Gov. Kim Reynolds has put Iowa on the map, and not in a good way. Sioux City and Waterloo/Cedar Falls are now on the list of communities in America with exploding cases of COVID-19. Both communities are now fighting to protect meatpacking workers and the community because company efforts to protect their workers have failed.

The alarms started going off at Iowa’s meatpacking plant in Tama and Columbus Junction in late March. Packing plants in those communities closed on April 6 due to rampant worker sickness from the deadly virus. Now, after repeated complaints, state OSHA inspectors were finally forced to visit Tyson’s plant in Waterloo. Sadly, however, they still have not conducted a single in-person inspection of any other Iowa plants to make sure that workers have protective equipment and are practicing effective infectious disease control.

Instead, Gov. Reynolds has repeatedly praised company executives for their efforts. trust packing plant CEOs without independently verifying what they were doing is now causing sickness, death and supply chain calamity.

Her ideologically motivated decision to block state inspectors from visiting and helping the plants has thrown Iowa livestock farmers into financial and management turmoil.

Now the president says all packing plants must remain open. This is a disaster. Forcing Iowa workers to work in unsafe conditions without state enforceable protections is cruel and will make all Iowans unsafe while further delaying our economic recovery.

Iowans deserve better.

At the same time Vice President Mike Pence was in Iowa on Friday to discuss the nation’s food supply security, U.S. Rep. Dave Loebsack called on the administration to take more measures to protect workers in food processing plants.

Loebsack also questioned the decisions to reopen the economy being made by the Trump administration and Iowa Gov. Kim Reynolds.

“I don’t think we’re ready for that yet, quite honestly,” the Iowa City Democrat said.

“Ready” will be when adequate protections are in place for the people processing America’s food, Loebsack said.

Workers are showing up on the job, but “they fear for their families, they fear for themselves, they fear for everybody,” Loebsack said. “They don’t know if they’re going to catch this thing or not. But they’re there.”

Of particular concern are workers in food processing, such as those in meatpacking plants in Iowa where more than 1,600 cases of COVID-19 have been reported.

“I really believe that we should not open the plants if we do not ensure worker safety,” Loebsack said.

He called for President Donald Trump to use the Defense Production Act, which the president invoked to keep meatpacking plants open, to ensure an adequate supply of personal protective equipment for packing plant workers.

If Pence and the president are concerned about the nation’s food supply, then they need to “keep those workers safe and, therefore, keep those processing plants running” to avoid meat shortages at the grocery store, Loebsack said.

“We can’t have those plants running if workers are not protected. It’s that simple,” he said. “It’s not just the workers, it’s the families, it’s the community at large.”

With unemployment at 14.7 percent — probably higher, Loebsack said, Congress should extend federal coronavirus-related unemployment benefits of $600 a week beyond their current July end date.

He’s also pleased that the last relief package fixed a Small Business Administration Economic Injury Disaster Loan program to allow farmers to apply for assistance.

This paper begins the project of defining Arthur packets of all unipotent representations for the $p$-adic exceptional group $G_2$. Here we treat the most interesting case by defining and computing Arthur packets with component group $S_3$. We also show that the distributions attached to these packets are stable, subject to a hypothesis. This is done using a self-contained microlocal analysis of simple equivariant perverse sheaves on the moduli space of homogeneous cubics in two variables. In forthcoming work we will treat the remaining unipotent representations and their endoscopic classification and strengthen our result on stability.

The paper considers constrained linear systems with stochastic additive disturbances and noisy measurements transmitted over a lossy communication channel. We propose a model predictive control (MPC) law that minimizes a discounted cost subject to a discounted expectation constraint. Sensor data is assumed to be lost with known probability, and data losses are accounted for by expressing the predicted control policy as an affine function of future observations, which results in a convex optimal control problem. An online constraint-tightening technique ensures recursive feasibility of the online optimization and satisfaction of the expectation constraint without bounds on the distributions of the noise and disturbance inputs. The cost evaluated along trajectories of the closed loop system is shown to be bounded by the optimal predicted cost. A numerical example is given to illustrate these results.

A self-priming spackling compound includes between about 35% by weight and about 65% by weight acrylic latex resin, between about 20% by weight and about 50% by weight filler material, and between about 1% by weight and about 20% by weight water. A packet transmission/reception apparatus and method is provided. The packet transmission method of the present invention includes acquiring a source payload including partial source symbols from a source block, generating a source packet including the source payload and an identifier (ID) of the source payload, generating a repair packet including a repair payload corresponding to the source payload and an ID of the repair payload, generating a Forward Error Correction (FEC) packet block including the source and repair packets, and transmitting the FEC packet block. The source payload ID includes a source payload sequence number incrementing by 1 per source packet. The packet transmission/reception method of the present invention is advantageous in improving error correction capability and network resource utilization efficiency.

An apparatus for fabricating a semiconductor package may include a mold and a molding plate. The mold may define a mold cavity with the mold being configured to receive a circuit board in the mold cavity, and the circuit board may include a semiconductor chip mounted thereon. Systems and methods provide a parameterized scheduling system that incorporates end-user application awareness and can be used with scheduling groups that contain data streams from heterogeneous applications. Individual data queues within a scheduling group can be created based on application class, specific application, individual data streams or some combination thereof. Application information and Application Factors (AF) are used to modify scheduler parameters such as weights and credits to differentiate between data streams assigned to a scheduling group. Dynamic AF settings may adjust relative importance of user applications to maximize user Quality of Experience (QoE) in response to recurring network patterns, one-time events, application characteristics, protocol characteristics, device characteristics, service level agreements, or combinations thereof. Scheduling parameters may be dynamic and incorporate the notions of “duration neglect” and “recency effect” in an end-user's perception of video quality in order to optimally manage video traffic during periods of congestion.

Thermoplastic composition and articles containing UV absorbers that protect the articles contents from harmful UV radiation are disclosed as well as methods for making the thermoplastic articles and methods for using the articles to contain and protect materials sensitive to UV radiation. The UV absorbers contain oxazolone and/or azine functional groups that absorb UV radiation and prevent its transmission into the article. Many of the compounds are novel compositions of matter. The generally clear thermoplastic articles of this disclosure are particularly useful for containing a variety of UV sensitive consumer products that would otherwise have to be packaged in opaque containers.

A food source information transferring system for a livestock meat-packing facility and a related method are disclosed. In one embodiment, the food source information transferring system is capable of reading tag-identifying information in a hook RFID tag incorporated in a hook that can be hung on a hook machine. An animal carcass attached to the hook then undergoes meat chopping, cutting, and/or packing operations in the meat-packing facility. For each meat package produced, a data set associated with the tag-identifying information in the hook RFID tag can be paired with a data set associated with a meat package label attached to the meat package. This dynamic and robust data association between the hook RFID tag and the meat package label enables a food source information database in the food source information transferring system to preserve and trace detailed food source information at various levels of meat production and processing.

A connecting structure for a secondary battery for electrically connecting a core pack where two or more unit cells are electrically connected and a protection circuit module made of the unit cells of the core pack and a PCB substrate. A battery pack dehumidifier system for controlling the relative humidity within a battery pack enclosure is provided, the dehumidifier system including a desiccant that absorbs/adsorbs water vapor from the battery pack enclosure. The system heats and reactivates the desiccant at predetermined time intervals or when the humidity within the system reaches a preset level, thereby allowing the desiccant to regain its potential for absorbing/adsorbing water vapor.
