(1992). Acta Cryst. C48, 1272–1275] and that published by Serrano-González et al., using neutron and X-ray diffraction data [Serrano-González et al. (1999). J. Phys. Chem. B, 103, 6215–6223]. As predicted by these authors, the hydroxy groups are involved in weak intermolecular hydrogen bonds in the crystal, forming tetrahedral tetramers based on the two independent molecules in the asymmetric unit, one of which is placed on the threefold symmetry axis of the Roverline{3} space group. However, the reliable determination of the hydroxy H-atom positions is difficult to achieve, for two reasons. Firstly, a positional disorder affects the full asymmetric unit, which is split over two sets of positions, with occupancy factors of ca 0.74 and 0.26. Secondly, all hydroxy H atoms are further disordered, either by symmetry, or through a positional disorder in the case of parts placed in general positions. We show that the correct description of the hydrogen-bonding scheme is possible only if diffraction data are collected at low temperature. The prochiral character of the hydrogen-bonded tetrameric supramolecular clusters leads to enantiomorphic three-dimensional graphs in each tetramer. The crystal is thus a racemic mixture of supS and supR motifs, consistent with the centrosymmetric nature of the Roverline{3} space group. Full Article text

Mitt Romney is proposing a way for workers in front-line and essential jobs to get a temporary pay bump during the COVID-19 pandemic. Released on Friday, Patriot Pay is a proposal from the Utah senator and 2012 Republican presidential candidate aimed at providing bonus pay — up to $12 an hour on top of normal wages — for employees in eligible jobs. The increase would extend through May, June and July and would be paid out by employers and the federal government via a payroll tax credit. Workers in industries designated by Congress and the Department of Labor as essential, including hospitals, grocery stores and health manufacturing, could qualify for the hazard pay, according to a one-page summary of Patriot Pay. "Health care professionals, grocery store workers, food processors, and many others — the unsung patriots on the frontline of this pandemic — every day risk their safety for the health and well-being of our country, and they deserve our unwavering support," Romney said in press release announcing the plan. "Patriot Pay is a way for us to reward our essential workers as they continue to keep Americans safe, healthy, and fed." Romney is not the only lawmaker to propose a form of hazard pay for essential employees. Last month, Senate Democrats revealed their own proposal — a federal fund offering payments of up to $25,ooo, or $13 an hour and retroactive compensation for qualifying workers dating back to late January, when the public health emergency was first declared. Their plan also proposes a one-time payment of $15,000 to draw new workers into essential fields. Sen. Bernie Sanders has also called for some form of hazard pay. Unlike the Democratic proposal however, Romney's plan opts to offer employers a refundable payroll tax credit for paying out the bonuses to eligible employees. The plan states that employers would be refunded for up to three-quarters of hazard pay bonuses to employees making less than $90,000 a year. "This form of hazard pay would complement, not replace, an employer's responsibility to pay their workers — it is designed to quadruple any bonuses an employer gives to essential workers," Romney's office said. On May 13, some local census offices in Florida, Georgia, Kansas, Kentucky, Missouri, North Carolina, Oregon, Pennsylvania and Washington are scheduled to restart that fieldwork, according to an updated schedule the bureau published on its website Friday. All workers are expected to be trained in CDC guidance in preventing the spread of COVID-19, and besides a new reusable face mask for every 10 days worked and a pair of gloves for each work day, the bureau has ordered 2 ounces of hand sanitizer for each census worker conducting field operations, the bureau tells NPR in an email. The announcement means more households that receive their mail at post office boxes or drop points are expected to find paper questionnaires left outside their front doors soon. In areas where access to the online census form at my2020census.gov can be spotty, paper forms help ensure that all homes can participate in the once-a-decade head count of every U.S. resident. The results are used to determine how many congressional seats and Electoral College votes each state gets through 2030. They also guide the redrawing of voting districts and the distribution of an estimated $1.5 trillion a year in federal funding for schools, roads and other public services in local communities. The Census Bureau also announced on Friday that fingerprinting for newly hired census workers will pick up again next week in and around Philadelphia, Seattle, Portland, Ore., and Pittsburgh. With responses from close to 86 million households bringing the national self-response rate to just over 58% as of Thursday, the federal government is relying on staffing up with enough door knockers to complete the count. They're currently scheduled to make in-person visits to unresponsive homes starting in August. Last month, Census Bureau officials asked Congress to consider pushing back the legal deadlines for delivering census data used to reapportion House seats and reshape voting maps by four months because of the delays brought on by the coronavirus. In a letter to U.S. Senate leaders released on Friday, more than a dozen Democratic senators led by Brian Schatz of Hawaii are calling for the next COVID-19 relief package to include more funding and requirements for the Census Bureau "to keep both field workers and the public safe while conducting this constitutionally required enumeration."
