wrap Mid-Session Legislative Wrap Up By www.pacatholic.org Published On :: Fri, 05 Jan 2018 13:32:47 +0000 The Pennsylvania General Assembly is taking a mid-session break and will resume session late in January 2018. 2017 was a very busy year and more issues are on the horizon for 2018. Here is the status of the several high priority bills that are on the legislative agenda of the Pennsylvania Catholic Conference. Bills That Made It Through Several bills made it all the way through the legislative process in 2017. One bright spot in the difficult, prolonged budget debate was a $10 million expansion of Educational Improvement Tax Credits (EITC) which will benefit more students in Catholic schools. The Pennsylvania General Assembly took a strong pro-life stand to ban barbaric dismemberment abortions and abortions when the unborn baby is able to feel pain (20 weeks). Both the Senate and the House passed Senate Bill 3 with overwhelming majorities. Unfortunately, Governor Tom Wolf vetoed the measure and there was no vote to override. Governor Wolf did however sign House Bill 1139 into law. This law adds fire stations to the list of safe places where a newborn baby may be placed without penalty. Police stations and hospitals are also safe havens. Incubators will be placed in participating locations to hopefully prevent babies being abandoned in dumpsters or public restrooms. The legislature reauthorized the Children’s Health Insurance Program (CHIP), but not without controversy. An amendment to correct regulations that allow coverage for sex reassignment surgeries for children was taken out of the final bill that went to the governor’s desk. The Pennsylvania Catholic Health Association and PCC will look for ways to address this again without compromising a valuable program that has given thousands of children access to health care. Legislation to address the statewide opioid crisis was signed into law by Governor Tom Wolf. Senate Bill 446 establishes state-regulated minimum quality standards for the licensure of recovery houses that receive funding or referrals from government agencies. This new law is welcomed by the recovery houses operated by many Catholic Charities agencies within Pennsylvania’s Catholic dioceses. The governor also signed the “Right to Try” Act into law which will provide terminally ill patients the opportunity to try experimental treatments, such as investigatory drugs, biological products and medical devices. It will allow access to treatments that have not been fully approved by U.S. Food and Drug Administration. Issues Left To Do There is much more work left to do in 2018. Legislation to create Education Savings Accounts (ESA) is being considered. Senate Bill 2 would give families that live in the boundaries of a chronically underperforming school a grant in the amount of the average state funding per pupil if they withdraw their students from public school. The money could only be used for tuition and expenses in a participating private school, for tutors, or other education expenses. The money would come out of the local school’s state subsidy; any unused dollars would return to the local school. Senate Resolution 174 and House Resolution 609 each condemn the practice of selectively aborting babies with Down syndrome. Although resolutions do not have the force of law, they are useful gestures for raising awareness. Another resolution, HR 519, condemns the free availability of pornography because of the public health hazard it causes to children and families across the Commonwealth. It passed the House Health Committee in November and should be taken up on the House floor soon. The Pennsylvania Catholic Health Association is reviewing legislation that would govern the use of POLST, Physician’s Orders for Life Sustaining Treatment. Senate Bill 623 and House Bill 1196 similarly outline how and when someone would use a POLST in an end-of-life situation. The concern lies in whether or not a qualifying condition must be present for a POLST order to be signed. Beyond these moral issues, the PCC is tracking legislation that tackles social justice concerns as well. House Bill 1076 would create a land bank of blighted properties and transform them into safe housing for the homeless. With opioid addiction continuing its terrible toll on every community, more legislation will be considered including House Bill 825. This bill provides for a central registry of existing emergency drug and alcohol detoxification beds so health care facilities can better serve people with a substance abuse crisis. This is by no means an exhaustive list of public policy issues that the Catholic Conference will review and advocate. Sexual orientation non-discrimination, access to health care, threats to religious liberty, and other proposals are all potential issues on the radar. Both the Nasdaq and the S&P closed by the exact same point amount....Russell 2000 tumbled -43.13 points or -1.77% at 2391.84In the US the NY Fed Survey showed inflation expectations moving lower with the one year inflation at 2.9% vs 3.0% estimate. That is the lowest in 4 years. The 3 and five years measures also declined with the 3 year down to 2.5% from 2.7%, and the 5 year down to 2.8% from 2.9%. In Canada building permits soared by 11.5% after -6.3% decline last month. Overall permits were the second-highest level since the start of the new series in January 2017 but it's more of a one-off around government spending than anything related to the economy. Ontario's institutional component received big contributions from construction for long-term care facilities across the province and a hospital permit in Prince Edward County. Residential building is holding up on the multi-family side as the pipeline of condos continues to work its way through but single-family has flatlined.The US bond market was open after Monday's Veteran's Day holiday and selling was the order of the day as traders price in the inflationary and growth implications of a GOP sweep (and perhaps increased deficits too). The 10-year yield rose close to 12 basis points. The 2 year is up close to 9 basis points. The USD moved higher with the greenback moving the most vs the GBP (0.95%).. The GBPUSD moved to the lowest level since August 8 and traded below the 61.8% retracement of the move up from the April low. That level comes in at 1.27322. The current price is trading just above that level into the close for the day.The EURUSD is rallying modestly into the close but still saw the dollar higher by 0.26% versus the EUR. The pair moved below the 1.0601 level which took to price to a new low for 2024. The low could only get to 1.0594 before bouncing higher into the close. The sellers in the EURUSD had their shot. They missed. The USDJPY is closing higher by 0.61% and into a swing area between 154.54 and 155.21. The high price reached 154.92 extending above the high price from last week at 154.70. The price is trading at 154.62 into the close. Buyers are in control. Can they extend to the high target at 155.21. The USDCAD traded to the highest level going back to October 2022 when the price extended to 1.3977. The high price today reached 1.3966 just 11 pips short of that high. The price is trading at 1.3949 going into the end of the trading day.Gold continues its move to the downside after reaching record levels at the end of October at $2790.07. The price has since fallen -6.89% to $2597.88.Bitcoin's sprint to the topside continued today with the price reaching above $90,000 for the first time ever and just 2-days after breaking above the $80,000 level. I’ll post a full capsule roundup on Monday. Fauna [Mexico/Canada, Nicolás Pereda, 3.5] Narratives nest within narratives when an actor visits his girlfriend’s family in a sleepy small town. Comic misunderstandings, naturalistic locations and twisting meta-story may remind seasoned festival-goers of the works of Hong Sang-soo, with Coronas instead of soju. Preparations to Be Together For an Unknown Period of Time [Hungary, Lili Horvát, 4] Top neurologist questions the accuracy of her recollections when she moves back home from the US to Budapest for a romantic rendezvous, only to find that the object of her affections professes not to remember her. Quietly suspenseful drama of psychological uncertainty. The Truffle Hunters [Italy, Michael Dweck & Gregory Kershaw, 4] An aging generation of Piedmontese truffle hunters carries on the search for the elusive delicacy, fearing the poison bait left for their beloved dogs by ruthless newcomers to the trade. A documentary balm for lovers of food and canines luxuriates in the presence of sumptuously photographed forest eccentrics and their very, very good dogs. Bandar Band [Iran/Germany, Manijeh Hekmat, 3] A pregnant singer, her husband and their guitarist try to get their van through a floodstruck region to attend a contest gig in Tehran. Neorealist drama where the obstacles in the characters’ path are literal. The Water Man [US, David Oyelowo, 3.5] Imaginative kid (Lonnie Chavis) heads into the Northwestern forest in search of a legendary immortal, thinking he holds the secret to curing his mom (Rosario Dawson) of leukemia. One of the more successful of a recent wave of films that put a somber sin on 80s kids adventure, thanks to a well-constructed script and Oyelowo’s sure control of tone. Among the differences of this digital-only fest was that it removed the flexibility to choose between multiple screening dates. In a regular year I program the last days and work backward to end on some combination of stronger and/or lighter selections. Here programmers assigned a 24 hour window for each film. These last movies weren’t what I would have picked as closers in ordinary times. To compensate for this Valerie and I are running a day of fake TIFF programming to simulate the funner final Sunday we usually shoot for. They consist of one film that played at TIFF 2019 and three others from previously-appearing directors. Play along at home by streaming The Vast of Night, The Forest of Love*, Mr. & Mrs. Adelman, and Ace Attorney.*Update: Turns out this one is ultra-disturbing and in no way fun or light. Going into something with mistaken tonal expectations—just like the real TIFF! Capsule review boilerplate: Ratings are out of 5. Delaware's 21-person team mobilized at Blackbird State Forest in Smyrna on August 28. On August 30 they were assigned to the Griffin Fire, a 61,821-acre blaze in Arizona's Tonto National Forest in the U.S. Forest Service's Southwest Region. They subsequently took on the Rockhouse Fire, a 19,506-acre blaze on land managed by the San Carlos Agency of the Bureau of Indian Affairs, located 22 miles southeast of San Carlos, AZ. On September 9, they were transferred to the Southern California Geographic Area and assigned to the Valley Fire, which has consumed 17,665 acres in the Cleveland National Forest and located 19 miles northeast of Chula Vista, CA. The crew is expected to arrive back at Blackbird State Forest in Smyrna, Delaware by Friday afternoon, September 18.
