One viable source of land supply is rock cavern development. The relocation of suitable existing government facilities to caverns can release above-ground sites for housing and other beneficial uses. This would reduce the amount of land occupied by them, as well as relocate facilities which do not need to be above-ground and are incompatible with the surrounding environment and land uses nearby. Mountain moveSha Tin Sewage Treatment Works is one such facility. It will be relocated to caverns in Nui Po Shan of A Kung Kok to release the existing site of about 28 hectares for housing and other uses that will enhance Hong Kong’s living quality and bring extended benefits to the community and environment of Sha Tin. Drainage Services Department Sewerage Projects Division Engineer Brian Chan said that moving the sewage treatment plant to caverns minimises any adverse impact on the environment and community. “The whole sewage treatment works will be put inside the cavern and the cavern will serve as a natural barrier fully enclosing the sewage treatment works. With the implementation of an effective odour management system, the odour impact to the community will be minimised.” Mr Chan added that moving the existing plant, which has been in operation for more than 35 years, provides an opportunity to formulate a long-term strategy for the ageing facility. High-tech solutionsThe relocated Sha Tin Sewage Treatment Works will consist of several caverns. A successful local example of accommodating facilities in rock caverns is Stanley Sewage Treatment Works on which the layout for the Sha Tin treatment plant is based. To reduce the required cavern space and shorten the construction period, advanced sewage and sludge treatment technologies will be used. Water recycling is a multi-stage process in wastewater treatment plants. Mr Chan explained that moving bed biofilm reactors will be used in the secondary treatment process at the relocated Sha Tin plant as they require less space than the traditional wastewater treatment. “Compared to the conventional method, there will be some biofilm carriers inside the reactor and this biofilm carrier will enlarge the surface area for the biological treatment and therefore, the overall size will be reduced. In terms of the sewage treatment process, there will be about a 20% reduction in the areas.” Sha Tin Sewage Treatment Works serves a population of about 630,000 in Sha Tin and Ma On Shan, which produce 250,000 cubic metres (m3) of sewage daily. After the relocation, the facility will be able to handle 340,000 m3 of sewage per day. The first phase of works to relocate Sha Tin Sewage Treatment Works to caverns began in February. The Drainage Services Department hopes to start the second phase from the end of next year to early 2021 with the excavation of the caverns. The department plans to move the whole sewage plant in five stages. The project is expected to be completed by 2031. However, theoretically, the existing studies of the penalization methods mainly focus on $i.i.d$ data, therefore cannot quantify the effect of the dependence level on the convergence rate. In this work, we use the spectral properties of the time series to quantify the dependence and derive a nonasymptotic upper bound for the estimation errors. By focusing on the nonconcave penalization methods, we manage to establish the oracle properties of the penalized VAR model estimation by considering the effects of temporal and cross-sectional dependence. Extensive numerical studies are conducted to compare the finite sample performance using different penalization functions. For prediction and estimation, the bias of the Lasso can be also reduced by taking a smaller penalty level than what selection consistency requires, but such smaller penalty level depends on the sparsity of the true coefficient vector. The sorted $ell_{1}$ penalized estimation (Slope) was proposed for adaptation to such smaller penalty levels. However, the advantages of concave PLSE and Slope do not subsume each other. We propose sorted concave penalized estimation to combine the advantages of concave and sorted penalizations. We prove that sorted concave penalties adaptively choose the smaller penalty level and at the same time benefits from signal strength, especially when a significant proportion of signals are stronger than the corresponding adaptively selected penalty levels. A local convex approximation for sorted concave penalties, which extends the local linear and quadratic approximations for separable concave penalties, is developed to facilitate the computation of sorted concave PLSE and proven to possess desired prediction and estimation error bounds. Our analysis of prediction and estimation errors requires the restricted eigenvalue condition on the design, not beyond, and provides selection consistency under a required minimum signal strength condition in addition. Thus, our results also sharpens existing results on concave PLSE by removing the upper sparse eigenvalue component of the sparse Riesz condition. Full Article

The constrained estimation problem is studied in detail in Doss and Wellner (2018). Here, the results of that paper are used to show that, under the null hypothesis (and strict curvature of $-log f$ at the mode), the likelihood ratio statistic is asymptotically pivotal: that is, it converges in distribution to a limiting distribution which is free of nuisance parameters, thus playing the role of the $chi_{1}^{2}$ distribution in classical parametric statistical problems. By inverting this family of tests, we obtain new (likelihood ratio based) confidence intervals for the mode of a log-concave density $f$. These new intervals do not depend on any smoothing parameters. We study the new confidence intervals via Monte Carlo methods and illustrate them with two real data sets. We first prove the geometric mixing property of the kinetic Langevin diffusion with a mixing rate that is optimal in terms of its dependence on the condition number. We then use this result for obtaining improved guarantees of sampling using the kinetic Langevin Monte Carlo method, when the quality of sampling is measured by the Wasserstein distance. We also consider the situation where the Hessian of the log-density of the target distribution is Lipschitz-continuous. In this case, we introduce a new discretization of the kinetic Langevin diffusion and prove that this leads to a substantial improvement of the upper bound on the sampling error measured in Wasserstein distance. I'm not going to belabour this point, but Jason Kenney is Canada's least popular premier. Actually, I am going to belabour the point. I'm just not going to provide a lot of smarty pants analysis. That's because while we can speculate, it's too soon to say why Jason Kenney is Canada's least popular premier, or what that might mean. Unfortunately, there are caveats. Far too many. As far as we can tell, Jason Kenney is Canada's least popular premier. Maybe there's a less popular premier in Atlantic Canada, because the Campaign Research Inc. poll that indicates how unpopular Kenney is doesn't include the Maritimes or Newfoundland. But who can imagine any Atlantic premier being less popular than Kenney? So I'm just going to keep on saying Kenney is Canada's least popular premier until somebody proves otherwise. How unpopular is Kenney? Well, Kenney has both the lowest approval rating of any first minister about which the Toronto-based pollster asked questions in its monthly omnibus poll and the highest disapproval rating of any premier on the list. Mind you, another caveat, the Alberta sample appears to be pretty small, tiny even, a mere 181 souls out of the 2,007 who responded to the firm's online panel on May 1 and 2. And, in this province, who knows why people might disapprove of the guy? Still, even with all those qualifiers, it's nice to be able to say that Jason Kenney is Canada's least popular premier, and considerably less popular than Prime Minister Justin Trudeau to boot! The poll was published yesterday under the heading COVID-19/Coronavirus Study, so you might have missed it. The bit about Jason Kenney being Canada's most unpopular premier is buried rather deep, starting down on page 36 of the explanatory slide show. It's one of those online panel thingies, so all of the usual negative caveats about that apply too. Just the same, according to Campaign Research, Canada's three most popular premiers are Quebec's Francois Legault with an 83-per-cent approval rating and 13 per cent disapproving, Saskatchewan's Scott Moe (80 per cent/16 per cent), and British Columbia's John Horgan (73 per cent/13 per cent). Ontario's Doug Ford was fourth (76 per cent/17 per cent). I suppose because they're a Toronto pollster, Campaign research threw in Toronto Mayor John Tory (75 per cent/17 per cent). In fairness, though, Toronto's population is more than twice those of Saskatchewan and Manitoba, and a bit larger than both combined, so fair's fair. Plus Campaign Research added the prime minister (65 per cent/29 per cent). Canada's second-least popular premier, according to this, was Manitoba's Brian Pallister (51 per cent/37 per cent). And then came Kenney, in a distant last place with an approval rating of 44 per cent, and a disapproval rating of 48 per cent, the only leader on the list with a higher disapproval rating than approval rating. Have I read too much into this? Almost certainly. But who cares? It's just nice to be able to say … Jason Kenney is Canada's least popular premier.
