहुंचने लगा है।

तीन दिन में ही 8 प्रकरण मारपीट के

4 मई से खुलने वाली शराब दुकान के साथ ही 10 से अधिक लड़ाई-झगड़े के प्रकरण थाने में दर्ज किए गए हैं। थाना प्रभारी विजय चौधरी ने बताया कि
शराब दुकान खुलने के कारण अपराधों में इजाफा हुआ है। मंगलवार को 10 मामले लड़ाई-झगड़े के दर्ज किए गए। सिटी कोतवाली में ही पिछले तीन
दिनों में दर्ज 10 आपराधिक मामलों में 8 मारपीट तथा दो
चोरी के हैं। मारपीट में घायल सभी मामलों में आरोपियों पर शराब के नशे में मारपीट करने का आरोप है।मारपीट के सर्वाधिक 55 मामले दर्ज, 12सड़क दुर्घटनाओं में 8 नशे के कारण हुईं

जिले में 5 दिन में 122 अपराध दर्ज किए गए थे, इसमें 70 प्रतिशत अपराध यानी 88 अपराध सिर्फ दो दिन में ही दर्ज किए गए हैं। जिले में अचानक अपराधों के बढे ग्राफ का कारण शराब दुकानों के खुलने को माना जा रहा है। इन अपराधों में सर्वाधिक 55 मामले मारपीट में चोट के हैं। मारपीट के इन अधिकतर मामलों में गिरफ्त अपराधी शराब के नशे में थे। यही हाल सड़क दुर्घटनाओं का भी है, जहां जिले में एक सप्ताह में 12 सड़क दुर्घटनाओं में 8 दुर्घटनाएं शराब दुकान खुलने के बाद सिर्फ दो दिन में हुई है। इन दुर्घटनाओं में दो लोगों की मौत व 10 लोग घायल हुए थे। एक बलात्कार व 5 अपहरण के मामले भी इसी दौरान सामने आए हैं।

Characterization of the Pseudomonas aeruginosa T6SS PldB immunity proteins PA5086, PA5087 and PA5088 explains a novel stockpiling mechanism

The bacterial type VI secretion system (T6SS) secretes many toxic effectors to gain advantage in interbacterial competition and for eukaryotic host infection. The cognate immunity proteins of these effectors protect bacteria from their own effectors. PldB is a T6SS trans-kingdom effector in Pseudomonas aeruginosa that can infect both prokaryotic and eukaryotic cells. Three proteins, PA5086, PA5087 and PA5088, are employed to suppress the toxicity of PldB-family proteins. The structures of PA5087 and PA5088 have previously been reported, but the identification of further distinctions between these immunity proteins is needed. Here, the crystal structure of PA5086 is reported at 1.90 Å resolution. A structural comparison of the three PldB immunity proteins showed vast divergences in their electrostatic potential surfaces. This interesting phenomenon provides an explanation of the stockpiling mechanism of T6SS immunity proteins.
