The current U.S. legal immigration system includes few visas for low-skilled workers, and employers have relied heavily on an unauthorized workforce in many low-skilled occupations. This issue brief explains the questions that policymakers must grapple with when designing programs for admission of low-skill workers, for temporary as well as permanent entry. The brief focuses in part on the recent agreement by the U.S. Chamber of Commerce and AFL-CIO regarding admission of future low-skilled workers.

At this release event in Washington, DC, co-sponsored by MPI, the Chicago Council on Global Affairs, and ImmigrationWorks USA, the Chicago Council's independent task force on immigration released its report, U.S. Economic Competitiveness at Risk: A Midwest Call to Action on Immigration Reform.

This report assesses the labor market outcomes of new immigrants in the Czech Republic, focusing on trends according to year of arrival, country of origin, gender, level of education, and sector of employment. The analysis suggests that the challenge of reducing obstacles to immigrant workers’ progression into more skilled employment are worth significant policy attention.

The administration can exercise its authority to field policies, programs, and procedures that are effective and fair in advancing the goals of the U.S. immigration system.

More than 100 world leaders converged upon New York City today to discuss international efforts to reduce carbon emissions and combat climate change. In a lopsided 23-3 vote, the U.S. Senate Finance Committee voted yesterday to extend a number of renewable energy production tax credits through the end of 2016. The vote allows developers of wind, geothermal, biomass, landfill gas, incremental hydroelectric, and ocean energy to take advantage of federal tax credits for projects begun before December 31, 2016.

Chief among big renewable winners was the wind energy industry, which received extensions to the Production Tax Credit (PTC) and the Investment Tax Credit (ITC). If passed, wind farms would qualify for a 2.3-cent-per-kilowatt-hour (kWh) credit through the end of 2016.
