Minister kijkt naar plan om eis motorrijbewijs voor automobilisten te verlagen

Minister Van Nieuwenhuizen (Infrastructuur en Waterstaat) kijkt "serieus" naar een voorstel om het theorie-examen voor een motorrijbewijs te schrappen voor ervaren automobilisten. Zo moet het laagdrempeliger worden voor mensen om een motor aan te schaffen.

Het gaat in het plan enkel om het A1-motorrijbewijs, waarmee lichte motoren met een cilinderinhoud van maximaal 125 cc bestuurd mogen worden.

'Motor past in anderhalvemetersamenleving'

De RAI Vereniging diende als branchevereniging van auto en motor-importeurs het voorstel in. Vanwege de coronacrisis neemt de behoefte om individueel te reizen toe, zegt RAI Vereniging-voorzitter Steven van Eijck.

"En op het moment dat iedereen massaal in de auto stapt, groeit de druk op ons wegennet", stelt Van Eijck. "De motor sluit goed aan bij de wens voor meer individueel vervoer in de anderhalvemetersamenleving, zonder dat het risico op files te veel toeneemt."

De vereniging geeft verder aan dat in dertien andere Europese landen, waaronder in buurlanden Duitsland en België, de eisen voor het motorrijbewijs eerder al zijn verlaagd voor automobilisten.

De besluiten waren in die landen wel voor de coronacrisis genomen en een woordvoerder van de RAI Vereniging erkent dat importeurs gebaat zijn bij de verkoop van meer motoren. "Maar het maatschappelijk belang staat bij ons voorop", zegt hij. "Met een motor kun je snel en zuinig van A naar B en het biedt mensen meer keuzevrijheid."

Verkeersveiligheid

Minister Van Nieuwenhuizen onderstreept in haar reactie op het voorstel dat motorrijden in de praktijk om andere vaardigheden dan autorijden vraagt.

Of het niet ten koste gaat van de verkeersveiligheid als automobilisten met een motor de weg op mogen, zonder theoretisch te zijn bijgespijkerd?

"Het praktijkexamen mag niet komen te vervallen. Laat dat duidelijk zijn", benadrukt de woordvoerder van de RAI Vereniging. "Maar wij denken dat het schrappen van het theorie-examen niet ten koste gaat van de verkeersveiligheid. Ervaren automobilisten hebben die kennis al. Er valt hoogstens een administratieve last weg."

De coronacijfers van 9 mei: nauwelijks nog Nederlanders op Duitse IC's

Het aantal officieel gerapporteerde doden door het coronavirus steeg vandaag met 63. Dat zijn er iets minder dan gisteren, toen er 71 doden werden gemeld. In totaal zijn er in Nederland nu 5422 mensen overleden van wie bekend is dat dit verband houdt met covid-19, de ziekte die door het virus wordt veroorzaakt. Het algemene beeld blijft volgens het RIVM dat de maatregelen in Nederland werken.

Om te kunnen beoordelen of de verspreiding van corona inderdaad in Nederland aan het afnemen is, kijkt het instituut vooral naar de nieuwe ziekenhuisopnames. Vandaag zijn 58 nieuwe opnames gemeld. Dat is iets meer dan de afgelopen drie dagen, maar de algemene trend blijft omlaag. Gisteren lagen er nog 1753 coronapatiënten in het ziekenhuis, van de ruim 11.000 mensen die in de loop van de crisis opgenomen zijn geweest.

Het RIVM telt daarbij alleen nog de opnames mee van mensen die vanwege ernstige covid-klachten in het ziekenhuis terechtkomen, en niet van patiënten die om een andere reden worden opgenomen en van wie bij een test vervolgens blijkt dat ze ook covid hebben. Dat laatste gebeurt sinds 1 mei steeds vaker, omdat de ziekenhuizen steeds meer ruimte krijgen voor de overige zorg en ook steeds vaker testen.

Het RIVM wijst erop dat de dagelijks gemelde cijfers kunnen achterlopen: sterfgevallen worden soms pas na een aantal dagen doorgegeven door de GGD'en. Als dat op sommige dagen meer gebeurt dan gebruikelijk, ontstaan er pieken in de grafiek die het beeld vertekenen. Op weekenddagen kan de vertraging extra groot zijn.

Het instituut telt dus alleen overledenen mee die positief zijn getest op het coronavirus. Het CBS publiceert wekelijks cijfers die een indruk geven van het mogelijke aantal 'verborgen' coronadoden. Op het hoogtepunt van de crisis, begin april, (de weken 14 en 15) bleek dat de 'oversterfte' waarschijnlijk twee keer hoger was dan het officiële dodental van het RIVM.

In de weken daarna is dat verschil steeds kleiner geworden. In de laatste week waarover cijfers beschikbaar zijn (week 17, de laatste volle week van april) is er zelfs nauwelijks nog verschil, al is de 'oversterfte' zoals gemeld door het CBS nog wel groter dan het RIVM-dodental.

Het RIVM kan deze ontwikkeling nog niet helemaal verklaren. Een van de zaken die een rol kunnen spelen is dat er in de loop van april steeds meer kon worden getest, zodat er meer overlijdens officieel aan covid-19 konden worden gekoppeld dan voorheen.

De daling van het aantal coronapatiënten op de intensivecareafdelingen zette ook door. Tot 10.00 uur vanmorgen waren er 541 bezette bedden; 23 minder dan een dag eerder. Op Duitse IC's liggen ook steeds minder patiënten uit Nederland. Dat zijn er nog 15, tegenover 58 een maand geleden.

Een belangrijk voordeel van de aanhoudende daling van de 'coronabedden' op IC's is ook dat er weer steeds meer zorg kan worden geleverd aan mensen die andere aandoeningen hebben. Dat worden er weer steeds meer op de intensive cares; inmiddels liggen er daar ook 450 'niet-covidpatiënten'.

Voorzitter Ernst Kuipers van het Landelijke Netwerk Acute Zorg waarschuwt wel: "Een goede naleving van de maatregelen en monitoring van het aantal nieuwe infecties blijft erg belangrijk. Want we moeten de non-covid-zorg nu weer met urgentie oppakken en de overcapaciteit op de IC's is nog altijd gering."

With its striking vocal solos and choruses, and characteristically songlike instrumental roles, Mayr contributed a late pinnacle in the long history of this form of the Mass.

Blindekuh (‘Blind Man’s Buff’) was Johann Strauss II’s sixth operetta and his least known. Neglected for well over a century, it was revived by Dario Salvi and the forces on this album in January 2019. The work’s initial lack of success is hard to explain but it may have been caused by a confusing libretto—the music itself is vibrant and captivating with waltzes, polkas, mazurkas, marches and bel canto arias. Performed in a concert version without dialogue, and in accordance with performing traditions, this production restores the work to the status of one of Strauss’s most melodically seductive works.
