By webfeeds.brookings.edu Published On :: Fri, 24 Apr 2015 10:30:00 -0400 As the United States readies to assume chairmanship of the Arctic Council today, it is timely to assess where the United States stands in terms of its ability and commitment to lead in the region. While there are many important elements of Arctic leadership outlined in the U.S. National Arctic Strategy, the ultimate metric of state leadership comes not from policy alone but also willingness to commit the resources needed to advance national interests and shape favorable global norms for peace, stability, and responsibility. In this context, the United States has yet to demonstrate a strong commitment to 21st century Arctic leadership. Nowhere is this more apparent than in the decaying state of the U.S. heavy icebreaking “fleet”—currently consisting of just one operational heavy icebreaker—and the lack of a credible national strategy to expand, much less sustain, this capacity. Although the Arctic Council framework focuses specifically on shared, non-military interests, it would be a mistake to assume the region will be immune from future incidents, whether from eventual increases in tourism and shipping, energy development, or even limited geopolitical conflict. The United States must sustain heavy icebreaking capability to assure year-round access to the region and to be ready to respond in the event of a safety, security, or environmental threat. Commercial activity in the Arctic While commercial activity in the Arctic remains limited today, signs of increased economic investment are on the rise, including Royal Dutch Shell’s announcement of intent to resume Arctic drilling later this year and Crystal Cruises’ planned 2016 traverse of the Northwest Passage with its 820 foot, 1,000 passenger cruise ship Crystal Serenity. The Arctic’s vast untapped resources and opening sea lanes are beginning to drive previously-unheard of levels of human activity. Some have suggested companies like Shell can and will invest in their own icebreaking and emergency response capabilities for Arctic drilling, rendering a U.S. government asset superfluous. This is a shortsighted view that fails to recognize the fundamental risks associated with abdicating prevention and response capabilities solely to the private sector. While a single icebreaker obviously has neither the capacity nor capability to clean up a large oil spill in the Arctic, or anywhere else for that matter, in certain scenarios it could help prevent a spill from happening in the first place, mitigate the severity of a spill, and provide a means to ensure on-scene government oversight and command of any incident. In the case of Arctic tourism, it is important to recognize that a mass rescue operation involving hundreds of passengers on a cruise ship—already one of the most difficult scenarios for search and rescue professionals—becomes exponentially more difficult in the remote and harsh Arctic environment. Finally, although unlikely in the near-term, a future scenario can also be envisioned in which U.S. Navy surface ships need access to the Arctic, and icebreaking capacity is necessary to execute the mission. This is perhaps a distant possibility in the context of today’s Arctic but is a contingency for which the nation should be prepared in the future. Access to the polar regions The Coast Guard’s nearly 40-year old and recently reactivated Polar Star is the only U.S. icebreaker with the size and horsepower to provide unfettered access to the polar regions. The reactivation of this vessel, built in the 1970s, cost nearly $60 million and is estimated to have extended its lifetime by only 7 to 10 years. This presents a difficult and unique challenge in an emergency; if for example, the aging Polar Star has a machinery failure and gets stuck in the ice, the United States does not have the means to extract it and may have to resort to assistance from a foreign country. Coast Guard Commandant Admiral Paul Zukunft recently put it bluntly, saying the Coast Guard “has no self-rescue for its Arctic mission, for its Antarctic mission." While dozens of small and medium sized icebreakers operate successfully in other parts of the world, heavy icebreakers—generally classified as those that exceed 45,000 horsepower—are needed to assure unrestricted access to the Arctic at any time of the year. Additionally, for the United States, heavy icebreaking capacity is also needed for missions like the annual resupply of McMurdo Station in Antarctica, an operation sponsored by the National Science Foundation and executed by the Coast Guard. Sustaining the capability to access any region of the globe has been a fundamental tenet of U.S. national security policy for decades, and the Arctic should be no exception. The United States is falling behind other Arctic nations, like Russia, that have demonstrated an enduring commitment to maintaining access to the Arctic with heavy icebreakers. These investments may be considered consistent with the size of Russia’s Arctic coastline and associated Exclusive Economic Zone, both of which are substantially larger than those of the United States or any other Arctic Nation. Indeed, there is certainly room to debate how many heavy icebreakers the United States will ultimately need in the future. A 2011 Coast Guard study concluded that meeting the tenets of the 2010 Naval Operations Concept—which calls for constant, year-round presence in both polar regions—would require six heavy and four medium icebreakers. Likewise, the study indicated three heavy and three medium icebreakers are needed for Arctic presence. Putting the debate in perspective, the Obama administration’s special representative for the Arctic, retired Coast Guard Commandant Admiral Robert Papp, recently gave a keynote address at the Brookings Institution stressing that “we should at least build one,” acknowledging the critical state of U.S. capability. Replacing the Polar Star presents a unique challenge. Such vessels have not been built in four decades in the United States, and most estimates suggest a 10-year, $1 billion program to build just one in a U.S. shipyard under the federal government’s arduous acquisitions process. This places delivery of a new heavy icebreaker beyond the Polar Star’s remaining service life and adds to the urgency of the current situation. U.S. engagement in the Arctic In short, the United States must have the ability to access and engage in the polar regions on its own terms. No entity is better positioned to fulfill this national security imperative than the United States Coast Guard, which has the authority and organizational ethos to advance high latitude safety, security, and environmental interests without a corresponding threat of excessive militarization. The Coast Guard also remains one of few governmental entities capable of collaborative engagement with the Russians, built on years of maritime cooperation with their border guard. While the case for icebreaker investment is clear, the Coast Guard lacks the resources to move forward on its own. For the Coast Guard, a new icebreaker is at best a distant runner-up to other recapitalization imperatives within the chronically underfunded service. The Coast Guard’s Medium Endurance Cutters are the cornerstone of the service’s offshore presence in the Western Hemisphere and are even older than the icebreakers. Replacing these 1960s-era cutters is justifiably the service’s top acquisition priority. The question here is not whether the Coast Guard wants new icebreaking capability, but rather how a new icebreaker stacks up against other, more urgent priorities in the context of current budget constraints. The most appropriate funding solution is one that reflects the full breadth of inherently governmental interests in the Arctic, including safety, security, environmental protection, facilitation of maritime commerce and responsible economic development, national defense, and scientific research. In other words: funding from across the government to deliver a national, multi-mission asset. The United States is considered an “Arctic Nation,” a term proudly used by policymakers to highlight our intrinsic national interests in the region and a profoundly basic yet important acknowledgement that Alaska and its associated territory above the Arctic Circle are indeed part of the United States. Unfortunately, the United States has yet to advance from this most basic construct of high latitude stakeholder to a proactive leadership and investment posture for the future. Not because of a lack of “skin in the game,” the United States has a legacy of well-documented interests in the Arctic, but a lack of consensus to make it a national priority in the context of the current budget environment. Whether via national crisis or a comprehensive budget deal, polar icebreakers must eventually become the subject of serious resource discussions, and should ultimately garner broad bipartisan support. At that time, additional funding should be appropriated to the Coast Guard to support the acquisition of the much-needed heavy icebreakers, but not at the expense of its other, more pressing recapitalization programs. That same enthusiasm, purposefulness, and the promise of an evening well-spent are what art spaces in and around that part of the city are gearing up for this year. Priyasri Art Gallery Starting June 29, art lovers can say hello to the Mumbai Midtown Arts Collective (MMAC). An initiative by Anupa Mehta and Rashmi Dhanwani, the MMAC will bring together seven spaces in Worli, Dadar, Byculla and Lower Parel to build upon a format that their counterparts in South Mumbai have cracked over the past few years. Tao Art Gallery In this city, artists and visitors mark their calendars for Art Night Thursdays, the second Thursday of every month, when galleries have extended hours instead of their usual closing time of around 6 pm. Similarly, the MMAC will host Art Night Fridays, to be held on the third Friday of the month once every quarter. There will also be Art Sundays, when galleries will remain open, and workshops and sessions will be held in public spaces. Volte Art Projects Art Night Thursdays was conceptualised in 2011, along with Mumbai Gallery Weekend, by a group of about eight galleries in South Mumbai. It continues to visibly draw more visitors than what they would have on most other days. To boil it down to basics, it is a mix of two factors — geography and programming. Piramal Museum of Art + their Byculla gallery For most Mumbaikars, a weekday visit to South Mumbai, particularly Colaba and Kala Ghoda, where a number of galleries are located, usually means wrapping up early from work, and making at least a 45-minute trip from the suburbs. Art Night Thursdays mean that visitors from Jogeshwari or Mulund can spend more time with exhibitions, walkthroughs and talks. That's the day most professionals working in this part of town will step out and unwind," says Dhanwani, founder of The Art X Company, an arts management consultancy, which will drive MMAC. Saffronart There's enough for everyoneMehta and Dhanwani tell us that the idea to form a central Mumbai collective is not new, and has been on their minds for some time now. And, then, last year, some of the midtown art spaces got a massive push for the first time during Mumbai Gallery Weekend, an outreach programme with a series of art events. Mehta, an arts consultant, who runs Anupa Mehta Arts & Advisory from the studio that earlier used to be a gallery, The Loft, at Lower Parel, could see the difference. Anupa Mehta and Rashmi Dhanwani "We had a tea party here, and I expected the regular audience to turn up. Instead, a different crowd dropped by — people who had heard that there was something going on," she says. Lower Parel and Mahalaxmi now have a number of creative clusters, such as indie design studios, today. These areas also house and employ well-travelled aesthetes with disposable incomes. Dhanwani cites a report by KPMG in India and FICCI (February 2018), titled Visual arts industry in India: Painting the future, which stated that 'a new segment of art buyers in India consists of entrepreneurs, company executives and professionals... An increasing number of young art enthusiasts in their late 20s to early 40s are attending shows at art galleries and festivals, to both participate in workshops as well as buy original artwork. Although there is the perceived notion that art is an elite preoccupation, these barriers can be lowered to open arts spaces even further," she says. Focus on accessibilityIn recent years, Lower Parel and its surrounding pincodes have turned into the great corporate heart of the city, drawing thousands through railway networks and SUVs for work and leisure. Mehta says that history always speaks through, as the place that was once devoted to mills, and mill workers. It is reason why accessibility is a key focus of the MMAC — how do you draw the waiting staff from the nearby pub as much as corporate consultants? "We forget that art is the great equaliser, and Lower Parel is a constant reminder that different classes co-exist here," says Dhanwani. The MMAC, interestingly, is not a homogenous clutch of galleries, but has, under its umbrella, a museum, an arts advisory, an auction house, and galleries that have been around for more than a decade, and those that are fairly new. More are likely to join hands in the near future (check MMAC's Facebook page for more info). The MMAC, thus, strategically, means more visibility to these spaces, and the recognition of the presence and growth of another art district, co-existing with the one in Colaba. "We are complementing our friends in South Mumbai. We hope that many more area-specific art circles may occur, and cater to local communities," says Mehta. She adds that with galleries showcasing a range of artistic practices, there is a growing audience for all. The accused, identified as Karan Singh Yadav (30), was nabbed by cops from the Shanti Nagar Police in Bhiwandi from a quarantine facility in Parbhani whereas his partner is absconding. The deceased, Krushna Joshi (72) owned a room in a chawl at Temghar pada. He had rented the room to Yadav’s partner, identified as Lata alias Jyoti Rathod (35). Yadav would often visit Rathod in her home. In April, when Joshi had gone to collect rent, he found the Yadav and Rathod in compromising position. Joshi then scolded the couple and warned Rathod to stop bringing her friends to the room. According to the police, Rathod and Yadav, enraged by Joshi’s comments, decided to kill him. “On the night of April 11, the couple found Joshi alone at his house and hit him with a stone," said an officer, adding that the duo fled the city the same night. On April 12, when Joshi’s son, who stays closeby, tried to contact him, he didn’t respond. He then rushed to Shanti Nagar Police station and filed a missing person report against his father. The police launched a search for Joshi and found that Rathod also went missing the same night. Senior Inspector Mamta D'Souza formed a team under the leadership of Assistant Police Inspector Amol More and Shailesh Mhatre and started the investigation. The officer said that they found Rathod’s address in which it was mentioned that she is a native of Parbhani. We didn't have any other details such as her mobile number or the CCTV footage of the spot of the incident, so we decided to go to Parbhani to find her" told API Shailesh Mhatre. "When our team went to Parbhani, we visited the place mentioned in address but there was no one stay there of this name," he added. The cops then decided to check quarantine centres in the district made for people coming from other districts. "We found a name similar to that of Rathod’s partner, Yadav. We then immediately interrogated him and he confessed to committing the crime, but Rathod is still absconding,” said API Mhatre. During interrogation, Karan told the police that, he dumped Joshi’s body in a well near the chawl. The police team came back to the city and recovered Joshi’s body, which was found to be completely decomposed. An offence has been registered against Yadav and Rathod under IPC section 302 (murder), 201 (disappearance of evidence) and 34 (common intention of committing the crime). "It's quite a tough fight," says bass guitarist Venkat Subramaniyam, who is scrolling through figures as we talk over watermelon juice at the clubhouse of their plush residential complex in Madh-Marve. "It's 50:50," he adds, "women are more active on social media, I mean they comment more, but otherwise the gender ratio is roughly equal." Pic/Nimesh Dave It has taken them a while to get here. Brothers Sanam and guitarist Samar Puri, from Delhi, Subramaniyam, from Bengaluru and Dhanraj, from Chennai won a contest called SUPASTARS hosted by a recording label in 2010. Free gigs, great for exposure, but not of particular value, followed, until they met their manager Ben Thomas. "Under Ben's guidance, we started making videos and music of all types [originals and Hindi, English covers], says Dhanraj. Their first song, Hawa Hawa, saw a decent traction. But then, a cover of Lata Mangeshkar's Lag Jaa Gale got them almost 36 million views (and counting). But their success is also a product of consistency. The first-time visitors on their channel often discover other songs, which they may not have done as well when they released, but gradually gained popularity. "So, our song, Dua [23 million views] which is an original, got popular after people had already discovered us through perhaps a cover version of some song, and wanted to listen to other stuff," says Sanam. They do remember the time that they tried first to get their songs heard. "I have been banned by Facebook so many times because I have spammed so many people [in an attempt to get them to hear our music]!" laughs Dhanraj. "I remember tagging people in the comments section of our videos. Facebook only allows 10 mentions per comment. So, you can imagine how many comments I posted!" smiles Sanam. Today, they have the numbers, but they won't take their success for granted. They try and put up at least one new video every month (original or cover), update their social media accounts every few hours, and tour the country and outside. They now have a team that handles the logistics, including mixing and editing of videos, so they can "concentrate on the music". "We used to do it all ourselves. Now, it's about making music we are proud of so that you, the listener, likes it." Ask them if they will ever ditch covers for originals only, and they have a smart, sorted reply. "In India, originals are respected more. We get that, and we aim to make more and more of them. But in many countries we visit, our fans are into the classics, like Mohammed Rafi's songs, and we want to give them what they want. They are our unique versions, they carry our stamp, in any case," says Subramaniyam. As we leave them, they tell us about their musical influences, and there are some surprising answers. Sanam doesn't listen to much else because he doesn't wish to influenced, but if he must, he will pick, "strings and background music". Subramaniyam loves funk and blues, and Dhanraj and Samar like Arabic tunes. As Samar says, "We sing in all languages, and with our success and fan base, we now get that music really does have no language." Full Article
