Fear: Focus on substance abuse, mental health and human trafficking

I am a longtime resident of Johnson County, currently in my 25th year of law enforcement. I worked for the Coralville Police Department in the late 1990’s and transferred to the Cedar Rapids Police Department in 1999 where I am a sergeant of the patrol division. I have degrees in criminal justice and organizational leadership and have advanced leadership training from Northwestern University in the School of Police Staff and Command.

Working in the second-largest city in the state has offered me many opportunities to lead. I have taught in the police academy and defensive tactics and as a field training instructor. I was the director of the Eastern Iowa Heroin Initiative, where I founded CRUSH of Iowa (Community Resources United to Stop Heroin). CRUSH is a community-based, grassroots organization helping all those affected by substance abuse disorder.

My passion has been community outreach. Currently I am a member of the Johnson County Human Trafficking Coalition and the Johnson County Prevention Partnership. Through these partnerships I will create a criminal interdiction team to fight the trafficking of humans, weapons and narcotics.

As sheriff, my top three concerns are substance abuse, mental health and human trafficking. I believe in creating long-lasting relationships with the community. I believe in common sense solutions without the haze of political bias. I believe that every citizen has a voice and should be heard. I believe in building a proactive and progressive law enforcement agency that serves with professionalism, compassion and dedication to the citizens. I believe we need to place the community back into community policing.

I am ready to be sheriff of Johnson County. I am a proven leader who is determined to build bridges with the citizens of the county and lead with accountability, trust and transparency. I will fight for all of Johnson County as sheriff because I have done so all of my life. This election is not just about me, it is about us. We, together, will make a positive impact on Johnson County. The status quo is not working. It’s time for change!

Evaluating the phase dynamics of coupled oscillators via time-variant topological features. (arXiv:2005.03343v1 [physics.data-an])

The characterization of phase dynamics in coupled oscillators offers insights into fundamental phenomena in complex systems. To describe the collective dynamics in the oscillatory system, order parameters are often used but are insufficient for identifying more specific behaviors. We therefore propose a topological approach that constructs quantitative features describing the phase evolution of oscillators. Here, the phase data are mapped into a high-dimensional space at each time point, and topological features describing the shape of the data are subsequently extracted from the mapped points. We extend these features to time-variant topological features by considering the evolution time, which serves as an additional dimension in the topological-feature space. The resulting time-variant features provide crucial insights into the time evolution of phase dynamics. We combine these features with the machine learning kernel method to characterize the multicluster synchronized dynamics at a very early stage of the evolution. Furthermore, we demonstrate the usefulness of our method for qualitatively explaining chimera states, which are states of stably coexisting coherent and incoherent groups in systems of identical phase oscillators. The experimental results show that our method is generally better than those using order parameters, especially if only data on the early-stage dynamics are available.

Improved RawNet with Feature Map Scaling for Text-independent Speaker Verification using Raw Waveforms. (arXiv:2004.00526v2 [eess.AS] UPDATED)

Recent advances in deep learning have facilitated the design of speaker verification systems that directly input raw waveforms. For example, RawNet extracts speaker embeddings from raw waveforms, which simplifies the process pipeline and demonstrates competitive performance. In this study, we improve RawNet by scaling feature maps using various methods. The proposed mechanism utilizes a scale vector that adopts a sigmoid non-linear function. It refers to a vector with dimensionality equal to the number of filters in a given feature map. Using a scale vector, we propose to scale the feature map multiplicatively, additively, or both. In addition, we investigate replacing the first convolution layer with the sinc-convolution layer of SincNet. Experiments performed on the VoxCeleb1 evaluation dataset demonstrate the effectiveness of the proposed methods, and the best performing system reduces the equal error rate by half compared to the original RawNet. Expanded evaluation results obtained using the VoxCeleb1-E and VoxCeleb-H protocols marginally outperform existing state-of-the-art systems.

Biologic and Prognostic Feature Scores from Whole-Slide Histology Images Using Deep Learning. (arXiv:1910.09100v4 [q-bio.QM] UPDATED)

Histopathology is a reflection of the molecular changes and provides prognostic phenotypes representing the disease progression. In this study, we introduced feature scores generated from hematoxylin and eosin histology images based on deep learning (DL) models developed for prostate pathology. We demonstrated that these feature scores were significantly prognostic for time to event endpoints (biochemical recurrence and cancer-specific survival) and had simultaneously molecular biologic associations to relevant genomic alterations and molecular subtypes using already trained DL models that were not previously exposed to the datasets of the current study. Further, we discussed the potential of such feature scores to improve the current tumor grading system and the challenges that are associated with tumor heterogeneity and the development of prognostic models from histology images. Our findings uncover the potential of feature scores from histology images as digital biomarkers in precision medicine and as an expanding utility for digital pathology.

Seismic Shot Gather Noise Localization Using a Multi-Scale Feature-Fusion-Based Neural Network. (arXiv:2005.03626v1 [cs.CV])

Deep learning-based models, such as convolutional neural networks, have advanced various segments of computer vision. However, this technology is rarely applied to seismic shot gather noise localization problem. This letter presents an investigation on the effectiveness of a multi-scale feature-fusion-based network for seismic shot-gather noise localization. Herein, we describe the following: (1) the construction of a real-world dataset of seismic noise localization based on 6,500 seismograms; (2) a multi-scale feature-fusion-based detector that uses the MobileNet combined with the Feature Pyramid Net as the backbone; and (3) the Single Shot multi-box detector for box classification/regression. Additionally, we propose the use of the Focal Loss function that improves the detector's prediction accuracy. The proposed detector achieves an AP@0.5 of 78.67\% in our empirical evaluation.

Learning Implicit Text Generation via Feature Matching. (arXiv:2005.03588v1 [cs.CL])

Generative feature matching network (GFMN) is an approach for training implicit generative models for images by performing moment matching on features from pre-trained neural networks. In this paper, we present new GFMN formulations that are effective for sequential data. Our experimental results show the effectiveness of the proposed method, SeqGFMN, for three distinct generation tasks in English: unconditional text generation, class-conditional text generation, and unsupervised text style transfer. SeqGFMN is stable to train and outperforms various adversarial approaches for text generation and text style transfer.

Estimating Blood Pressure from Photoplethysmogram Signal and Demographic Features using Machine Learning Techniques. (arXiv:2005.03357v1 [eess.SP])

Hypertension is a potentially unsafe health ailment, which can be indicated directly from the Blood pressure (BP). Hypertension always leads to other health complications. Continuous monitoring of BP is very important; however, cuff-based BP measurements are discrete and uncomfortable to the user. To address this need, a cuff-less, continuous and a non-invasive BP measurement system is proposed using Photoplethysmogram (PPG) signal and demographic features using machine learning (ML) algorithms. PPG signals were acquired from 219 subjects, which undergo pre-processing and feature extraction steps. Time, frequency and time-frequency domain features were extracted from the PPG and their derivative signals. Feature selection techniques were used to reduce the computational complexity and to decrease the chance of over-fitting the ML algorithms. The features were then used to train and evaluate ML algorithms. The best regression models were selected for Systolic BP (SBP) and Diastolic BP (DBP) estimation individually. Gaussian Process Regression (GPR) along with ReliefF feature selection algorithm outperforms other algorithms in estimating SBP and DBP with a root-mean-square error (RMSE) of 6.74 and 3.59 respectively. This ML model can be implemented in hardware systems to continuously monitor BP and avoid any critical health conditions due to sudden changes.

Adaptive Feature Selection Guided Deep Forest for COVID-19 Classification with Chest CT. (arXiv:2005.03264v1 [eess.IV])

Chest computed tomography (CT) becomes an effective tool to assist the diagnosis of coronavirus disease-19 (COVID-19). Due to the outbreak of COVID-19 worldwide, using the computed-aided diagnosis technique for COVID-19 classification based on CT images could largely alleviate the burden of clinicians. In this paper, we propose an Adaptive Feature Selection guided Deep Forest (AFS-DF) for COVID-19 classification based on chest CT images. Specifically, we first extract location-specific features from CT images. Then, in order to capture the high-level representation of these features with the relatively small-scale data, we leverage a deep forest model to learn high-level representation of the features. Moreover, we propose a feature selection method based on the trained deep forest model to reduce the redundancy of features, where the feature selection could be adaptively incorporated with the COVID-19 classification model. We evaluated our proposed AFS-DF on COVID-19 dataset with 1495 patients of COVID-19 and 1027 patients of community acquired pneumonia (CAP). The accuracy (ACC), sensitivity (SEN), specificity (SPE) and AUC achieved by our method are 91.79%, 93.05%, 89.95% and 96.35%, respectively. Experimental results on the COVID-19 dataset suggest that the proposed AFS-DF achieves superior performance in COVID-19 vs. CAP classification, compared with 4 widely used machine learning methods.
