BAKU, Azerbaijan — COP29 negotiators welcomed as an early boost to the two-week summit a pledge by major development banks to lift funding to poor and middle-income countries struggling with global warming.
A group of lenders, including the World Bank, announced a joint goal on Tuesday of increasing this finance to $120 billion by 2030, a roughly 60% increase on the amount in 2023.
"I think it's a very good sign," Irish Climate Minister Eamon Ryan told Reuters on Wednesday.
"It's very helpful. But that on its own won't be enough," Ryan said, adding countries and companies must also contribute.
The chief aim of the conference in Azerbaijan is to secure a wide-ranging international climate financing agreement that ensures up to trillions of dollars for climate projects.
Developing countries are hoping for big commitments from rich, industrialized countries that are the biggest historical contributors to global warming, and some of which are also huge producers of fossil fuels.
"Developed countries have not only neglected their historical duty to reduce emissions, they are doubling down on fossil-fuel-driven growth," said climate activist Harjeet Singh.
Wealthy countries pledged in 2009 to contribute $100 billion a year to help developing nations transition to clean energy and adapt to the conditions of a warming world. But those payments were only fully met in 2022 and the pledge expires this year.
With 2024 on track to be the hottest year on record, scientists say global warming and its impacts are unfolding faster than expected.
Climate-fueled wildfires forced evacuations in California and triggered air quality warnings in New York. In Spain, survivors are coming to terms with the worst floods in the country's modern history.
Albania's Prime Minister Edi Rama said he was concerned that the international process to address global warming, now decades old, was not moving swiftly enough.

COLOMBO, Sri Lanka — Sri Lanka began voting in a snap election on Thursday which will determine if the island nation wants to empower its new, leftist President Anura Kumara Dissanayake to push his pro-poor policies as it recovers from a financial meltdown.
A little over 17 million Sri Lankans are eligible to elect lawmakers to the 225-member parliament for a five-year term. A record 690 political parties and independent groups are in the fray across 22 electoral districts.
Marxist-leaning Dissanayake, 55, was elected president in September but his National People's Power (NPP) coalition had just three of 225 seats in parliament, prompting him to dissolve the legislature almost a year before its term ended and seek a fresh mandate.
Over 7,000 police personnel have been deployed to ensure free and fair elections at the more than 13,400 polling stations set up across the country, police officers told Reuters.
"The military is also on standby to assist the police but we do not expect any incidents," said Police Spokesman Nihal Thalduwa, adding that voting was proceeding smoothly.
As polling opened in the early hours of the morning, people began trickling into temples, schools and other public buildings being used as polling stations.
Among them was Umeshi Perera, 32, who lined up to cast her ballot at a school in Biyagama, a suburb about 15 km from the South Asian nation's largest city of Colombo.
"I think we are seeing the first signs of a positive political change in Sri Lanka after the president was elected and we should give him the chance to continue that change," she said.
Analysts say Dissanayake's coalition is expected to draw significant support, while a victory for a rival could lead to a policy logjam the country cannot afford.
The Samagi Jana Balawegaya party of opposition leader Sajith Premadasa - who favors a mix of interventionist and free-market economic policies - is NPP's main challenger. The other key contender is the New Democratic Front, backed by previous President Ranil Wickremesinghe.
"All arrangements are in place and we appeal to the public to work with us to ensure a free and fair election," Election Commission Chairman RML Rathnayake told reporters at a pre-election briefing on Tuesday.
Votes will be counted soon after polling closes on Thursday and results are expected to be announced on Friday.
A country of 22 million people just across the southern tip of India, Sri Lanka was crushed by a 2022 economic crisis triggered by a severe shortfall of foreign currency, causing the economy to shrink by 7.3% in 2022 and 2.3% last year.
Boosted by a $2.9 billion bailout program from the International Monetary Fund, the economy has begun a tentative recovery, but the high cost of living is still a critical issue for many voters, especially the poor.
Dissanayake wants to push anti-poverty policies including bigger welfare schemes and fight corruption as a political outsider in a country dominated by family parties for decades.
He also aims to tweak targets set under the IMF program to reduce high income taxes and free up funds to invest in welfare for millions hit hardest by the crisis.
The new government must deliver a budget to reach a crucial primary surplus target of 2.3% of GDP in 2025 set under the IMF program, deliver pro-poor policies, and put growth on a sustainable path.
But investors worry Dissanayake's desire to revisit the terms of the IMF bailout could delay future disbursements, and make it harder for Sri Lanka to hit that primary surplus target.
"In past elections, people did not have confidence in us but in September people gave us victory and proved that we are a winning party and we can form a government," Dissanayake said on Sunday as the campaign neared its conclusion.
"The next task is to unite people from the four corners of this country and build a powerful people's movement," he said.

LONDON: Ruing ‘mistakes’ by petty individuals in the past, PML-N President Nawaz Sharif on Wednesday said that these errors had cost the country and democracy dearly.
Speaking at a workers’ convention at a local hotel, the PML-N chief said that if not for that ‘disturbance’, Pakistan would have been an Asian Tiger by now, or even a member of the G20 group of nations.
Although he did not name anyone in particular, it seemed from his words that he was addressing the judiciary, as he recounted incidents such as his removal from office in the Panamagate case.
“It was done for a personal agenda, not for the nation’s benefits. You know those faces… it’s unfortunate that they did it for their petty interests, for menial personal gains, they put the country on the line and kept sending prime ministers home,” he said.
He also regretted that a man like him was disqualified from politics for life, removed as president of the party and kept out of elections. “What were these decisions? What was the need? Who did this? Was it for the country or on a personal whim,” he asked, rhetorically.
In a series of references to what he termed ‘irregular conduct’ of judges, he recalled how one judge’s son had sought money in exchange for securing election tickets — a veiled reference to a purported audio recording where a voice alleged to belong to Najamus Saqib, the son of former CJP Saqib Nisar, could be heard asking a PTI ticket aspirant for money.
He also referred to a judge who was removed from office — a reference to former SC judge Mazahar Naqvi — saying, “Look at his assets, these are the people who have done this.
“It’s painful when I think of these things, one cannot criticise these actions enough. It is fortunate now that there is optimism in Pakistan, that it is coming out of darkness. One hopes that the country succeeds, the nation prospers. Had we not been thwarted, there would have been employment for everyone, housing for everyone.”
Mr Sharif was flanked by his daughter, Punjab Chief Minister Maryam Nawaz Sharif, and Defence Minister Khawaja Asif.

In her remarks, Ms Sharif refuted rumours about her health. “I have been working very hard for the last 8-9 months. I have a thyroid issue, last year I had a surgery. People keep asking why can’t I be treated at a hospital in Pakistan,” she said.
She said that while all her treatment had been carried out in Pakistan, the particular malady she had, which she called “parathyroid”, could only be treated in two countries, in Switzerland or America not even England. “I don’t want to play the victim and talk about my illness,” she said.
The previous day, Ms Sharif had addressed the rumours surrounding her health, saying: “My treatment is underway, but I am fine.”
Khawaja Asif heckled
In a video that went viral on social platforms on Wednesday, Defence Minister Khawaja Asif could be seen being heckled on a London train by an unknown man.
The video shows the defence minister being filmed on a train by a man who later abuses him and calls him names, saying that he could be attacked by a knife.
Sources said the incident occurred a few days ago in London on the underground train service Elizabeth Line.
However, Mr Asif did not mention this incident at the workers’ event later on Wednesday night.

LONDON — UK's King Charles will celebrate his 76th birthday on Thursday (Nov 14) by opening two food distribution hubs which are part of his project designed to cut waste and support charities that help those who are hungry.
Last year, the king, an outspoken campaigner on environmental issues and supporter of a sustainable economy, launched the 'Coronation Food Project', his mission to 'bridge the gap between food waste and food need'.
On Thursday, the monarch will open the initiative's first two food hubs — distribution centres which are designed to save and circulate tonnes of surplus food.
He will visit one of the hubs in south London which will host a 'surplus food festival' making meals created from food which would have gone to waste, as well as virtually opening the other site in northern England.
Their aim is to make it easier for food charities such as FareShare and the Felix Project to provide support for those in need, Buckingham palace said.
It said since the launch of the scheme, the project had helped save an additional 940 tonnes of surplus food which was to the equivalent of more than 2.2 million meal portions.

Parliament voted in favour of an amended version of a motion put forth by Progress Singapore Party (PSP) Non-Constituency MPs Leong Mun Wai and Hazel Poa on Wednesday (Nov 13) after a debate that lasted five-and-a-half hours.
This motion called for the Government to "review its policies relating to hawkers and the management of hawker centres to provide better support for hawkers to sustain and grow Singapore hawker culture, so that Singaporeans can continue to enjoy good and affordable hawker food".
