This seems an odd argument in an era of historically high levels of party loyalty — on roll calls in Congress and voting in the electorate. Are parties too strong and unified or too weak and fragmented? Have they been marginalized in the financing of elections or is their role at least as strong as it has ever been? Does the party role in campaign finance (weak or strong) materially shape the capacity to govern? In addition, the increasing involvement in presidential and congressional campaigns of large donors – especially through Super PACs and politically-active nonprofit organizations – has raised serious concerns about whether the super-wealthy are buying American democracy. Ideologically-based outside groups financed by wealthy donors appear to be sharpening partisan differences and resisting efforts to forge agreement across parties. Many reformers have advocated steps to increase the number of small donors to balance the influence of the wealthy. But some scholars have found evidence suggesting that small donors are more polarizing than large donors. Can that be true? If so, are there channels other than the ideological positioning of the parties through which small donors might play a more constructive role in our democracy? In this paper, Thomas Mann and Anthony Corrado attempt to shed light on both of these disputed features of our campaign finance system and then assess whether campaign finance reform offers promise for reducing polarization and strengthening American democracy. They conclude that not only is campaign finance reform a weak tool for depolarizing American political parties, but some break in the party wars is probably a prerequisite to any serious pushback to the broader deregulation of campaign finance now underway. Seeking to dissect the complex relationship between political parties, partisan polarization, and campaign finance, Tom Mann and Anthony Corrado’s new paper on Party Polarization and Campaign Finance reviews the landscape of hard and soft money in federal elections and asks whether campaign finance reform can abate polarization and strengthen governing capacity in the United States. The paper tackles two popular contentions within the campaign finance debate: First, has campaign finance reform altered the role of political parties as election financiers and therefore undermined deal making and pragmatism? Second, would a change in the composition of small and large individual donors decrease polarization in the parties? The Role of Political Parties in Campaign Finance Political parties have witnessed a number of shifts in their campaign finance role, including McCain-Feingold’s ban on party soft money in 2002. This has led many to ask if the breakdown in compromise and governance and the rise of polarization has come about because parties have lost the power to finance elections. To assess that claim, the authors track the amount of money crossing national and state party books as an indicator of party strength. The empirical evidence shows no significant decrease in party strength post 2002 and holds that “both parties have compensated for the loss of soft money with hard money receipts.” In fact, the parties have upped their spending on congressional candidates more than six-fold since 1980. Despite the ban on soft money, the parties remain major players in federal elections. Large and Small Donors in National Campaigns Mann and Corrado turn to non-party money and survey the universe of individual donors to evaluate “whether small, large or mega-donors are most likely to fuel or diminish the polarization that increasingly defines the political landscape.” The authors map the size and shape of individual giving and confront the concern that Super PACs, politically active nonprofits, and the super-wealthy are buying out American democracy. They ask: would a healthier mix of small and large donors reduce radicalization and balance out asymmetric polarization between the parties? The evidence suggests that increasing the role of small donors would have little effect on partisan polarization in either direction because small donors tend to be highly polarized. Although Mann and Corrado note that a healthier mix would champion democratic ideals like civic participation and equality of voice. Taking both points together, Mann and Corrado find that campaign finance reform is insufficient for depolarizing the parties and improving governing capacity. They argue forcefully that polarization emerges from a broader political and partisan problem. Yet the party in meltdown is Labour. Polling out this past weekend shows Labour drawing 31%, vs. 37% for Conservatives, if a general election were held tomorrow. The Conservative Party, showing once again its extraordinary capacity for self-preservation, is closing ranks behind new Prime Minister Theresa May. Still, how can the Tories be riding so high after such a political omnishambles? One doesn’t have to look far for an answer: the hard-left Labour leader, Jeremy Corbyn. Asked who is or would be the best prime minister, just 16% of British voters give Mr. Corbyn the thumbs-up, compared with 52% for Ms. May. Fewer than half of Labour supporters (48%) think Mr. Corbyn would be the best PM. In her first outing in the House of Commons, Ms. May easily trounced Mr. Corbyn. (Her performance was described by the left-leaning Guardian newspaper as a “brutally brilliant” debut.) No wonder most of his parliamentary colleagues have abandoned him, forcing a leadership contest. Again, the Conservative Party has just presided over an amateurish, disastrous session of British political history. That Tories still dominate is less about their strength than their political opponents’ weakness. So: What will happen? I’ve just been in London, and conversations with political insiders suggest that this is the most likely scenario to play out: First, Jeremy Corbyn, having attracted many left-wingers onto party rolls, fends off challenger Owen Smith to retain the leadership of the Labour Party. Next, the majority of Labour MPs set themselves up as a separate parliamentary group. As the second-largest group in parliament, these MPs would become the official opposition. They could call themselves anything–say, New Labour Party. (Read this excellent summary of the constitutional implications by Meg Russell of the University College London). This means money and status. If the anti-Corbyn MPs can’t get a new leader, they’ll get a new party. In the meantime, a few remaining anti-Corbyn MPs stay behind and try to recapture their party. The key here, for those interested in the details, is to take control of Unite, the U.K.’s largest trade union. (Unite’s leader, Len McCluskey, is a strong supporter of Mr. Corbyn and has rallied the union’s members behind him, but his term ends soon.) If the Labour Party, reduced to a parliamentary rump, remains in Mr. Corbyn’s hands, the next general election would be the moment when the split becomes formal. The New Labour Party would try to attract Liberal Democrat and Green supporters, as well as pro-European conservatives. Theresa May is likely to wait until the next scheduled general election, in 2020, to face voters. But if Labour were to split, she might decide to call a snap general election to take advantage of opponents’ disarray. Either way, it seems likely the Tories would win. Center-left parties across the globe seem to be struggling to connect with the anxieties of ordinary voters, leaving them at the mercy of populist appeals. Between populist surges and volatile electorates, we are seeing destabilizing forces at work in politics. Strong political parties act as stabilizers in stormy waters. Whatever one’s individual politics, the fate of the Labour Party in Britain, and perhaps the Republican Party in the U.S., should concern us all. party Party Fundraising Success Continues Through Mid-Year By webfeeds.brookings.edu Published On :: Mon, 02 Aug 2004 00:00:00 -0400 With only a few months remaining before the 2004 elections, national party committees continue to demonstrate financial strength and noteworthy success in adapting to the more stringent fundraising rules imposed by the Bipartisan Campaign Reform Act (BCRA). A number of factors, including the deep partisan divide in the electorate, the expectations of a close presidential race, and the growing competition in key Senate and House races, have combined with recent party investments in new technology and the emergence of the Internet as a major fundraising tool to produce what one party chairman has described as a "perfect storm" for party fundraising.1 Consequently, both national parties have exceeded the mid-year fundraising totals achieved in 2000, and both approach the general election with substantial amounts of money in the bank.After eighteen months of experience under the new rules, the national parties are still outpacing their fundraising efforts of four years ago. As of June 30, the national parties have raised $611.1 million in federally regulated hard money alone, as compared to $535.6 million in hard and soft money combined at a similar point in the 2000 election cycle. The Republicans lead the way, taking in more than $381 million as compared to about $309 million in hard and soft money by the end of June in 2000. The Democrats have also raised more, bringing in $230 million as compared to about $227 million in hard and soft money four years ago. Furthermore, with six months remaining in the election cycle, both national parties have already raised more hard money than they did in the 2000 election cycle.2 In fact, by the end of June, every one of the Democratic and Republican national party committees had already exceeded its hard money total for the entire 2000 campaign.3 This surge in hard money fundraising has allowed the national party committees to replace a substantial portion of the revenues they previously received through unlimited soft money contributions. party Offline house party busted by cops at Anita Raaj's Bandra residence? By www.mid-day.com Published On :: 23 Apr 2020 01:30:19 GMT Neighbours of yesteryear actor Anita Raaj and her husband Sunil Hingorani have alleged that the couple had been entertaining guests at their Pali Hill home on Monday despite the lockdown. High drama ensued at the posh Bandra address when cops landed at the actor's doorstep following the neighbours' complaint. A source says, "Ever since the lockdown was announced, the society has barred entry for outsiders. So, the neighbours were surprised at the steady stream of visitors at her flat and expressed concern about the threat it posed to their health. On Monday, when it was noticed that they were entertaining guests, the local cops were informed." The situation apparently took a turn for the worse after the cops left the premises. In a video that is in possession of mid-day, it can be seen that Raaj and her husband had a heated argument with the security guard in the lobby. "They wanted to know who had complained about them to the cops. At one point, they asked the guard if he had informed the neighbours about the visitors," adds the source. When mid-day reached out to Raaj, she offered a different version of events. "Since my husband is a doctor, one of his friends had come home for a medical emergency. His wife came with him for assistance. My husband couldn't refuse him on humanitarian grounds. After checking the situation, the cops apologised for the false complaint that was lodged with them and left immediately." The actor, best remembered for films like Prem Geet (1981) and Naukar Biwi Ka (1983), and currently seen on television in Chhoti Sardaarni, asserted that she would not compromise the safety of others. After this week's brouhaha over Game of Thrones Season 8, it's the next big visual experience that has sent fans in a tizzy. And a pub in Khar is now hosting a pre-launch party of sorts for them, with various activities and F&B offers themed around the film. "We have collaborated with digital community Things2doinMumbai, and brought ticket sponsors on board for the event. In terms of the activities, there are Avenger- related games and trivia, winners for which will get free tickets and discounted ones when the movie releases. We also have an array of themed cocktails in store," says Pragnesh Rai, owner of SamBar, which will host the evening, adding that there are a number of discounts on the existing menu, too, with drinks starting at Rs 39. The cocktails include a beer-based one called black wid'wow; iron anna, which has whisky; tha end, which is vodka-based; and a super-potent Long Island iced tea that's aptly named hammered by Thor. As for the games, these include Ant Man, where a player will be given three soda bottles and raisins. The aim is to drop these raisins from eye level into all three bottles, without bending down. Then there's Black Widow. For this, one person will hold a hula-hoop and another will have a fake spider placed on his head. The latter has to go through the hoop in the shortest possible time, without dropping the spider. All in all, it sounds like an event perfectly suited for fans of the Avengers. And even if you aren't one, you can still gain from the cheap booze, meaning it's a win-win. Let your eyes do the talking: Preparation: Start by moisturizing and nourishing your skin Eye: Dab a subtle shade of eyeshadow from the Illuminate Royal Persia palette, and then use the Kohl to smudge the corner of the eye to give a smokey effect. Pout that lip: Use a nice nude matte on the lip Hair: Cleanse your hair with a volumizing shampoo and conditioner for that extra dose of moisture and protein to the hair. Add a dollop of smoothening serum for that silky-smooth finish on semi dry hair. Using a curler, take even horizontal sections of hair and wrap these sections around the tong. Once the hair is hot, remove the curler and leave it for a bit to cool. Continue this process over until you have completed the entire head then the curls lightly to get those perfect soft curls. Finish off by adding a hairspray to keep them in place. 2. The girl next door look: Preparation: Moisturize your skin. Eye: A winged eye is always in style. Get Cheeky: A hint of colour from a blush never goes wrong. Pout that lip: Use the same lip and cheek tint for this as well. Hair: Shampoo and condition your hair with a moisturizing shampoo and conditioner, and towel dry. Use a brush to smooth strands. Gather your hair right below the crown of your head, smoothing the front and sides as you brush your hair back. Apply smoothening serum to reduce frizz and add texture. Still holding your hair with your right hand, apply a quarter-size amount of hair gel onto your fingertips, and then spread it all over your hair, starting a half of an inch back from your hairline to give it that wanted sheen. Spritz on some hairspray, which will provide an extra hold. Secure your ponytail with a bungee. After your ponytail is secure, take a section of hair from underneath it and wrap it around the bungee with bobby pins, for a chic, pulled-together look. 5. Play it simple: Preparation: Give your skin an effortless glow by finding yourself the perfect shade. Eye: Try the shimmer bronze from the shine line collection and get the metallic effect on the lids, don't forget the flutter secrets mascara to up the glam quotient. Pout that lip: Try a gorgeous bold shade. Hair: Spray some volumizing hair mousse on damp hair from root to end. This will help pump up the volume. Blast dry using a wide paddle brush. Curl your hair with a curling iron, working one-inch section. Make sure you leave about one or two inches of the ends untouched for a more natural feel.
