A Ranking Tool Exploiting Semantic Descriptions for the Comparison of EQF-based Qualifications

Nowadays, one of the main issues discussed at the Community level is represented by the mobility of students and workers across Europe. During the last years, in order to deal with the above picture, several initiatives have been carried out: one of them is the definition of the European Qualification Framework (EQF), a common architecture for the description of qualifications. At the same time, several research activities were established with the aim of finding how semantic technologies could be exploited for qualifications comparison in the field of human resources acquisition. In this paper, the EQF specifications are taken into account and they are applied in a practical scenario to develop a ranking algorithm for the comparison of qualifications expressed in terms of knowledge, skill and competence concepts, potentially aimed at supporting European employers during the recruiting phase.

Improving Webpage Access Predictions Based on Sequence Prediction and PageRank Algorithm

Aim/Purpose: In this article, we provide a better solution to Webpage access prediction. In particularly, our core proposed approach is to increase accuracy and efficiency by reducing the sequence space with integration of PageRank into CPT+. Background: The problem of predicting the next page on a web site has become significant because of the non-stop growth of Internet in terms of the volume of contents and the mass of users. The webpage prediction is complex because we should consider multiple kinds of information such as the webpage name, the contents of the webpage, the user profile, the time between webpage visits, differences among users, and the time spent on a page or on each part of the page. Therefore, webpage access prediction draws substantial effort of the web mining research community in order to obtain valuable information and improve user experience as well. Methodology: CPT+ is a complex prediction algorithm that dramatically offers more accurate predictions than other state-of-the-art models. The integration of the importance of every particular page on a website (i.e., the PageRank) regarding to its associations with other pages into CPT+ model can improve the performance of the existing model. Contribution: In this paper, we propose an approach to reduce prediction space while improving accuracy through combining CPT+ and PageRank algorithms. Experimental results on several real datasets indicate the space reduced by up to between 15% and 30%. As a result, the run-time is quicker. Furthermore, the prediction accuracy is improved. It is convenient that researchers go on using CPT+ to predict Webpage access. Findings: Our experimental results indicate that PageRank algorithm is a good solution to improve CPT+ prediction. An amount of though approximately 15 % to 30% of redundant data is removed from datasets while improving the accuracy. Recommendations for Practitioners: The result of the article could be used in developing relevant applications such as Webpage and product recommendation systems. Recommendation for Researchers: The paper provides a prediction model that integrates CPT+ and PageRank algorithms to tackle the problem of complexity and accuracy. The model has been experimented against several real datasets in order to show its performance. Impact on Society: Given an improving model to predict Webpage access using in several fields such as e-learning, product recommendation, link prediction, and user behavior prediction, the society can enjoy a better experience and more efficient environment while surfing the Web. Future Research: We intend to further improve the accuracy of webpage access prediction by using the combination of CPT+ and other algorithms.

A Framework for Ranking Critical Success Factors of Business Intelligence Based on Enterprise Architecture and Maturity Model

Aim/Purpose: The aim of this study is to identify Critical Success Factors (CSF) of Business Intelligence (BI) and provide a framework to classify CSF into layers or perspectives using an enterprise architecture approach, then rank CSF within each perspective and evaluate the importance of each perspective at different BI maturity levels as well. Background: Although the implementation of the BI project has a significant impact on creating analytical and competitive capabilities, the lack of evaluation of CSF holistically is still a challenge. Moreover, the BI maturity level of the organization has not been considered in the BI implementation project. Identifying BI critical success factors and their importance can help the project team to move to a higher maturity level in the organization. Methodology: First, a list of distinct CSF is identified through a literature review. Second, a framework is provided for categorizing these CSF using enterprise architecture. Interviewing is the research method used to evaluate the importance of CSF and framework layers with two questionnaires among experts. The first questionnaire was done by Analytical Hierarchy Process (AHP), a quantitative method of decision-making to calculate the weight of the CSF according to the importance of CSF in each of the framework layers. The second one was conducted to evaluate framework layers at different BI maturity levels using a Likert scale. Contribution: This paper contributes to the implementation of BI projects by identifying a comprehensive list of CSF in the form of a holistic multi-layered framework and ranking the importance of CSF and layers at BI maturity levels. Findings: The most important CSF in BI implementation projects include senior management support, process identification, data quality, analytics quality, hardware quality, security standards, scope management, documentation, project team skills, and customer needs transformation, which received the highest scores in framework layers. In addition, it was observed that as the organization moves to higher levels of maturity, the average importance of strategic business and security perspectives or layers increases. But the average importance of data, applications, infrastructure, and network, the project management layers in the proposed framework is the same regardless of the level of business intelligence maturity. Recommendations for Practitioners: The results of this paper can be used by academicians and practitioners to improve BI project implementation through understanding a comprehensive list of CSF and their importance. This awareness causes us to focus on the most important CSF and have better planning to reach higher levels of maturity according to the maturity level of the organization. Future Research: For future research, the interaction of critical success factors of business intelligence and framework layers can be examined with different methods.

A Novel Telecom Customer Churn Analysis System Based on RFM Model and Feature Importance Ranking

Aim/Purpose: In this paper, we present an RFM model-based telecom customer churn system for better predicting and analyzing customer churn. Background: In the highly competitive telecom industry, customer churn is an important research topic in customer relationship management (CRM) for telecom companies that want to improve customer retention. Many researchers focus on a telecom customer churn analysis system to find out the customer churn factors for improving prediction accuracy. Methodology: The telecom customer churn analysis system consists of three main parts: customer segmentation, churn prediction, and churn factor identification. To segment the original dataset, we use the RFM model and K-means algorithm with an elbow method. We then use RFM-based feature construction for customer churn prediction, and the XGBoost algorithm with SHAP method to obtain a feature importance ranking. We chose an open-source customer churn dataset that contains 7,043 instances and 21 features. Contribution: We present a novel system for churn analysis in telecom companies, which encompasses customer churn prediction, customer segmentation, and churn factor analysis to enhance business strategies and services. In this system, we leverage customer segmentation techniques for feature construction, which enables the new features to improve the model performance significantly. Our experiments demonstrate that the proposed system outperforms current advanced customer churn prediction methods in the same dataset, with a higher prediction accuracy. The results further demonstrate that this churn analysis system can help telecom companies mine customer value from the features in a dataset, identify the primary factors contributing to customer churn, and propose suitable solution strategies. Findings: Simulation results show that the K-means algorithm gets better results when the original dataset is divided into four groups, so the K value is selected as 4. The XGBoost algorithm achieves 79.3% and 81.05% accuracy on the original dataset and new data with RFM, respectively. Additionally, each cluster has a unique feature importance ranking, allowing for specialized strategies to be provided to each cluster. Overall, our system can help telecom companies implement effective CRM and marketing strategies to reduce customer churn. Recommendations for Practitioners: More accurate churn prediction reduces misjudgment of customer churn. The acquisition of customer churn factors makes the company more convenient to analyze the reasons for churn and formulate relevant conservation strategies. Recommendation for Researchers: The research achieves 81.05% accuracy for customer churn prediction with the Xgboost and RFM algorithms. We believe that more enhancements algorithms can be attempted for data preprocessing for better prediction. Impact on Society: This study proposes a more accurate and competitive customer churn system to help telecom companies conserve the local markets and reduce capital outflows. Future Research: The research is also applicable to other fields, such as education, banking, and so forth. We will make more new attempts based on this system.

A Learn-to-Rank Approach to Medicine Selection for Patient Treatments

Aim/Purpose: This research utilized a learn-to-rank algorithm to provide medical recommendations to prescribers. The algorithm has been utilized in other domains, such as information retrieval and recommender systems. Background: Ranking the possible medical treatments according to diagnoses of the medical cases is very beneficial for doctors, especially during the coding process. Methodology: We developed two deep learning pointwise learn-to-rank models within one prediction pipeline: one for predicting the top possible active ingredients from disease features, the other for ranking actual medicines codes from diseases and the ingredients features. Contribution: A new learn-to-rank deep learning model has been developed to rank medical procedures based on datasets collected from insurance companies. Findings: We ran 18 cross-validation trials on a confidential dataset from an insurance company. We obtained an average normalized discounted cumulative gain (NDCG@8) of 74% with a 5% standard deviation as a result of all 18 experiments. Our approach outperformed a known approach used in the information retrieval domain in which data is represented in LibSVM format. Then, we ran the same trials using three learn-to-rank models – pointwise, pairwise, and listwise – which yielded average NDCG@8 of 71%, 72%, and 72%, respectively. Recommendations for Practitioners: The proposed model provides an insightful approach to helping to manage the patient’s treatment process. Recommendation for Researchers: This research lays the groundwork for exploring various applications of data science techniques and machine learning algorithms in the medical field. Future studies should focus on the significant potential of learn-to-rank algorithms across different medical domains, including their use in cost-effectiveness models. Emphasizing these algorithms could enhance decision-making processes and optimize resource allocation in healthcare settings. Impact on Society: This will help insurance companies and end users reduce the cost associated with patient treatment. It also helps doctors to choose the best procedure and medicines for their patients. Future Research: Future research is required to investigate the impact of medicine data at a granular level.

Perceived service process in e-service delivery system: B2C online retailers performance ranking by TOPSIS

Significant work in service domain has focused on customer journey within e-service delivery system process (e-SDSP). Few studies have focused on process-centric approach to customer journey during delivery of e-services. This study aims to investigate the performance assessment of three online retailers (alternatives) using perceived service process during different stages of e-SDSP as a criterion for decision-making. TOPSIS is used in this paper to rate and evaluate multiple online retailers. Based on perceived service process as the criterion, results show that online retailer-2 outperforms other two online retailers. This study is one of the first to rate online retailers by utilising customer-perceived service process (latent variables) as a decision-making criterion throughout e-SDSP. The finding suggests that perceived searching process is the most essential criterion for decision-making, followed by the perceived after-sales service process, the perceived agreement process, and the perceived fulfilment process. Implications, limitations, and future scope are also discussed.

Hmmm... let's check the calendar to see if anything interesting is happening this week, and... OH WOW, THE ELECTION IS TOMORROW. If you haven't filled out your ballot yet, allow us to help! • Let's start with the disappointing Oregonian headline of the day:

Oh, hello... unless I overslept again and missed it, THE ELECTION HASN'T HAPPENED YET, AND THEREFORE HAS NOT BEEN "UPENDED" BY ANYTHING. Despite the inference behind this very poorly worded headline, ranked-choice voting is actually super easy, and having a "sprawling" candidate field simply means that we finally have a far more diverse group of people (not just moneyed white dudes bought and paid for by local business interests) running for office. THAT IS A VERY GOOD THING. So allow me to rewrite this headline: "Ranked-choice voting, healthy and diverse candidate field is great for Portland City Council races and democracy in general." • As we know, Portland's attempts to construct and carry out good environmental policies has been hampered by our current city council (who, again, was bought and paid for by local business interests ????). However, that could very well change with a more progressive, people-oriented council, and a significant number of current candidates are promising to change this narrative if they are elected to office on Tuesday. • A suspect has been arrested in the Halloween shooting at a Vancouver mall which left one person dead and two injured. Vancouver resident Travis L. Ward was taken into custody by police and members of the city's SWAT team after receiving tips from Facebook users. The shooting was allegedly a targeted attack, and the suspect—who was reportedly dressed in black and wearing a clown mask—is scheduled to appear in court today.

When Skye Baskin died, it was initially portrayed as a failure of the Oregon State Hospital. New records reviewed by OPB indicate serious failures in the Douglas County Jail preceded his death.

• One of Oregon's conservation greats, Bob Sallinger, has died suddenly at the age of 57. Known for leading such longtime environmental groups as Willamette Riverkeeper and Bird Conservation Oregon (BCO), Sallinger was a beloved figure who, according to the board of BCO, "was a pioneer in highlighting the importance of preserving and restoring wildlife habitat in urban areas, and a key player in efforts to conserve iconic Oregon landscapes, including the Elliott Forest, Malheur National Wildlife Refuge, and the Klamath Basin." He will be missed.

  • Important fox update! The young arctic white fox spotted in Portland a few weeks ago is now in the care of the Bird Alliance of Oregon. Last Friday, the Bird Alliance posted an update, noting the fox was likely illegally kept in captivity in Oregon. And while the fox sniffed out and found several mice hidden for her around her enclosure, it’s unlikely she’d survive in the wilderness. The organization reports the fox is in good health and they’re looking for a permanent home for her with a wildlife agency.

• The body of a missing hiker was found in Mt. Hood National Forest last Friday. Police say 33-year-old James Robert MacDonald was found by search and rescue crews after his family reported he didn’t return from a hike Wednesday, Nov. 6. This is the second major search conducted for a missing hiker in Mt. Hood National Forest in less than two weeks. Last Tuesday, the Clackamas County Sheriff’s Office found a missing mushroom hunter in densely forested terrain as he exited the Eagle Creek Trail. He was found “cold and wet” but otherwise in good health.

• Dozens of Portlanders and local organizations have signed on to a letter urging the Portland City Council to postpone a vote on a contract that would funnel more money into the Portland Metro Chamber. This Wednesday, City Council is likely to approve the expansion of one of the city’s Enhanced Service Districts, Downtown Clean & Safe. The expansion also accompanies a $58 million contract renewal for Clean & Safe. Enhanced Service Districts are special districts where property owners pay a tax to fund extra security services and cleanups around the district. If it were any other organization or even any other ESD, few would bat an eye at the contract renewal, but Downtown Clean & Safe is essentially operated by the Portland Metro Chamber (formerly the Portland Business Alliance). The city funnels millions of district tax dollars into this no-bid contract, to give ESD ratepayers–most of which are downtown businesses–an added layer of private security, as well as trash and graffiti removal. While plenty of folks are supportive of the extra services, quite a few Portlanders, including condo owners in the district, say the contract arrangement is barely ethical, and serves primarily to funnel taxpayer money into the Metro Chamber, which is one of the most powerful lobbying groups in the city. There are few, if any, checks and balances on the contract. Aside from ethical concerns, condo owners in the Downtown Clean & Safe ESD say they are being charged for services they already pay for through their Homeowners Associations and city taxes.

• Oregon has repeatedly failed to protect or keep data about the kids in its foster care system who wind up being sex trafficked. If you have an Oregonian subscription, this heartbreaking story is worth a read. The series shines a light on a disjointed foster care system in Oregon that failed to protect more than two dozen foster care children from being sold for sex or "anything of value," including one woman, who's now 21 but ran away with men multiple times and was forced to perform sex acts when she was 16. Multiple teens in foster care are at risk of being sold into prostitution, but for years, the state has been slow to respond and/or failed to identify those at risk, despite federal requirements to keep data on the high-risk teens in state custody.

Yesterday was Veterans Day, and perhaps the most notable event of the day was the posthumous military rank awarded to Civil War-era activist and abolitionist Harriet Tubman. Tubman escaped slavery and went on to help rescue an estimated 70 other people from slavery via the Underground Railroad. Aside from her activism and liberation of others, she's also regarded as the first woman to lead an armed combat regimen for the Union during the Civil War. In 1863, Tubman led 150 African American Union soldiers in a raid that ultimately rescued an estimated 700 slaves. For her efforts, Tubman was named a one-star brigadier general in the Maryland National Guard.

•In a move that feels like the Trump agenda is already setting in, the Intercept lays out a bill scheduled to be voted on next week with bipartisan support that would essentially allow the government to revoke tax exemption from any nonprofit organizations it deems to have a connection to terrorism or support terrorism. HR 9495, the Stop Terror-Financing and Tax Penalties on American Hostages Act, would give the US Treasury secretary the power to notify any organization that its tax-exempt status will be revoked. The nonprofit will have 90 days to appeal. The ACLU is sounding the alarm, noting a bill of that magnitude would only serve to chill free speech and other activities of orgs that don’t align with Trump’s political allies or agenda. The fact that this bill was introduced is a likely indicator that members of Congress and US government officials already have a few nonprofits in mind. 

I want to be absolutely clear. Having reviewed the text of the law, it is, quite possibly, the most unconstitutional bill I have ever encountered during my time as a legal professional. It makes the Patriot Act look like an appropriations bill. It’s the modern equivalent of the Sedition Act of 1798.

• With just over three months left in President Biden's term, chatter among Democratic senators suggests US Supreme Court Justice Sonia Sotomayor should step down so Biden can make a SCOTUS appointment before he leaves office. Sotomayor, 70, hasn't indicated her intention to retire from the court, but with a current Democratic majority in the Senate, some say the time is now for her to step aside and allow for another justice to be appointed by a Democrat president. At least one senator is pushing back on that suggestion. On a recent episode of Meet the Press, Sen. Bernie Sanders of Vermont told NBC's Kristen Welker he doesn't think it's a good idea. Dems are trying to avoid a repeat of what happened in 2020, when Justice Ruth Bader Ginsberg ignored calls for her to step down, then died while still serving. Trump was president, and replaced Ginsberg—often revered as a feminist icon—with conservative Justice Amy Coney Barrett.

• US transportation safety officials are investigating whether certain models of Hondas and Acuras are prone to engine failure. The AP reports the National Highway Traffic Safety Administration is looking into rod bearing failures that can cause the engines on several makes and models to fail. Honda last year issued a recall to fix the engine problem, but the NHTSA says nearly 175 complaints from vehicle owners who experienced the same engine failure issues, but whose vehicles weren’t included in Honda’s 2023 recall. The issue covers the Honda Pilot and Acura MDX (2016-2020 model years); the Honda Odyssey and Acura TLX (2018 through 2020), and the Honda Ridgeline (2017-2019).

Moscow Patriot Park director and high-ranking defense official arrested for fraud

Vyacheslav Akhmedov, director of Moscow's Patriot Park, was arrested as part of the investigation into fraudulent activities. Deputy head of the Main Directorate for Innovative Development of the Russian Ministry of Defense, Major General Vladimir Shesterov, was detained as well, the Investigative Committee of Russia said on its Telegram channel. The arrested individuals, together with their accomplices, are responsible for the theft of funds allocated for the operation of the Patriot Park. Army-2024 international military and technical forum was supposed to be held in the Patriot Park in August 2024. Now the event has been put into question.

Assessment of the exchange-hole dipole moment dispersion correction for the energy ranking stage of the seventh crystal structure prediction blind test

The seventh blind test of crystal structure prediction (CSP) methods substantially increased the level of complexity of the target compounds relative to the previous tests organized by the Cambridge Crystallographic Data Centre. In this work, the performance of density-functional methods is assessed using numerical atomic orbitals and the exchange-hole dipole moment dispersion correction (XDM) for the energy-ranking phase of the seventh blind test. Overall, excellent performance was seen for the two rigid molecules (XXVII, XXVIII) and for the organic salt (XXXIII). However, for the agrochemical (XXXI) and pharmaceutical (XXXII) targets, the experimental polymorphs were ranked fairly high in energy amongst the provided candidate structures and inclusion of thermal free-energy corrections from the lattice vibrations was found to be essential for compound XXXI. Based on these results, it is proposed that the importance of vibrational free-energy corrections increases with the number of rotatable bonds.
