LAHORE: The Covid-19 is proving more lethal when it comes to male patients as compared to women virus carriers as an analysis of official data shows that 69 of its victims in Punjab were men, while the remaining 31 per cent women. Only two transpersons died from the pandemic in the province.

A senior official told Dawn that Punjab reported 1.82 per cent virus death rate, while 40pc of carriers recovered from the disease across the province so far.

Meanwhile, the Punjab government issued new guidelines for the treatment of severe and critical Covid-19 patients to keep the death toll low.

Recommended by Corona Experts Advisory Group (CEAG), the guidelines had been dispatched to all the vice-chancellors of the medical universities, principals of medical colleges and the heads of the teaching and other government hospitals, keeping in view recent surge in the death rate in Punjab.

According to an age-wise analysis, the virus proved most fatal for those in 50-60 year age bracket as such patients make 32pc of the total victims. The patients between 61 to 70 years of age were the second-most vulnerable group as 27pc of those who died from Covid-19 fall in it.

Similarly, 16pc of the patients who died were between the age of 41 and 50 years, and 13pc between 71 to 80.

Interestingly, only two percent of Covid-19 patients were 80 years old or above, while 10pc of the deaths occurred among those who were 40 or below.

Another alarming factor the data analysis revealed was that most of those who died had no other disease or co-morbidity.

The gender-wise analysis further revealed that of the 31pc females who died, 66pc had no co-morbidity, while of total 69pc male victims, 67pc were having no other disorder.

Similarly, the recovery ratio among young Covid-19 patients is the highest, as compared to others.

According to the analysis, out of total patients who got recovered, 23pc were in 24-34 age group, 17pc in 35-44 group, 15pc in 18-24, 14pc in 45-54, 13pc in 55-64, eight percent in 65-74 and only one per cent of recovered patients were in 75 years and above age bracket.

The analysis was conducted by experts of the both health departments and shared in an official meeting in order to devise future strategies to curtail the pandemic, accordingly.

Meanwhile, eight more critical patients of Covid-19 died at various hospitals of the province during the last 24 hours, as per official data shared on Saturday, taking the death toll to 191 in Punjab.

Most of these deaths occurred in Lahore, Multan and Rawalpindi.

The total number of confirmed patients reached to 10,471 in Punjab, when 438 more tested positive for the virus on Saturday.

According to the official figures, 228 fresh cases were reported from Lahore, 58 from Gujranwala, 28 from Gujrat, and 11 from Rawalpindi, besides some other cities.

With the new cases, total number of confirmed patients in Lahore has jumped to 4,084, the highest in Punjab, followed by Rawalpindi 592 and Gujranwala reporting 480 cases so far.

The health department spokesperson said the number of critical virus patients in the province has jumped to 41. The number of Covid-19 critical patient in Punjab was 22 on Friday.

The spokesperson said no new case was reported from the quarantine centres housing the pilgrims returning from Iran and the Tableeghi Jamaat members.

The Division Bench took note of the relevant background facts necessitating filing of writ petition by the respondent No. 1 for a direction to the appellant­Bank to pay his lawful admitted claims in terms of agreement dated 27.5.1990 (Annexure 5(b) appended to the writ petition) and also to deposit the income­tax papers with immediate effect. The Division Bench has noted as follows: ­ “4. The facts of the case is that the writ petitioner had taken a term loan of Rs.10,000/­ from the Bank by way of financial assistance to run a business in the name of “Sanjeev Readymade Store” from Haveli Kharagpur Branch of Punjab National Bank in the district of Munger. The writ petitioner was paid the said sum of Rs.10,000/­ in two instalments of Rs.4,000/­ on 21.07.1984 and Rs.6,000/­ on 01.10.1984. The writ petitioner had yet another savings account in the same branch of the respondents­bank. However, on 14.02.1990, the term loan with interest had mounted upto a figure of Rs.13,386/­. In 1989, the writ petitioner, who is Respondent no. 2 in the appeal, was granted two cheques of Rs.5,000/­ each by the Circle Officer, Haveli Kharagpur under the Earthquake Relief Fund. The said two cheques were deposited with the Bank for encashment in the other savings account, but instead, were transferred to the loan account. This was done without any authorization of the writ petitioner and without direction of any competent authority. Some time thereafter, the writ petitioner’s son was afflicted by cancer, which required immediate treatment at All India Institute of Medical Sciences, New Delhi. In order to meet the expenses of the treatment, writ petitioner sold 406 bhars of gold jewellery of his wife’s “stridhan” and received Rs.14,93,268/­. He approached the branch of the respondents­bank with a sum of Rs.14,93,000/­ on 04.08.1989 for issuance of two bank drafts, one in his name and the another in the name of his wife. The then Accountant, Mr. T.K. Palit showed his inability to prepare the drafts on the ground of shortage of staff on that day and requested the writ petitioner to deposit the amount in the savings account No. 1020 in the said 3 branch. The Accountant, after receipt of the money, transferred total amount of Rs.15,03,000/­ to the loan account, whereas in the loan account upto 14.02.1990 outstanding dues of principal and interest was only Rs.13,386/­. The writ petition made grievance before the Branch Manager of the said branch and also filed representations before the Bank authorities. Thereafter, the writ petitioner approached the District Magistrate, Sri Nanhe Prasad, who ordered the then Circle Officer, Haveli Kharagpur, District Munger, Sri Binod Kumar Singh to make a detailed enquiry into the matter and report. Accordingly, a Misc. Case No. 4 (DW 1) PNB/1989­90 was initiated and in those proceedings, various officials of the Punjab National Bank, including the then Branch Manager, District Coordination Officer of the Punjab National Bank and the Accountant of the Bank were examined from time to time and reports were submitted to the District Magistrate, Munger. Several witnesses were examined even by the District Magistrate, Munger. There were officers from the Regional Office of the Punjab National Bank, one of them being Sri Tej Narain Singh, the Regional Manager of the Punjab National Bank, Regional Office, Patna­B also deposed making reference of what had transpired to the Zonal Office of the Bank. On the basis of these statements, which were recorded by the Circle Officer and / or by the then District Magistrate­cum­Collector, Munger, Sri Gorelal Prasad Yadav, the matter proceeded. The basic assertion of the writ petitioner having been found correct and the liability having been accepted by the respondents­bank, it was reduced to an agreement dated 27.05.1990, which is Annexure­5B to the writ application between the parties. The agreement was signed by one and all in presence of the Circle Officer and the overall supervision of the District Magistrate. It was duly recorded in writing that the bank had received the deposit amounting to Rs.15,03,000/­ as per deposits made on 02.08.1989, 04.08.1989 and 04.10.1989. It was also recorded that the total term loan and the liability of the writ petitioner up to 14.02.1990 came to Rs.13,386/­ only and the amount of Rs. 14,89,614/­ of the writ petitioner would be kept in the Fixed Deposit of the bank and shall be paid with interest by September, 1997. The writ application was filed, when the bank refused to honour this agreement. In support of the writ application, certified copies of the entire proceedings, depositions as had been obtained by the writ petitioner in the year 1990 were annexed.” 4 The appellant­Bank contested the said writ petition and raised objections regarding the maintainability of the writ petition and disputed the money claim set up by the respondent No. 1 on the basis of alleged contractual agreement dated 27.5.1990. The appellant­Bank denied the allegation of transfer of proceeds of two cheques of Rs.5,000/­ (Rupees five thousand only) each, allegedly received by the respondent No. 1 from the district authorities, to the loan account. The Bank also denied the allegation of deposit of Rs.14,93,000/­ (Rupees fourteen lakhs ninety­three thousand only) by the respondent No. 1 in his Savings Fund Account No. 1020 or transfer of the said amount in his loan account. Further, on receipt of complaint from the respondent No. 1, the Regional Manager of the appellant­Bank instituted an internal enquiry conducted by Mr. N.K. Singh, Manager, Inspection and Complaints, E.M.O., Patna, who in his report dated 23.11.1998 noted that the respondent No. 1 had been paid the proceeds of two cheques of Rs.5,000/­ (Rupees five thousand only) each in cash and there is no record about the deposit of Rs.14,93,000/­ (Rupees fourteen lakhs ninety three thousand only) in his account with the concerned Branch. The appellant­Bank explicitly denied the genuineness and existence 5 of the documents annexed to the writ petition and asserted that the same are forged, fabricated and manufactured documents. The Bank also placed on record that the respondent No. 1 had filed similar writ petition against another bank, namely, the Munger Jamui Central Cooperative Bank Limited being CWJC No. 4353/1993, which was eventually dismissed on 7/3.7.1995, as the claim set up by the respondent No. 1 herein in the said writ petition was stoutly disputed by the concerned Bank.

Learned counsel for the petitioners inter alia contends that no specific role has been attributed to the petitioners. In fact, it is a case of version and cross version, wherein, both the parties received injuries. Initially, the FIR was registered under Sections 324, 323, 148, 149 IPC and it was after a period of 3½ months from the date of occurrence, an offence under Sections 326 IPC was added.

It has been further submitted that petitioner No.1 - Jarnail Singh, who was alleged to have been armed with Kapa has been attributed a simple injury. Petitioner No.2 - Jaspal Singh @ Jagpal Singh, who was alleged to be armed with a dang, too was attributed a blunt simple injury.

Prayer in the application is for grant of anticipatory bail in FIR bearing No.37 dated 05.03.2020, under Sections 376 and 120-B of Indian Penal Code, 1860 (Section 4 of The Protection of Children from Sexual Offences Act, 2012 and Section 506 IPC were added later on) registered at Police Station Sadar, Jalandhar.

FIR was recorded on the statement of ABC (name withheld). She stated that in the year 2018, she alongwith her female friends had gone to the house of Jassa son of Kashmiri Lal for Lohri, where Jassa clicked group and individual photographs of the complainant and her friends. In February 2018, Reena Rani wife of Rui Das, sister-in-law of Jassa, called the complainant to her house and took photographs of the complainant with Jassa. Reena made Jassa and the complainant sit in a room and bolted the door from outside. MANOJ BAJAJ, J.(ORAL) Kamlesh Verma @ Kiran Mummy has filed this petition for grant of regular bail in case FIR No.56 dated 9.5.2019 under Sections 376- D/120-B IPC, Police Station E-Division, District Amritsar. The petitioner is in custody since her arrest on 18.2.2020. The above FIR in question was initially registered at Police Station Padampur, District Sri Ganganagar as Zero FIR and was later on forwarded to District Amritsar where the above FIR was recorded.

As per the allegations, the victims had voluntarily left their house on 31.7.2018 and reached at Amritsar, where they came in contact with two persons, namely, Gagan and Vicky. They both promised a job for them and took them to the house of Vicky, where they raped the victims repeatedly. Later on, the victims were sent to other persons as well and accused Simmi facilitated the illegal sexual activities at her residence. Gagan used to send one of the victims outside the town as well. The learned counsel for the petitioners contends that a perusal of the FIR clearly reveals that no offence under Section 307 IPC is made out against the petitioners. It has been further contended that an inquiry was conducted by the DSP (Major Crime) Moga (Annexure P2) subsequent to the registration of FIR which found the petitioners innocent as they were not present at the spot at the time of the alleged occurrence which lends credence to the factum of petitioners having been falsely implicated in the instant case. It has been thus prayed that the petitioners be granted the concession of regular bail as they have been behind bars since 01.03.2020 coupled with the fact that the injury allegedly attributed to the petitioners was found to be blunt in nature.

It has been thus prayed that the petitioner be granted the concession of regular bail as he has been behind bars since 01.03.2020 coupled with the fact that the injury allegedly attributed to the petitioner was found to be blunt in nature.

Counsel for the petitioner has argued that as per the allegations in the FIR, the police party headed by ASI Baldev Raj, who is also the complainant in the case noticed that a motorcycle was coming and on seeing the police party, the driver of the motorcycle became perplexed and the person who was sitting on the pillion rider seat has thrown a black polythene bag on the road and the Heroin spread over the metaled road. Thereafter, the said ASI collected the 1 of 3 ::: Downloaded on - 08-05-2020 21:00:35 ::: CRM-M No.12060 of 2020 (O&M) 2 Heroin and put the same in a polythene bag and on weighing it came to 20 gms. It is further stated in the FIR that the driver of the motorcycle informed his name as Arjun i.e. the petitioner whereas the person who was on the pillion rider told his name as Sandeep @ Zora.

Counsel for the petitioners has argued that as per the allegations in the FIR, the co-accused of the petitioners namely Binder Singh has caused the injury on the head of the complainant and he already stands arrested, however, he has been granted the concession of the regular bail by the trial Court. It is further submitted that both the petitioners are attributed injuries on the non-vital part of the complainant and it will be a debatable issue to be decided during the 1 of 2 ::: Downloaded on - 08-05-2020 20:56:16 ::: CRM-M No.12049 of 2020 (O&M) 2 course of trial, whether Sections 332 and 334 IPC are made out or not.

Learned counsel for the petitioner has inter alia submitted that the petitioner, who is a lady has been behind bars for almost 05 months. Further, a perusal of the FIR in question clearly reveals that no specific allegations have been levelled against her. It is thus very evident that she has been arrayed as an accused only because she happened to be the wife of the main accused - Navjot Singh. It has been further contended that she is confined in the Central Jail, Patiala, where one COVID-19 positive case too has been found. Hence, she be granted the concession of regular bail due to the prevailing outbreak of COVID-19 and also because the trial is unlikely to conclude in the near future.

Left without jobs and desperate to return home amid the lockdown, 10 migrant labourers have set off on foot from Pune in Maharashtra for their native place hundreds of kilometres away in Uttar Pradesh. The Pune administration has asked the officials concerned to make necessary arrangements for such migrants at hotels and halls available on highways in the district and set up camps for them, in the wake of the death of 16 migrant labourers after being run over by a goods train in Aurangabad. The 10 migrant workers, all natives of Allahabad district in Uttar Pradesh, started walking to their homes from Pune on Saturday evening after losing their jobs and finding to difficult to sustain their livelihood here. "We all were working as construction labourers in Pune. Now we don't have food to survive. Therefore, we have started for our native place in Uttar Pradesh," one of the labourers from the group said.
