Power Shortage To Hit 40% of AI Data Centres by 2027, Gartner Warns

40% of AI data centers will face operational constraints due to power shortages by 2027 as AI drives unprecedented energy consumption, research firm Gartner said on Tuesday. Data center power requirements for AI-optimized servers are projected to reach 500 terawatt-hours annually by 2027, more than double 2023 levels, as companies rapidly expand facilities to handle large language model training and implementation. UPDATE: Since this article was published at the end of September, the incoming members of the Politburo and the Standing Committee were announced at the 20th Chinese Communist Party Congress on October 22. The party broke more than two decades of convention by not appointing any women to the Politburo or its Standing Committee. The sole woman among the outgoing 19th CCP Politburo, Sun Chunlan, will retire. Only 33 women rank among the 376 members of the 20th CPC Central Committee, which elects the Politburo - less than one in 10.


As the curtain of the 20th Chinese Communist Party Congress gets ready to rise, the lack of female representation in Beijing’s corridors of power attracts international attention once again.

Female participation in Chinese finance, science, sports or other aspects of society is relatively healthy. Yet there has never been a single woman at the apex of power in the party nor any who has held a seat on the Politburo Standing Committee, the supreme decision-making body for the party and the state.

Historically, China has been run by a number of powerful women starting in 307BC during the first imperial era of the Middle Kingdom. In the Qin Dynasty the Queen Dowager Xuan held de facto power for 35 years during the Warring States period.

More than 2,000 years later, Empress Dowager Cixi wined and dined her European visitors at the Imperial Summer Palace. She was also responsible for the demise of the late Qing Dynasty. Their legacies continue to fascinate and inspire stories in contemporary China.

In modern times, Mao Zedong, one of the founders of the Chinese Communist Party, proclaimed that ‘women hold up half of the sky’. While Chinese law states that women and men should have equal rights in all aspects of political life, the reality is that women remain marginalized in politics, even after the economic and social transformation seen in the past few decades. Chinese men continue to dominate political power.

The top three party, military or state leadership positions have never been filled by a woman and none of China’s 26 ministers is female. There is only one woman among the 31 party bosses that control China’s provinces, municipalities and autonomous regions and only one woman among the 25 members of the all-powerful Politburo, and she oversaw the government’s response to the Covid pandemic. She is Vice-Premier Sun Chunlan, a former party boss of Fujian Province. Among the 371 members of the Central Committee, which elects the Politburo, there are only 30 women, which is less than one in 10.

Women are less likely to join the Communist Party

It is difficult to explain why female participation in the Chinese elite politics is so low but social convention certainly plays its part. Despite increasing financial independence and much improved career prospects, Chinese women are still expected to run the household and look after the children while holding down a full-time job. This surely reduces opportunities to seek public offices.

Although unspoken, China’s experience of handing power to a woman may be another reason why the party is hesitant to put a female in charge. Jiang Qing, better known to the outside world as Madame Mao, was China’s de-facto First Lady until 1976. She was one of the architects of the ‘Great Proletariat Cultural Revolution’, which ushered in a decade of chaos and political upheaval and brought the country to a standstill.

Successive leaders have been determined to prevent a repeat of this misfortune so no woman has been chosen for a top leadership role. But perhaps the main reason for the absence of women in top positions is the way people move up the party ranks.

Women make up around 49 per cent of China’s 1.4 billion population, yet they account for only about 30 per cent of the Chinese Communist Party membership. Once inside the party they are often handed less competitive positions. Rising through the ranks requires party members to achieve certain career breakthroughs. Such success makes them eligible to participate in high politics.

The majority of China’s top leaders have served as a party chief of a province or municipality, a position women rarely achieve. Consequently, few female candidates are considered eligible for more senior roles.

By the time they qualify for Politburo membership, too often they are fast approaching the retirement age for Chinese women politicians: 55. As it is rare to secure a spot on the Politburo under that age, women are virtually ruled out from joining this exclusive group of 25 people.

The Iron Lady of China

There has been one exception since the early 2000s. Vice-Premier Wu Yi, who is known as the Iron Lady of China, was described by Forbes magazine as the third most powerful woman in the world. She led China into the World Trade Organization and successfully bid for the 2008 Beijing Olympic Games. However, her success has been an exception, not a rule.

While Chinese women have been given a nominal egalitarian status with female astronauts, female Olympic champions and female Nobel Prize laureates in place, beneath the surface older practices of patriarchy still hold firm. Liberated or not, the quest for a Chinese female leader under the Communist Party is a long way off.

States may be looking to build or restore nuclear plants, but they will need to bypass Chinese and Russian sector dominance, says Sung-Mi Kim.

Against the backdrop of a worldwide energy crisis, the global nuclear market may be seeing a renaissance with growing interest in nuclear energy.

Sceptics are being compelled to rethink the trade-off calculus of nuclear power for the first time since the 2011 Fukushima disaster, which prompted countries to postpone or phase out nuclear power. The nuclear option is again being seen as a way of boosting a nation’s energy autonomy and its ability to weather the volatility caused by unpredictable Russian gas supplies.

Russia supplies more than a third of global nuclear fuel-related services


Adoption or expansion of nuclear energy capability will not allow a country to be free of Russian influence entirely given its dominant presence in the global nuclear sector. Rosatom, Russia’s state-controlled power corporation, and its subsidiaries, make Russia the leading exporter of nuclear power plants. Russia also supplies more than a third of the global fuel-related services, namely uranium conversion and enrichment. Notably, Russia has been capable of building these into an attractive financial package for importing countries, backed by generous state support.

Like Russia, Chinese government-owned nuclear corporations have started to make forays into export markets as part of its Belt and Road Initiative and ‘Go Out’ policy, which encourages companies to invest overseas. Both China and Russia have a strong comparative advantage in offering competitive state-backed financing schemes for nuclear products and services.


In the meantime, nuclear investment in advanced economies in the West have tended to remain stagnant. The International Energy Agency reports that of the 31 reactors built in the past five years, 27 are of Russian or Chinese design.

Given current market conditions and the technological complexity of the nuclear fuel cycle, new entrants will find it difficult to acquire energy autonomy through nuclear power. They will have to rely on foreign suppliers to build, operate and maintain their nuclear plants and supporting infrastructure. It typically takes a decade to build a nuclear plant and start generating electricity, and nuclear plant deals are built on a decades-long commitment of the parties to forge a political, technical, regulatory and scientific partnership that goes beyond purely commercial terms.

Nuclear export, therefore, is often a long-term, whole-of-the-government effort involving diplomatic skills and geopolitical calculations, and is subject to global oversight to ensure the peaceful use of nuclear energy.

The US is building strategic nuclear partnerships

In response to the Russian and Chinese dominance of the civilian nuclear sector, American nuclear industries are asking the government to streamline the export-licensing process and provide them with support. The US government is also establishing strategic partnerships with nuclear-capable allies such as South Korea to win procurement contracts. South Korea has recently made a U-turn in its nuclear policy. Its new president Yoon Suk-yeol intends to revive the role of nuclear power to help meet the country’s climate targets and has vowed to export 10 nuclear power plants by 2030.

In Japan, where nuclear energy production was halted after the Fukushima nuclear meltdown, a new policy platform was launched in 2019 to enhance public-private collaboration for nuclear research and development.

Intensifying geopolitical tensions between the US and its allies on one side, and Russia and China on the other, will inevitably affect nuclear market dynamics. Domestic economic slowdowns and international sanctions will be a stress test for the export potential of Russia and China.

For instance, in May 2022, Finland eliminated Rosatom from its consortium to build a nuclear power plant, citing delays and increased uncertainties stemming from the invasion of Ukraine. In 2020, Romania cancelled its nuclear deal with China, instead securing an agreement with the US to build two more reactors for its Cernavoda plant. The decision was seen as a move to align Romania with US intentions to sideline China.


 In March 2022, when the Czech Republic officially launched a tender to build a new reactor at the Dukovany nuclear plant, Rosatom and Chinese state-controlled nuclear exporter CGN have been excluded from the tender on security grounds.

As countries try to wean themselves off price-volatile gas and decarbonize their economies to meet climate targets, new commercial opportunities are opening up for the nuclear industry. At least 15 countries are building reactors, according to the World Nuclear Association. Some, such as China, are building more than one.

More than 30 countries are considering, planning or starting a nuclear programme. There is also a growing need for replacing or extending the lives of ageing reactors. It is in this context that the commercial, geopolitical and regulatory aspects of nuclear energy will play an increasing role in the  geopolitical contest for money and influence.

The Asia-Pacific region continues to increase in geopolitical and geoeconomic importance. The rise of China and tensions with the US are affecting bilateral relationships and traditional alliances in the region. Whether seen from the perspective of the Quad – Australia, India, Japan and the US – or the Indo-Pacific concept embraced by a wide range of countries but with no shared consensus on scope and objectives or with ASEAN who insists on the importance of its own centrality, the region is redefining and reconceptualising itself.

With a diverse range of initiatives – including the Regional Comprehensive Economic Partnership (RCEP) and Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) – there are a plethora of regional agreements and institutional groupings that add further complexity.

As the Bretton Woods architecture continues to be dominated by Western powers, China is also spearheading parallel governance initiatives such as the Asian Infrastructure Investment Bank (AIIB), the Belt and Road Initiative and the Shanghai Cooperation Organization (SCO) as a means of enhancing its geopolitical and geoeconomic influence.

This one-day conference will focus on how such networks and alliances have been built, and sustained, in the Asia-Pacific region. In order to understand how new regional initiatives might open up opportunities for new forms of international cooperation, the conference will focus on the themes of cyber-technology and innovation, sustainable development and mitigating the impacts of climate change and new infrastructure initiatives. It will assess whether there is a zero-sum conflict between competing networks and agendas or whether a common approach can be developed.

As US public opinion hardens, the Democratic party takes a tougher stance, and Donald Trump proposes mass deportations, Latin American leaders note a lack of long-term policy.

The US’s broken immigration system has become a central theme of the 2024 election campaign. But the discussion on immigration, undocumented immigrants, and asylum seekers – increasingly lurching into dehumanizing rhetoric – extends beyond US borders. 

As one former senior director of the National Security Council told me, ‘when the president travels or meets with heads of state from Latin America what comes up –regardless of the country – isn’t US–Cuba policy or even trade. It’s immigration’. How the US talks about and treats citizens of Latin American and the Caribbean matters to elected politicians in the region. 

The roots of the US immigration debate go deep and will not be easily resolved, even with a sweeping reform of the system. 

According to a January 2024 Pew survey, 78 per cent of Americans ‘say the large number of migrants seeking to enter the country at the Mexico border is either a crisis (45 per cent) or a major problem (32 per cent)’. Worries about the border are not limited to Republican voters: 73 per cent of Democrats feel that the issue is either a crisis or major problem.

US Customs and Border Protection (USCBP) reported 301,981 encounters with irregular border crossings in December 2023; by August 2024 this had dropped to 107,473.  

Nevertheless, illegal border crossings have increased under Biden. During his administration USCBP reported 8 million encounters along the Mexico border compared to 2.5 million under Donald Trump. 

Mexico

Any attempt to address the issue promises to affect US relations with Mexico, requiring the cooperation of newly elected president Claudia Sheinbaum. Her predecessor and founder of her Morena party, leftist Andres Manuel Lopez Obrador (AMLO), proved an unexpectedly cooperative partner for the previous Trump administration and Biden White House. 

In return for AMLO’s cooperation, the US soft-pedalled criticism over his failures to disrupt narcotics trafficking and criminal networks.

Mexico’s borders with other countries are also under pressure. Mexico remains the primary sending country to the US. But political repression and insecurity in countries including Cuba, Ecuador, Guatemala and Venezuela has pushed their citizens to travel across Mexico to the US. Economic collapse and humanitarian crises in Cuba and Venezuela have further fuelled the flight.

Rhetoric

The Kamala Harris and Trump campaigns have struck different positions on how to stem the flow of illegal immigration. But as US public opinion shifts, both parties are talking tougher. 

Harris is continuing Biden’s hardening stance, including the controversial move to bar those who cross the border illegally from applying for asylum

Biden’s early ‘roots’ strategy, to provide economic and security support in countries from where migrants are travelling, has fallen by the wayside. 

The Trump campaign is taking more extreme positions. The Republican presidential candidate mentions immigration in almost every campaign speech

He proposes to carry out the ‘largest deportation in US history’, using ICE personnel, the National Guard and local police forces to round up undocumented immigrants, including in their workplaces. 

The campaign has also pledged to end birth-right citizenship and Biden’s programme of parole for humanitarian reasons. Trump also plans to restore his first term policies including construction of the border wall. 

Trump’s proposals provide little opportunity for a broad, bipartisan consensus on immigration. Should he win in November he is likely, as he did in his first term, to attempt to push his policies via executive action, opening up challenges in federal court. 

A Harris victory would at least create space for the resurrection of the Biden administration’s 2024 immigration enforcement bill, originally supported by moderate Republican leadership in the Senate, but defeated following pressure from Trump

The bill would have toughened enforcement at the border – increasing funding for detention centres, asylum hearings and for local governments and border patrols. It would also permit ICE to shut down the border when crossings surpassed an average of 5,000 per day or 8,500 on a single day.

Undermining US influence

But such legislation, while promising to address domestic US perceptions of the crisis, threatens to reduce US soft power in Latin America. That would be counterproductive at a time when the US is attempting to consolidate global support in its competition with China and conflict with Russia. 

For Latin American leaders, US rhetoric on immigration rankles. The priorities of Latin American and Caribbean leaders and their voters are long term: economic growth, improved security, and climate change. These issues require investment and commitment from an engaged and reliable US partner. Sadly, Latin Americans can see such issues are not on the domestic agenda in US politics. 

To improve regional perceptions of US intentions after the election, new policy should seek to address the root causes of migration. That will require a multi-pronged, bipartisan approach that focuses attention and resources on US neighbours south of the border.  

Any future US administration will need to risk unpopularity with some voters at home and engage with sending countries and their neighbours. 

The US’s immigration system will need to broaden paths for legal immigration to meet US labour needs, while delivering increased support for border security, and accelerated (and humane) processes for detaining and repatriating illegal border crossers and asylum claims.  

But any sustainable answer also requires addressing the multifaceted reasons driving migrants north. Any future US administration will need to risk unpopularity with some voters at home and engage with sending countries and their neighbours.

From a human rights perspective, the Oversight Board’s decision is a strong one, and not at all surprising. The board decided Facebook was right to suspend the former president’s access to post content on Facebook and Instagram, but not indefinitely.

It found Donald Trump’s posts violated Facebook’s community standards because they amounted to praise or support of people engaged in violence and that, applying a human rights assessment, Facebook’s suspension of Trump was a necessary and proportionate restriction of his right to freedom of expression.

It is in content amplification, not just content moderation, that Facebook should face scrutiny and accountability for the sake of the human rights of its users

However the board also found Trump’s indefinite suspension was neither in conformity with a clear Facebook procedure nor consistent with its commitment to respect human rights. Its decision requires Facebook to make a new decision on the future of Donald Trump’s account, grounded in its rules.

While opinions on this result will differ, the increased call for clear and accessible rules and respect for human rights in their implementation that the Oversight Board brings to Facebook’s operations is welcome.

But the Oversight Board’s powers are limited to content moderation – Facebook declined to answer the board’s questions about amplification of Trump’s posts through the platform’s design decisions and algorithms. This limitation on the board’s role should be lifted. It is in content amplification, not just content moderation, that Facebook should face scrutiny and accountability for the sake of the human rights of its users.

Fundamentally, human rights is not a veneer which can mask or legitimize underlying power dynamics or public policy – those still fall to be assessed for themselves.

The Trump/Facebook saga does highlight the vast power Facebook and other major social media platforms have over political discussion and persuasion. Through granting or denying, or through amplifying or quietening the voices of political figures, Facebook has the power to shape politics, electorates, and democratic processes. Improving content moderation through the Oversight Board, although important, does little to constrain that power.

Facebook itself, unlike a government, has no accountability to the general public, and the Oversight Board must not distract us from the need for a full conversation about the extent to which Facebook’s power is appropriately held and properly wielded.

This decision marks a coming of age for Facebook’s content moderation process. For years, decisions to take down content or ban users have been opaque, conducted by a human workforce that Facebook and other platforms have been hesitant to acknowledge. The platforms have also been worried that being seen to exercise an editorial function might put at risk the legal protections which prevent the platforms being held responsible for user-generated content.

When the Oversight Board was first posited, observers questioned whether a body funded by Facebook could properly exercise a legitimate appeals function. Now there is a reasoned decision which partly supports the decision to de-platform a serving president, but also takes issue with the indefinite nature of the ban.

If the process is to gain respect as a truly independent oversight on the platform’s decisions, greater transparency over the identity of decision-makers will be needed

Facebook specifically asked the Oversight Board to consider specific challenges involved when the person involved is a political leader. The board concluded that Trump’s ‘status as head of state with a high position of trust not only imbued his words with greater force and credibility but also created risks that his followers would understand they could act with impunity’. The storming of the US Capitol and role President Trump played in stirring up the violence underlined that political leaders’ words can motivate others to take harmful actions.

Just as the events of January 6 remain shocking, it remains shocking that private platforms have exercised the power to curb the speech of a US president. It also remains shocking that the platforms sat back and took no action over the previous four years, but waited until the final days of the transition.

The board’s decision is an evolution in private-sector content moderation, with a diverse board giving a reasoned opinion on a Facebook decision. But to fully comply with the principles of open justice, board decisions should include more detail on the individuals who have made the decision – at present, it appears all members of the board review the decision but it is not clear which individuals were involved in its drafting, or that they were clear from conflicts. If the process is to gain respect as a truly independent oversight on the platform’s decisions, greater transparency over the identity of decision-makers will be needed.

Mark Zuckerberg expressed concern about Facebook becoming an arbiter of truth or free speech and, overall, the difficulty of having private companies managing the application of fundamental rights on their platforms has not been solved. Just because companies have the financial resources to do it, does not mean they necessarily should.

Yet no other international governance or arbitration system has emerged to handle the complexities of platform power over speech. In the context of that vacuum, the Oversight Board’s decision is a welcome step.

FRET and optical trapping reveal mechanisms of actin activation of the power stroke and phosphate release in myosin V [Enzymology]

Myosins generate force and motion by precisely coordinating their mechanical and chemical cycles, but the nature and timing of this coordination remains controversial. We utilized a FRET approach to examine the kinetics of structural changes in the force-generating lever arm in myosin V. We directly compared the FRET results with single-molecule mechanical events examined by optical trapping. We introduced a mutation (S217A) in the conserved switch I region of the active site to examine how myosin couples structural changes in the actin- and nucleotide-binding regions with force generation. Specifically, S217A enhanced the maximum rate of lever arm priming (recovery stroke) while slowing ATP hydrolysis, demonstrating that it uncouples these two steps. We determined that the mutation dramatically slows both actin-induced rotation of the lever arm (power stroke) and phosphate release (≥10-fold), whereas our simulations suggest that the maximum rate of both steps is unchanged by the mutation. Time-resolved FRET revealed that the structure of the pre– and post–power stroke conformations and mole fractions of these conformations were not altered by the mutation. Optical trapping results demonstrated that S217A does not dramatically alter unitary displacements or slow the working stroke rate constant, consistent with the mutation disrupting an actin-induced conformational change prior to the power stroke. We propose that communication between the actin- and nucleotide-binding regions of myosin assures a proper actin-binding interface and active site have formed before producing a power stroke. Variability in this coupling is likely crucial for mediating motor-based functions such as muscle contraction and intracellular transport.

Malnutrition negatively impacts individuals, families, societies and economies around the world. Now is the time to align corporate, government and third sector efforts to relegate it to the past.

Many people are aware that the scourge of malnutrition affects a vast number of individuals and communities around the world. However, most tend to view it as a problem to be addressed by governments, charities or donors, rather than the corporate sector.

Certainly, when considered at a societal scale, malnutrition makes the complexities of delivering inclusive growth all the harder. It ratchets up the public health burden while restricting the potential for at-risk populations to take part in productive employment.  Economies are hindered, lives are blighted and the potential for people to reach their full potential can be severely limited.

A number of upcoming summits represent a window of opportunity to address nutrition in the context of resilience, particularly in the wake of COVID-19 and the much-referenced ambition for governments to ‘build back better’. The opportunity is there to foster a true partnership between governments, third sector organizations and businesses of all sizes, sectors and geographies to work for the betterment of society and deliver benefits to all participants in such a partnership. 

So what is the role of business in relation to nutrition - where does it sit on their list of priorities and why should it matter to them? A new Chatham House report represents an important contribution to the discussion about the role of business in addressing malnutrition. Through thorough research and direct engagement with businesses, it seeks to find out if malnutrition is on the corporate radar and the extent to which it is considered a material issue.

Surprisingly, whilst many large corporates recognize malnutrition as a matter for concern, this is typically defined only in the context of CSR programmes or related ambitions. These types of commitments have their limitations though; most notably the fact that the communities more severely affected by malnutrition typically sit outside of the sphere of influence of the multi-national companies with the greatest ability to mobilize resources and make an impact. Where populations are marginalized, operating within the informal economy and living in settings that are too fragile for large-scale business investment, corporate CSR programmes are unlikely to have a meaningful impact.

Report Launch: The Business Case for Investment in Nutrition

As COVID-19 pushes UN targets to end global hunger and malnutrition even further off-course, now is the time for businesses to step up and improve nutrition in their workforce and beyond.

The report also asked businesses whether they considered malnutrition to have a material impact on their ability to create value, protect value and manage risk. In the majority of instances the answer was no. This may be surprising, particularly given the evidence provided by new modelling – done for this report using a purpose-built model by Vivid Economics – that illustrates the costs posed to business by malnutrition within a population. On an immediate and direct level, the impacts can be considerable due to lost or reduced productivity from the employee base. However, if even that immediate impact is addressed, the externalities associated with malnutrition can come back and have a negative effect on businesses and investors alike.

When reflecting on externalities and the landscape of risk within which business operates, it is worth considering climate change by way of comparison. Climate change is well embedded in the risk profiling of most progressive and well-managed corporates – although in some instances meaningful action may be well overdue. That said, it is recognized that the direct and indirect impacts have the potential to conspire and permanently reduce shareholder, stakeholder and societal value. 

Similarly, if left unchecked, the externalities associated with malnutrition will undoubtedly contribute to an increased level of risk in terms of both operating and investment environments. This is both an issue of social equity and enlightened self-interest given that good nutrition is key to the success of many of the Sustainable Development Goals (SDGs), and is essential to driving sustainable economic growth. One of the lessons of the COVID-19 pandemic is the manner in which widespread malnutrition can significantly reduce the resilience of populations to external risks, including the outbreaks of infectious disease. We need only to look at the impact of climate stress and related events to understand how closely linked malnutrition is – or may become – to the incidence of social unrest and armed conflict in low-income countries.

Progressive companies and investors have already identified the ability to drive inclusive and sustainable growth as a compelling imperative for investment. In this context, the potential for improved nutrition – both in the workforce and amongst the communities upon which the firms depend – should be a true priority. As fund managers seek increasingly meaningful insight into the way that companies within their portfolio(s) create value, protect value and manage risk, the scope of environmental and social governance is expanding. Many recognize the link between delivering on the SDG agenda and protecting or enhancing shareholder value into the longer term. This is a powerful lever for change, particularly when considering that good nutrition is integral to the success of the ambitions laid out by the various SDGs. Successfully delivering against nutrition-focused targets could unlock growth in developing markets and create an enabling environment for achieving the broader SDG agenda. This may in turn help companies to deliver enduring shareholder value in a way that does not undermine their corporate sustainability commitments.

So, given the insights provided by this report, what can businesses do that have the potential to make a practical and effective impact? There are three main action points around which the private sector can galvanize its efforts and work in partnership to deliver a meaningful impact. 

The first action point is a basic requirement to be proactive and make supportive interventions with existing and future workforces, ensuring that staff are well fed and have appropriate facilities for breastfeeding and childcare. Beyond that foundational commitment, the second action point is to work to build impactful and well-governed partnerships to work within local communities and deliver outcomes at an appropriate scale. The third and final action point sets out the importance of reporting. Businesses should thoroughly assess the impacts of their operations, investments and influence. They should be transparent about those impacts and report both on the current situation and the commitments made to deliver on measurable targets.

Malnutrition is a scourge; it negatively impacts individuals, families, societies and economies. Now is the time to align corporate, government and third sector efforts to consign it to the past. We just need leaders to be bold enough to seize the opportunity.

Economic Diplomacy in the Era of Great Powers

The 21st-century global economy has different drivers from those in the previous century. Amid ever more politicized trade relations, economic diplomacy needs a more transparent framework.

The emergence of a multipolar global economy in which the US is no longer the main engine of growth has boosted the role of economic diplomacy, the setting of foreign economic policy. While the EU remains the world’s biggest economic bloc and the US is still an economic powerhouse, it is Asia – China in particular – which has created hundreds of millions of new middle-class consumers, helping to drive global economic growth.

This shift has ignited an era of competition between the US and China and, by implication, a debate about the merits of different political and legal systems. The difficulty for the rest of the world is how best to navigate this highly polarized climate – in recent history, only the Cold War comes close to having matched the adversarial dynamics of such a divided international community.

In conducting economic diplomacy, governments should consider their economic strengths, the importance of transparency, and how best to operate in a fragmented international system.

First, the setting of trade and investment policy should take into account developments in the global economy. One trend worth noting is the rising importance of services – in particular digital services – in international trade. The expanding cross-border trade in intangibles such as business services and data means the negotiation, definition and enforcement of standards to regulate these are of growing importance for the global economy, and for policymakers in many countries.

In contrast, negotiations around merchandise trade are likely to take a somewhat lower profile. Under the World Trade Organization (WTO), tariffs on manufactured goods have dropped significantly in any case – though there is still scope to lower them. Contemporary diplomacy, as well as disputes, around the lowering or raising of barriers to international trade will increasingly concern non-tariff measures applicable to services rather than those, such as tariffs, that traditionally apply to goods.

For service-based economies, it is vital free-trade agreements (FTAs) encompass regulations and standards for intangibles. But this is difficult in a multipolar global economy where the US, China and the EU all have different legal and regulatory systems, and raises the prospect of a fragmented global trading system divided into blocs of countries adhering to different standards.

A pluralistic or mini-multilateral approach to trade such as the stalled Trade in Services Agreement (TiSA) could help resolve elements of this division. TiSA was launched in 2013 by a group of advanced economies, not the entirety of the WTO, to further opening up global services trade. However, talks have been on hold since 2016 and, in the current climate, it is near impossible to conclude negotiations when the major economies do not come to the table and instead promote their own standards with their closest trading partners.

Second, policymakers should consider that, in an era of heightened trade tensions, any framework for economic diplomacy needs to be transparent if it is to be trusted and credible. Such a framework could centre on commercial openness and consistency with a country’s foreign and intelligence policy aims. For example, clearly spelling out how a country reviews prospective foreign investment and applying this consistently would demonstrate that all projects are treated equally without singling out any individual country. This would be an improvement over an ad hoc and less transparent approach .

A major challenge in creating a ‘principle-based’ economic diplomacy framework of this kind is reconciling competing policy aims. To this end, several key questions need answering. Should trade agreements encompass non-economic elements, such as foreign policy aims? Do concerns over national security mean that trade and investment agreements should favour allies? Could such a framework assess a trading or investment partner in terms of national security as well as potential economic benefit?

A country should also re-think how to undertake a wider international role when embarking on economic diplomacy. The inability of the major powers to set new global rules has had a detrimental impact on an international system under significant strain. The stalling of multilateral trade talks and urgency of international coordinated action on global public goods, such as health and the environment, shows there is a pressing need for a new approach to international relations.

Economic diplomacy could, and should, bolster the rules-based multilateral system. The challenge is engaging the major powers without whom widespread adoption of global policies and standards is less likely. Yet the chances of wider adoption might actually be better if a proposal does not come from either the US or China. This opens up the opportunity for other countries to be ‘honest brokers’ and potentially improve their own international standing.

In an era of increasing tension between great powers, economic diplomacy requires re-tooling. It should consider not just economic considerations, but also broader foreign policy aims, greater transparency, and a pluralistic approach to global rules to strengthen the multilateral system.

A new podcast special explores an often-overlooked aspect of humanitarian assistance: access to energy.

From Afghanistan to Ukraine to Sudan - the world is grappling with the consequences that emerge when people are forced to flee from their homes. One factor that does not usually make the headlines is that many people displaced by conflict or natural disasters lack access to the energy services that are necessary for forging dignified lives and livelihoods. 

This first episode of a two-part Undercurrents special examines efforts to electrify refugee settlements in Ethiopia, Kenya and Rwanda, shedding light on what has worked and what has not. Approximately 94% of forcibly displaced people living in these settlements do not have access to electricity to heat or cool hospitals, schools and dwellings, or to light streets.

Since 2015, Chatham House has been researching this issue and convening dialogues to spur action by humanitarians, energy companies and others. Our seminal Heat, Light and Power report provided the first ever comprehensive assessment of access to energy in refugee camps and urban areas with high numbers of refugees.

This two-part podcast is part of the Renewable Energy for Refugees project. Led by Practical Action, the project provides access to affordable and sustainable sources of renewable energy, and improves the health, wellbeing and security of refugees and neighbouring communities.
