As Los Angeles mulls a law that would raise the minimum wage above the current California minimum of $9 an hour, it's the latest city to jump on a trend that started as the by-product of a failed labor negotiation in the state of Washington.

The first city to enact a $15-per-hour minimum wage was SeaTac, Wash., — a tiny airport town outside Seattle. "SeaTac will be viewed someday as the vanguard, as the place where the fight started," the lead organizer of SeaTac's $15 campaign, David Rolf, told supporters in November 2013 after a ballot measure there barely passed.

Rolf never set out to raise SeaTac’s minimum wage, much less start a national movement. Speaking from a sparse corner office in downtown Seattle at the Service Employees International Union 775, which he founded in 2002, Rolf told KPCC that his original goal in 2010 was to unionize workers at SeaTac airport.

When employers – led by Alaska Airlines — played hardball, Rolf put the $15 minimum wage on the ballot as leverage. “We had some polling in SeaTac that it could pass, but it was not at all definitive,” Rolf said.

That proved prescient: In a city of just 12,108 registered voters, Rolf's staff signed up around 1,000 new voters, many of them immigrants who had never cast a ballot. The measure won by just 77 votes.

It's an irony that the new law doesn't apply to workers at the center of the minimum wage campaign: The airport workers at SeaTac. That's because the Port of Seattle, which oversees the airport, challenged the initiative, arguing that the city's new minimum wage should not apply to the nearly 5,000 workers at the airport. A county judge agreed. Supporters of the $15 wage have appealed.

Still, Rolf said, "I think people are proud that that’s what happening. There are leaders of the movement in Seattle, including our mayor, that said shortly after the victory, 'Now we have to take it everywhere else.'"

The $15 minimum wage spread to Seattle last June and to San Francisco in November. 

Why $15 an hour?

The $15 figure first came to people’s attention in a series of strikes by fast food workers that started two years ago in New York. 

“I think it’s aspirational, and it provides a clean and easy-to-understand number," Rolf said. "You can debate whether it ought to really be $14.89 or $17.12, and based upon the cost of living in different cities, you could have a different answer. But in the late 19th and early 20th century, American workers didn’t rally for 7.9 or 8.1 hour working day. They rallied for an eight-hour day.”

“What’s really remarkable about social protest movements in American history is that the radical ideas of one group are often the common sense ideas of another group in a matter of a few years," said Peter Dreier, professor of politics at Occidental College.

Rolf is hopeful the $15 minimum wage can spread to every state. But Nelson Lichtenstein, Director of the Center for the Study of Work, Labor and Democracy at the University of California, Santa Barbara, is skeptical.

“I don’t think having high wages in a few cities will mean it will spread to red state America,” he said. 

Lichtenstein said cities like L.A. have become more labor friendly, thanks largely to an influx of immigrants, but that’s not the case in the South. Oklahoma recently banned any city from setting its own minimum wage, joining at least 12 other states with similar laws, according to Paul Sonn, general counsel and program director at the National Employment Law Project.

In November, voters in four Republican-leaning states — Alaska, Arkansas, South Dakota, and Nebraska — approved higher minimum wages, but they weren’t close to $15.

A $15 dollar wage would have a much greater impact in Los Angeles than Seattle or San Francisco because the average income here is much lower than in those cities. Post-recession, income inequality has become much more of a concern for voters, which has made $15 more palatable, Sonn said.

This fall, the Los Angeles City Council enacted a $15.37 minimum wage for hotel workers that takes effect next year. A similar law has been in effect around LAX since 2007. 

But even though California cities have been allowed to set their own minimum wages for more than a decade, L.A. has never come close to doing so.

Until now.

Labor unions have led the fight to raise the minimum wage in several American cities, including Los Angeles, where the City Council is considering two proposals right now that would give raises to hundreds of thousands of workers (to $13.25 an hour by 2017 and $15.25 an hour by 2019).

But few of the unions' members have benefited directly from the initiatives. So why do unions care about a $15 wage for non-union workers? 

It’s part of a long-term strategy to protect the interests of their members, labor leaders say. They also see an opportunity to raise the profile of unions after years of falling membership.

"We can’t be the movement that’s just about us," said David Rolf, an international vice-president of SEIU, who led the first successful $15 minimum wage campaign in SeaTac, the town in Washington that is home to the region's similarly named airport. 

“We have to be the movement that’s about justice for all," Rolf added. "The labor movement that people flocked to by the tens of millions in the 1930s wasn’t known for fighting for 500-page contracts. They were known for fighting for the eight-hour day, fighting to end child labor.”

The idea that workers should earn $15 dollars an hour first came to the public’s attention during a series of fast food strikes that started in New York City in late 2012. Those workers didn’t just walk off the job by themselves. They were part of a campaign organized by unions, led by SEIU, which is made up mostly of public sector and health care workers.

$10 million fast-food strikes

The Service Employees International Union spent $10 million dollars on the fast food strikes, according to The New York Times. But none of those restaurants have unionized, and because it’s been so hard to form private sector union these days, they probably never will, said labor historian Nelson Lichtenstein.

“In effect what you have now is the SEIU – its hospital membership or its members working at the Department of Motor Vehicles – helping to raise the wages of fast food workers, but not their own wages,” Lichtenstein said.

That's because unionized workers earn far more than the current or proposed new minimum wages, in L.A. an average of more than $27 an hour, according to UCLA's Center for Research on Employment and Labor. 

The spread of the $15 minimum wage from SeaTac to Seattle to San Francisco — and now possibly Los Angeles — is a huge victory for labor unions, but it’s unlikely most of the people getting raises will ever be part of organized labor.

Still, the rank and file seem to support their unions' efforts.

“I personally support using our organization as a way to advocate for those who don’t have a voice," said Rafael Sanchez III, a teacher's assistant at Bell High School who's a member of SEIU Local 99. 

A challenging time for the labor movement

In the 1950’s, about one in three American workers belonged to a union. Last year, just 11 percent did – or 6 percent of private sector workers – the lowest numbers in nearly a century.

Rolf says the minimum wage campaigns mark a change in tactics for organized labor; Rather than the shop floor, the focus is on the ballot box and city hall.

“Since at least the 1980s, winning unions in the private sector has been a Herculean task," Rolf said. "The political process provides an alternative vehicle.”

And an increasingly successful one. It was voters who approved the first $15 wage, in Washington state in 2013, and another one in San Francisco last year.  

In Los Angeles, the issue is before the city council. Mayor Eric Garcetti opened the bidding, proposing a raise of $13.25 on Labor Day before six council members countered with $15.25.

The Los Angeles County Federation of Labor – lead by Rusty Hicks — is pushing for the higher option.

“Union members and non-union members have an interest in seeing our economy grow," said Hicks. "You can’t continue to have a strong, vibrant economy if in fact folks don’t have money in their pockets.”

Other benefits for unions: A safety net and a higher floor

Some union members see a higher minimum wage as a safety net.

Robert Matsuda is a studio violinist represented by the American Federation of Musicians, part of the AFL-CIO. Even though he’s not working for the minimum wage now, he worries that may not last: He’s getting fewer and fewer gigs as more film and TV scoring is outsourced overseas.

“I might have to take a minimum wage job in the near future, so it might directly affect me,” said Matsuda.

There’s also a more tangible benefit for unions, says Nelson Lichtenstein, the labor historian: A higher minimum wage means a higher wage floor to negotiate with in future contracts.

“It’s one labor market, and if you can raise the wages in those sectors that have been pulling down the general wage level – i.e: fast food and retail – then it makes it easier for unions to create a higher standard and go on and get more stuff,” said Lichtenstein.

On Friday morning, union members will rally in front of Los Angeles City Hall, calling on the council to enact a $15.25 an hour minimum wage as soon as possible.

Marvel teases reboot of their comics for the first time: What is 'Secret Wars'?

Marvel Comics held a press conference this week announcing details about "Secret Wars," a company-wide comic book crossover that they promise will change everything.

Promises of change in comics often don't amount to much, but here's why this one just might, with Marvel teasing that it will produce a whole new world for its characters.

"We see this as putting an endcap to decades of stories and starting a new era," said Marvel Editor-in-Chief Axel Alonso. "And when you see the scope of the event, you see what we're doing, what we're willing to do, this is a place where we're going to be bringing new pieces onto the board and taking old pieces off. You guys will be yelling and screaming, you'll be loving, hating, and in equal measure."

Reboot history

Rival DC Comics has always been quick to have stories designed to streamline their history, with the "Crisis on Infinite Earths" being the most famous one — a story that destroyed the DC Comics universe of the time, birthing a new timeline that gave us the versions of DC's heroes we know today. Several minor and major reboots followed, with the biggest since then being 2011's New 52 (and a tease of another one with this April's "Convergence").

Meanwhile, Marvel still refers back to stories from their early days, beginning with the first issue of "Marvel Comics" in 1939, and more so since the launch of "Fantastic Four" and the interlinked Marvel Universe in the 1960s, led by Stan Lee and Jack Kirby.

Marvel previously launched a line of comics meant to offer a fresh vision of the Marvel characters called Ultimate Comics, but now the worlds of those characters and the traditional Marvel universe are getting combined thanks to "Secret Wars."

"The Ultimate Universe, the Marvel Universe, they're going to smash together," said Alonso. "This is the Marvel Universe moving forward."

"We've never done anything like this, ever," said Marvel senior vice president and executive editor Tom Brevoort. "And what we're going to do to top it, I don't know. Hopefully that will be somebody else's problem."

The stories leading to "Secret Wars," and what is Battleworld?

The story that's been built up so far has to do with different universes colliding into each other — and in the first issue of "Secret Wars," the Marvel and Ultimate Earths collide, with the heroes of those worlds unable to stop it. What's left behind is what Marvel is calling "Battleworld," a patchwork planet with different parts of it inhabited by the characters from different famous Marvel crossovers of the past (you can see some of those past titles in the slideshow above).

Brevoort described Battleworld as "The little melting pot in which the new Marvel Universe will be created" after the Marvel and Ultimate versions of Earth are destroyed. He said that Battleworld is what Marvel is going to be "during, through and after" the beginning of "Secret Wars."

"Once you hit 'Secret Wars' 1, there is no Marvel Universe. There is no Ultimate Universe. All there is is Battleworld, and a whole lot of empty void," Brevoort said.

"Every single piece of this world is a building block for the Marvel Universe moving forward," Alonso said. "None of these stories are Elseworlds, or What Ifs, or alternative reality stories. They aren't set in the past or the future. They're not set in an alternate reality. They're set in the reality of the Marvel Universe."

It's also a story that uses an old name — the original "Secret Wars" involved an alien taking heroes from Earth and forcing them into battle for the fate of the universe. It remains unclear if the villain from that crossover will play a role here.

Why is Marvel rebooting?

Observers were quick to speculate on some of the behind-the-scenes reasons for the change. Combining the Ultimate Universe with the traditional Marvel Universe would let them incorporate the half-black, half-Latino Spider-Man from the Ultimate line that grabbed headlines a few years ago. It would let them do something different with characters like the X-Men and the Fantastic Four, who have been a flashpoint for controversy due to Fox retaining rights in perpetuity to any films based on those characters.

It also opens the door to a longtime comic book trope: Bringing back to life the dead.

"If we were to want to resurrect Gwen Stacy, this would be the place to do it, wouldn't it?" Alonso said.

What do creators and fans think about "Secret Wars"?

Speaking of the death of Gwen Stacy, the writer who pulled the trigger on killing her, Gerry Conway, tells Newsarama that he's on board.

"I think like with any idea, the execution will matter more than the idea itself. The idea of a reset is, by itself, not a bad idea," Conway said.

One who's less on board with it: longtime Spider-Man artist John Romita.

"My guess is new fans will be okay with it, and old fans will grumble," Romita told Newsarama. "I’m not a businessman, but I do know that comic companies, for almost 100 years now, do whatever they can for shock value. They grab attention. Personally, I hate all the goofy things they do. When I was there, I used to fight stuff like this. But you can’t stop them."

It's a story that's been years in the making.

"Every single time we've done an event, we've always had to be mindful of 'Secret Wars,' and we've had to make decisions based on the fact that we knew that 'Secret Wars' was headed our way," Alonso said.

Brevoort said that Hickman proposed a version of "Secret Wars" years ago, but that vision has since become significantly larger.

"It sounds like typical Stan lee hyperbole — and there's nothing wrong with typical Stan Lee hyperbole — but it is difficult to imagine something that would be larger in scope, in scale, than what we are doing with 'Secret Wars,'" Brevoort said.

That father of the modern Marvel comics world, Stan Lee, tells Newsarama that the reboot is "probably good."

"Anything they do that’s unexpected and different usually captures the attention of the fans," Lee said. "It sounds intriguing to me."

Lee also tells Newsarama that if he were to do it all again, he'd do it basically the same, describing what he did as "the right way to go, and maybe sometimes, even the perfect way to go."

"I liked making the Fantastic Four superheroes without a secret identity. I liked the tragedy of Spider-Man’s origin, the ‘with great power, there must also come great responsibility.’ I thought it was the right way of doing things at the time. And I still like what I’ve done," Lee said. "I can’t think, off the top of my head, of anything I’d really want to change."

What does "Secret Wars" mean for fans?

More details are promised in the weeks to come, with a free preview issue being released on Free Comic Book Day, May 2. While fans wait, they may want to heed the wait-and-see approach advocated by Conway and famed "Thor" artist Walt Simonson.

"Maybe this is coming back out of my old geology days, but I try not to have instant reactions to things and say, ‘Oh my God! That’s terrible!’" Simonson told Newsarama. "My basic reaction is usually ‘let’s see the evidence in the field.’ Let’s come back in a year and see what we’ve got. That will tell the story.”

And for those who say that Marvel is ruining their childhood by messing with the history of their favorite characters, Conway tells Newsarama:

"I would say to them, no, your childhood is still your childhood. There’s a point to be made, and it’s a universal one: We have to see that there’s a difference between what people do today, and what they did yesterday. Yesterday still exists, those stories still exist. Now someone else is getting a chance at a new childhood. And that’s nice."

For all the sad comic book and pop culture fans who weren't able to get tickets to San Diego Comic-Con, we've got good news for you: They run another convention, and it's closer to Los Angeles. Their little brother WonderCon Anaheim has been growing, with some comparing it to the Comic-Con of old — before it got way too crowded. It's this Friday through Sunday, April 3-5. They're starting to have big stars and lots of great panels, so if you want to get your geek heart sated, here are some of the events you won't want to miss.

Warner Bros. Presentation: San Andreas, Mad Max: Fury Road

The most highly anticipated event at this weekend's convention, Warner Brothers is putting on a special presentation with footage from these two upcoming action films. They haven't announced which stars will be on hand, but these panels often surprise with star power, so you may get a visit from stars like "San Andreas's" Dwayne "The Rock" Johnson or "Mad Max: Fury Road's" Tom Hardy or Charlize Theron. At the Comic-Con panel last year for the "Mad Max" flick, the director talked in detail about the film, so you'll probably at least get his take on the franchise and its resurrection.

DC Comics TV shows: The Flash, Gotham, iZombie

While Marvel has been dominant on the big screen, DC has put out a diverse slate of TV shows, with "The Flash" being the biggest hit among them. It's among those getting a spotlight at WonderCon, with creators and stars dishing on the programs that have captured the imaginations of TV fans and comic fans alike. All three shows are also getting special video presentations, likely showing clips of what you can expect the rest of this season. And in case you didn't already know, "iZombie" comes from "Veronica Mars" creator Rob Thomas, so come find out about his latest project.

There's a reunion of stars from the first two of the classic Christopher Reeve Superman movies, including Lois Lane herself, Margot Kidder. Getting from Los Angeles to San Francisco in 30 minutes

Business Update with Mark Lacter

Yesterday, we heard about the hyper-loop, a system that could get you from L.A. to San Francisco in about 30 minutes without losing your eyeballs.

Steve Julian: Business analyst Mark Lacter, that might come in handy given how crowded California's air corridor has become...

Mark Lacter: We'll talk about the hyper-loop in a moment, Steve, but yes, the L.A.-to-San Francisco air route is the busiest in the U.S., and it's already the most competitive.  We're talking about more than 50 flights a day, which - if you spread them out between six in the morning and 10:30 at night - there'd be one flight every 20 minutes.  But, Delta obviously thinks there's room for more because it's announced an hourly shuttle between the two cities.  That's another 14 daily flights beginning September 3.  The airline will be using a somewhat smaller jet, and it sounds as if the focus will be on the business traveler, with free newspapers, wine, and beer.

Julian: How much will it cost, do we know?

Lacter: As usual, it's a lot cheaper if you make an advance purchase, but if you're buying your tickets at the last minute - which is what a lot of business travelers do - roundtrip runs a hefty $430.  Actually, this Bay Area shuttle is just the latest effort by Delta to expand out of LAX, which is different from other major airports in that it doesn't have any one airline that dominates (United has a slight edge in market share over American, with Delta about three percentage points behind).  American also has been adding flights out of LAX.

Julian: Sounds like the airline business is improving...

Lacter: That's what happens when you pack planes to the absolute max, which is bad news for travelers being crammed into coach seats.  But it's good news for LAX, which continues to be the airport of choice among airlines looking to add service - matter of fact, domestic passenger traffic was up almost 8 percent in June compared with a year earlier.  Some of those gains might be at the expense of service elsewhere - most especially Ontario Airport, which has seen a big exodus among airlines and passengers.  Ontario city officials have been trying to regain control of the airport, which has been operated by the city of Los Angeles.

Julian: Back to the hyper-loop - is this kind of transport possible?

Lacter: Well, it's the brainchild of billionaire Elon Musk, and you never say never with this guy.  He started the electric car company Tesla and the private space company Space X.  The hyper-loop is a high-speed system of passenger pods that would travel on a cushion of air (think of air hockey table).  The pods would travel at more than 700 miles per hour, but they wouldn't result in sonic booms that severely restricted the Concorde aircraft.  Of course, anything that promises super-speed travel is bound to get people talking - and, from what the physics professors are saying, the Musk idea seems feasible.

Julian: How would its cost compare to the bullet train?

Lacter: He says a lot cheaper.  The price tag on the train is $70 billion at last check; Musk says he can do his for $6 billion.  But, the issue isn't so much the cost or even the technology, but the politics.  As a rule, governments do not think outside the box, and that's what a project like this is all about.  Already, you have bullet train supporters saying that the hyper-loop is impossible, but what they're really saying is we have a lot riding on the train, and we don't want this guy to mess it up.

Julian: But, how much demand is there for high-speed transport?

Lacter: You'd think there would be a lot, but when Boeing came up with a nifty idea for a souped-up plane that would shave almost an hour from L.A. to New York, the airlines said no because it would require more fuel - and that would mean raising fares.  Musk says his system would be a lot cheaper than traveling by plane, which could be a game changer in the attitudes about going places.  But, those attitudes won't change until the thing is actually built, and that can't realistically happen until attitudes change.  That's the ultimate problem.

Julian: Hence, why we're content to squeeze into coach.

Lacter: Yep.

Mixed results for Hollywood at the summer box office

Now that we have a deal between Time Warner Cable and CBS, we can turn our Hollywood focus back on the movie industry.

Steve Julian: Business analyst Mark Lacter, would you agree it's been an up and down summer at the box office?

Mark Lacter: It's been a flaky summer for Hollywood, Steve.  On the plus side, ticket revenue was up more than 10 percent, and attendance increased around six-and-a-half percent compared with last year (this covers the first week of May through Labor Day weekend).  The problem is that the studios and their investors spent huge amounts of money to make a lot of these movies, and they had to compete in a very crowded market - 23 big-budget films came out this summer, which is way higher than normal, and some of them never had a chance.

Julian: Some examples?

Lacter: Probably the biggest clunker was "The Lone Ranger," which could end up losing close to $200 million for Disney.  Another big disappointment was "White House Down," which was distributed by Sony and brought in only $140 million, which for a big-budget action film is really bad.  Even a film like "Pacific Rim," which did well at the box office, might still end up in the red because the production and marketing costs were so high.

Julian: And summer, of course, is the time when studios want to bring out these monster releases -

Lacter: - right, what they call "tent poles" - and in that category, the biggest winner was Disney's "Iron Man," which took in $1.2 billion.  Also having a great summer was "Monsters University" from Pixar, with $700 million.  You also had "Despicable Me 2" and "Fast and Furious 6," which might not be our cup of tea (speak for yourself, it takes me back to my police car days!), but did very well for Universal.  Eight of the top 12 films this summer were sequels - and yet, sequels were no guarantee of success (a number of them really struggled).  And, some non-blockbuster films found considerable success: "Now You See Me" from Lionsgate only cost $75 million to make.

Julian: So, in some ways, Hollywood was its usual unpredictable self.

Lacter: That's right - and don't expect any big changes in strategy when it comes to big-budget films.  The prospect of having huge success with one of these blockbusters is just too great, but perhaps more important is the fact that many of these films are financed by multiple groups of investors, and so the risk is spread around.  It's not like the old days when a studio bankrolled the whole thing.

Julian: Though, sounds like it's bad news for the city of Los Angeles: the "Man of Steel" sequel is going to be shot in Michigan?

Lacter: Mayor Garcetti has actually declared a state of emergency because the city keeps losing business to other states that offer big tax incentives to films - what's known as runaway production.  The truth is that business has been lost over the years, but L.A. is hardly in any danger of losing its spot as the center of entertainment.  And, you can see that with the L.A. County Board of Supervisors signing off on Disney's plan for a TV and movie production facility near Santa Clarita that will add more than a half-million square feet of studio space.

Julian: And, Universal's expanding, too.

Lacter: Earlier this year, Universal was given the approval to build more production facilities, and Paramount is planning an expansion, as well.  Now, these are all very ambitious projects - not the sort of investments that would be made if these studios were looking elsewhere to make movies and TV shows.  And, of course, they mean jobs - actually, employment levels in the entertainment industry have remained fairly steady going back the last decade.

Julian: Are there states that are pulling back their incentives?

Lacter: Yes, the state of North Carolina, which has been especially aggressive in using tax incentives to draw in movies and television going back to the 80s, is phasing out the giveaways because legislators have decided that the economic benefits aren't worth the tax revenues being lost.  And, other states with tax incentive programs are pulling back as well - they're finding that the payback is very difficult to measure.

Chicken contamination at Foster Farms sheds light on food regulation

The contamination of Foster Farms chickens has provided insight into food regulation.

Steve Julian: Business analyst Mark Lacter, had we been paying attention before this happened?

Mark Lacter: You know, Steve, we often have an out of sight, out of mind attitude when it comes to food safety, and - as we're seeing with this episode - the government has a way of enabling that attitude.  What stands out, first of all, is that people started getting sick from salmonella-contaminated chicken back in March, and yet, it wasn't until the past few weeks that news stories began appearing about the seriousness of the problems.

Julian: At last check, more than 400 people have been infected, with most of them in California...

Lacter: Right, and Foster Farms, which is based in Merced County, controls two-thirds of the poultry market along the West Coast.  No fatalities so far, but many of the people who became sick had to be hospitalized - and that leads to still more concerns that the salmonella strains were resistant to antibiotics.  Now, why it took this long for consumers to be made aware that there was a problem tells you something about the way the federal government regulates poultry plants.  It was only last Friday, after the company had seen a 25 percent drop in sales, when the president of Foster Farms decided to go public.  He said he was embarrassed by the outbreak, and promised to change the company's processing facilities so that salmonella can be better identified.

Julian: Where was the US government in this?

Lacter: Apparently, the Department of Agriculture only requires testing for levels of salmonella at the time of slaughter - not later on, after the poultry is cut into parts.  Foster Farms now says it will do retesting at that later stage.  What's also interesting is that Foster Farms was not asked to recall any of its products because the chicken is considered safe as long as it's handled properly and then cooked to the right temperature, which is at least 165 degrees.  That's why some supermarkets have kept carrying the brand.

Julian: Can the government even order a recall?

Lacter: Not in a case like this - and that's because of a court case in the 1990s involving a Texas meat producer that federal inspectors were ready to shut down due to a salmonella outbreak involving ground beef.  The company sued the government, arguing that salmonella is naturally occurring, and therefore, not an adulterant subject to government regulation.  And the courts agreed.  Foster Farms has been using much the same argument.

Julian: Why isn't there more public outrage over this?

Lacter: Well, again, we go back to out of sight, out of mind.  Slaughterhouses are not exactly fun places, and they're usually not well covered by the news media until something bad happens, like the Foster Farms situation.

Julian: Chino comes to mind - a story we covered.

Lacter: That's when an animal rights group used a hidden camera to record inhumane treatment of cattle at a meat processing plant.  That company was forced into bankruptcy.  Another reason coverage is spotty is because it's not always easy to trace someone's illness to a contaminated piece of meat or chicken.  And, that leads to lots of misinformation.  The broader issue is figuring out a way to monitor these facilities without the process becoming cost prohibitive.  The Agriculture Department has been pushing a pilot program that would allow plants to speed up processing lines, and replace government inspectors with employees from the poultry companies themselves.

Julian: The idea being?

Lacter: The idea being to establish safeguards that can prevent problems before they get out of hand.  But, this is pretty controversial stuff, and advocacy groups representing poultry workers say that processing lines need to be slowed down, not speeded up.  So, you have this ongoing back and forth involving industry, government, consumer groups, and labor organizations.  And unfortunately, most of us tend to move on after one of these outbreaks gets cleared up.

It was a remarkable show of listener generosity and commitment

His expression said it all.  KPCC Director of On-Air Fundraising Rob Risko walked into my studio about 10:45 a.m. to update me on where we stood with our Fall member drive.  I knew we had a $10,000 challenge that had started first thing in the morning, but didn't have any idea how far behind we had fallen in reaching the required 1,000 member threshold.

 Rob gave it to me straight -- we had to attract well over 500 members during "AirTalk" to meet the challenge.  I knew that was nearly impossible during a full two-hour show, let alone one that would be significantly pre-empted by the President's news conference.  Regardless, I knew we had to do our best and hope our listeners would contribute in a record-setting way.  Boy, did they.

We didn't start our show until 11:25 a.m., following the news conference.  Right off the bat the phones started ringing and the KPCC website starting humming.  The volume of member contributions stayed high with only a few exceptions.  There were times we could barely keep track of how many members were coming in.  It was one of the most exciting and rewarding experiences I've had in all my years hosting "AirTalk."

I've been on a high all afternoon thinking about how commited our listeners are to the mission of KPCC.  You've made me very happy, and very proud of our audience.  Thank you for a wonderful show of support.  I will long remember this day.

By the way, we set a fundraising record for "AirTalk" with today's show.  We're still tallying it all up.  I'll have the totals for you tomorrow morning at 11.

SUMMER FAMILY VISIT

The Loh Life


So—  We just had our big summer family reunion at a lake in Wisconsin.

You know what they say about family gatherings—  That you should never discuss religion or politics— And we don't plan to—  But because my older daughter Maddy has already started school back in LA and she doesn't want to fall behind in her homework—?  While everyone else is fishing or swimming or prepping the barbeque— Maddy needs to works on her collage. . . for U.S. History.

The theme? What does her generation think is the biggest problem facing the U.S. Right away, we're in crisis mode. We have to find an art store to procure poster paper, a glue stick, highlighters, scissors and three current periodicals.

I remind this L.A. teen that we are deep in the woods of Wisconsin -- Yelp says the nearest "craft supply" store is a "Ben Franklin on Wachookooheesha Lake" an hour away.

So instead we drive 20 minutes to "Trig's" grocery store—  "Oh, and can you pick up tortillas and cilantro?" my partner Charlie calls out.  "Sure!" I say.  "Cilantro!  That's what we came to Wisconsin for!"

Trig's has tortillas, but no cilantro. More importantly, there are no scissors, no highlighters. There are glue sticks, and envelopes we can glue together to make poster paper. There are of course plenty of periodicals. There's Musky Hunter Magazine, Catfish Insider, Log Cabin, Gun Dog Magazine and a glossy publication called Concealed Carry.  Which aside from guns, has a surprising amount of fashion—jeans and cargo shorts with many pockets for—  You know!

For a Blue State metropolitan girl like my 16 year old, this glimpse of the magazine tastes of rural Wisconsin is a fascinating sociological journey.  She reads eagerly from her trove to her boyfriend, safely back in land-locked Northridge—  Until I tell her to get off the phone because my GPS lady is now lost and taking us in circles.  "Harris Creek, Harris Lane, Harris Creek Lane, Harris Bog?" 
"Oh, we'll find it," she says breezily, continuing to chat about Musky Hunters.

 And I'm going, "Hey City Girl, this isn't the Galeria. We are seriously lost. In the back country. And all we've got to defend ourselves is a package of tortillas and Concealed Carry Magazine."  (hum the Deliverance theme)

Anna Mastro's debut 'Walter' epitomizes Palm Springs Film Festival

It's always dicey to characterize a major film festival based on the movies you personally see there, because no matter how diligent you try to be, your impression will always be statistically anecdotal.

I'll see perhaps 10 percent of the films at this year's Palm Springs International Film Festival by the time they roll up the red carpets for the final time, added to the 25 or so I'd watched before I got here, owing to the festival's unique programming policies.

Not bad considering there are 190 movies being screened. So I think I've got the feel of things here. I wouldn't want my doctor to diagnose me based on a test with a 35 to 40 percent chance of accuracy, but I'm not a doctor. Instead of "Do no harm," I quote Spencer Tracy to myself. He said the secret to the creative process is to "just look 'em in the eye and tell 'em the truth."

And the truth is, with the exception of a couple of documentaries and a horror movie, virtually every film I've seen at Palm Springs so far shared some obvious characteristics: the Palm Springs International Film Festival loves it some poignancy and affirmation.

I've already commented on "Match," the Patrick Stewart acting showcase, and "Cowboys," a very funny Croatian comedy with cross-currents of seriousness. I may comment later about "Today," Iran's Oscar submission. (It's terrific by the way, a deeply affecting story about a burnt out cab driver who gets yanked into the world of a battered, unwed mother who steps into his cab.)

I also saw an Anne Hathaway passion project called "Song One" here. I'm not going to write about it because I'm not in the mood to stomp on somebody else's butterfly. Plus the dramedy "1001 Grams" by the splendiferous-ly named Norwegian Bent Hamer, whose deadpan satire is routinely compared to Jacques Tati.

At their best, these are all movies that want to move the audience to tears before bouncing a ray of hope off the screen at them. At their worst, these movies are about pain in the same way Novocain is. They acknowledge its reality, in order to neutralize it.

Filmmaker Anna Mastro's debut film "Walter" (one of the Palm Springs premieres) fits what seems to be the festival's programming model, too, and is, I think, a really quite appealing little indie film, with the by now familiar mildly magical realist bent.

It's is a story about grief, though one with a screwball premise so that it doesn't quite present that way at first. Walter (portrayed with charisma and nuance by Andrew J. West) is a 20-something slacker, but a very uptight one, with a soldier's commitment to dress and routine.

He still lives with mom (Virginia Madsen, now shifting toward the character actress portion of her career with ease and grace) and has a job one rung above fast food worker on the ladder of success: He's a ticket taker at the local multiplex.

But what the world surely sees as failure, Walter knows to be his cover for a far more important vocation. Walter's father died when he was just 10 years old; ever since the funeral, Walter has realized something we don't: His real job in life is to decide where people go after they die.

His snap judgments secretly send people to heaven or hell ... until a dead guy from Walter's past shows up and demands that Walter determine his fate, and then all hell breaks loose.

It's an odd premise, bordering on the labored, but Mastro and her extremely appealing cast pull it off, in part by wearing their influences on their sleeves. The fingerprints of Wes Anderson are all over this picture, especially in terms of the way shots are framed and music is used, and I was able to identify the pivotal contribution of "Beasts of the Southern Wild" co-composer Dan Romer by ear, long before I noticed his screen credit.

I suppose that's supposed to be a damning criticism of a first-timer, but I don't see it that way. Tarantino aped Scorsese for years and virtually remade a minor Hong Kong gangster picture when he debuted with "Reservoir Dogs."

Spielberg acknowledges his debt to David Lean. Hitchcock's apprenticeship at Germany's UFA film studio resulted in a lifelong visual and thematic debt to the great Expressionist master Fritz Lang.

The question is, what do you do with your influences, how do you make them your own? And Mastro — who has a real gift for casting, pacing a scene and maneuvering her actors easily between farce and seriousness — has her own talents. She understands how Anderson's visual syntax has become a cinematic shorthand for quirk, and she deploys it to that effect, then tells the story at hand.

There are some issues with that story, though. There's a girl in concessions (Leven Rambin) Walter likes, and there's a bully at work. For all its surface oddity, the mechanical underpinnings of "Walter" frequently feel like they belong in an "American Pie" sequel.

And yet this movie won me over. I liked its faith in the movie palace as a place that still vibrates with the marvelous. I found a dream sequence, where Rambin undresses to camera while sprawled on a rich yellow bed of movie house popcorn hilarious and deeply expressive.

But I think my affection for this picture is mostly centered on Mastro and her cast, which includes a standout performance by Justin Kirk as a very grounded ghost and a broad but successful cameo from William H. Macy as Walter's psychiatrist. They're all groping toward something rather grim and real about loss, while doing their best to serve up some laughs and wonder along the way.

It touched me, because it feels kind of wise.

Our Mission: Why We Are Activists For Truth

A moment in Larry Mantle’s recent conversation with Steve Inskeep has stuck with me.

The NPR Morning Edition co-host was in our Pasadena studios to talk about his latest book, Imperfect Union. Asked how he approaches his day job, Inskeep told a story about the time he dispassionately called a heartbreaking loss for his high school football team. That “straight call” earned praise from a veteran broadcaster he admired. It’s a lesson, he said, that stayed with him.

“I may have a personal opinion; it doesn’t matter,” Inskeep told Mantle. “My job as a journalist is to get the facts right, that are in front of me, and you can do that even if you have a personal opinion.”

Mantle, who has hosted KPCC’s AirTalk for decades, responded: 

“You can’t do this work if you’re wired like an activist. I sort of see my wiring as more how a teacher would be, wired where you’re amassing information. You’re leading people through a story, and the joy is in people coming to their own conclusions.”

“If you’re an activist at all, you’re an activist for the truth,” Inskeep replied. 

Activists for truth. Finding joy in people reaching their own conclusions.

What a compelling description of what our newsroom strives to deliver every day to Southern Californians.

These were my thoughts even before my colleague at NPR came under attack for doing her job.

If you haven't been following the story, Secretary of State Mike Pompeo angrily objected to being questioned about Ukraine during an interview with All Things Considered co-host Mary Louise Kelly. Pompeo didn't care for Kelly's questions on air and the conversation grew even more contentious behind closed doors.

The next day he accused Kelly of lying about the topic of the interview and then reporting a conversation he claimed was off the record. [Including his odd demand she locate Ukraine on unmarked world map.]  Kelly has denied both claims and media outlets have reported on emails between her and Pompeo's staff that back up her assertion she told them the interview would go beyond questions about Iran.

Then, this week, the State Department denied credentials to NPR's Michele Kelemen, who'd been scheduled to cover Pompeo's trip to Europe.

NPR President and CEO John Lansing and Nancy Barnes, who heads news, are rightfully demanding answers.

Why does it matter? Because as Lansing notes having access to people in power is fundamental to "the role of journalism in America.

Financing Milestone Paves Way for Next Phase in Gold Project Development

NexGold Mining Corp. (NEXG.V:TSXV; NXGCF:OTCQX; TRC1.F:FRA) and Signal Gold Inc. have successfully closed their previously announced oversubscribed and upsized concurrent financing, generating a total of US$18.5 million. Initially disclosed in joint announcements from both companies on October 10 and October 23, 2024, this financing is part of a larger plan in which NexGold will acquire all shares of Signal Gold to combine both companies' gold projects to create a near-term gold developer.

The financing involved two components. The first was a flow-through (FT) unit private placement by NexGold, which raised CA$8.085 million through the sale of 10,106,250 FT units at CA$0.80 per unit. Each unit includes one flow-through common share and half of one purchase warrant, allowing the holder to buy an additional non-flow-through share at CA$1.05 for the next two years. In the second component, Signal Gold's private placement of subscription receipts yielded CA$10.45 million by issuing 120,075,840 receipts at CA$0.08705 each. These receipts will convert into Signal units once specific escrow release conditions are met, including completion of the acquisition. Each unit consists of one common share and half a purchase warrant, allowing the holder to acquire additional shares for CA$0.11818 over two years.

The net funds from this financing will be used to retire debt, fund the exploration and development of both companies' gold projects - including NexGold's Goliath gold complex in Ontario and Signal's Goldboro project in Nova Scotia - and for general corporate purposes. The gross proceeds from FT units will go toward qualified exploration expenses for NexGold's projects, with renunciation planned by December 31, 2024, as per Canadian tax requirements.

Investor interest included an acquisition by a Sprott Asset Management sub-advised fund, which purchased 2.5 million FT units for CA$2 million, bringing Sprott's holdings to 11.43% of NexGold's issued shares (14.95% on a partially diluted basis). NexGold also extended an investor awareness agreement with i2i Marketing Group, providing up to six months of marketing services for CA$250,000 to increase investor visibility.

Gold Rush

Gold's surge to the US$2,800 mark due to a "perfect storm" of factors, according to an October 29 report from Kitco. Gary Wagner explained that this historic rise, approximately 35% this year, was driven by geopolitical tensions, anticipated Federal Reserve rate cuts, consistent central bank demand, and U.S. political uncertainty in the run-up to the presidential election.

Chen Lin offered a positive outlook on NexGold, noting heightened investor interest following recent updates, including expanded financing and merger plans.

Wagner noted that "geopolitical, political conflicts" and "uncertainties about the outcome of the upcoming presidential election" were critical components, with emerging market central banks increasing their gold reserves to reduce reliance on the U.S. dollar.

On October 30, LiveMint highlighted gold's global appeal. The article mentioned how central banks continue to expand their gold reserves, with net buying reaching 337 tonnes in Q3 2023.

This marks a near-record level, according to the World Gold Council. Escalating geopolitical tensions, especially in the Middle East, have also led investors to seek gold as a safe haven, pushing prices upward. In addition, strong economic data in the U.S., such as job growth and consumer spending, has affected expectations around Federal Reserve policies. These, in turn, have indirectly influenced gold.

By November 4, Egon von Greyerz, in his analysis of the global financial system, emphasized gold as a reliable store of value. He argued that "gold has always stood as a protector" during economic downturns, describing the asset as "the best-performing asset class in this century." Von Greyerz asserted that gold's continued strength could be attributed to its resistance to the "destruction of fiat money," making it an essential wealth-preserving asset in an increasingly unstable financial environment.

The Catalysts Pushing NexGold Forward

NexGold's acquisition of Signal Gold is expected to accelerate its growth as a mid-tier gold producer. According to NexGold's September 2024 investor presentation, this financing supports the ongoing development of the Goliath Gold Complex in Northern Ontario, which holds a combined measured and indicated gold resource of over 2.1 million ounces. Additionally, Signal's Goldboro project in Nova Scotia adds strategic value with historical production potential and significant exploration upside.

The Goliath project benefits from robust infrastructure, an approved environmental assessment, and a promising pre-feasibility study indicating a post-tax NPV of CA$336 million at US$1,750/oz gold. With this acquisition, the combined entity is expected to leverage its enhanced capital position to pursue further exploration and optimization, aiming for near-term production and establishing a solid platform for growth and consolidation in the Canadian gold sector.

What Are Experts Saying?

Ron Stewart, a mining analyst at Red Cloud Securities, maintained a Speculative Buy rating on NexGold with a target currently Under Review in his September analysis. Stewart stated that the merger with Signal Gold offered NexGold an accretive pathway to growth by adding the Goldboro project's resources to its portfolio. He noted that the combined assets of NexGold and Signal would form a "multi-asset company with over 6 million ounces in gold resources," which he described as synergistic and favorable for shareholders. Stewart anticipated the merger would close in Q4 2024, with upcoming catalysts including the Goliath Feasibility Study in Q1 2025 and a potential construction decision for Goliath in H2 2025. In the October 24 edition of What is Chen Buying? What is Chen Selling? Chen Lin offered a positive outlook on NexGold, noting heightened investor interest following recent updates, including expanded financing and merger plans. Lin's analysis aligned with Stewart's views on the company's growth potential, highlighting that, with the combined projects and new funding, NexGold is well-positioned for substantial operational growth and asset value expansion in the years ahead.

Ownership and Share Structure

The company notes management and insiders own 3.4% of NexGold.

Institutions own 17%.

Strategic investors own 37.4%. Frank Guistra owns 10.1%. On a partially diluted basis, Sprott owns 14.95%. Extract owns 14%. First Mining owns 4.3%. Matrix owns 1.9%, and Teck own 1.9%.

NexGold has 76 million shares and a market cap of CA$57.16 million.

What shall we call this color scheme? How about ‘Manhattan Mermaid’?

The petrel blues, the turquoises, the aquas – and then that uptown/downtown black, in this case a black linen duster over a Peter Max-style splashy-print silk dress. The way the hem pools at the sides a bit reminds me of the cut of Pre-Raphaelite ladies’ tunics; I’d love to dress “period” for a week to see whether I’d like it.

Imagine, a week of hoop skirts … a week of 1950s tailleurs … a week of bustles … a week of hobble skirts … a week of liberated Pre-Raphaelite velvet gowns!

The hat is so unmistakably summer in fabric and color that it doesn’t get out of the hatbox as much as it should, poor thing. And the shoes – I did not get them together, honest, but even though the prints don’t match, it’s the dissonance that makes them work better together than if they had.

The fabric is a very textured canvas and printed like batik. [They are not the soul of comfort – oh what a dreadful pun, but is there any other kind of pun? – but they look smart hooked over the railing of a chair in a chic bistro, which is where I intend to take them!]

And the bracelets, one from a great-aunt who had a fine eye for jewelry – the turquoise is almost Persian, it’s so green, but it’s more likely to be American. The cuff is definitely Southwest, with the rope-pattern trim and the irregularly shaped bezels, although the turquoises themselves are symmetrical.

Because I’m left-handed, my right arm bears the singular honor of being “ornamental,” and bearing the burden of the bling.

Minecraft's business model is 'leave users alone' — will it be Microsoft's?

Minecraft is a deceptively simple video game. You're dropped into a virtual world, and you get to build things. It's like a digital Lego set, but with infinite pieces.

Its simplicity makes it a big hit with kids, like 10-year old Will Davidson. Last year, Will built a Spanish mission for a school report. He modeled his off the Santa Cruz Mission. "I made a chapel over here," Davidson says. "I also have a bell tower."

After he turned in his report, he added a few things. Like skeleton archers. "And zombies ... and exploding things, and spiders, that try to kill you," he said.

Minecraft is popular with kids because they're free to create almost anything, says Ramin Shokrizade, a game designer.

Also, kids aren't manipulated into clicking buttons to buy add-ons within the game. In other games, designers give players a special power for free at first, then take it away and offer it back at a price.

Zynga, the creator of Farmville, calls this fun pain, according to Shokrizade. "That's the idea that, if you make the consumer uncomfortable enough, and then tell them that for money we'll make you less uncomfortable, then [they] will give us money," he says.

Kids, Shokrizade says, are especially susceptible to this — and Minecraft has a loyal following, in part, because it doesn't do it.

Susan Linn, from the Campaign for a Commercial-Free Childhood, agrees. She says a big reason she likes Minecraft is because after you purchase the game upfront, that's it.

"Parents don't have to worry that their kids are going to be targeted for more marketing," Linn says. "How forward-thinking!"

But Linn is worried. Microsoft bought Mojang, the company that created Minecraft, on Monday for $2.5 billion, and she says that any time a large company spends billions to acquire a smaller company, executives are bound start looking for new ways to get even more money out of it.

California issues first permits for self driving cars

California is one step closer this week to making the 1980s Hollywood fantasy of Knight Rider a 21st century reality because permits for self-driving cars issued by the Department of Motor Vehicles officially went into effect Tuesday. Now a handful of companies can test automated cars on public roads.

Warner Brothers job cuts determined by financial target

We reported last week that layoffs were coming soon to Warner Brothers, but how many positions will be cut is still unknown.  

A spokesman for Warner Brothers Entertainment, Paul McGuire, told KPCC there's no exact number yet. "There is no headcount reduction target, but there is a substantial financial target," Maguire said. 

“This is a budget issue, not a head count issue,” Dee Dee Myers, Warner Brothers Vice President of Corporation Communications told Variety.  The trade publication reports that Warner Brothers is expected to eliminate as many as 1,000 positions worldwide - or about 10 percent of its workforce:

Senior managers are currently assessing their businesses to come up with ways to trim overhead. Only at the end of that process will an exact reduction figure be known. It could be somewhat lower than the current numbers being speculated, but cuts are expected to be substantial.  

News of coming layoffs became public two weeks ago, when KPCC and other media outlets obtained an internal memo written by Warner Bros. Chairman and Chief Executive Officer Kevin Tsujihara.   

"It pains me to say this, positions will be eliminated—at every level—across the Studio," Tsujihara wrote in the memo. 

Morningstar Analyst Neil Macker told KPCC that management at Warner Brothers is trying to protect the company from another takeover play by Rupert Murdoch.  In July, Murdoch offered to buy parent company Time Warner for $80 billion. He withdrew the offer in August.

Update 1:04 p.m. Goodell: 'Same mistakes can never be repeated'

Commissioner Roger Goodell says the NFL wants to implement new personal conduct policies by the Super Bowl. At a news conference Friday, Goodell made his first public statements in more than a week about the rash of NFL players involved in domestic violence. He did not announce any specific changes, but said he has not considered resigning.

"Unfortunately, over the past several weeks, we have seen all too much of the NFL doing wrong," he said. "That starts with me."

The league has faced increasing criticism that it has not acted quickly or emphatically enough concerning the domestic abuse cases.

The commissioner reiterated that he botched the handling of the Ray Rice case.

"The same mistakes can never be repeated," he said.

Goodell now oversees all personal conduct cases, deciding guilt and penalties.

He said he believes he has the support of the NFL's owners, his bosses.

"That has been clear to me," he said.

McDonald, a defensive end for San Francisco, continues to practice and play while being investigated on suspicion of domestic violence.

As these cases have come to light, such groups as the National Organization of Women and league partners and sponsors have come down hard on the NFL to be more responsive in dealing with them. Congress also is watching to see how the NFL reacts.

In response to the criticism, the NFL announced it is partnering with a domestic violence hotline and a sexual violence resource center.

Goodell also said in a memo to the clubs late Thursday that within the next 30 days, all NFL and team personnel will participate in education sessions on domestic violence and sexual assault. The memo said the league will work with the union in providing the "information and tools to understand and recognize domestic violence and sexual assault."

The league will provide financial, operational and promotional support to the National Domestic Violence Hotline and the National Sexual Violence Resource Center.

Goodell noted that the hotline received 84 percent more calls from Sept. 8-15, and the organization said more than 50 percent of those calls went unanswered because of lack of staff.

"The hotline will add 25 full-time advocates over the next few weeks that will result in an additional 750 calls a day being answered," he said.

NSVRC supports sexual violence coalitions across the United States. The NFL's initial support will be directed toward state coalitions to provide additional resources to sexual assault hotlines.
