The tool includes socioeconomic data for 1,314 communities in the entire region, including incorporated and unincorporated places. The tool delivers socioeconomic data using mapping and database features. In addition to providing data for one community, the tool produces community-level data at a variety of scales, including communities in areas surrounding Forest Service and Bureau of Land Management lands, all communities in the Northwest Forest Plan (NWFP) region, and communities within planning provinces within the NWFP region. One feature allows users to customize community data by creating boundaries and socioeconomic data for group of selected communities. The CSIS tool was designated to increase the usefulness of socioeconomic information at the small scale. Typically community socioeconomic assessments use U.S. census designations called census places. However, census places only represent a portion of the rural population. The CSIS uses a smaller unit of analysis (block groups) that we have aggregated to represent contiguous communities across the landscape, thereby representing the entire population. Community data can be printed as reports with graphs and tables, queried within an Access database, mapped and queried as geographic information system (GIS) data within ArcExplorer (a free GIS software included), exported as a table for use in Excel, or exported as GIS data for use in ArcGIS. The tool has features that allow users to locate communities by county or state and become familiar with local geography. The CSIS includes GIS data, such as major land ownerships, political boundaries, and physical landscape features. Applications produce maps that can be printed for specific communities showing community boundaries, water features, roads, metropolitan areas, community population centers, public land ownership, census places, planning provinces, counties, and state boundaries. Although the informal economy is often thought of as the domain of economically marginal individuals and households, virtually everyone participates in the informal economy to some extent. However, the literature highlights how factors such as social status and household position in the formal economy affect whether participation in informal economic activity is exploitative or empowering. The nontimber forest products sector serves as a case study of why it is important to consider informal economic activity when developing natural resource and economic development policy. We recommend steps policymakers can take to identify and encourage positive aspects of the informal economic activity. Recent Transformer language models like BERT learn powerful textual representations, but these models are targeted towards token- and sentence-level training objectives and do not leverage information on inter-document relatedness, which limits their document-level representation power. We propose SPECTER, a new method to generate document-level embedding of scientific documents based on pretraining a Transformer language model on a powerful signal of document-level relatedness: the citation graph. Unlike existing pretrained language models, SPECTER can be easily applied to downstream applications without task-specific fine-tuning. Additionally, to encourage further research on document-level models, we introduce SciDocs, a new evaluation benchmark consisting of seven document-level tasks ranging from citation prediction, to document classification and recommendation. Such within-writer variation throws a challenge for automatic writer inspection, where the state-of-the-art methods do not perform well. To deal with intra-variability, we analyze the idiosyncrasy in individual handwriting. We identify/verify the writer from highly idiosyncratic text-patches. Such patches are detected using a deep recurrent reinforcement learning-based architecture. An idiosyncratic score is assigned to every patch, which is predicted by employing deep regression analysis. For writer identification, we propose a deep neural architecture, which makes the final decision by the idiosyncratic score-induced weighted average of patch-based decisions. For writer verification, we propose two algorithms for patch-fed deep feature aggregation, which assist in authentication using a triplet network. Therefore, an ideal ranking model would be a mapping from a document set to a permutation on the set, and should satisfy two critical requirements: (1)~it should have the ability to model cross-document interactions so as to capture local context information in a query; (2)~it should be permutation-invariant, which means that any permutation of the inputted documents would not change the output ranking. Previous studies on learning-to-rank either design uni-variate scoring functions that score each document separately, and thus failed to model the cross-document interactions; or construct multivariate scoring functions that score documents sequentially, which inevitably sacrifice the permutation invariance requirement. In this paper, we propose a neural learning-to-rank model called SetRank which directly learns a permutation-invariant ranking model defined on document sets of any size. SetRank employs a stack of (induced) multi-head self attention blocks as its key component for learning the embeddings for all of the retrieved documents jointly. The self-attention mechanism not only helps SetRank to capture the local context information from cross-document interactions, but also to learn permutation-equivariant representations for the inputted documents, which therefore achieving a permutation-invariant ranking model. Experimental results on three large scale benchmarks showed that the SetRank significantly outperformed the baselines include the traditional learning-to-rank models and state-of-the-art Neural IR models. To overcome this limitation, we model the online key decision process in dynamic video segmentation as a deep reinforcement learning problem and learn an efficient and effective scheduling policy from expert information about decision history and from the process of maximising global return. Moreover, we study the application of dynamic video segmentation on face videos, a field that has not been investigated before. By evaluating on the 300VW dataset, we show that the performance of our reinforcement key scheduler outperforms that of various baselines in terms of both effective key selections and running speed. Further results on the Cityscapes dataset demonstrate that our proposed method can also generalise to other scenarios. To the best of our knowledge, this is the first work to use reinforcement learning for online key-frame decision in dynamic video segmentation, and also the first work on its application on face videos. We evaluated our model with users in the OnToMap collaborative Web GIS. The experimental results show that, when working on geographic maps populated with multiple data categories, it outperforms simple category-based map projection and traditional faceted search tools, such as checkboxes, in both user performance and experience. info Safe Reinforcement Learning through Meta-learned Instincts. One way agents learn is through exploration mechanisms, which are needed to discover new policies. However, in deep reinforcement learning, exploration is normally done by injecting noise in the action space. While performing well in many domains, this setup has the inherent risk that the noisy actions performed by the agent lead to unsafe states in the environment. Here we introduce a novel approach called Meta-Learned Instinctual Networks (MLIN) that allows agents to safely learn during their lifetime while avoiding potentially hazardous states. At the core of the approach is a plastic network trained through reinforcement learning and an evolved "instinctual" network, which does not change during the agent's lifetime but can modulate the noisy output of the plastic network. We test our idea on a simple 2D navigation task with no-go zones, in which the agent has to learn to approach new targets during deployment. MLIN outperforms standard meta-trained networks and allows agents to learn to navigate to new targets without colliding with any of the no-go zones. These results suggest that meta-learning augmented with an instinctual network is a promising new approach for safe AI, which may enable progress in this area on a variety of different domains. info On Optimal Control of Discounted Cost Infinite-Horizon Markov Decision Processes Under Local State Information Structures. The decision-maker has only local access to a subset of a state vector information as often encountered in decentralized control problems in multi-agent systems. We leverage ab initio principles and find a new form of Bellman equations to characterize the optimal policies of the control problem under local information structures. The dynamic programming solutions feature a mixture of dynamics associated unobservable state components and the local state-feedback policy based on the observable local information. We further characterize the optimal local-state feedback policy using linear programming methods. To reduce the computational complexity of the optimal policy, we propose an approximate algorithm based on virtual beliefs to find a sub-optimal policy. We show the performance bounds on the sub-optimal solution and corroborate the results with numerical case studies. Full Article
info Guided Policy Search Model-based Reinforcement Learning for Urban Autonomous Driving. Although IL and model free RL methods have been proved to be capable of solving lots of challenging tasks, including playing video games, robots, and, in our prior work, urban driving, the low sample efficiency of such methods greatly limits their applications on actual autonomous driving. In this work, we developed a model based RL algorithm of guided policy search (GPS) for urban driving tasks. The algorithm iteratively learns a parameterized dynamic model to approximate the complex and interactive driving task, and optimizes the driving policy under the nonlinear approximate dynamic model. As a model based RL approach, when applied in urban autonomous driving, the GPS has the advantages of higher sample efficiency, better interpretability, and greater stability. We provide extensive experiments validating the effectiveness of the proposed method to learn robust driving policy for urban driving in Carla. We also compare the proposed method with other policy search and model free RL baselines, showing 100x better sample efficiency of the GPS based RL method, and also that the GPS based method can learn policies for harder tasks that the baseline methods can hardly learn.
