A roundtable discussion on the implementation of the Aarhus Convention in Kazakhstan took place in Astana on 15 July 2016.

Some 60 representatives of the Aarhus Centres, regional and central government entities, environmental non-governmental organizations and private sector discussed the ways to improve Kazakhstan’s compliance with its obligations under the Aarhus Convention.

They reviewed the ongoing activities in promoting its principles in the regions as well as new amendments to the national environmental legislation. They also examined the draft Aarhus Convention implementation report for 2014-2016 and exchanged opinions on its further enhancement.

The event was organized by the OSCE Programme Office in Astana in partnership with the Energy Ministry’s Information and Analytical Centre of Environment Protection.

The 1998 Aarhus Convention consists of three pillars: access to information, public participation in environmental decision-making, and access to justice in environmental matters. Aarhus Centres provide platforms to engage citizens, governments and the private sector in a dialogue on environmental challenges.

AARP has a new CEO: physician and public health advocate Myechia Minter-Jordan

AARP has tapped Dr. Myechia Minter-Jordan as its new CEO while promising a “new chapter” of advocating for Americans who are 50 and older and their families, the group said on Tuesday. The organization, which claims nearly 38 million members, touted Minter-Jordan’s career as a physician and public health advocate, and as a business leader who has worked to improve the health and wellness of individuals and communities.

While AARP repeatedly touts its nonpartisan status—it neither supports nor opposes candidates for offices—it devoted a rather significant portion of its announcement to highlighting the voting trends of older Americans. Since last week’s election, AARP has been dissecting how voters ages 50-plus cast their ballots.

In a statement, Minter-Jordan pointed to the association’s legacy over the past 65-plus years of helping to improve the lives of older Americans, age on their terms, and live their lives to the fullest, while teasing some changes in its future. 

“This is a pivotal moment for AARP and the nation,” she said. “As AARP looks ahead, we have exciting opportunities to empower, uplift, and make a positive impact on the health, wealth, and wellness of the more than 110 million Americans ages 50 and older and the entire country.”

Working to protect Social Security and Medicare

AARP long ago distanced itself from a direct connection with retirees—in 1999, it officially rebranded as AARP in lieu of the American Association of Retired Persons—and has since opened up membership to adults 18 and older. But the core of its advocacy still focuses on older Americans, including to protect Social Security and Medicare, support family caregiving, lower the costs of prescription drugs, and shift public narratives on aging.

Minter-Jordan joins Washington-based AARP after serving in previous executive leadership roles at three Boston-based healthcare organizations. Most recently, she launched the CareQuest Institute for Oral Health in 2021 and served as president and CEO until July, according to her LinkedIn profile.

In September, a Boston Globe columnist included Minter-Jordan among an “alarming pattern” of at least 10 Black CEOs who had recently left prominent leadership posts in the past year. 

Minter-Jordan attended Brown University for her undergraduate studies and medical degree and completed an MBA at Johns Hopkins University. She succeeds Jo Ann Jenkins, who announced in March that she would be stepping down when her contract is up at the end of the year, after a decade leading AARP.

AACS Cracked Again, Keys Circulate Again

After the widely-heralded circulation and revocation of one AACS key, Ed Felten ran a satirical integer sale on his Freedom-to-Tinker blog. Now it seems one of the commenters decided to hide another processor key there, BoingBoing reports.

Of course, the odds are basically zero if the number was chosen at random. You have a better chance of winning the Powerball jackpot four days in a row. So, for more than a week, everyone who read the comment assumed that it was just another joke. But one thing about it was different: the cryptic hint to arnezami, a "uv" number, a pointer to a specific key within the AACS keyspace.

You can probably guess the rest of the story. Eventually someone tipped off arnezami about the strange comment, and he tried using the 45 5F … number to decrypt the new discs. It worked! It really is the new processing key. As a result, all HD-DVDs are open to the public again, at least until new titles can be updated once more.

Should blog-owners start to worry that their comment forums will earn them takedowns? I don't think so, but the law is remarkably unclear, as I wrote in a piece, Anticircumvention Takedowns, LinuxWorld just published, describing the last round of AACS-key purges:

Note that this claimed contribution to circumvention is a degree further removed from underlying copyright harm than a contributory infringement. The claim is not that hosts assisted in unlawful copying, but that they assisted in distribution of a component of a tool with which others might circumvent technological measures and thereby access copyrighted works or infringe copyright. That's a lot of layers of indirection, and courts have never yet adopted a “contributory circumvention” claim.
