North Carolina Governor Signs $1.6 Billion COVID-19 Bills

North Carolina Gov Roy Cooper has signed legislation pumping $1.6 billion into schools, hospitals, local governments and researchers dealing with the coronavirus pandemic. Cooper signed the two bills during a conference call on Monday. They represent a compromise between measures approved separately in the Senate and House last week, with input from the governor and legislative Democrats seeking items in Cooper's own $1.4 billion request. The $1.6 billion is less than half of North Carolina's share received from the $2 trillion coronavirus relief law that Congress approved last month.

This story ran on Morning Edition and All Things Considered. Gloria Vanderbilt was an artist, heiress, designer and philanthropist who, for many Americans, may be best remembered for her blue jeans . She died at the age of 95. Vanderbilt's son, Anderson Cooper, announced her death Monday, airing an obituary for her on CNN. Vanderbilt had cancer, he said. "Earlier this month, we had to take her to the hospital. That's where she learned she had very advanced cancer in her stomach, and that it had spread," Cooper said. "What an extraordinary life. What an extraordinary mom. And what an incredible woman," he said, his voice quavering a bit at the end of the remembrance. Vanderbilt had full lips, eyes that turned up at the corners and a patrician bearing. She was, in fact, descended from shipping and railroad tycoon Cornelius Vanderbilt, one of the richest men in American history. She was born in 1924, and her father died shortly thereafter. FBI Seizes Website Suspected Of Selling Access To Billions Of Pieces Of Stolen Data

U.S. authorities have seized the domain name of a website that allegedly sold access to billions of usernames, email addresses, passwords and other sensitive information stolen in data breaches. Now, visitors to the not-so-subtle website – weleakinfo.com — are greeted with a homepage that reads, "This Domain Has Been Seized." The Justice Department and the FBI took control of the site as part of a "comprehensive law enforcement action" involving authorities in Germany, Northern Ireland, the U.K. and the Netherlands. Two men in Europe have been arrested so far in connection with the site. WeLeakInfo billed itself as a "search engine" that subscribers could use to pore over data illegally obtained from more than 10,000 data breaches, U.S. authorities said in a statement . In all, the Justice Department said the site was offering access to more than 12 billion indexed records. Last month, it opened up 14 " swap lines " to nations such as Australia, Japan, Mexico, and Norway. A "swap line" is like an emergency pipeline of dollars to countries that need them. The dollars are "swapped," i.e., traded for the other country's currency. The Fed has also started allowing around 170 foreign central banks that hold U.S. Treasury bonds to temporarily exchange them for dollars. Sending billions of dollars abroad in the middle of a historic economic crisis might seem crazy: As America's economy crumbles, why are we moving our precious dollars *out* of the country?
