Impact of CPU-bound Processes on IP Forwarding of Linux and Windows XP

These days, commodity-off-the-shelf (COTS) hardware and software are used to build high-end and powerful workstations and servers to be deployed in today's local area networks of private homes and small- to medium-sized business. Typically, these servers are multipurpose and shared - running networking functionalities involving IP packet forwarding in addition to other CPU intensive applications. In this paper we study and investigate the impact of running CPU-bound applications on the performance of IP packet forwarding. We measure and compare the impact and performance for the two operating systems of choice for home and small-business users, namely Linux and Windows XP. The performance is studied in terms of key performance metrics which include throughput, packet loss, round-trip delay, and CPU availability. For our measurements, we consider today's typical home network hosts of modern processors and Gigabit network cards. We also consider different configuration setups and utilize open-source tools to generate relatively high traffic rates. Our empirical results show that Linux exhibits superior performance over Windows XP in terms of IP forwarding performance. Results also show that, unlike Windows XP, the IP forwarding performance of Linux is not significantly impacted by running CPU-bound applications.

Converging Winds: Logic Hybridization in the Colorado Wind Energy Field

This study explores the hybridization of field-level logics. We define hybridized logics as rules of action, interaction, and interpretation that integrate the goals of previously incompatible logics through material forms, practices, and governance arrangements. Through an inductive study of the wind energy field in Colorado, we find that a hybridized logic emerged through a process in which organizational responses to logic incompatibility drove shifts in the relationship between logics and organizations. Compromise and framing efforts unintentionally initiated a process of logic hybridization by catalyzing proponents of the subordinate logic to contest the dominant logic and alter the balance of power in the field. Hybrid organizations then emerged to establish, legitimize, and embed a new set of inter-linked frames, practices, and arrangements that integrated previously incompatible logics. Our findings suggest that the hybridization of field-level logics is a complex process in which organizational actions and field-level conditions recursively influence each other over time.

Policy windows for the environment: Tips for improving the uptake of scientific knowledge

A new EU BON derived paper looks at the dynamics of science - policy dialogue, offering tips for improving the uptake of scientific knowledge.

Scientific knowledge is considered to be an important factor (alongside others) in environmental policy-making. However, the opportunity for environmentalists to influence policy can often occur within short, discrete time windows. Therefore, a piece of research may have a negligible or transformative policy influence depending on when it is presented.

These ‘policy windows’ are sometimes predictable, such as those dealing with conventions or legislation with a defined renewal period, but are often hard to anticipate. We describe four ways that environmentalists can respond to policy windows and increase the likelihood of knowledge uptake: 1) foresee (and create) emergent windows, 2) respond quickly to opening windows, 3) frame research in line with appropriate windows, and 4) persevere in closed windows. These categories are closely linked; efforts to enhance the incorporation of scientific knowledge into policy need to harness mechanisms within each.

In their new reseach the authors illustrate the main points with reference to nature conservation, but the principles are widely applicable. The open access paper is available here: http://www.sciencedirect.com/science/article/pii/S1462901117302095
