"Three Things I Wish I Knew When I Started Designing Languages"

The transcript of Three Things I Wish I Knew When I Started Designing Languages, a talk given by Peter Alvaro somewhere or other, is up at Info Q.

Peter Alavaro's main research interest is in taming distributed systems. He starts his talk with the provocative thesis, "In the future, all radical new languages will be domain-specific languages." He talks of the evolution of his ideas about dealing with distributed systems:

  1. Little interest by designers of programming-language designers in filling huge difficulty of debugging in context of distributed systems;
  2. PLs often make handling of data somewhat implicit, even with functional programming, which he says is dangerous in distributed programming;
  3. To talk about the flow of data properly, we need to talk about time;
  4. Two things that influenced him as a grad student: Jeff Ullman's claim that encapsulation and declarativity are in tension, and Fagin's theorem (the existential fragment of second-order logic characterises NP);
  5. Idea that distributed systems can be considered as protocols specified a bit like SQL or Datalog queries;
  6. Triviality with query languages of characterising the idea of place in distributive systems: they are just another relation parameter;
  7. Describing evolution of a system in time can be done with two other things: counters and negation, leading to Bertram Ludäscher's language Statelog. But this way of doing things leads to the kind of low-level overexpressive modelling he was trying to avoid;
  8. "What is it about...protocols that they seem to require negation to express?” Turns out that if you drop negation, you characterise the protocols that deliver messages deterministically.

He summarises by saying the only good reason to design a programming language (I assume he means a radically novel language) is to shape your understanding of the problem. No regrets of being the only user of his first language, Datalist, because the point is that it shaped all his later thought in his research.

Applications of Blockchain to Programming Language Theory

Let's talk about Blockchain. Goal is to use this forum topic to highlight its usefulness to programming language theory and practice. If you're familiar with existing research efforts, please share them here. In addition, feel free to generate ideas for how Blockchain could improve languages and developer productivity.

As one tasty example: Blockchain helps to formalize thinking about mutual knowledge and common knowledge, and potentially think about sharing intergalactic computing power through vast distributed computing fabrics. If we can design contracts in such a way that maximizes the usage of mutual knowledge while minimizing common knowledge to situations where you have to "prove your collateral", third-party transactions could eliminate a lot of back office burden. But, there might be benefits in other areas of computer science from such research, as well.

Some language researchers, like Mark S. Miller, have always dreamed of Agoric and the Decades-Long Quest for Secure Smart Contracts.

Some may also be aware that verification of smart contracts is an important research area, because of the notorious theft of purse via logic bug in an Ethereum smart contract.

Book week 2019: David Adger's Language Unlimited

Welcome to the second review post of Book Week 2019. See the intro to Book Week 2019 to understand more about what I'm doing this week. Next up we have:

the science behind our most creative power

This is a book for people who like to think about HOW THINGS WORK. It's a serious work of popular science writing, which carefully spells out the mysteries of syntax. And by mysteries, I mean things you've probably never even noticed about language. But once they're pointed out, you have to sit back and say "Whoa." Because even though you hadn't noticed these things, you know them. Remember a few years ago, when the internet was hopping with posts about how we subconsciously know which order to put adjectives in? That's kid's play compared with the stuff that Adger'll teach you about the things you know but don't know about.

Adger (who is Professor of Linguistics at Queen Mary University, London) describes the situation carefully, clearly, and engagingly, using copious examples and analogies to communicate some really subtle points. (I particularly liked the explanation of form versus function in language, which drew on the form versus the function of alcohol. Chin-chin!) He draws in evidence from neurology, psychology, and computer science to both corroborate his points and to introduce further questions about how language works.

As I said in the intro to Book week, I have not read all the books I'm reviewing absolutely cover-to-cover. In this case, of the ten chapters, I read 1–3, 7, and 10—and skimmed through the other chapters. The early chapters make the case that there's more to linguistic structure than meets the eye and that human linguistic abilities must consist of something special—they must be qualitatively different from the types of cognition that other animals use and that humans use in non-linguistic communication. Later ones cover issues like how children experience and acquire their first language and what happens when computers try to learn human language. Throughout, the examples feature Adger's partner Anson and his cat Lilly.  I almost feel like I know them now. Hi Anson and Lilly!

Adger makes clear from the start that his book makes a particular argument in favo(u)r of a particular way of explaining language's mysteries—and that particular way is a Chomskyan way. This means that he makes the case for a Universal Grammar that underlies all human language. I was struck by his willingness and ability to take this all the way for a lay audience. By chapter 9, he is explaining Merge, the key tool of Chomsky's Minimalist Program

Now, here I have to say: this is not the kind of linguistics I do. It's not just that I'm not a syntactician—though I have, from time to time, dipped my toe into theories grammatical. It's also that I lost faith in theoretical monotheism when I moved from a very Chomskyan undergraduate degree to a more ecumenical linguistics department for my (post)graduate studies. When I arrived for my PhD studies, the department wanted to know which syntactic theories I'd studied, so they could determine which courses I needed to take. I could not tell them. After four years of studying Chomskyan linguistics, I thought I had spent four undergraduate years studying "Syntax". No one had told me that I was studying a theory of syntax, just one among several theories.

Ever since, I have tended to agnosticism and s{c/k}epticism when it comes to syntactic theory. (This is probably how I ended up as not-a-syntactician; I don't know that it's possible to have a career in grammatical studies without adhering to one theoretical church or another.) Being a lexicologist has meant that I don't have to take sides on these things. And so I play around with different theories and see how they deal with the phenomena I study. When I listen to the evangelists, I listen warily. I tend to find that they oversimplify the approaches of competitor theories, and don't learn as much from them as they could (or, at least, sometimes don't give them credit for their contributions). This is all a very long explanation of why I skipped to chapter 7—the chapter where Adger responds to some non-Chomskyan ideas (mostly personified in the chapter by Joan Bybee).

So (mostly BrE*) all credit to Adger for spending a chapter on this, and for citing recent work in it. I generally thought his points were fair, but I did what I usually do in response to such theoretical take-downs: I thought "ok, but what about..." I do think he's right that some facts point to the existence of a Universal Grammar, but I also think it's not the only interesting part of the story, and that it's premature to discount arguments that explore the possibility that much of what happens in language learning is based in experience of language and general cognitive abilities. But then, I would think that.

I definitely recommend the book for people who are interested in the scientific approach to language, but I'd skip the final chapter (10). It is an oddly tacked-on bit about sociolinguistic phenomena, precisely the kinds of things that are not even approached in the theory the rest of the book has been arguing for.

I congratulate Adger on this strong work that makes extraordinarily abstract concepts clear.

How Can the EU Learn the Language of Power?

The new European Commission has finally started its work this week. In a world increasingly defined by great power competition and deprived of the certainties of a strong transatlantic partnership, this might well be the first commission where foreign and security policy issues will be equally important to internal EU ones.

Amid an escalating Sino-American rivalry, there is a growing realization in Brussels that something has to change in the way the EU thinks and acts internationally.

Charting a more successful path forward will not be easy. Josep Borrell, the EU’s new high representative for foreign affairs and security policy, during his confirmation hearing, offered a hint as to what might be needed to get there: ‘The EU has to learn to use the language of power.”’

What might this mean in practice?

Four issues illustrate some of the key dilemmas ahead for the EU and its new executive.

Hard power

The most revealing of these concerns hard power.

For a union so addicted to the US security guarantee, and so used to the softer approaches of exercising its influence, this was always going to be a difficult discussion. The recent disagreement between Germany and France over the future of NATO gave a taste of how fraught and complex this discussion can be.

Underpinning it are three fundamental questions. If the EU has to enhance its capacity to defend its interests with military power, how (and how quickly) is it to move ahead, how much additional responsibility will that mean and to what degree will this responsibility need to be shouldered autonomously, potentially distancing itself from NATO or Washington? Moving forward with this agenda while balancing the competing interests of member states and preserving the fragile progress already achieved with initiatives such as PESCO will not be easy.

Discussion and debate among member states should not be discouraged, but the new commission has a role to play in ensuring that such discussion is constructive. Distracting talks about an EU army or a nuclear ‘Eurodeterrent’ should be shelved, with the focus as much as possible on acquiring tangible capabilities, getting the defence architecture right, ensuring operational readiness and spending defence budgets smartly.

How to use power

Great powers have traditionally been able to cooperate in certain areas while competing in others. Given their wide reach, powers like the US have generally not allowed disagreement on one issue to interfere with the ability to work together on others.

If the EU aspires to be a more assertive global player, it will need to grow comfortable with this compartmentalization. For example, if Brussels wants to stand up to Beijing regarding human rights, the South China Sea or issues of acquisition of European infrastructure, this should not mean that cooperation on areas such as peacekeeping, arms control or climate change needs to be blocked.

Footing the bill

Ursula von der Leyen, the new commission president, has announced that she wants an increase of 30% for external action in the 2021–27 Multi-annual Financial Framework (the EU budget). But with the Brexit budget gap looming, and little appetite to increase contributions or reduce the funds allocated to costly schemes, like the Common Agricultural Policy, compromises will have to be made for this to happen.

This will be one of the first key tests for the new commission. Power costs money, not just gestures, and therefore specific commitments already made under the Juncker mandate regarding the European Defence Fund or the new Neighbourhood, Development and International Cooperation Instrument need to be guaranteed, if not expanded.

Internal politics

None of these steps are possible if the internal workings of the EU become too dysfunctional. A stronger stance internationally would make the sometime incoherence of internal EU management more of a liability to the bloc’s credibility. For example, how can the EU advocate for the rule of law beyond its borders while some of its own member states violate the same principles? 

And there remains the perpetual question of how much more power member states are willing to cede – if any – to deliver faster and more efficient decision-making. If the bloc’s reflexes – often slow, consensual and risk averse – are out of place with the role of a modern great power, how does the commission envision introducing decision-making mechanisms, like qualified majority voting, in foreign and security policy matters?

Borrell’s résumé shows his extensive experience in handling critical policy dossiers. He is also expected to travel less than his predecessor, being mindful of the even heavier institutional work ahead, not least in working with a more politically fragmented European Council and a more politicized European Parliament.

Ultimately, learning the language of power might mean that the EU finally deals with the basics of international affairs as a coherent and cohesive actor, rather than as an occasional ensemble. This endeavour clearly lacks a fixed path or destination. But the new commission seems to be mindful that the EU will have to find new ways to use power as the world changes around it. In doing so, it should keep in mind that the language of power is best articulated not with words, but with actions.

The Language of Science and the Tower of Babel

Language is power over the unknown. 

Mathematics is the language of science, and computation is the modern voice in which this language is spoken. Scientists and engineers explore the book of nature with computer simulations of swirling galaxies and colliding atoms, crashing cars and wind-swept buildings. The wonders of nature and the powers of technological innovation are displayed on computer screens, "continually open to our gaze." The language of science empowers us to dispel confusion and uncertainty, but only with great effort do we change the babble of sounds and symbols into useful, meaningful and reliable communication. How we do that depends on the type of uncertainty against which the language struggles.

Mathematical equations encode our understanding of nature, and Galileo exhorts us to learn this code. One challenge here is that a single equation represents an infinity of situations. For instance, the equation describing a flowing liquid captures water gushing from a pipe, blood coursing in our veins, and a droplet splashing from a puddle. Gazing at the equation is not at all like gazing at the droplet. Understanding grows by exposure to pictures and examples. Computations provide numerical examples of equations that can be realized as pictures. Computations can simulate nature, allowing us to explore at our leisure.

Two questions face the user of computations: Are we calculating the correct equations? Are we calculating the equations correctly? The first question expresses the scientist's ignorance - or at least uncertainty - about how the world works. The second question reflects the programmer's ignorance or uncertainty about the faithfulness of the computer program to the equations. Both questions deal with the fidelity between two entities. However, the entities involved are very different and the uncertainties are very different as well.

The scientist's uncertainty is reduced by the ingenuity of the experimenter. Equations make predictions that can be tested by experiment. For instance, Galileo predicted that small and large balls will fall at the same rate, as he is reported to have tested from the tower of Pisa. Equations are rejected or modified when their predictions don't match the experimenter's observation. The scientist's uncertainty and ignorance are whittled away by testing equations against observation of the real world. Experiments may be extraordinarily subtle or difficult or costly because nature's unknown is so endlessly rich in possibilities. Nonetheless, observation of nature remorselessly cuts false equations from the body of scientific doctrine. God speaks through nature, as it were, and "the Eternal of Israel does not deceive or console." (1 Samuel, 15:29). When this observational cutting and chopping is (temporarily) halted, the remaining equations are said to be "validated" (but they remain on the chopping block for further testing).

The programmer's life is, in one sense, more difficult than the experimenter's. Imagine a huge computer program containing millions of lines of code, the accumulated fruit of thousands of hours of effort by many people. How do we verify that this computation faithfully reflects the equations that have ostensibly been programmed? Of course they've been checked again and again for typos or logical faults or syntactic errors. Very clever methods are available for code verification. Nonetheless, programmers are only human, and some infidelity may slip through. What remorseless knife does the programmer have with which to verify that the equations are correctly calculated? Testing computation against observation does not allow us to distinguish between errors in the equations, errors in the program, and compensatory errors in both.

The experimenter compares an equation's prediction against an observation of nature. Like the experimenter, the programmer compares the computation against something. However, for the programmer, the sharp knife of nature is not available. In special cases the programmer can compare against a known answer. More frequently the programmer must compare against other computations which have already been verified (by some earlier comparison). The verification of a computation - as distinct from the validation of an equation - can only use other high-level human-made results. The programmer's comparisons can only be traced back to other comparisons. It is true that the experimenter's tests are intermediated by human artifacts like calipers or cyclotrons. Nonetheless, bedrock for the experimenter is the "reality out there". The experimenter's tests can be traced back to observations of elementary real events. The programmer does not have that recourse. One might say that God speaks to the experimenter through nature, but the programmer has no such Voice upon which to rely.

The tower built of old would have reached the heavens because of the power of language. That tower was never completed because God turned talk into babble and dispersed the people across the land. Scholars have argued whether the story prescribes a moral norm, or simply describes the way things are, but the power of language has never been disputed.

The tower was never completed, just as science, it seems, has a long way to go. Genius, said Edison, is 1 percent inspiration and 99 percent perspiration. A good part of the sweat comes from getting the language right, whether mathematical equations or computer programs.

Part of the challenge is finding order in nature's bubbling variety. Each equation captures a glimpse of that order, adding one block to the structure of science. Furthermore, equations must be validated, which is only a stop-gap. All blocks crumble eventually, and all equations are fallible and likely to be falsified.

Another challenge in science and engineering is grasping the myriad implications that are distilled into an equation. An equation compresses and summarizes, while computer simulations go the other way, restoring detail and specificity. The fidelity of a simulation to the equation is usually verified by comparing against other simulations. This is like the dictionary paradox: using words to define words.

It is by inventing and exploiting symbols that humans have constructed an orderly world out of the confusing tumult of experience. With symbols, like with blocks in the tower, the sky is the limit.
