Existing models and predictions project serious changes to worldwide hydrologic processes as a result of global climate change. Projections indicate that significant change may threaten National Forest System watersheds that are an important source of water used to support people, economies, and ecosystems. Wildland managers are expected to anticipate and respond to these threats, adjusting management priorities and actions. Because watersheds differ greatly in: (1) the values they support, (2) their exposure to climatic changes, and (3) their sensitivity to climatic changes, understanding these differences will help inform the setting of priorities and selection of management approaches. Drawing distinctions in climate change vulnerability among watersheds on a national forest or grassland allows more efficient and effective allocation of resources and better land and watershed stewardship. Eleven national forests from throughout the United States, representing each of the nine Forest Service regions, conducted assessments of potential hydrologic change resulting from ongoing and expected climate warming. A pilot assessment approach was developed and implemented. Each national forest identified water resources important in that area, assessed climate change exposure and watershed sensitivity, and evaluated the relative vulnerabilities of watersheds to climate change. The assessments provided management recommendations to anticipate and respond to projected climate-hydrologic changes. Completed assessments differed in level of detail, but all assessments identified priority areas and management actions to maintain or improve watershed resilience in response to a changing climate. The pilot efforts also identified key principles important to conducting future vulnerability assessments.

The Iowa Supreme Court approved a pilot program in the 4th Judicial District — Audubon, Cass, Fremont, Harrison, Mills, Montgomery, Pottawattamie, Page and Shelby counties — to develop procedures for the use of electronic search warrants.

Electronic search warrants will reduce the time required to obtain warrants, reduce travel time by law enforcement and make more effective use of judges’ time, according to the order. Paper warrants require law enforcement to fill out application forms and then leave the scene of the potential search and drive to find a judge, either at a courthouse during business hours or their home after hours. If the judge grants the warrant, then the officer has to drive back to the scene to execute it.

The electronic warrants can be submitted to a judge from a squad car computer, which is more efficient for law enforcement and the judges.

The pilot program will be evaluated by the court annually and will continue until further notice.

Fourth Judicial District Chief Judge Jeff Larson, who was on the advisory committee to develop recommendations for the new process, talked about the project, which will start in the next few weeks.

Page County Chief Deputy Charles McCalla, 6th Judicial Associate District Judge Nicholas Scott, Linn County Sheriff Capt. Greg McGivern and Marion police Lt. Scott Elam also provided their thoughts about electronic search warrants.

Q: Iowa courts started going paperless in 2010, so why did it take so long to get a pilot program for electronic search warrants?

A: Larson: It had been discussed at various levels since (the electronic document management system) started. We should take advantage of the electronic process because it will save us money. Most law enforcement agencies are now used to filing electronic citations from their patrol cars and offices. There may have been some pushback a few years ago because some counties or offices didn’t have computer scanners and needed technology. Now, the rural offices have that technology.

Q: As a task force member working on this program, what were the hurdles?

A: Larson: It was just working through the procedural issues to make sure there would be a safeguard throughout the process. When a search warrant is needed, law enforcement has to fill out the search warrant package, including the application with all the pertinent information, and submit it to a magistrate judge, associate or district judge in their judicial district. Then the officer or deputy can just call the judge to alert him/her to the warrant and the judge can ask for any additional information needed. The judge then administers the oath of office over the phone and signs off or denies the warrant. Law enforcement doesn’t have to leave the crime scene and can print off the warrant from their squad car computer.

The process of going to electronic warrants started in 2017, when the lawmakers amended the law to allow those to be submitted electronically, and then in 2018, the state court administrator’s office set up an advisory committee to develop recommendations.

Q: What has been the process to get a search warrant?

A: Larson: Law enforcement would have to leave the scene, fill out paperwork and then, many times, travel miles to go to the courthouse to have the judge sign it or if it’s after hours, go to a judge’s home. The officer may not be in the same county as the courthouse where the judge works or where the judge lives. (It) can take a lot of time. The process is way overdue.

Q: Page County Sheriff’s Chief Deputy Charles McCalla, what do you see as the biggest advantage for filing them electronically?

A: McCalla: The smaller counties have limited manpower, and some of the judges, like in Mills County, may be 60 to 70 miles away if a search warrant is needed after hours. Just traveling across the county can take time, depending where you are. At a minimum, we probably have to drive 30 minutes and up to an hour to get to a judge. This will save us time, money for travel and provide safety because we can stay at the scene to ensure the evidence hasn’t been tampered with.

Q: Is there a recent incident where an electronic search warrant may have helped?

A: McCalla: A few weeks ago, there was a theft report for a stolen chain saw and deputies went to the home and saw guns all over the house and they knew the guy who lived there had been convicted. They didn’t want to tip him off, so they just left the scene and went to get a search warrant. Luckily, the evidence was still there when they came back. They found about 90 guns.

Q: How do you feel about being the “guinea pigs” for the process?

A: McCalla: Happy to be. As law enforcement, we’re natural fixers. We find solutions. And this is an idea time to use the process during the COVID-19 pandemic to keep everyone safe. We won’t have to have any face-to-face contact with the judges.

Q: Is Linn County excited about the program, once it’s tested and used across the state?

A: Scott: I think many of us in the criminal justice system are eagerly awaiting the results of the pilot. They have the potential to make the system more efficient. It is in the interest of the police and the suspect, who is often detained pending a warrant, to get the search warrant application reviewed by a judge as soon as possible. A potential benefit is that officers could also use those more often, which protects citizens from unlawful search and seizures if a judge first reviews the evidence.

A: McGivern: I believe the implementation will be a much faster and efficient process for deputies. Like any new process, there may need to be some revisions that will have to be worked out, but I look forward to it.

A: Elam: We’ve done it this way for a long time, and it can be a bit of a haul for us, depending who’s on call (among the judges) — after hours. It’s nice to see there’s a pilot. The concern would be if something goes wrong in the process. If the internet is down or something else. Now, we have to go from Marion to the Linn County Courthouse. Then we go to the county attorney’s office to get a prosecutor to review the warrant and then find a judge (in courthouse during business hours). That takes some time. If you can type out the application from your car right at the scene, it would help with details on the warrant — describing the structure or property needing be searched. I just hope they work out all the bugs first.

Traffic signs are essential map features globally in the era of autonomous driving and smart cities. To develop accurate and robust algorithms for traffic sign detection and classification, a large-scale and diverse benchmark dataset is required. In this paper, we introduce a traffic sign benchmark dataset of 100K street-level images around the world that encapsulates diverse scenes, wide coverage of geographical locations, and varying weather and lighting conditions and covers more than 300 manually annotated traffic sign classes. The dataset includes 52K images that are fully annotated and 48K images that are partially annotated. This is the largest and the most diverse traffic sign dataset consisting of images from all over world with fine-grained annotations of traffic sign classes. We have run extensive experiments to establish strong baselines for both the detection and the classification tasks. In addition, we have verified that the diversity of this dataset enables effective transfer learning for existing large-scale benchmark datasets on traffic sign detection and classification. Systems and methods for static code scheduling are disclosed. A method can include receiving an intermediate representation of source code, building a directed acyclic graph (DAG) for the intermediate representation, and creating chains of dependent instructions from the DAG for cluster formation. The chains are merged into clusters and each node in the DAG is marked with an identifier of a cluster it is part of to generate a marked instruction DAG. Instruction DAG scheduling is then performed using information about the clusters to generate an ordered intermediate representation of the source code.

Techniques for automatically partitioning a multi-platform data transform flow graph to one or more target output platforms are provided. The techniques include performing type inference on a transform graph, wherein the transform graph comprises one or more data transforms, automatically partitioning the transform graph to one or more target output platforms based on one or more policies, performing an optimization of the partitioned transform graph, and generating code, from the partitioned transform graph, for each set of the one or more data transforms based on the one or more target output platforms.

A system and method for efficient compilation and invocation of function type calls in a virtual machine (VM), or other runtime environment, and particularly for use in a system that includes a Java Virtual Machine (JVM). In accordance with an embodiment, the system comprises a virtual machine for executing a software application; a memory space for the application byte code comprising callsites generated using a function type carrier; a bytecode to machine code compiler which performs MethodHandle invocation optimizations; a memory space for the compiled machine code; and a memory space for storing software objects as part of the software application. The system enables carrying the function type from the original MethodHandle to a callsite in the generated bytecode, including maintaining generics information for a function type acquired from a target function, and generating a callsite based on the generics information for the function object invocation.

Provided is an amide ester that is useful as an intermediate manufacturing product for an aroma compound such as spilanthol or the like. Also provided is a spilanthol manufacturing method using said amide ester. High-purity spilanthol can be manufactured by reacting an amide ester represented by general formula (1) with a basic compound. A system having a flame rod assembly for operation in a high temperature pilot burner. The assembly is designed for operation in temperatures from about −40 to 1100 degrees C. The system may operate in inclement weather involving high speed winds and significant amounts of moisture and rain to hurricane storm force levels and rates. The system incorporates an electrical apparatus which may provide flame sensing and ignition via the flame rod assembly incorporating a quick drying insulator around a rod of the assembly to ensure proper operation of the electrical apparatus.

A remotely actuated pilot gas valve includes safe lighting and complete shutoff capabilities in the event that the flame that is heating a thermocouple is extinguished. The invention provides for a heater system that utilizes such a pilot gas valve as well as a method whereby the pilot gas valve used in such a system can be remotely and electronically actuated when required. Remote actuation is accomplished by use of a solenoid that is incorporated within the valve design and which is controlled by a remote operator.

A set of tooling for making pointed headed bolts of a given diameter in numerous lengths with roll thread ready threaded to the head and partially threaded shanks in a four forming station forming machine, the tools being configured to work on wire stock as received at the first station of a diameter larger than or substantially the same as the roll diameter and not greater than the nominal diameter of the bolt, including at least two sequential head forming tools for mounting on the slide, an extrusion pointing tool for mounting on the die breast, a roll diameter extrusion tool for mounting on the die breast and a head support tool mountable in a station on the slide at multiple axial positions corresponding to standard lengths of the bolts being made, the head support tool being arranged to work at either the extrusion pointing station or the roll diameter extrusion station.

Methods and systems are provided for performing a multiple gear downshift of a transmission gear by transiently operating in an intermediate gear. In response to air mass flow not reaching a threshold for CAC self-cleansing for a set duration, the transmission gear may be downshifted from a higher gear to an intermediate gear, and then to a requested lower gear. Downshifting through an intermediate gear may also be controlled based on the gear shift request and maximum air mass flow levels for engine misfire.

Methods and systems are provided for prioritizing carriers in femtocell frequency-hopping pilot beacons. A femtocell receives registration requests from a number of mobile devices requesting to hand off service from a macro-network carrier to the femtocell. The femtocell identifies the macro-network carrier that each mobile device has handed off from. The femtocell then uses that information to prioritize future broadcasts of its frequency-hopping pilot beacon on those macro-network carriers on which the most mobile devices have handed off from. The prioritization could take the form of broadcasting more often on the higher priority one or more carriers per cycle, or broadcasting for a longer continuous period of time on the higher priority one or more carriers per cycle.

A method weaves pile fabrics with at least two different pile heights (a, b) in the same pile row, wherein the fabrics have weft threads, ground warp threads and pile-warp threads (1, 2), wherein these pile-warp threads are interlaced in the fabric, according to a pattern, in a figure-forming manner or are inwoven in a non-figure-forming manner, and which, when they are figure-forming, form pile with a well-defined pile height. The method includes a first set of pile warp threads, under light strain and at least a second set of pile warp threads under a higher strain. A device for manufacturing such fabrics is described.

A tube disposed in the combustion chamber of a standing pilot type fuel-fired water heater is used to increase the overall efficiency of the water heater by improving the heat transfer from the pilot flame to the tank during standby periods by funneling the standing pilot flame upwardly through the tube in a manner concentrating the pilot flame heat against an underside portion of the bottom head of the water heater tank. To further increase water heater efficiency, the pilot burner is of a dual input type. Various pilot burner operational algorithm modes are disclosed for causing the pilot burner to operate at a high firing rate during main burner operation, and at a low firing rate during standby periods.

An electrode assembly for capillary electrophoresis (CE) comprises a manifold (310), a connector (305) a sheath (300), and a seal (325). A capillary tube (100) passes through the manifold, the connector, the sheath, and the seal, stopping just beyond the end of the sheath. The sheath is fillable with water (330) or another fluid that cools the capillary tube in the vicinity of the electrode, thereby preventing degradation of a sample due to heat. The sheath may be metal or plastic with a metal sleeve electrode on its exterior. The sheath is sufficiently strong to penetrate a rubber or other pierceable cap on a vial. The manifold and connector incorporate an air path (605, 312, 307) so that when the electrode is fully inserted into a vial, the contents (650) of the vial are at atmospheric pressure (or another applied pressure or vacuum).

A pill crusher includes a base and a handle. The base has a bottom resting surface that includes an at least partially molded friction-enhancing portion. The handle includes an upper region, a gripping region, and a column. The gripping region includes an at least partially molded friction-enhancing portion. A funnel has a cylindrical upper first section with a first axial height and a first diameter, a cylindrical lower second section with a second axial height and a second diameter, and a frusto-conical intermediate section coupling the upper and lower sections and having a third axial height. Each of a plurality of similarly configured housings has a hollow cylindrical configuration forming cylindrical chambers, a housing axial height, a housing diameter, an upper end coupled to the intermediate section closer to the second section than to the first section, and a housing lower end at an elevation beneath the intermediate section laterally spaced from an upper extent of the second section. Each housing is adapted to removably receive and frictionally retain a magnet.

A system, method, and a computer-readable storage device for sloppy feedback loop compilation are described herein. For example, a dataflow application definition can be obtained. The dataflow application definition may include a feedback loop bounding a compute block. It may then be determined that the feedback loop is to be compiled as a sloppy feedback loop. The dataflow application can then be compiled as an executable object that pipelines the compute block of the dataflow application.
