OSCE Centre in Bishkek trains defence lawyers and prosecutors on right to liberty and freedom from arbitrary arrest or detention

BISHKEK, 28 July 2016 – A two-day training conducted by the OSCE Centre in Bishkek for 14 defence lawyers and 12 officers from the Prosecutor’s office on the right to liberty and freedom from arbitrary arrest or detention, ended today in the Kyrgyz capital.

The workshop focused on the international framework for measures of restraint, as well as the internationally recognized constitutional right to institute proceedings in cases of violations.

The detention of minors, persons with disabilities, women with children, or defendants in need of continued medical treatment and hospitalization were among the topics discussed, and participants learned more about their specific concerns to ensure that the restraint measures taken comply with human rights standards.

“The right to liberty is a basic fundamental right, protected by international human rights law and enshrined in the Kyrgyz Constitution,” said Anete Erdmane, acting Senior Human Dimension Officer at the OSCE Centre. “To ensure that restrictions on liberty are applied in compliance with the law and that other human rights are not violated as a result of the deprivation of liberty, it is important that prosecutors and lawyers are aware of the relevant standards and obligations. In line with its mandate, the OSCE Centre works to improve the administration of justice and strengthen the rule of law in Kyrgyzstan.”

The course was delivered by Ulugbek Azimov, a well-known national expert in the field, while  Sergey Poduzov, an international human rights law expert from Russia, also led a training session.

The training course is part of the OSCE Centre’s project on promoting a comprehensive approach to the rule of law, administration of justice, prevention of torture, and capacity building.

OSCE organizes multi-agency training course on combating domestic violence in Armenia

Two two-day training courses on combating domestic violence through strengthening the co-operation and capacities of different state and non-state players were organized jointly by the OSCE Office in Yerevan, the Armenian Police and the Social Justice non-governmental organization on 17-18 May and 19-20 May 2016 in Tsakhkadzor, Armenia.

The participants consisted of 80 representatives from the Yerevan and Gegharkunik province police juvenile and community services, social services, municipal child protection units, guardianship and trusteeship councils and non-governmental organizations. They were divided into two groups and trained separately.

“Combating domestic violence has always been high on the OSCE agenda, as it is primarily a violation of a human right and often a precursor of more serious crimes. The police and local governments both play key roles in combating domestic violence, however, only through a concerted multi-agency approach can it be done most effectively,” said Bernhard Frankl, Politico-Military Programme Officer at the OSCE Office in Yerevan.

Participants were introduced to definitions of domestic violence, its characteristics and types, the prevailing myths, phases and cycles. Active debates and group exercises were held to discuss potential victims along with the psychological and behavioral aspects and techniques of interviewing victims. The effects of domestic violence on different aspects of society, multi-sectoral responses and legal regulations were also highlighted.

The training course is part of an ongoing project by the OSCE Office to strengthen police capacities in preventing domestic violence.

OSCE Office in Yerevan presents awards to best women entrepreneurs in Armenia

The annual Best Women Entrepreneur for 2016 Award ceremony was held in Yerevan on 29 June 2016 under the auspices of the Armenian Prime Minister. The award aims to inspire women entrepreneurs’ creativity in economic development and to highlight their achievements.

The OSCE Office in Yerevan presented a prize to the Network of Women Resource Centres (WINNET Armenia) for their project to develop handicraft skills and enhancing women’s opportunities in Syunik region of Armenia. The Office also presented a prize to the Armenian Women for Health and Healthy Environment non-governmental organization (AWHHE) for their project to improve entrepreneurial skills and income generating capacities of female farmers through the use of solar fruit- and herb-drying equipment and technologies.

Prime Minister Hovik Abrahamyan gave awards to twelve women entrepreneurs in the following categories: best employer, innovative entrepreneur, brand, young entrepreneur, start-up and exporter. Two winners were selected for each nomination: one from Yerevan and the other from Armenia’s region.

The OSCE Office in Yerevan together with other international partners presented awards to local partners that have promoted good and innovative practices through project activities.

The Armenian Ministry of Economy in close co-operation with the Small and Medium Entrepreneurship Development National Centre (SME DNC) has organized the awards ceremony, which attracted 140 nominations this year.

The official awarding ceremony was followed by a short discussion on the problems of development of women entrepreneurship in Armenia.

The event was co-organized with the financial support of the OSCE Office in Yerevan.

Restrictions on foreign broadcasters in Moldova breach international standards on media freedom, OSCE Representative says

VIENNA, 13 July 2016 – OSCE Representative on Freedom of the Media Dunja Mijatović today said that media laws under consideration by the Parliament in Moldova run counter to international standards on media freedom.

On 7 July the Parliament adopted, in the first reading, three amendments to the Audio-visual Code of the Republic of Moldova. All three amendments aim to limit broadcasts in foreign languages or those originating from abroad.

“It is counterproductive to try to limit speech through excessively restrictive legislation,” Mijatović wrote in a letter yesterday to the Chairperson of the Parliament of the Republic of Moldova, Andrian Candu. “In my view it seems excessive and may be ineffective.”

The reasoning given for introducing the restrictive provisions banning broadcasts or rebroadcasts of certain content is that it originates from states that are neither members of the European Union, nor are parties to the European Convention on Transfrontier Television. 

“I trust that the draft laws will be carefully reviewed by the members of Parliament before being adopted in the second reading, ensuring that the regulation does not pose undue limits on free expression and free flow of information,” Mijatović said.

The Representative also pointed to the recommendations of her Office’s non-paper “Propaganda and Freedom of the Media” published in 2015 (available at www.osce.org/fom/203926).

OSCE media freedom representative urges protection for journalists reporting on civil unrest in Armenia

VIENNA, 1 August 2016 – At the end of the siege of police headquarters in Yerevan, OSCE Representative on Freedom of the Media Dunja Mijatović today sought reassurance from the foreign minister of Armenia that journalists’ rights and safety during times of civil unrest would be protected.

Mijatović wrote to Foreign Minister Edward Nalbandian indicating that the Government “should implement practical steps to ensure restraint on the part of law enforcement representatives toward members of the media and suggested steps should be taken by the authorities to guarantee that the press is not targeted by the police or thugs. The police should be protecting journalists and members of the media.”

According to reports, on 29 July media reporting on the forced dispersal of demonstrators in the Sari Tagh district and other events were attacked, beaten and had their equipment destroyed. In some cases the attackers were uniformed police; in others, civilians armed with metal rods.

Those attacked include:

  • reporter Aghvan Asoyan and camera operator Albert Galstyan from Armenia TV;
  • journalist Mariam Grigoryan and camera operator Davit Harutyunyan from Arajin Lratvakan;
  • reporters Karlen Aslanyan and Hovhannes Movsisyan and camera operator Garik Harutyunyan of Azatutyun;
  • reporter Robert Ananyan and camera operator Tigran Badalyan from A1+ TV;
  • camera operator Marut Vanyan from the Lragir.am news website;
  • journalists Sargis Kharazyan and Mkrtich Karapetyan from CivilNet;
  • reporter Hovik Grigoryan of Panorama.am; and
  • camera operator Tigran Gasparyan who works for Life.ru.

Mijatović also noted in the letter the statement published by the Armenian media NGOs of 21 July about the police attacks on journalists that took place in Yerevan days and weeks earlier. The victims included:

  • Gevorg Tosunyan, a journalist from iravaban.net;
  • Artak Hambardzumyan, a reporter from Azatutyun;
  • Arthur Hayrapetyan, a reporter from 4news.am; and
  • Tehmine Yenoqyan , a reporter from lragir.am.

Winners of OSCE design contest challenge violent extremism with creative cartoons

VIENNA, 28 July 2016 – Artists from France, Armenia and the United Kingdom won the #LetsDoodle drawing competition organized under the OSCE’s United in Countering Violent Extremism campaign.

The competition was launched on 31 May 2016 in partnership with eYeka, a global community of talented creators, calling for the development of a cartoon character that challenges the binary, us versus them, thinking that often underpins violent extremist narratives. A total of 29 creative concepts were submitted by artists and designers from 16 OSCE participating States and Partners for Co-operation.

“My cartoon character, MIX the sheep, is born of diversity,” says Jalal Bouanani from France, who won the first prize. “MIX will be a bridge-builder and the champion of actions against the ignorance, racism, and polarization that can lead to violence.”

The second prize winner, Peno Mishoyan from Armenia, created his ‘Pigeon Legion’ comprised of the Teacher Preacher, Peace Guard and Media Master who together peacefully challenge violent extremism.

The winners of the third and fourth prize, Tim Cordell of the United Kingdom and Jerome Picard from France, respectively, also used birds as the key characters in their entries.  

“I was impressed and inspired by all the ideas that were submitted for this contest, how diverse and well thought-out they were,” said OSCE Secretary General Lamberto Zannier. “This only proves how much we, as the international community, stand to gain by tapping into the skills and creativity of an expanded range of people to prevent violent extremism.”

The winning concepts will become part of the OSCE United in Countering Violent Extremism (#UnitedCVE) communications campaign. Launched in June 2015, the campaign highlights the OSCE’s comprehensive approach to countering violent extremism and radicalization leading to terrorism and reinforcing a global consensus against this threat. MI COMENTARIO:
Más una novela de aventuras que de espías, es al final de la misma que uno se entera que varios de los personajes son agentes secretos de distintas organizaciones.
Ambientada en el Mato Groso brasileño, tiene los condimentos típicos de una novela de aventuras: escenario tropical, peligros provenientes de tribus de indígenas muy primitivos, una ciudad perdida que contiene tesoros antiquísimos, una travesía jalonada por imprevistos, etc. La mejor parte de la novela es la que justamente transcurre durante el viaje de los protagonistas a la ciudad perdida. Un antiguo militar nazi, con su identidad cambiada, busca a un camarada que lo traicionó durante los últimos días de la Segunda Guerra Mundial, al llevarse importantes cuotas de los tesoros saqueados por el Tercer Reich. Acompañado por personajes de distinto origen, llega a la ciudad perdida donde se encuentra con su destino.
El final es despachado por MacLean en pocas páginas, casi a las apuradas, presentando la resolución a multitud de interrogantes. Pareciera que el autor se hubiera cansado de su propia novela y la quisiera clausurar de un tirón. Me parece que el argumento, que había ido ganando en interés (MacLean describe con gran oficio el recorrido por la selva), termina implosionando en un final decepcionante.
 
ADAPTACIÓN CINEMATOGRÁFICA:
En 1989 se realizó una película basada en el libro: River of Death, dirigida por Steve Carver y protagonizada por Michael Dudikoff (John Hamilton), Robert Vaughn (Dr. Wolfgang Manteuffel), Donald Pleasence (Heinrich Spaatz), Herbert Lom (Cor. Ricardo Diaz), L.Q. Jones (Eddie Hiller), Sarah Maur Thorp (Anna Blakesley), Cynthia Erland (Maria) y Foziah Davidson (Dalia). En el ámbito hispanohablante, el film fue titulado El río de muerte, aunque también fue conocido como Río sangriento.

Morris West
 
Morris West nació en Melbourne, Australia, en 1916, siendo el mayor de seis hermanos. Al terminar sus estudios secundarios, entró a la Orden de los Hermanos Maristas y pasó ocho años como religioso y profesor. En 1941, antes de hacer sus votos finales, abandonó la Orden. Se alistó en el ejército y combatió en el Pacífico. Después de trabajar como publicista y productor de radio, comenzó su carrera de novelista.
Su primer éxito internacional fue Hijos del sol, al que siguió una sucesión de best-sellers mundiales, unos veinticuatro en total, cuyos títulos más prominentes son Las sandalias del pescador, El abogado del diablo y Los bufones de Dios.
Morris West ha recibido numerosos premios por su obra, y también ha sido condecorado por su gobierno con la Orden de Australia por sus servicios a la literatura y a la vida cultural.
 
MI COMENTARIO:
El Papa León XIV encabezó una revolución conservadora dentro de la Iglesia Católica. Pero cuando se recupera de una operación de doble bypass cardíaco, experimenta un cambio filosófico y comienza a ver el mundo desde una nueva perspectiva. Paulatinamente llega a la conclusión de que debe desandar su camino y modificar la Doctrina de la Fe para volverla más humana. Paralelamente, el Mossad descubre un plan para asesinarlo en la clínica de la operación, perpetrado por la célula italiana de la “Espada del Islam”, grupo extremista iraní. La operación de asesinato falla, gracias a un topo que tienen los israelíes en dicha célula. El mismo es identificado y ejecutado por su jefe. La planificación de un nuevo atentado es derivada a un grupo de sicarios coreanos y japoneses (?). Cuando el Papa de dispone a proclamar un nuevo tiempo en la Iglesia, cae muerto de un balazo en el corazón.
Nunca quedan en claro los objetivos precisos que buscan los islamistas con el asesinato del Sumo Pontífice, lo que le da a esta línea de la trama una presencia algo forzada, como si el autor necesitara un gancho para atraer la atención del lector a las discusiones filosóficas y teológicas que se producen entre los protagonistas. Impresiona que el disparo mortal brinde una clausura nihilista a la novela y a los intentos de mejorar la relación entre lo sagrado y las necesidades de las personas corrientes, lo que le da un sabor setentista a esta obra de principios de los '90. Beyond the West Horizon - A film by Eric and Susan Hiscock.
In the late 1950's, very few "middle class" sailors had taken small sailing craft on long voyages. British Sailors, Eric and Susan Hiscock became pioneers in making long trans-oceanic passages in a small sailboat to what was then quite remote destinations. Their sailing adventures paved the way for future generations of cruising sailors who would follow in their wake, making blue water passage-making the more common experience it has become today.

The Hiscocks shared their sailing adventures in several books and made a 16mm color documentary about their second circumnavigation aboard their 30 foot sloop, Wanderer III. The couple departed from Yarmouth Isle of Wight on the 19th of July 1959 and returned on August 8th, 1962. Prior to their departure, the BBC provided some camera training, a 16mm windup camera, and 4000 feet of color film stock. During their 30,189 mile circumnavigation, Eric and Susan meticulously filmed their voyage and their many land falls. On their return, the BBC edited a 91-minute documentary based on a script and narration written by Eric. The finished film aired on BBC television in January 1963.

Working with the Beaulieu Film and Video Library at the UK National Motor Museum Trust, TheSailingChannel.TV has restored "Beyond the West Horizon" and digitally remastered it to HD.
