More than 200 Los Angeles Unified School District elementary school libraries have reopened in just two months, according to district officials.

Recession-era budget cuts had left many libraries without staffing. The cuts persisted even when the economy began to improve: a year ago half of the district's 650,000 students were still without a librarian or library aide.

Without library workers, state law prohibits students from browsing collections, pulling reference materials or checking out books. 

“We have been living without libraries and, no, we don’t want to because they are essential for academic achievement and learning for our students," said Mark Bobrosky, a librarian at Walter Reed Middle School.

School board member Monica Ratliff created a task force to recommend ways to expand libraries after KPCC reported that Lorne Street Elementary in Northridge had a library full of books collecting dust.

"This idea of equity — we are trying to make sure we don't have library deserts," Ratliff said at the board's curriculum, instruction and assessment committee meeting on Tuesday.

Even when the board committed funds for elementary school libraries, the district found it hard to fill openings. Library aides worked just three hours a day, five days a week.

Members of the task force suggested assigning library aides to two schools, doubling their hours and providing benefits.  Elementary school libraries began to quickly reopen. 

But while conditions have improved for elementary students, middle school libraries are still hard hit, with nearly 65 percent of their campus libraries shuttered.

Bobrosky said reopening the libraries is vital for L.A. Unified's success in implementing the Common Core state standards, which require research projects incorporating a variety of texts.

Los Angeles Unified's arts education leaders took steps to renew long-dormant community partnerships with arts organizations Wednesday, part of an effort to revitalize arts education in the nation’s second largest school district. 

At the Los Angeles Cathedral in downtown L.A., the district's new arts ed director, Rory Pullens, held his first meeting with community arts organizations. More than 100 people representing several dozen groups attended the event.

Pullens outlined the district's arts plans and how community partners can help boost the arts for students.

“Guess what," Pullens said, getting a round of applause with cheers of support from some of the attendees. "We're back."

Pullens lauded the district's recent announcement clearing the way for arts funding for low-income students, and pointed to new allocations this year that helped some of the district's schools purchase items like art supplies.

He also said the district is working on a school survey to create an arts equity index that will change the way the district allocates arts funds. The index would measure how well schools are providing arts instruction and arts access to students. Originally planned for release last year, the index is now expected next month.

But Pullens also painted a grim picture of the district’s current arts offerings. He said about a third of the district's middle schools currently offer little or no exposure to the arts. Some of the district’s students can go through both elementary and middle school without taking a single arts class, he said. Because of gaps in arts instruction, students who start learning an instrument in elementary school, for example, might not have classes to continue music study in their middle or high schools.

Pullens further talked about widespread budget problems, but took district leaders to task for failing to restore arts funding to the budget as the recession eased.

He said the arts education branch is still facing a deficit. Superintendent Ramon Cortines told reporters recently that the district as a whole is looking at a $160 million shortfall heading into the 2015-2016 school  year.

Despite the mixed funding news, for many in attendance, the meeting marked a positive shift in the district's arts strategy. Some groups currently serve as partners with the district, but the gathering was the first major effort in several years to reach out to organizations with the aim of restoring arts in the schools.

Jay McAdams, the executive director of 24th Street Theatre, said he remembered a few years back when the district emailed a cease-and-desist letter calling for an end to all arts partnership programs. He saw Wednesday's meeting as a major turnaround. 

"This is just a real breath of fresh air. There’s hope, there’s hope for first time in a long time for arts," he said.

Approaches to improving hard disk drive far track interference problems include utilizing a wrap-around shield having recessed high magnetic moment layer(s). Embodiments include tapering the high-moment portion away from the air bearing surface (ABS) in the cross-track direction away from the write pole, thereby reducing exposure of high moment layers at the ABS to reduce the risk of unwanted track erasure away from the main pole. Embodiments include positioning the high magnetic moment layers in their entirety away from the ABS, such as with a laminate structure of high magnetic moment and low magnetic moment materials laid down in a direction away from the pole tip trailing edge.

A heat-assisted magnetic recording (HAMR) air-bearing slider has an optically-transparent protective film over the near-field transducer (NFT) to protect the NFT from excessive heat caused by the accumulation of carbonaceous material on the slider's overcoat. The NFT is thus separated from the overcoat by the protective film. The protective film does not cover the write pole end, which is covered only by the overcoat, so there is no spacing loss between the write pole end and the recording layer on the disk. In one embodiment the protective film is coplanar with the recording-layer-facing surface of the slider and the overcoat covers both the protective film and the write pole end. In another embodiment the overcoat has a window that surrounds the protective film, with the protective film being substantially coplanar with the air-bearing surface (ABS) of the slider. In both embodiments the smooth topography of the slider's ABS is maintained.

A magnetic read sensor having an antiferromagnetic located embedded within a magnetic shield of the sensor so that the antiferromagnetic layer can pin the magnetization of the pinned layer without contributing to read gap thickness. The sensor is configured with a pinned layer having a free layer structure located within an active area of the sensor and a pinned layer that extends beyond the free layer and active area of the sensor. The antiferromagnetic layer can be located outside of the active and exchange coupled with the extended portion of the pinned layer.

A recessed lighting system is provided. The recessed lighting system includes a light module and a driver separately coupled to a chassis. The light module includes one or more rotatable prongs for allowing the light module to pivot while the driver and chassis remain static. By being mechanically separate, the driver does not interfere with the movement of the light module. In particular, since the light module is not directly coupled to and is mechanically separate from the driver, pivoting the light module does not require space in a cavity of an associated housing to accommodate the rotation of the driver. A rotating airfoil component of a turbomachine, in which the component has an airfoil aligned in a spanwise direction of the component, a shank, and a platform therebetween oriented transverse to the spanwise direction. The platform has an outer radial surface adjacent the airfoil, and at least one recessed region defined in its outer radial surface. The recessed region extends opposite the spanwise direction from a platform plane that contains portions of the outer radial surface that are upstream and downstream from the recessed region. The recessed region is contiguous with an end wall of the platform and extends therefrom toward the airfoil. Semiconductor devices including a stressor in a recess and methods of forming the semiconductor devices are provided. The methods may include forming a trench in an active region and the trench may include a notched portion of the active region. The methods may also include forming an embedded stressor in the trench. The embedded stressor may include a lower semiconductor layer and an upper semiconductor layer, which has a width narrower than a width of the lower semiconductor layer. A side of the upper semiconductor layer may not be aligned with a side of the lower semiconductor layer and an uppermost surface of the upper semiconductor layer may be higher than an uppermost surface of the active region.

Recessed adhesive binding systems. One system can include a plurality of sheets arranged in a stack, each of the plurality of sheets having a front surface, a rear surface, and an exposed edge. At least one of the front surface and the rear surface of each of the plurality sheets can include at least one recessed adhesive positioned adjacent the exposed edge to form an at least partially exposed recessed adhesive, which can be selectively activated. The rear surface of a first sheet in the plurality of sheets can be positioned adjacent the front surface of a second sheet in the plurality of sheets, or vice versa, and the exposed edges of the plurality of sheets can be staggered, such that the exposed edge of the second sheet extends further outwardly from the stack than the exposed edge of the first sheet in the stack.

The flow stabilizing section is formed so that a bottom of the vortex suppression block that protrudes from a bottom of a hull toward a stern in the moon pool is recessed in an upward direction of the hull to stabilize a flow in the moon pool and reduce a variation in resistance of the drillship. The flow stabilizing section (30) is formed by partly recessing the bottom of the vortex suppression block toward an upper portion of the hull. The drillship having this configuration provides resistance performance improvement and flow stabilization of the drillship.

Clothing iron including a sole (1) having a bottom side with a sliding surface (11) coming into contact with cloth and comprising at least one steam-supplied recess (10), the recess (10) being bounded on its entire periphery by the sliding surface (11) in such a manner that the recess (10) forms a steam diffusion cavity that is surrounded by the sliding surface (11) when the sole (1) is applied to the cloth being ironed, characterized in that the depth of the recess (10) is greater than or equal to 1 mm.

A modular wall includes a plurality of inter-connectable and interchangeable wall modules. At least one of the wall modules includes a recessed, extendable piece of furniture, such as a bed, desk, table, work surface or chair. Disposed within the housing are heat sink walls slidably capturing a slide portion of a lamp assembly. A lamp holder integral with the slide bar includes a lens that directs a beam of light through an opening in a ceiling substrate in which the housing is installed, and an expansion ring rotatingly disposed around the open cylindrical lower portion of the housing engages and secures the housing in a ceiling substrate while also permitting the housing to freely turn within the expansion ring so as to allow adjustment of a beam of light directed from the lamp assembly.
