Xi Jinping’s Reform Express Gathers Steam


After the enthusiasm which greeted the launch of Chinese President Xi Jinping’s landmark reform blueprint at the Third Plenum of the 18th Central Committee in November 2013, the mood among observers of China’s economy has gradually soured. A common view is that progress on economic reforms has been slow, bogged down not only by the opposition of vested interests but also by the government’s own distraction with its endless anti-corruption campaign, and by its anxiousness to support short-term growth through easy monetary policy.

This popular take misses the mark in three respects. First, the top priority of Xi’s reform is not about economics; it is to remake China’s system of governance. Successful reform of government and administration, along with more specific market reforms, will, in turn, enable more sustainable economic growth. Second, China’s leaders clearly reject the view that to be serious about structural economic reform, they must accept a sharp cyclical slowdown. Instead, they believe that maintaining relatively rapid growth in the short term will give them more breathing room to push through their complex economic agenda. Finally, a tally of economic reform measures this year shows that progress has in fact been impressively brisk.

Governance, Not Economics, Tops the Agenda

Understanding the primacy of governance reform is essential to grasping the role of the anti-corruption campaign, which has resulted in the investigation or disciplining of over 70,000 officials at all levels of government in virtually every province, and has now spread to senior levels of the People’s Liberation Army. This campaign is often portrayed as a cynical effort by Xi Jinping to consolidate power, eliminate his enemies and curtail the influence of retired senior leaders, notably former Presidents Jiang Zemin and Hu Jintao. These motives no doubt play a large role, but the campaign is too far-reaching, and has gone on for too long, for them to be a full explanation.

It is now apparent that the campaign’s central goal is to sharply reduce the system’s tolerance of corruption, which has been quite high since the beginning of economic reforms in the late 1970s. This, in turn, suggests a desire to renegotiate the basic bargain between the central and local governments that has held throughout the reform period. In essence, that bargain tasked local officials with maximizing economic growth, in exchange for which they were tacitly permitted to skim off part of the financial gains from that growth. Central authorities only cracked down when the graft reached grotesque proportions (as with smuggling scandals in Xiamen and other coastal cities in south China in the late 1990s), or when political and policy interests converged in an exemplary prosecution (as in the purge of Shanghai party Secretary Chen Liangyu in 2005, which both removed a Politburo rival to Hu Jintao and sent a message to cities to rein in property speculation).

This bargain proved effective in stimulating sustained rapid growth while China was still a low-income country. But the nation’s economy has now matured and with a per capita national income of $6,560, China now qualifies as an upper-middle income country, by the World Bank’s definition. To sustain high growth at this income level, China needs better governance, a more reliable legal system and considerably less corruption. Thus, the anti-graft campaign is not incidental to or a distraction from the main reform agenda—it is an essential part of the foundation of a more successful economic and political system.

Similarly, the legal system reform outlined at the Fourth Plenum in October, while disappointing many Western observers because it sanctified the Communist Party’s position above the laws that apply to everyone else, is in fact a significant step towards a more consistent, predictable, rules-based system. As Cheng Li has pointed out, the very act of devoting a Plenum to legal issues has made possible a discussion about how to create rule of law in China (see “Fourth Plenum Has Opened Discourse on Constitutionalism, Governance”). And the specific reforms that legal scholars believe are likely—creation of circuit courts to limit the influence of parochial interests, more consistent publication of court decisions, prohibition on Party interference in most cases and the creation of limited avenues for public-interest litigation against polluting industries—have the potential to make Chinese governance fairer, more transparent and more responsive to citizens' concerns. As with the anti-corruption drive, a key theme is to readjust the balance of power in favor of the central government at the expense of the localities.

A final element in the governance reform agenda is the important but often-overlooked fiscal program adopted by the Politburo on June 30. By 2016, China will complete its first major overhaul of the nation’s taxation and government spending system in two decades. Key items include the elimination of land-based local government financing and its replacement by provincial bond issues; restructuring of taxes to reduce local governments’ revenue shortfalls and encourage them to promote consumer services, rather than heavy industry; and stronger resource and environmental taxes to arrest environmental degradation and promote more efficient energy use. Once more, much of the focus is on redefining the core role of local governments: their main mission will shift from promotion of economic growth to effective provision of public services.

Cyclical Economic Management Supports the Reform Agenda

Once we understand the primary role of governance, the sequencing of reform measures becomes more evident, and the relative tardiness of more narrowly economic reforms becomes more understandable. But skeptics have another concern: that the government is losing sight of its long-term structural reform goals in a desperate effort to keep short-term gross domestic product (GDP) growth above seven percent. The premise of this worry is that unless the authorities are willing squeeze out inefficiencies and curb the rapid rise in debt—measures which inevitably require a sharp slowdown in growth—then the structural reforms have little chance of success. In short, the economic model cannot change unless the old, bad habits are punished by clear failure.

Two pieces of recent evidence support this view. First, early in 2014, Beijing relaxed monetary policy and started removing long-standing administrative restrictions on house purchases, in order to prop up a property market that seemed on the brink of collapse. These measures reversed the tight monetary policy of the second half of 2013, which succeeded in bringing credit growth down from 23 percent in April to around 16 percent by the end of the year. Second, the new, looser policy meant that the country’s aggregate debt-to-GDP ratio continued to rise in 2014. After rising from 145 percent of GDP in 2008 to 220 percent in 2013, this ratio continued to climb in 2014 and now exceeds 230 percent of GDP. In absolute terms, this figure is not alarming—most developed countries, including the United States, have significantly higher ratios. But the rapid increase in leverage in a short time is usually a harbinger of financial problems.

It is a mistake, however, to assume that the continued increase in leverage shows that Beijing is incurably addicted to its old debt-fueled growth model, or that the authorities have decided to prioritize growth over reform. First of all, the credit stimulus used to support the property market this year was extremely modest: the year-on-year growth rate of credit ticked up only about one percentage point for a few months, and quickly dropped again once stimulus was withdrawn. The removal of administrative restrictions on house purchases arguably played a larger role in the property stabilization than did easy credit.

More important, Beijing’s approach to deleveraging is a deliberate policy choice driven by the conviction that growth and reform are partners, rather than antagonists. A relevant comparison is the debate between U.S. and European policymakers after 2008 about the appropriate response to the global financial crisis, which left the rich economies stuck with low growth and big debts. Washington argued that policy must focus on sustaining growth (through ultra-easy monetary policy and large fiscal deficits), and that fiscal consolidation should take a back seat. European officials, especially in Germany, argued that fiscal consolidation and debt reduction had to be a top priority, even if it harmed growth. Beijing obviously favors an American-style approach to deleveraging and structural adjustment. Given the superior performance of the U.S. economy (relative to Europe) since the global crisis, this is a defensible choice.

Economic Reforms are Proceeding Smartly

The last point is that, in fact, China’s rollout of specific reform measures over the past year has been impressive. In addition to the fiscal reform package, whose significance has been severely underrated by the market-obsessed international financial media, achievements of 2014 include:

• Abolition of registered capital requirements for new firms, which caused growth in new-company registrations to surge to over 20 percent, the highest rate in a decade.

• Switching the resource tax on coal from a volume to a value basis, a long-delayed measure which should discourage excessive investment and promote energy efficiency.

• Publication of a plan to deregulate all pharmaceutical prices beginning in 2015.

• Publication by virtually all provinces of plans for “mixed-ownership” reform of state enterprises.

• A significant opening of the capital account via the Shanghai-Hong Kong Connect program which permits investors in those two financial hubs to put money directly in each others’ stock markets.

• The publication of draft rules on deposit insurance, paving the way for implementation next year, followed by full liberalization of deposit interest rates.

Clearly these are just initial steps and much work needs to be done to broaden these reforms in ways that will have material impact on China’s $8 trillion economy. But it is hard to think of another major world leader whose government has accomplished so much in such a short period of time. Japanese Prime Minister Shinzo Abe, for instance, came to office two years ago promising “three arrows” of monetary easing, expansive fiscal policy and deep structural reform. So far he has delivered only one—monetary easing, which has driven the yen down and the stock market up—but structural reform is missing in action and fiscal policy was disastrously captured by Ministry of Finance hawks, whose consumption-tax increase drove the country into a needless recession. The U.S. government is gridlocked and is still fighting over a health care reform law passed five years ago. Six years after the global crisis, Italy has just begun to put in place long-overdue reforms to its labor market, and France, under its last two presidents, has done nothing at all to address its structural economic malaise. Xi Jinping can certainly be criticized on many issues, but failure to deliver on his reform agenda is not one of them.

Lockdown effect: A pothole-free Western Express Highway

The lockdown has come as a boon to the Mumbai Metropolitan Region Development Authority (MMRDA), which has taken the time to repair the damaged but traffic free Western Express Highway. The work is expected to be completed by May 31. Work on the Eastern Express Highway, which will soon begin, is also expected to be completed by May 31. Mumbaikars can then expect pothole-free smooth roads this monsoon.

According to an MMRDA spokesperson, "The completion period for repairing/improvement of WEH is 11 months, but due to the lockdown, we will be able to complete it substantially within a month by May 31. The cost of the work is R47 crore. Work on repairing/ improvement of the bad patches on EEH will start shortly. Possibly from May 11 and the cost for this is about R30 crore and efforts will be made to complete it by May 31. As per the plans, the works have been divided into 4/5 parts to ensure fast completion."

Sources from MMRDA said the idea is to complete the quality work at the earliest so during the monsoon motorists using these highways don't have to face inconvenience.

The WEH is the main highway connecting the Western suburbs to the city bearing 5,000-7,000 (Passenger Car Unit) PCU/hr per direction for most stretches.

MMRDA has also started addressing the problem of traffic jams at junctions on WEH, which were taking place due to uneven roads because of paver blocks. Few months back MMRDA had started removing the paver blocks on the west side of JVLR junction on the WEH, in order to reduce the obstruction in traffic.

MMRDA has also prepared a plan for the facelift of WEH, and so it has appointed global consultants to study its shortcomings and a project estimated at R100 crore has been planned for the same.

Irrfan Khan passes away; Amitabh Bachchan, Shoojit Sircar, Raveena Tandon express their sorrow

Irrfan Khan, who was undergoing treatment for Neuroendocrine tumour for the last two months, passed away at the age of 53 on April 29, 2020. The talented actor was admitted to Kokilaben Hospital for a colon infection, and on Wednesday he breathed his last. Bollywood celebrities shared condolences on social media, mourning the untimely death of the actor.

Producer Dinesh Vijan also wrote, "We are thankful for experiencing Irrfan’s resilience and spirit. We're thankful for being allowed to witness his love and passion for everything around him. So yes, all I can say is thank you to him for letting us be a part of his journey. There is no one like Irrfan and I’m going to miss him very much. Rest in peace my friend. I know that he could spread his wings and soar only because he had his wife Sutupa as his rock. My heartfelt condolences to her and his sons. We are always there for them and I know that they know this."

The whole of life becomes an act of letting go: Fans dig out Irrfan Khan's Life of Pi dialogue express sorrow

April 29 is going to be one of the saddest days for all the Irrfan Khan fans and even Hindi Cinema. His untimely and unfortunate demise has shaken and shocked one and all, especially the people from the fraternity who worked with him and knew him as a human and not just an actor.

Fans mourned the actor's demise by sharing videos of his iconic dialogue. One such viral video that caught our attention was from Life of Pi. In the scene, which occurs at the end of the oscar-winning movie, Irrfan, who played the role of Piscine 'Pi' Patel, says, "I suppose in the end, the whole of life becomes an act of letting go, but what always hurts the most is not taking a moment to say goodbye."

One fan shared the same video with the caption, "The legend #IrrfanKhan was suffering and now he is resting peacefully. You’ll be missed (sic)."

Another one shared the video with the caption, "Irrfan Khan Great actor. No more. Sad. I suppose in the end, the whole of life becomes an act of letting go, but what always hurts the most is not taking a moment to say goodbye (sic)".

Irrfan played the role of adult Piscine Molitor "Pi" Patel in the 2012 adventure drama. Also starring Suraj Sharma, Tabu and Adil Hussain, Life of Pi won universal critical acclaim and won four academy awards.

Rishi Kapoor passes away: Rajinikanth, Amitabh Bachchan, other celebs express shock on Twitter

Rishi Kapoor passed away on Thursday morning, April 30, 2020. Sources said that he had been admitted at H.N Reliance Hospital around three weeks ago and was in a critical condition for quite some time. Kapoor, 67, was diagnosed with bone marrow cancer back in 2018 and was being treated in New York for about a year. Sources stated that Kapoor was suffering from complications of cancer treatment.

Neetu Kapoor and Rishi were in the US for the actor's treatment for almost a year. The duo returned to the bay in September 2019, and ever since then, he made frequent visits to the hospital.

On Tuesday, April 30, 2020, the actor breathed his last. Amitabh Bachchan, a dear friend of the veteran, shared the news and expressed shock on social media. Let's take a look at some tweets posted by the Bollywood celebrities.

Deepshikha Deshmukh shared, "News of Rishi Uncle's passing away is devastating. It seems unreal, untrue. It feels like somebody hit your heart with a cold rod. I will remember him for his beautiful movies, his larger than life persona and sharp wit. Farewell Rishi Uncle. You lived life king-size. My prayers with Ranbir, Neetu Aunty and Riddhima." 

She also tweeted about Rishi Kapoor's demise. This is what she wrote:

Rishi Kapoor had 51 films as the solo lead hero from 1973 to 2000, but many aren't aware that 40 of them were box office flops and only 11 managed to be successful at the showbiz and make it through the audience's heart. They were Bobby, Laila Majnu, Rafoo Chakkar, Sargam, Karz, Prem Rog, Nagina, Honeymoon, Chandni, Heena and Bol Radha Bol, Yeh Vaada Raha. He had the lead hero roles in two-hero films only 13 times, in Khel Khel Mein, Kabhi Kabhi, Hum Kisise Kum Naheen, Badalte Rishtey, Aap Ke Deewane, and Saagar, and then from 1989 with Ajooba, Chandni, Deewana, Damini - Lightning, Gurudev, Daraar and Karobaar.

In 1999 he directed the film Aa Ab Laut Chalen, starring Rajesh Khanna, Aishwarya Rai and Akshaye Khanna in pivotal roles. In 2019, the actor appeared in The Body, also starring Emraan Hashmi which was released on 13 December 2019. Incidentally, it was his last released film before his death on April 30, 2020. Sharmaji Namkeen directed by Hitesh Bhatia, with Juhi Chawla, was under production at the time of his death. Rishi Kapoor was also going to be a part of the popular Hollywood remake "The Intern," also starring Deepika Padukone.

Madhuri Dixit, Juhi Chawla express sorrow over frequent co-star Rishi Kapoor's demise

Veteran actor Rishi Kapoor passed away on the morning of April 30, 2020, after a two-year battle with cancer. The actor passed away peacefully in a hospital in Mumbai with wife Neetu Kapoor by his side. The Indian film industry has witnessed another dark day after the demise of Irrfan Khan, who passed away yesterday, April 29.

Rishi Kapoor's frequent co-stars Madhuri Dixit-Nene, Juhi Chawla and Hema Malini took to social media to express their shock and sorrow at his passing. Madhuri Dixit, who worked with Kapoor in several films including Sahibaan, Yaraana, and Prem Granth, tweeted, "I've had the honour of working with Rishi Ji. A larger than life person, so outspoken yet so warm. We have lost a brilliant actor today. Still can't believe it... absolutely heartbroken. My prayers are with the family during this tough time."

Another one of Rishi Kapoor's 90s co-stars, Juhi Chawla, couldn't believe the news that he passed away. The actress, who worked with Kapoor in films like Eena Meena Deeka, Saajan Ka Ghar, Daraar, Bol Radha Bol, among others, tweeted this:

In fact, Rishi Kapoor was working on a film with Juhi Chawla titled Sharmaji Namkeen before he passed away.

Veteran actress Hema Malini, too, expressed grief over the demise of Rishi Kapoor who passed away at the age of 67. "I am deeply saddened. I woke up and got the news and I was shocked because we thought that Rishi Kapoor is recovering. His departure is a very big loss," the Dream Girl told ANI.

Hema Malini and Rishi Kapoor worked together in some hits film in the late 70s and 80s, like Ek Chadar Maili Si, Naseeb, among others.

Rishi Kapoor was admitted to Sir HN Reliance Foundation Hospital in Mumbai on Wednesday. The actor is known for his many iconic roles in blockbuster hits like Bobby, Chandni, Karz and many others.

Neetu Kapoor expresses gratitude to medical staff of hospital where Rishi Kapoor passed away

Actor Neetu Kapoor on Monday shared a post expressing gratitude to the medical staff for their efforts at the hospital where legendary actor Rishi Kapoor passed away.

The 61-year-old actor took to Instagram and shared two monochromatic pictures along with the post. The first featured the late star smiling, while the second one is an adorable picture that showed Neetu and Rishi sharing a smile. Along with the post she penned the message thanking the hospital and the staff who treated the late star like their family. She wrote, "As a family, we have a deep sense of loss.." (sic)

Rishi Kapoor passed away peacefully on Thursday morning, Apirl 30, after a two-year-long battle with leukaemia, his family said in a statement. In September 2019, the veteran actor returned to Mumbai after staying in New York for almost a year for cancer treatment.

The 'Bois Locker Room' controversy has taken the country by storm. Leaked screenshots of a private Instagram chat group comprising teenage school students from Delhi has shocked people to the core. According to a report in IANS, the Cyber Cell of Delhi Police has detained a 15-year-old student of a prominent school in South Delhi in connection with the Instagram chat group. Twenty two other boys have also have been identified.

Bigg Boss fame Sambhavna Seth rushed to the hospital for being unwell, friends express worry

Television actress Sambhavna Seth, who became a household name after Bigg Boss 2, was rushed to the hospital on May 4 for being unwell. The news was announced by her husband Avinash Dwivedi from the actress' Instagram account.

He wrote- "Hi Guys, Yesterday night we had to rush to the hospital as Sambhavna is unwell. We came back at 5 am in the morning..And now taking her to the hospital again..So there will be no vlog today. Regards Avinash Dwivedi." (sic)

FWICE General Secretary expresses concern on resuming shootings; says it will be like digging our own grave

With the increasing cases of the novel coronavirus, Prime Minister Narendra Modi has extended the lockdown till May 17. The lockdown first commenced on March 25 for a 21 day period. But had to be extended owing to the increasing cases.

However, the lockdown has badly hit the economy of the country with several people going out of a job. One industry that has completely shut down is the entertainment industry. The cinema halls were the first one to shut down in the country. Speaking to a tabloid about resuming Bollywood movies shoots, Ashok Dubey, the General Secretary of Federation of Western Indian Cine employees said that they spoke to CINTAA recently and are making guidelines on how they can proceed with shootings. Ashok Dubey said that nothing has been finalised. He said that Mumbai is a red zone and so they cannot think of shooting right now. Dubey also spoke to Sidharth Roy Kapur who said that they will have a conference call with Indian Motion Picture Producers (IMPPA), Indian Film and Television Producers Council (IFTPC) and Western India Film Producers' Association on how to deal with the situation and go ahead.

A few days back, the Producers guild had shared a document that lists precautions to be taken while shooting including proper sanitation, use of masks, etc. Dubey said that the guidelines are correct but how are they to shoot when there are spot boys and workers who travel from their home and back and how they are supposed to test everyone daily when the reports take time to come.

He also questioned about reducing the number of people on the sets. He questioned how the people left out will manage their livelihood and how to assure them a salary. Dubey said that there are several factors to be considered before proceeding with the shoot.

Ashok Dubey said that the TV producer body is in a hurry to start shooting bit is not possible. He said that it will be like digging its own grave if it does something like this. He further said that social distancing is not possible on the sets and lightmen cannot work 12 hours with a PPR kit. Dubey said that there is a difference in giving suggestions and actually implementing it.

Dubey said that the Government has not released any guidelines for the film industry to start shooting. Producers' Guild has just said that these precautions are to be taken while shooting; they haven't said to start shooting and take these precautions.

Amid the Coronavirus lockdown, there are some people at work trying to make sure people at home stay safe from the pandemic. One of them is police officers, who are working tirelessly to ensure people stay at home and do not get infected by the deadly virus that has already infected millions across the globe and claimed scores of lives.

A photo of two cops catching a wink on the ground has gone viral online. The photo was posted by Twitter by Madhur Verma, the Deputy General of Police, Arunachal Pradesh who also lauded the efforts by the police department amid the nationwide lockdown imposed by the central government.

"Isn’t comfortable bed and an eight hour sleep such a luxury ? Yes it is... if you  are a cop !” said Verma, adding, “Proud of these #CoronaWarriors"

The photo posted on Friday garnered over 34,800 liks and was retweeted more than 6,400 times. Users commenting on the photo praised the police department for their efforts amid the lockdown and hailed them as ‘heroes’.

Two accidents cause chaos on Mumbai Pune Expressway

Two separate road accidents on the Mumbai Pune Expressway killed four, including two women, and injured three people. Due to the accidents, traffic was slow-moving on Saturday.

In one accident, the police have identified the deceased as Sushmit Mutha, Janaki Nandkar and Rani Gaur. They have not been able to ascertain other identities as of now.

According to the police, one accident that took place on Saturday around 2.55 pm involved an Ertiga car bearing the number MH-14-FG 0205. "It was speeding and lost control and hit the truck bearing number MH-48-4809. Based on the wrist watch a deceased was wearing, the timing of the accident had been confirmed. We have collected the details of deceased based on the their government documents," said an official.
