Patrick Nip inspects public services

Secretary for the Civil Service Patrick Nip today visited the Transport Department (TD) and the Social Welfare Department (SWD) to learn more about the preparations made by both departments to resume public services.

 

The Government announced that the resumption of public services will start from May 4 under a phased approach.

 

While the TD will resume road tests on that day, written tests will resume on May 26.

 

The SWD will also gradually resume the services of its Integrated Family Service Centres (IFSC).

 

Mr Nip first visited the driving test centre in Ho Man Tin where he was briefed by the Commissioner for Transport Mable Chan on arrangements for the resumption of road tests and the implementation of infection control measures at driving test centres.

 

Such measures will require candidates to wear surgical masks and undergo body temperature screening at entrances.

 

As for the written tests, Mr Nip said he was pleased to learn that the TD will keep seats apart at appropriate distances and step up cleansing of computers at test centres.

 

Mr Nip then visited the Causeway Bay Integrated Family Service Centre where he was briefed on the plan to gradually resume services at IFSCs and measures to reduce social contact.

 

Mr Nip also learned that various infection control measures to safeguard the health of colleagues as well as service users will be put in place. For example, group activities will be conducted for no more than four participants and physical partitioning will be erected in meeting rooms for counselling services.

 

Mr Nip emphasised that many people hope that the Government can provide more public services when the epidemic situation becomes stable.

 

“I am pleased to learn that the departments have made all the necessary preparations for providing the services needed by the public while striving to safeguard public health.

 

“Government departments will continue to maintain a high degree of vigilance and adopt all the necessary precautionary measures. The Government will also closely monitor the situation and determine when to embark on a full resumption of normal business.”

 

Mr Nip expressed hope that the public will continue to fight the virus together with the Government.

 

He also thanked civil servants for their commitment and dedicated efforts to serve the public during the epidemic.

Secretary for the Civil Service Patrick Nip today visited the Inland Revenue Department and the Labour Department to inspect the resumption of public services.

 

The Government had earlier announced that public services will be resumed under a phased approach.

 

Counter services of most government departments have returned to normal.

 

Mr Nip first visited the Inland Revenue Department in Revenue Tower and was briefed on counter services at the Central Enquiry Counter, the Business Registration Office and the Stamp Office.

 

He learnt that the department has implemented various infection control and crowd management measures, such as a ticketing system, to safeguard the health of colleagues and the public.

 

Later Mr Nip visited the Hong Kong East Job Centre and a recruitment centre for the catering and retail industries and was briefed on the resumption of normal services at the Labour Department's job and recruitment centres.

 

He said: “While maintaining a high degree of vigilance and adopting all necessary precautionary measures, the Government gradually resumed public services today in a smooth and orderly manner.

 

“Various infection control measures have been put in place at government buildings and offices. These include checking the body temperature of persons at entrances, providing alcohol-based hand sanitiser and enhancing the cleaning of public facilities.

 

“The Government will closely monitor the situation to determine when to embark on full resumption of normal business.”

Geology and petroleum prospectivity of the Larne and Portpatrick basins, North Channel, offshore SW Scotland and Northern Ireland

The Larne and Portpatrick basins, located in the North Channel between SW Scotland and Northern Ireland, have been the target of a small programme of petroleum exploration activities since 1971. A total of five hydrocarbon exploration wells have been drilled within the two basins, although as of yet no commercial discoveries have been made. The presence of hydrocarbon shows alongside the discovery of two good-quality reservoir–seal couplets within Triassic and underlying Permian strata has encouraged exploration within the region. The focus of this study is to evaluate the geology and hydrocarbon prospectivity of the Portpatrick Basin and the offshore section of the Larne Basin. This is achieved through the use of seismic reflection data, and gravity and aeromagnetic data, alongside sedimentological, petrophysical and additional available datasets from both onshore and offshore wells, boreholes and previously published studies. The primary reservoir interval, the Lower–Middle Triassic Sherwood Sandstone Group (c. 600–900 m gross thickness), is distributed across both basins and shows good to excellent porosity (10–25%) and permeability (10–1000 mD) within the Larne Basin. The Middle–Late Triassic Mercia Mudstone Group should provide an excellent top seal where present due to the presence of thick regionally extensive halite deposits, although differential erosion has removed this seal from the margins of the Larne and Portpatrick basins. The Carboniferous, which has been postulated to contain organic-rich source-rock horizons, as inferred from their presence in adjacent basins, has not yet been penetrated within the depocentre of either basin. There is, therefore, some degree of uncertainty regarding the quality and distribution of a potential source rock. The interpretation of seismic reflection profiles presented here, alongside the occurrence of hydrocarbon shows, indicates the presence of organic-rich pre-Permian sedimentary rocks within both basins. 1D petroleum system modelling of the Larne-2 borehole shows that the timing of hydrocarbon generation and migration within the basins is a significant risk, with many traps post-dating the primary hydrocarbon charge. Well-failure analysis has revealed that trap breach associated with kilometre-scale uplift events, and the drilling of wells off-structure due to a lack of good-quality subsurface data, have contributed to the lack of discoveries. While the Larne and Portpatrick basins have many elements required for a working petroleum system, along with supporting hydrocarbon shows, the high risks coupled with the small scale of potential discoveries makes the Portpatrick Basin and offshore section of the Larne Basin poorly prospective for oil and gas discovery.

In Daniel Patrick Moynihan Prize speech, Ron Haskins and Isabel Sawhill stress importance of evidence-based policy


Senior Fellows Ron Haskins and Isabel Sawhill are the first joint recipients of the Daniel Patrick Moynihan Prize from the American Academy of Political and Social Science (AAPSS). The prize is awarded each year to a leading policymaker, social scientist, or public intellectual whose career focuses on advancing the public good through social science. It was named after the late senator from New York and renowned sociologist Daniel Patrick Moynihan. The pair accepted the award May 12 at a ceremony in Washington, DC. 

In their joint lecture delivered at the ceremony, Haskins and Sawhill emphasized the importance of evidence-based public policy, highlighting Sawhill’s latest work in her book, Generation Unbound (Brookings, 2014). Watch their entire speech here:

“Marriage is disappearing and more and more babies are born outside marriage,” Sawhill said during the lecture. “Right now, the proportion born outside of marriage is about 40 percent. It’s higher than that among African Americans and lower than that among the well-educated. But it’s no longer an issue that just affects the poor or minority groups.”

The power of evidence-based policy is finally being recognized, Haskins added. “One of the prime motivating factors of the current evidence-based movement,” he said, “is the understanding, now widespread, that most social programs either have not been well evaluated or they don’t work.” Haskins continued:

Perhaps the most important social function of social science is to find and test programs that will reduce the nation’s social problems. The exploding movement of evidence-based policy and the many roots the movement is now planting, offer the best chance of fulfilling this vital mission of social science, of achieving, in other words, exactly the outcomes Moynihan had hoped for.

He pointed toward the executive branch, state governments, and non-profits implementing policies that could make substantial progress against the nation’s social problems.

Richard Reeves, a senior fellow at Brookings and co-director, with Haskins, of the Center on Children and Families (CCF), acknowledged Haskins and Sawhill’s “powerful and unique intellectual partnership” and their world-class work on families, poverty, opportunity, evidence, parenting, work, and education.

Haskins and Sawhill were the first to be awarded jointly by the AAPSS, which recognizes their 15-year collaboration at Brookings and the Center on Children and Families, which they established. In addition to their work at CCF, the two co-wrote Creating an Opportunity Society (Brookings 2009) and serve as co-editors of The Future of Children, a policy journal that tackles issues that have an impact on children and families.

Haskins and Sawhill join the ranks of both current and past Brookings scholars who have received the Moynihan Prize, including Alice Rivlin (recipient of the inaugural prize), Rebecca Blank, and William Julius Wilson along with other distinguished scholars and public servants.

Chris Pratt hilariously trolls brother-in-law Patrick Schwarzenegger over Instagram photo credit

American actor Chris Pratt poked fun at his brother-in-law, Patrick Schwarzenegger over the latter's Instagram post caption.

Schwarzenegger, brother of Pratt's wife Katherine, shared a photo on Instagram of himself and his girlfriend, Abby Champion, to celebrate Easter on Sunday, showing the two cuddled up to each other, smiling and holding up a bunny-shaped cake."

Schwarzenegger's caption read, "HAPPY EASTER!! THIS CAKE TOOK US 6 HOURS. We burnt 1 cake, 1 was filled too high & dripped everywhere & destroyed the oven... We also got in 2 arguments during It!! And yeah... Was SO FUN!"

Pratt chimed in with a silly comment indicating that he took the photo, and furthermore, wanted credit for doing so.

He wrote, "That is an extraordinary picture. Who was your photographer? Clearly somebody with an amazing eye. Remarkable composition."

The 26-year-old star responded, writing, "u did well sir," adding a camera emoji.

Chris and Katherine got married in the summer of 2019 after the actor split from ex-wife and actor Anna Faris.

A source told Us Weekly last month that Pratt is feeling very confident in his relationship these days.

The source said that Chris was very insecure about himself before he started dating Katherine. He never felt 'good enough' for Anna Faris, and then when their relationship started to go downward, "he was angry and not liking who he was."

John McEnroe's brother Patrick recovers from COVID-19 at age 53

Former US Davis Cup captain Patrick McEnroe, who was diagnosed with COVID-19 in March, said Saturday that he has now tested negative for the virus. "All right everyone, great news for me and my wife, Melissa, we both tested negative for COVID-19," McEnroe said in a video posted on Twitter. "We just got the tests back this morning.

The 53-year-old younger brother of seven-time Grand Slam singles champion John McEnroe, said he was tested at the same drive-up facility in suburban Westchester County, New York, where he obtained his initial test. He said the procedure was even more efficient, with more technicians testing six lines of patients instead of two. "I know we're talking a lot about testing on TV, we need more of them, we all know that. It was great to see this going so well for us and for New York state in general," said McEnroe, who quarantined at home during his illness. New York state has seen more than 12,000 deaths from COVID-19, although the state reported its lowest one-day death toll in two weeks on Saturday of 540. McEnroe said that as someone who had recovered from the virus he hoped to be able to contribute to the fight against the disease. "Now I'll try to go for the antibody test when that's available to give my blood, my plasma," he said.

Researchers are studying treatments in which coronavirus patients are given blood plasma from recovered individuals who have developed antibodies that can fight the disease. "Still thinking about everyone on the front lines," McEnroe concluded. "We've got to stay the course." McEnroe, who had first tweeted a video announcing his diagnosis from the basement of his home, was outdoors in the sunshine on Saturday. McEnroe won his only ATP singles title in 1995 at Sydney. He captured a Grand Slam doubles crown at the 1989 French Open alongside compatriot Jim Grabb. He was captain of the 2007 US Davis Cup squad that beat Russia 4-1 in the final at Portland, Oregon.
